:00:18. > :00:22.but the parents. Six children died in a fire deliberately started by

:00:23. > :00:27.Mick and Mairead Philpott. No one could have known that parents would

:00:28. > :00:32.act that way. Also, as police investigate the

:00:33. > :00:35.death of a man in Hinckley, residents tell me a woman fell from

:00:36. > :00:40.this first`floor window, holding a baby.

:00:41. > :00:45.Plus, a dilemma for narrow boat owners, quit this marina or be

:00:46. > :00:49.blocked in. And fine dining for Fido, a deli for

:00:50. > :01:01.discerning dogs. Good evening and welcome to Friday's

:01:02. > :01:05.programme. First tonight, the deaths of six children who were killed in a

:01:06. > :01:11.Derby house fire couldn't have been predicted or prevented. That's the

:01:12. > :01:14.conclusion of a serious case review. The review was set up following the

:01:15. > :01:18.conviction of Mick and Mairead Philpott and their friend Paul

:01:19. > :01:20.Mosley for manslaughter. However, the report does find that several

:01:21. > :01:25.agencies didn't know of Mick Philpott's violent past. Because of

:01:26. > :01:31.that, opportunities were missed to check on the children's welfare.

:01:32. > :01:39.With more on this, here's our chief news reporter, Quentin Rayner.

:01:40. > :01:45.The six children aged between 13 and five died in May 2012 after a fire

:01:46. > :01:49.engulfed their home in Derby, in a plot by Mick Philpott to frame his

:01:50. > :01:56.former mistress during a custody battle. In a report, the authority

:01:57. > :02:00.says social services, police and health workers were given no reason

:02:01. > :02:06.for concern beforehand. The children were happy, they were well

:02:07. > :02:09.nourished, they attended school, they had good social relationships

:02:10. > :02:13.between themselves and with other children. The conclusion of this

:02:14. > :02:19.report is that sadly, the events that took place in May 2012 could

:02:20. > :02:25.neither have been predicted nor prevented. No one could have known

:02:26. > :02:29.that parents would act in the reckless way that they did. The

:02:30. > :02:32.report adds that given the notoriety of the father, there were some

:02:33. > :02:37.opportunities to get another family better. However, this would not have

:02:38. > :02:39.led to professionals becoming aware that there were plans to

:02:40. > :02:43.deliberately set fire to the house when the children were sleeping. I

:02:44. > :02:46.agree with the report, I think in some cases they could have been more

:02:47. > :02:48.involved with the 0 some cases they could have been more

:02:49. > :02:51.involved with the family. I do not think social services could have got

:02:52. > :02:56.any more involved and they were already because the children were

:02:57. > :03:02.fine. Happy known about his past, you know... `` had we known. The

:03:03. > :03:07.fire service carried out its own research. A lot of thought into not

:03:08. > :03:13.get woken by smoke alarms. So what we recommend as well as a smoke

:03:14. > :03:15.detector on every floor is that where possible, householders put

:03:16. > :03:19.additional smoke detectors in bedrooms and all the large rooms.

:03:20. > :03:22.Some of the recommendations have already been implemented. They

:03:23. > :03:25.include those checks on overcrowding.

:03:26. > :03:28.Quentin is with us now. How come the agencies didn't know about Mick

:03:29. > :03:31.Philpott's violent past? In 1978, Mick Philpott was convicted

:03:32. > :03:32.of the attempted murder of a former girlfriend and 0

:03:33. > :03:41.of the attempted murder of a former girlfriend and sentenced to seven

:03:42. > :03:44.years. He also repeatedly tried to stab the girl's mother as well.

:03:45. > :03:46.Because of the way records were previously kept, and because the

:03:47. > :03:55.incident didn't involve a child, this violent crime didn't become

:03:56. > :03:58.known until 2011. But the review notes that had the agencies known,

:03:59. > :04:06.they may have assessed Mick Philpott differently. It is a very detailed

:04:07. > :04:10.report, what else does it have to say? It goes on to say that in the

:04:11. > :04:13.months before the fire, not enough information was gathered about the

:04:14. > :04:16.family. This would have ensured all agencies were made aware of Mick

:04:17. > :04:19.Philpott's violent past, which may have resulted in more support for

:04:20. > :04:23.the family. But having said all that, the review accepts that there

:04:24. > :04:26.were no grounds for the removal of the children. It concludes that

:04:27. > :04:30.there's no evidence whatsoever that any agency knew about the intention

:04:31. > :04:41.to start the fire. And that's why it couldn't have been predicted or

:04:42. > :04:43.prevented. Quentin, we will leave it there, thank you.

:04:44. > :04:46.A 31`year`old man has been charged with murder after the death of a man

:04:47. > :04:50.in Hinckley. Emergency services were called after reports of an assault.

:04:51. > :04:54.Leicestershire Police say they found a man "seriously injured". He died a

:04:55. > :04:57.short time later. Neighbours have told our reporter Eleanor Garnier

:04:58. > :05:07.they saw a woman fall from a first floor window, holding a baby.

:05:08. > :05:12.Early this morning, people in this residential street in Hinckley,

:05:13. > :05:16.awoken by the air ambulance hovering above their homes. The serious

:05:17. > :05:23.nature of what had happened soon became clear. Emergency services

:05:24. > :05:29.rushed to the scene. Dog units, the armed police came in, fire engines,

:05:30. > :05:31.there was an ambulance, helicopter. Just people that generally work

:05:32. > :05:36.around here and live right here for all coming out of their houses,

:05:37. > :05:37.wondering what happened. Police had been called after a report of an

:05:38. > :05:39.assault, 0 been called after a report of an

:05:40. > :05:45.assault, but when they got to this House, they found the man seriously

:05:46. > :05:49.injured. He died a short time later. It is horrible, you do not expect

:05:50. > :05:52.anything like that to happen on your own street. Especially when you're a

:05:53. > :05:58.single mother with a child anyway. It just makes you shiver. As police

:05:59. > :06:02.continued their investigation work today, people living here in

:06:03. > :06:07.Hinckley have told me they saw a woman at around 9am this morning,

:06:08. > :06:15.falling backwards out of this first`floor window, holding a baby.

:06:16. > :06:18.We are aware of this, and I can reassure the public that no shots

:06:19. > :06:25.were fired by police officers this morning. This is an isolated

:06:26. > :06:29.incident. Extra police officers will be around over the next few days to

:06:30. > :06:33.reassure the community. The woman and baby were taken to hospital as a

:06:34. > :06:39.precaution. Tonight, a 31`year`old man remains in police custody,

:06:40. > :06:43.charged with murder. Still to come, more rain on the way

:06:44. > :06:51.this weekend. But Sara's here to remind us that it could be worse.

:06:52. > :06:54.Yes, we seem to have escaped a lot of the flooding that has taken place

:06:55. > :07:02.across the country. But that has not always been the case. Take a look at

:07:10. > :07:12.canoe. Narrow boat owners in part of

:07:13. > :07:17.Leicestershire are worried they may have to move their boats out of a

:07:18. > :07:22.local marina. It's because the marina's owners have run up debts of

:07:23. > :07:25.over ?160,000. Now the Canal and River Trust is saying it'll cut the

:07:26. > :07:31.connection to the marina, leaving boats' owners with a stark choice.

:09:44. > :09:51.The latest figures show 365 suicides across all ages in the East

:09:52. > :09:56.Midlands. That's an average of one a day in 2011, well over two thirds

:09:57. > :09:59.are male. When it comes to younger people, there are just national

:10:00. > :10:09.figures ` 216 deaths involving ten to 19`year`olds across the UK.

:10:10. > :10:14.As a teenager, Caroline self`harmed. She helped set up a project after

:10:15. > :10:23.seven young people took their own lives in and around East league. I

:10:24. > :10:26.was a perfectionist, had to do very well and people did not know there

:10:27. > :10:31.was a problem. You made several attempts on your own life? I could

:10:32. > :10:35.have become a statistic. But I get a hand that onto the people. The

:10:36. > :10:39.message we give to people today is that performance is key, but they

:10:40. > :10:44.need to learn to be themselves. . Chapman was the coroner in

:10:45. > :10:49.Nottinghamshire for 18 years. He says teenage suicides were among the

:10:50. > :10:53.most sensitive cases to deal with. In road accidents, someone is to

:10:54. > :10:57.blame but when it was a child suicide, everyone asks themselves,

:10:58. > :11:00.could we have done anything to prevent it? It must stay with them

:11:01. > :11:04.forever. If your child is self`harming, you need to seek

:11:05. > :11:09.proper help from medical professionals, to see if they can

:11:10. > :11:13.give you more indication. The organisers say there needs to be a

:11:14. > :11:17.lot more research. One of the messages from today is that the

:11:18. > :11:30.value of talking about these issues, talking openly,

:11:31. > :11:33.value of talking about these issues, that might want to talk about their

:11:34. > :11:38.fears and worries. They might think it is trivial. But for a young

:11:39. > :11:38.person, they need somebody they can talk 0

:11:39. > :11:43.person, they need somebody they can talk to. If they have someone to

:11:44. > :11:45.confide in, it is often a big resilience factor.
