:00:00. > :00:07.That's all from the BBC News at Six, so it's goodbye from me, and on
:00:08. > :00:14.Tonight, the Government blocks plans for a new free school in
:00:15. > :00:20.Nottinghamshire. It was due to be run by the former
:00:21. > :00:23.head of Derby's Al`Madinah School. A sunbed scare over salons that fail
:00:24. > :00:32.over safety. Plus a city's on`the`spot fines for
:00:33. > :00:38.spitting. Oh, spitting is a terrible habit. If the fine helps stop it,
:00:39. > :00:44.that's good. I will be finding out how the East
:00:45. > :00:54.Midlands is prepared for any potential flooding.
:00:55. > :00:59.Good evening and welcome to Friday's programme. First tonight,
:01:00. > :01:04.controversial free schools are back in the education spotlight. The
:01:05. > :01:08.Government has turned down an application for a new free school at
:01:09. > :01:13.Newark in Nottinghamshire. It was going to be led by the man who used
:01:14. > :01:18.to be in charge of Derby's troubled Al`Madinah School which has also
:01:19. > :01:23.seen another major change today. Simon Hare is there now.
:01:24. > :01:28.Good evening to you. What's happened? Well, the trust which
:01:29. > :01:32.set`up the Al`Madinah School here in Derby has gone. You remember they
:01:33. > :01:36.came for a lot of criticism last year from the Government and its
:01:37. > :01:39.inspectors about how they ran the school which was branded
:01:40. > :01:43.dysfunctional and they were given a deadline of today to step down. We
:01:44. > :01:47.now know they have stepped down and a new trust is running Al`Madinah
:01:48. > :01:51.School. Tonight, in a letter to parents, confirmation that the
:01:52. > :01:59.school's primary site will close. All the pupils will be moved here
:02:00. > :02:00.and taught on this one site near Derby train station. The school will
:02:01. > :02:03.continue to 0 Derby train station. The school will
:02:04. > :02:07.continue to have a Muslim ethos and Barry Day, the chairman of the new
:02:08. > :02:11.trust saying there is a lot to do at the school and its future is far
:02:12. > :02:14.from secure. It is in special measures. It is due another
:02:15. > :02:18.inspection and the group behind that new trust has said it will not take
:02:19. > :02:24.on the long`term running of this school.
:02:25. > :02:28.What about this other school that we have mentioned? Yes, well the man
:02:29. > :02:35.who was the founding principal at Al`Madinah School, he left because
:02:36. > :02:43.of his concerns at the trust here and threats made to his family. He
:02:44. > :02:53.wanted to be principal of the Newark School of Enterprise. Mr
:02:54. > :02:58.Cutts`Mackay was doing promotional events as recently as Wednesday. But
:02:59. > :03:01.the Government has now said the proposed school didn't reach the
:03:02. > :03:05.high bar we have set so the project won't go any further. That is news
:03:06. > :03:07.that's been welcomed by the man in charge of the Nottinghamshire local
:03:08. > :03:12.authority schools. Le d with the decision. I welcome
:03:13. > :03:16.it. I think it is the right decision for Newark. I don't think it was
:03:17. > :03:20.viable because the take`up wasn't there. The numbers of pupils that
:03:21. > :03:29.they claimed they had to start in September was not sufficient.
:03:30. > :03:32.Those behind the Newark School of Enterprise said they are
:03:33. > :03:36.disappointed at the Government's decision. They said there was a
:03:37. > :03:40.surge of interest in places in the school due to open in September and
:03:41. > :03:47.they believe there is a need for a free school in Newark.
:03:48. > :03:50.Two`thirds of tanning salons in Derbyshire visited by council
:03:51. > :03:56.inspectors were breaking the legal ultraviolet ray limits. The
:03:57. > :03:59.inspections took place months ago, but the council's yet to check up to
:04:00. > :04:01.see if anything's changed. Here's our health correspondent, Rob
:04:02. > :04:07.Sissons. It is one way of getting a suntan,
:04:08. > :04:14.but just how safe are sunbeds? New rules came in 20 limiting the level
:04:15. > :04:20.of ultraviolet rays, but how many salons are compliant? Spot checks on
:04:21. > :04:29.32 salons in Derbyshire revealed 21 weren't. 45 sunbeds breached, legal
:04:30. > :04:32.UV output limit and five of those had UV emissions double the
:04:33. > :04:36.recommended level. We are working with businesses to make sure they
:04:37. > :04:40.are aware what they need to do to make sure people aren't exposed to
:04:41. > :04:46.risks. But even sunbeds operating a the
:04:47. > :04:50.legal level gave off the equivalent UV to an hour's midday sun in
:04:51. > :04:55.Australia. Shouldn't the spot checks have been done years ago? We
:04:56. > :04:59.prioritise and use our resources in the are we think is most
:05:00. > :05:04.appropriate. We haven't got the capacity to visit every business
:05:05. > :05:08.that's operating in Derbyshire. Rob is with us now. Why did
:05:09. > :05:14.Derbyshire Trading Standards give them so long to put things right?
:05:15. > :05:18.Well, it is a big question and the answer they say is they want to take
:05:19. > :05:23.a softly softly approach to begin with. They don't want to use a
:05:24. > :05:27.sledgehammer to crack a nut. They want to give them time to put things
:05:28. > :05:30.right. It was September and October that they carried out the checks and
:05:31. > :05:35.where are we now? Almost in February. They say they will do it
:05:36. > :05:37.in the next few weeks. Are consumers getting enough protection? Well, I
:05:38. > :05:40.have spoken 0 getting enough protection? Well, I
:05:41. > :05:44.have spoken to the Sunbed Association that represents a fifth
:05:45. > :05:47.of salons and they say that they believed that Derbyshire should have
:05:48. > :05:52.acted sooner and it is disappointed they haven't. They said the future
:05:53. > :05:56.is enforcement. They agree the lamps need to be brought up to the right
:05:57. > :06:00.standard, but they say that there should be better enforcement.
:06:01. > :06:04.Trading Standards say they are in a world of completing priorities and
:06:05. > :06:09.they can only do so much. Very briefly, what did Trading
:06:10. > :06:13.Standards want to see? In Derbyshire they have joined calls for a
:06:14. > :06:19.national licensing system of salons. Liverpool want to see that as well,
:06:20. > :06:23.but the Sunbed Association say they could have a local one if they
:06:24. > :06:25.wanted to. A public consultation on the
:06:26. > :06:37.proposed High Speed Rail route through the East Midlands ended
:06:38. > :06:41.today. People had until 5pm to comment on phase two of the plans.

:07:09. > :07:11.Operation Tiger. Police say they are growing
:07:12. > :07:18.increasingly concerned for the welfare of a missing Mansfield man.
:07:19. > :07:25.Jeremy Quinn`Smith was last seen at his home at 7pm last night. Officers

:07:37. > :07:45.Conservatives has announced that he is joining UKIP. David Parsons was

:08:01. > :08:09.John, nothing surprises you. But how significant is this? This is a real
:08:10. > :08:13.political turn`up. David Parsons was only cleared by Leicestershire
:08:14. > :08:19.Police and that was over expenses he claimed while he was chairman. This
:08:20. > :08:24.morning, well the former Tory leader and his wife were shaking hands with

:08:29. > :08:33.Parsons only hinted a week ago that he was looking for a new political

:08:39. > :08:41.anticipated this. They are a new political force. They have got
:08:42. > :08:44.something to say to people. They are talking about things that people
:08:45. > :08:50.want to talk about. About immigration. About the welfare
:08:51. > :08:56.state. I'm interested in doing that. I certainly have no plans at present

:09:40. > :09:44.a general election next year as we know. David Parsons has ruled out
