:00:20. > :00:24.hours after police requested an emergency visit by social workers.

:00:25. > :00:31.Also tonight, the council is owed millions in rent. It is clahmed the

:00:32. > :00:36.bedroom tax is to blame. Accrual policy means taxpayers

:00:37. > :00:41.across`the`board lose out. Plus a council slams plans for a slower

:00:42. > :00:45.speed limit on the M1. And ht was the gift 100 years ago. Why this

:00:46. > :00:56.organ is now one of the hall's most treasured possessions.

:00:57. > :01:01.Good evening. First tonight, an investigation's under way after a

:01:02. > :01:11.mother admitted killing her baby daughter when the balance of her

:01:12. > :01:14.mind was disturbed. She had not fully recovered from giving birth.

:01:15. > :01:18.Police had asked an emergency social services team to visit Amy Black but

:01:19. > :01:22.no`one was available. The ndxt morning, seven`month old Zod was

:01:23. > :01:25.dead. In what's been described as a tragic case, it's believed that Amy

:01:26. > :01:36.drowned her little girl, as Mike O'Sullivan reports.

:01:37. > :01:43.The female is Amy Black, shd is coming in. The scene in an dmergency

:01:44. > :01:48.department in a hospital after a baby is brought in for

:01:49. > :01:52.resuscitation. Zoe was taken in in September last year. Our caleras

:01:53. > :01:57.were there and captured these dramatic moments. Hospital staff

:01:58. > :02:03.could not save Zoe. Her mentally unstable mother had drowned her

:02:04. > :02:07.Today, Amy Black pleaded guhlty to infanticide. Her mind unbal`nced,

:02:08. > :02:11.she had never recovered frol the effect of giving birth. This is

:02:12. > :02:16.where the tragedy happened. The Black family home in best wood in

:02:17. > :02:20.Nottingham. The father was `way at the time. CCTV images of thd back

:02:21. > :02:25.garden was shown at Nottingham Crown Court. The images show Mrs Black

:02:26. > :02:29.coming out into the garden with Zoe several times, holding her, cradling

:02:30. > :02:34.her. Then it shows the moment she drops Zoe's body over a fence into

:02:35. > :02:39.undergrowth on own industri`l estate next door. Neighbours found Mrs

:02:40. > :02:43.Black wandering around with self`inflicted knife wounds. One of

:02:44. > :02:48.them recovered Zoe's body. The day before, Mrs Black had taken Zoe to

:02:49. > :02:52.London. She asked the policd for help and they took her back home. A

:02:53. > :02:56.Nottinghamshire police sergdant tried to get an emergency social

:02:57. > :03:02.services team to visit Mrs Black but they said no one was available that

:03:03. > :03:07.afternoon or evening. The only option for the police was a safe and

:03:08. > :03:11.well check investigation thd next morning but that was overtaken by

:03:12. > :03:16.events. A serious case of you looking at how things were handled

:03:17. > :03:32.is now under way. `` a Serious Case Review.

:03:33. > :03:41.Amy Black, an American who hs around 30 years younger than her htsband,

:03:42. > :03:44.is due to be sentenced next month. The Government's squeeze on welfare

:03:45. > :03:51.benefits is causing an incrdase in rent arrears and a drop in council

:03:52. > :03:53.tax revenue in the East Midlands. That's according to new resdarch

:03:54. > :04:00.commissioned by the organis`tion that represents the region's local

:04:01. > :04:02.councils. It also estimates that those same welfare reforms have

:04:03. > :04:10.taken ?1.3 billion out of the region's economy. Our polithcal

:04:11. > :04:16.editor John Hess is at Westlinster. John, what's the evidence?

:04:17. > :04:19.This research is the first snap`shot of the impact of the coalithon's

:04:20. > :04:22.welfare benefit changes on our local councils in the East Midlands. It

:04:23. > :04:25.calculated that almost 18,000 households were affected by what

:04:26. > :04:30.government critics call the bedroom tax. 89,000 tenants in the private

:04:31. > :04:35.rented sector also faced cuts to housing benefits. The knock`on

:04:36. > :04:40.affect of that, says the report is a rise in rent arrears and ` decline

:04:41. > :04:44.in council tax collection r`tes It's not just Labour councils

:04:45. > :04:46.complaining. For Conservative`run Melton Borough Council in

:04:47. > :04:53.Leicestershire, there's been a 0% decline over the last few ydars In

:04:54. > :04:56.the three East Midland citids Derby, Leicester and Nottingham, a total of

:04:57. > :05:04.28,000 households are in rent arrears. That compares with 23, 00

:05:05. > :05:11.two years earlier. The owed bill in rent tops ?5.7 million.

:05:12. > :05:15.Well, that's the picture. What's the Government's reaction? Local

:05:16. > :05:19.government ministers so far have given the concerns of local councils

:05:20. > :05:26.pretty short shrift. Have a listen to this exchange in the House of

:05:27. > :05:29.Commons. Does my honourable friend agree it is important and essential

:05:30. > :05:38.that local councils play thdir part in reducing the huge efforts `` the

:05:39. > :05:44.huge deficit we inherited? He makes a fair point and they should be

:05:45. > :05:48.looking to curtail the 2.4 billion knots collected in council tax to

:05:49. > :05:54.provide those services residents so rightly deserve.

:05:55. > :05:57.So is it a case of local government getting its own house in order?

:05:58. > :06:00.Well, that's the implication of what the Local Government Ministdr told

:06:01. > :06:04.the Commons, but that's angdred one of our Labour MPs. The bedroom tax,

:06:05. > :06:07.a cruel policy, which means over 50% of council tenants in Leicester City

:06:08. > :06:17.Council cannot afford to pax. Over 50%. So it is losing ?300,000. So a

:06:18. > :06:21.cruel policy means taxpayers across`the`board lose out. But when

:06:22. > :06:23.councils complain of the sqteeze on their budgets, the Government

:06:24. > :06:30.obviously believes this is heading off a ?4 billion sloshing around if

:06:31. > :06:35.local councils had got their own house in order. What I do know is

:06:36. > :06:41.that councils in the ease Mhdlands have seen huge cuts, massivd cuts,

:06:42. > :06:43.to their budgets, and that hs hitting people across the E`st

:06:44. > :06:53.Midlands. So the Government have cheek when they say that. So, is

:06:54. > :06:57.this issue going to go away? Highly unlikely. East Midlands Council says

:06:58. > :06:59.it's asked a senior local atthority chief executive, Allen Grah`m of

:07:00. > :07:02.Rushcliffe Council, to work with other councils in tracking the

:07:03. > :07:06.impact of the government welfare changes. Thank you very much.

:07:32. > :07:36.long stretch of the region's busiest road have been criticised as bad for

:07:37. > :07:41.business. The Highways Agency wants to have a 60`mile`an`hour lhmit on

:07:42. > :07:45.parts of the M1 through Derbyshire. It's thought it would be thd first

:07:46. > :07:54.motorway in the country to have a new permanently lower limit, as

:07:55. > :07:59.Simon Hare reports. The M1 north of Junction 28 in

:08:00. > :08:03.Derbyshire. Today, there is a 5 mile an hour limit in force for

:08:04. > :08:11.roadworks but Highways Agency wants to make this whole stretch 60 miles

:08:12. > :08:15.an hour from 7am to 7pm at night. I think these speeds would be a better

:08:16. > :08:20.way of monitoring it if there is likely to be higher pollution on

:08:21. > :08:22.certain days, because we cotld introduce a variable speed, but

:08:23. > :08:26.having a blanket 60 mile an hour limit does not send the right

:08:27. > :08:31.message to people and busindss about Derbyshire. We already concdrned

:08:32. > :08:38.about the costs to business. If you're making one trip you light not

:08:39. > :08:42.know it massive difference but over a week, a month, if you are a

:08:43. > :08:47.business making several journeys, that is lots of lost time. The

:08:48. > :08:51.Highways Agency says its pl`n would include using the hard shoulder to

:08:52. > :08:56.improve traffic flows but the speeds would have to be cut to prevent

:08:57. > :09:05.extra pollution. Drivers at these services were not convinced. The

:09:06. > :09:08.speed limit should be 70. That variable keeps it flowing all the

:09:09. > :09:15.time and that would be bettdr than 60. That is what I find, anxway It

:09:16. > :09:24.doesn't change anything. People just speed more. Time is more important

:09:25. > :09:28.in my life. I've not had ond person come to me to say this is a good

:09:29. > :09:33.idea. We have had 20 of people contacting us to say it is ` crazy

:09:34. > :09:40.idea. The council now says ht wants a highways `` meeting with the

:09:41. > :09:44.Highways Agency to discuss other options. And we have an upd`te on

:09:45. > :09:49.this story. The Highways Agdncy says tonight it has had more than 80

:09:50. > :09:52.responses to this idea and ht will review them all before submhtting a

:09:53. > :09:55.final plan to the Government, so watch this space.

:09:56. > :09:58.Forensic experts say that htman remains discovered by workers on

:09:59. > :10:02.Nottingham's tram extension are more than 70 years old. The bones,

:10:03. > :10:05.including two skulls, were found during yesterday evening's rush hour

:10:51. > :10:54.hoping to make it happen. The NHS in Nottingham is preparing to lead the

:10:55. > :10:58.way encouraging more GPs to open on Saturdays and even Sundays. It's an

:10:59. > :11:06.experiment that will be closely monitored, as Our health

:11:07. > :11:12.correspondent Rob Sissons rdports. They won't be open all hours but

:11:13. > :11:16.here, they want to open mord hours. One of seven GP practices in

:11:17. > :11:21.Nottingham interested in Saturday and even Sunday opening. Thd problem

:11:22. > :11:24.for patient is getting to sde their family doctor when they want to or

:11:25. > :11:28.when they need to. That is the bit we have to get right. There are

:11:29. > :11:32.times when they want to see a GP and they are not able to and thdy have

:11:33. > :11:35.particularly identified that Saturdays would be a day whdn they

:11:36. > :11:40.would like to have access to general practice. He is up for Sund`y

:11:41. > :11:45.working but GPs aren't exactly falling over themselves to do it.

:11:46. > :11:49.There are 60 practices in Nottingham and a handful open on Saturday at

:11:50. > :11:54.the moment. Patients I spokd to in Nottingham like the idea of seven

:11:55. > :11:57.day a week access. I think ht is brilliant. Absolutely brillhant

:11:58. > :12:02.Because at the weekends, whdn you need a doctor, you cannot gdt one.

:12:03. > :12:10.They should open seven days a week like everybody else! We need this to

:12:11. > :12:17.get a chance to get in to sde them. I work Saturdays and Sundays so they

:12:18. > :12:21.should. Irene at peak time `nd I'd need an appointment. It is not an

:12:22. > :12:31.emergency but I need an appointment. `` iPhone them. What we cannot

:12:32. > :12:36.provide, because we do not have the resources, is 24/7 convenience

:12:37. > :12:40.medicine, because we don't have enough doctors and you don't pay

:12:41. > :12:45.enough income tax to providd it But at England's busiest Accident

:12:46. > :12:51.Emergency unit, they hope more GP appointments might relieve some of

:12:52. > :12:55.the pressure. Today's news hs very welcome. Saturdays and Sund`ys are

:12:56. > :13:00.frequently the busiest days we have. We are having a much more frailer,

:13:01. > :13:03.older population taking mord time to treat and they stay in hosphtal

:13:04. > :13:14.longer, which puts pressure on the wider NHS.

:13:15. > :13:16.One of the biggest housing developments in Leicestershhre for a

:13:17. > :13:19.generation is under threat tonight after the local Police and Crime

:13:20. > :13:23.Commissioner weighed in and challenged the plans. Final approval

:13:24. > :13:27.for more than 4,000 homes ndar Lubbesthorpe was given in J`nuary.

:13:28. > :13:30.But now Sir Clive Loader's requested a Judicial Review at the High Court,

:13:31. > :13:33.claiming the current funding arrangements would leave thd police

:13:34. > :13:40.service under acute pressurd, as Eleanor Garnier reports.

:14:07. > :14:09.force under acute pressure, with an unacceptable impact on its service

:14:10. > :14:15.across Leicester, Leicestershire and Rutland. The move has left senior

:14:16. > :14:23.politicians here at County Hall extremely worried. I'm extrdmely

:14:24. > :14:31.concerned as it is not the way to do business. Google `` local

:14:32. > :14:37.politicians should not be challenging planning permission in

:14:38. > :14:43.the courts. As the local authority that granted planning permission, it

:14:44. > :14:47.says it is disappointed with the behaviour of the minister. Ht says

:14:48. > :14:51.it will create a sustainabld community but protesters sax they

:14:52. > :14:58.have seen this row coming for months. I'm not at all surprised and

:14:59. > :15:01.I'm extremely disappointed hn the council but our argument all the

:15:02. > :15:06.while was that developers would not want to pay for sufficient

:15:07. > :15:13.development and infrastructtre, so it is not place a prize. With many

:15:14. > :15:17.other developments planned `cross the East Midlands, this has left

:15:18. > :15:22.many worried about the preshdent the Police and Crime Commissiondr could

:15:52. > :15:57.National Watersports Centre can look forward to a new lease of lhfe. In

:15:58. > :16:00.fact, the private company rtnning the Nottinghamshire site saxs it

:16:01. > :16:04.wants to make it a leisure destination for the whole of the

:16:05. > :16:07.East Midlands. And that's an ambition that's been endorsdd by an

:16:08. > :16:22.Olympic gold medallist, as James Roberson reports.

:16:29. > :16:32.watersports centre in Nottinghamshire is undergoing a

:16:33. > :16:36.major face`lift. The facilities are now 40 years old, and with hts

:16:40. > :16:44.Council, it was in desperatd need of investment. ?6.7 million is being

:16:45. > :16:51.spent but the County Council running of the site to an independent

:16:52. > :16:55.contractor and a Charitable Trust. Whilst they are making a big

:16:56. > :17:02.contribution, they needed a partner to engage with, so alongsidd the

:17:03. > :17:08.groups, we think we have a really great deal and it is a win`win

:17:09. > :17:13.situation for all. For old medallists like a newest Ethenne

:17:14. > :17:19.Stott, it is a boost to havd his sport's new admin HQ next door to a

:17:20. > :17:22.top slalom canoe course. It is really important for us to have

:17:23. > :17:29.top`class facilities becausd we are pushing to be the top canoehng

:17:30. > :17:32.nation in the world. We havd all our staff and logistics people `nd

:17:33. > :17:38.equipment all in one place `nd it will make efficiency and performance

:17:39. > :17:43.gains. Circa, who are carryhng out the refurbishment, including new

:17:44. > :17:49.facilities and a sky Trail, say they want the public to enjoy thd site as

:24:18. > :24:24.surviving concert organ surviving anywhere in the UK, possiblx the

:24:25. > :24:29.world. At the unveiling of the organ in 1914, year after the war was was

:24:30. > :24:34.a huge event with the city's finest turning out for the first concert.

:24:35. > :24:38.And whilst it might look magnificent from the outside, most of the pipes

:24:39. > :24:44.are at Chile on the other shde. There are almost 6000 pipes built

:24:45. > :24:50.into the organ, and we are standing above the main keyboard console ``

:24:55. > :24:59.feet. At the time the organ was built, it was described as `

:25:00. > :25:08.masterpiece. The organ was designed by the rest firm Taylor and sounds

:25:09. > :25:15.and has a `` has 58 stops. Xou can start with one sound, which is very,

:25:16. > :25:21.very quiet, and then you can increase it, and the more you bring

:25:22. > :25:32.out, it changes the tone, until you get to this. Mick is a proud

:25:33. > :25:42.caretaker. He hopes this be`utiful instrument will entertain atdiences

:25:43. > :25:44.for decades to come. Well, I never knew all of that!
