:00:20. > :00:21.A baby girl suffered a catalogue of appalling injuries, including 15

:00:22. > :00:32.fractures, at the hands of her mother. She's since been convicted

:00:33. > :00:35.and deported. A serious case review into Baby Z found mistakes were made

:00:36. > :00:41.by health professionals. Jo Healey reports.

:00:42. > :00:45.The baby was eight months old when she was taken to her local A in

:00:46. > :00:49.Leicester by her parents. These are some of the injuries. 15 fractures

:00:50. > :00:52.in all. This was in October 2012. In September last year, the baby's

:00:53. > :00:57.mother, who was 31 and had admitted GBH, was given a two and a half year

:00:58. > :01:02.jail sentence. A few weeks ago on Christmas Eve, she was deported back

:01:03. > :01:06.to India. The child is still here in care. It will be her second birthday

:01:07. > :01:08.on Thursday, but she won't know much about it. She's brain`damaged,

:01:09. > :01:14.severely visually impaired, confined to a wheelchair and fed through a

:01:15. > :01:21.tube. So why was she never referred to social services? When she was six

:01:22. > :01:24.months old, a GP noted that she had blue marks on her back. He did

:01:25. > :01:27.consider it was non`accidental injury, but because the mother was

:01:28. > :01:33.relaxed, smiling, well`dressed and nicely spoken, and the baby was

:01:34. > :01:39.happy, he was reassured. But he should have referred baby Z to

:01:40. > :01:42.children's social care. The GP accepted it was an error of

:01:43. > :01:49.judgement, but said he found it difficult to believe that anyone

:01:50. > :01:52.would harm a child. The Serious Case Review has recommended more training

:01:53. > :01:56.for health workers in referring child cases to social services.

:01:57. > :02:02.If you're concerned, please ring, do not keep it to yourself. Refer

:02:03. > :02:09.quickly, do not delay because delay can lead to serious consequences. As

:02:10. > :02:12.it did in this case. As, tragically, it did in this case.

:02:13. > :02:15.NHS England has told us this review has shown them things need to be

:02:16. > :02:19.done differently to protect children and changes will be made to make

:02:20. > :02:22.sure this doesn't happen again. Scant comfort, though, for Baby Z

:02:23. > :02:34.facing her second birthday with little to celebrate.

:02:35. > :02:37.Council workers have been protesting today, demanding an extra pound an

:02:38. > :02:45.hour in their pay packets. Cleaners and care workers joined this demo in

:02:46. > :02:48.the centre of Leicester. There were similar protests in Derby and

:02:49. > :02:51.Nottingham. Trade Unions say some of their members are being forced to

:02:52. > :02:55.rely on food banks. Hard`working, and we keep the economy going, so we

:02:56. > :02:58.should get something out of it. We take on a lot of the stress of

:02:59. > :03:04.families that are in difficulty and I don't think our pay reflects the

:03:05. > :03:08.work that we do. MPs are getting way in excess of inflationary increases

:03:09. > :03:15.and the Royal Family as well. Social workers haven't had a real pay

:03:16. > :03:19.increase for the last five years. A man's been airlifted to hospital

:03:20. > :03:22.following reports of an assault at a block of flats in Oakham. The

:03:23. > :03:25.47`year`old was flown from Rutland to the Queen's Medical Centre in

:03:26. > :03:29.Nottingham, after police were called to Derwent Drive this lunchtime. A

:03:30. > :03:32.40`year old woman has been arrested and an investigation has started.

:03:33. > :03:35.Police are appealing for witnesses. The former Gedling Colliery in

:03:36. > :03:38.Nottinghamshire is to be transformed into a 300`acre country park. The

:03:39. > :03:42.first phase of work will include making the area safe for the public.

:03:43. > :03:46.The ?1 million project will see a car park and road added, along with

:03:47. > :03:51.a children's play area, all due to open this autumn.

:03:52. > :03:56.Next, developers could be forced by law to include flood protection

:03:57. > :03:59.measures into future plans. It's the idea of Mark Spencer, the MP for

:04:00. > :04:02.Sherwood, and follows severe flooding in many parts of

:04:03. > :04:07.Nottinghamshire in recent years. From Westminster, here's our

:04:08. > :04:09.Political Editor John Hess. Today, Mark Spencer introduced his

:04:10. > :04:21.own parliamentary bill to ensure that any new building plans include

:04:22. > :04:24.flood prevention. He wants developers rather than customers

:04:25. > :04:27.through their water bills to pay for those flood prevention measures,

:04:28. > :04:29.especially in villages that have been so vulnerable in the recent

:04:30. > :04:32.floods. Sadly, the drainage systems of those

:04:33. > :04:35.villages have not grown at the same rate and further developments

:04:36. > :04:38.upstream have added to the problem of drainage. These villages today

:04:39. > :04:42.are faced with sewage systems that are already under enormous pressure

:04:43. > :04:52.and have a high risk of flooding during periods of prolonged or heavy

:04:53. > :04:55.rainfall. While the national media attention

:04:56. > :04:58.today has been focused on Somerset, there are many households in the

:04:59. > :05:01.East Midlands that are still struggling to cope with the impact

:05:02. > :05:04.of the floods from last year as Simon Hay reports.

:05:05. > :05:11.It's hard to believe that this is rainwater run`off, not flooding from

:05:12. > :05:16.a river or stream. The water came down, and along the

:05:17. > :05:19.road here, and over the edge and it filled the garden and the house. We

:05:20. > :05:32.made futile attempts to stop it, but you can't stop water. It continued

:05:33. > :05:36.coming in. It deluged the Buntings' home last

:05:37. > :05:39.July. Six months on and they've only just moved back in. We had good

:05:40. > :05:43.temporary accommodation, but to be back home is very good. The drains

:05:44. > :05:47.couldn't cope with three inches of rain in a couple of hours. It's a

:05:48. > :05:50.question not simply of defence, but drainage and coping with excess

:05:51. > :05:54.water. Last year's events here have left many feeling wary about what

:05:55. > :05:58.the weather is going to bring in the future.

:05:59. > :06:00.Mark Spencer's parliamentary bill today coincided with the government

:06:01. > :06:04.announcing an additional ?7 million to help communities affected by the

:06:05. > :06:07.floods. So far, up to 53 local authorities, many of them in the

:06:08. > :06:18.East Midlands, have indicated that they will pitch for some of that

:06:19. > :06:21.emergency funding. And now an ingenious place to set up

:06:22. > :06:25.home in winter. This family of mistle`thrush, we believe, have

:06:26. > :06:28.nested on traffic lights at a busy junction in the middle of Leicester.

:06:29. > :06:32.All mod`cons, central heating from above and below. The lights may go

:06:33. > :06:48.on and off all night but it does produce a cosy warm colour scheme.

:06:49. > :06:55.Brace yourselves, we are in for a rough ride over the next 24 hours or

:06:56. > :07:00.so. The rain has already arrived across western parts. It will become

:07:01. > :07:08.heavy and persisted for a time through tonight, quite wet and windy

:07:09. > :07:15.tonight. Most of the rain should clear away to the North by the end

:07:51. > :07:54.across southern counties. Wilts up to Surrey in particular. There will

:07:55. > :07:57.be some transport disruption, no doubt, and it could go beyond that,

:07:58. > :08:01.so if you're travelling across the country there could be transport and

:08:02. > :08:05.power disruption and with more rain in the forecast, further flooding

:08:06. > :08:09.where areas have flooded and some very strong winds and high seas

:08:10. > :08:16.Southern coastal counties of England and Wales have been troubled, but

:08:17. > :08:17.Dorset sees three severe flood warnings,
