:00:00. > :00:00.away. That's all from the BBC News at Six. On BBC One, we now join the

:00:00. > :00:00.This is East Midlands Today with Dominic Heale and me, Anne Davies.

:00:07. > :00:14.Tonight ` an apology from Ndtwork Rail for the deaths at its level

:00:15. > :00:20.crossings. The families of those who h`ve died

:00:21. > :00:24.say it is too little, too l`te. It is like somebody sending yot a

:00:25. > :00:29.Christmas card for years later. They have started to apologise bdcause

:00:30. > :00:33.they have too. We investigate a harmful chdmical

:00:34. > :00:38.used in some East Midlands nail salons, which can cause lasting

:00:39. > :00:42.damage. As we head towards lambing season,

:00:43. > :00:47.the appeal for dog owners to keep their pets on a lead to keep sheep

:00:48. > :00:49.say. And why this local council candidate

:00:50. > :01:04.has got politicians all Shook up. Welcome to Friday's programle. First

:01:05. > :01:09.tonight, a damning report into a series of deaths at level crossings.

:01:10. > :01:12.MPs have condemned Network Rail for showing a callous disregard for the

:01:13. > :01:16.feelings of families whose loved ones were killed or seriously

:01:17. > :01:19.injured. It's prompted an unreserved apology

:01:20. > :01:22.from the company, but two f`milies whose relatives died at the same

:01:23. > :01:29.crossing in Nottinghamshire say it's come too late. Our chief news

:01:30. > :01:40.reporter Quentin Rayner is `t the crossing near Hucknall now.

:01:41. > :01:46.This crossing near Hucknall has been transformed since the buildhng of

:01:47. > :01:52.this one 5p footbridge opendd at the end of last year. But it has come at

:01:53. > :01:59.a price. `` one 5p. Three deaths in this `` in the

:02:00. > :02:04.course of four years. Laurence was one of those who gave

:02:05. > :02:07.evidence to the transport sdlect committee accusing Network Rail of

:02:08. > :02:13.negligence. In the `` in November 2008 his wife was walking across the

:02:14. > :02:17.crossing with his grandson when they were hit by a train.

:02:18. > :02:25.Mr Hoggart received a settldment from Network Rail but no apology. I

:02:26. > :02:35.never received any letter of apology from them. I was not even invited to

:02:36. > :02:40.the bridge opening in 2013. He says safety warnings werd not

:02:41. > :02:47.heeded from 14 years ago. They knew all about the crossing in 2004, but

:02:48. > :02:51.still did nothing about it. Tragically, people have been killed.

:02:52. > :02:56.My wife would still be here, migrant children.

:02:57. > :03:00.For years after their deaths, 30`year`old Lindsay was killed by a

:03:01. > :03:07.tram as she used the crossing. `` four years after. She paintdd all

:03:08. > :03:12.this herself. Her family also feel badly treated.

:03:13. > :03:20.We are glad the bridge was there, but I would sooner have had my

:03:21. > :03:26.daughter. I have had no apologies, no letters, to say we are so sorry.

:03:27. > :03:27.And that is it, never had anything else.

:03:28. > :04:04.As for the unreserved apology, apology to all the affected

:04:05. > :04:10.families. But he has also promised to change the culture of thd

:04:11. > :04:13.company. He has admitted in the past they were too willing to bl`me the

:04:14. > :04:17.people who used these crosshngs rather than looking at themselves

:04:18. > :04:20.and thinking how they could reduce the risk of accidents. He h`s

:04:21. > :04:24.pointed out that in recent xears Network Rail has removed ovdr 7 0

:04:25. > :04:29.crossings across the UK. He has pledged a further ?100 millhon over

:04:30. > :04:34.the next five years to improve safety, and MPs have said they want

:04:35. > :04:40.zero facilities `` fertilitx is by 2020. They have also said `` zero

:04:41. > :04:44.from `` zero foot `` zero fatalities.

:04:45. > :04:48.Next tonight, a grieving datghter says she will fight on for better

:04:49. > :04:50.regulation of care homes after a catalogue of problems leading up to

:04:51. > :04:54.her mother's death. Kathleen Reid was in a mouldy, damp

:04:55. > :04:57.bedroom ` and her weight wasn't properly monitored at a card home

:04:58. > :04:59.where staff struggled to medt residents' needs. Our health

:05:00. > :05:07.correspondent Rob Sissons w`s at today's inquest into the

:05:08. > :05:10.92`year`old's death. In her younger days, she was in the

:05:11. > :05:16.land Army. Then, a loving grandmother. In her final ydar she

:05:17. > :05:20.was in a damp, smelly, moulded room in a Leicestershire care hole

:05:21. > :05:29.without Simon 's disease. It was evident there were not enough hands

:05:30. > :05:33.on deck. `` Alzheimer's. Tr`ining and staffing levels need to be

:05:34. > :05:39.looked at. To the family, it seemed endemic.

:05:40. > :05:43.But here they did not keep ` close enough I and Kathleen's weight. It

:05:44. > :05:48.was not properly monitored hn 2 11 and I was poor record`keeping.

:05:49. > :05:53.Social Services concluded K`thleen Reid suffered neglect. The owner

:05:54. > :05:57.told the inquest she would have done more had she been told. She left the

:05:58. > :06:01.inquest without comment. What have you got to say about Mrs

:06:02. > :06:09.Reed's with? Why wasn't the moulded room sorted out? Have you got a

:06:10. > :06:12.thing to say? `` the mouldy room. The most disturbing aspect hs I

:06:13. > :06:21.think what little we know that goes on behind closed doors. We need more

:06:22. > :06:25.robust monitoring. Families and friends going into the home have a

:06:26. > :06:28.responsibility as well. If they think `` if they see things they are

:06:29. > :06:37.not comfortable with, they should not be slow at telling others. Or

:06:38. > :06:40.going along to the Care Quality Commission or another agencx and

:06:41. > :06:46.expressing their concerns. The whole now has a new man`ger and

:06:47. > :06:49.the Care Quality Commission's latest report has shown improvements, with

:06:50. > :06:52.going beyond all legislativd requirements.

:06:53. > :06:56.Kathleen Reid died 14 days `fter leaving this home to go into

:06:57. > :07:01.laughter hospital. Her family had from the coroner that he accepted

:07:02. > :07:08.many of the criticisms of the home. `` Loughborough hospital.

:07:09. > :07:14.Still to come: It won't be wall to wall sunshine. We won't be hotter

:07:15. > :07:20.than Malaga. But Anna IS promising a fine weekend. If you have enjoyed

:07:21. > :07:24.this afternoon's sunshine, the weekend forecast is sure to put a

:07:25. > :07:30.smile on your face. Find out more later.

:07:31. > :07:34.There are calls tonight for nail bars to be regulated, and for a ban

:07:35. > :07:38.on a potentially harmful chdmical glue used in some outlets across the

:07:39. > :07:41.East Midlands. Methyl methacrylate ` or MM@ ` is

:07:42. > :07:52.often used because it's che`p and strong, but it can cause long`term

:07:53. > :07:58.nail damage. Amy Harris reports The mail industry is booming, but

:07:59. > :08:04.how safe is your manicure? Tntil recently, for Tracy, the answer was

:08:05. > :08:07.not safe at all. She had acrylic nails are applied regularly in

:08:08. > :08:15.budget salons. And she paid the price. While I was having them done,

:08:16. > :08:20.they looked fine, but underneath they were in a pretty poor state. It

:08:21. > :08:22.looked like they were bitten down, they were hurting, it was

:08:23. > :08:27.sensitive. This is what her nails lookdd like.

:08:28. > :08:32.This damage was caused by a cheap and strong chemical called lethyl

:08:33. > :08:35.methacrylate, used in some outlets to apply fake nails. It is so

:08:36. > :08:44.potentially harmful it is b`nned in America. The problem is the electric

:08:45. > :08:47.filing they have to do. But in turn makes the natural nail vulndrable

:08:48. > :08:51.and it is likely to pop the natural nail plate of of the nail bdd.

:08:52. > :08:55.It is believed poor regulathon of the industry is high then the

:08:56. > :08:59.problem. While the majority of salons like this one are offering

:09:00. > :09:05.their clients safe treatments, there is no legal requirement to be

:09:06. > :09:11.licensed. I think manicurists need to be much more regulated. There are

:09:12. > :09:16.some bodies that regulate them, but I am certainly not convinced that

:09:17. > :09:19.all the small manicure salons will belong to them.

:09:20. > :09:25.Across the region there havd been no public complaints about MMA, but

:09:26. > :09:28.Trading Standards are urging people to come forward if they havd been

:09:29. > :09:33.affected. They are not ruling out prosecution.

:09:34. > :09:36.We look at each problem on ` risk`based, so if people ard

:09:37. > :09:39.suffering we need to know about it as soon as they can let us know

:09:40. > :09:42.about it. Thanks to months of careful

:09:43. > :09:49.attention, Tracy's nails ard much healthier, but with many nahl salons

:09:50. > :09:51.popping up across the region, without thorough regulation of the

:09:52. > :10:02.industry, many women could suffer the same plight.

:10:03. > :10:05.Next tonight ` the awards that have upset a teaching union. Among the

:10:06. > :10:08.nominees for the title of Derbyshire's "most inspirathonal

:10:09. > :10:10.woman" is the founder of a controversial free school.

:10:11. > :10:13.Shazia Parveen recently quit as chair of governors and a trtstee at

:10:14. > :10:16.the Al`Madinah Muslim faith school in Derby. Organisers of the award

:10:17. > :10:23.say the list of nominees represent the views of the wider commtnity.

:10:24. > :10:27.Simon Hare reports. Final preparations for events in

:10:28. > :10:33.Derby to mark International women's's day tomorrow. There had ``

:10:34. > :10:36.there is to be a fair, and then in the evening the first ever

:10:37. > :10:41.inspirational women of the xear awards for Derby and Derbyshire

:10:42. > :10:46.There are separate categorids, plus an award for overall woman of the

:10:47. > :10:51.year. Among those nominated for that is Shazia Parveen, former chair of

:10:52. > :10:55.governors and a trustee at the controversial Al`Madinah frde school

:10:56. > :10:59.in Derby. It beggars belief as to how she can be put forward `s

:11:00. > :11:05.somebody who is inspiring young people. In my opinion she h`s done

:11:06. > :11:09.untold damage to the educathon of a set of young people whose p`rents in

:11:10. > :11:14.all good faith sent them to that school expecting them to get a

:11:15. > :11:18.decent education. I have sacrificed my own time... Last October she

:11:19. > :11:22.issued a statement saying she was stepping down in the best interests

:11:23. > :11:25.of the school's pupils. Somd of what people had to say was about personal

:11:26. > :11:30.things she had done, from hdlping women who had to grasp of English,

:11:31. > :11:35.to starting the school. She was one of the founders. Last year of Stead

:11:36. > :11:40.described the school is dysfunctional, and in chaos. ``

:11:41. > :11:46.Ofsted. The governing body was criticised `` named ineffective

:11:47. > :11:51.It's secondary school is now in the process of being closed. Saturday's

:11:52. > :11:54.awards ceremony will take both at this Derby H. These are the people

:11:55. > :12:01.that have been put forward `s inspiring people in the comlunity.

:12:02. > :12:04.And that is asked doing our job Shazia Parveen declined to be

:12:05. > :12:20.interviewed, but in responsd to the NU to's comments, said... `` NU T.

:12:21. > :12:25.There was a bit of surprise result in a Nottingham by`election last

:12:26. > :12:29.night. Whilst Labour secured the Clifton North council seat, all eyes

:12:30. > :12:31.today were on the candidate who pushed the Liberal Democrats into

:12:32. > :12:34.last place. David Bishop, who represents the Bus

:12:35. > :12:37.Pass Elvis Party, clinched 01 more votes than the Lib Dems, le`ving

:12:38. > :12:50.some politicians all shook tp. Geeta Pendse reports.

:12:51. > :12:54.When it comes to entrances, David Bishop makes an impression. It seems

:12:55. > :12:58.that is also translate into voters. Last night he beat the Lib Dems into

:12:59. > :13:08.last place in the Clifton North by`election. They read my n`me out

:13:09. > :13:12.and said you had 67 votes. @ thousand or so for labourers and the

:13:13. > :13:20.Tories and 504 UKIP, and I, same again, and then he said Lib Dems 56.

:13:21. > :13:26.And he is no stranger to politics. So far he has stood in eight

:13:27. > :13:31.elections, with opponents including Neil Hamilton. So why Elvis? Here's

:13:32. > :13:37.always been a hero of mine, because you can have a bit of fun whth the

:13:38. > :13:46.image. It is not a snobby ilage The working class relate to him.

:13:47. > :13:49.David's manifesto includes pleasures such as saving public lavatories,

:13:50. > :13:57.banning airguns to protect pets and wildlife, and legalising brothels

:13:58. > :14:03.with a 30% reduction for pensioners. The vote has led to politic`l

:14:04. > :14:10.jibes, with Labour's Ed Balls: The Lib Dems credibility into qtestion.

:14:11. > :14:18.Do you think this is down to the wonder of you? I think it w`s

:14:19. > :14:23.probably the leaflet. And whilst he may have left the

:14:24. > :14:33.building, David says he has his eyes on the next General Election.

:14:34. > :14:41.Our Elvis expert is John Hess. You could write it, could you? H guess

:14:42. > :14:47.it is embarrassing for the Lib Dems. I certainly think so. The Ddputy

:14:48. > :14:50.Prime Minister was arriving for his party's spring Conference in York

:14:51. > :14:56.this afternoon and what was the first question? Was it about the

:14:57. > :15:03.economy? No, it was about this man here. Nick Clegg tried to l`ugh if

:15:04. > :15:08.of `` laugh it off, saying we do not normally stand in this part of

:15:09. > :15:11.Nottingham. The Liberal Democrats only old 2%, and with Europdan

:15:12. > :15:15.elections coming up, little wonder that Ed Balls said, Nick Cldgg, are

:15:16. > :15:21.you worried? Does this by`election worry `` well

:15:22. > :15:26.this one with the other parties I suspect not. But on the othdr hand,

:15:27. > :15:30.UKIP were also standing for the first time and they polled just

:15:31. > :15:35.under 20%. That could be an indication of where people `re

:15:36. > :15:40.voting. What is going to happen to this guy, he has become a rdgular on

:15:41. > :15:45.the Parliamentary by`election seen. Last night he did not lose his

:15:46. > :15:48.deposit. Or his glasses? Still to come ` a great step forward

:15:49. > :15:52.at Swanwick Junction. The station, run by the Midland

:15:53. > :15:54.Railways Trust, invited me to see a rather special structure th`t

:15:55. > :16:04.they've rescued and restored. Find out what it is later.

:16:05. > :16:08.As lambing time approaches, five organisations working in thd Peak

:16:09. > :16:11.District have joined forces to urge dog walkers to keep their pdts on

:16:12. > :16:15.leads if they're anywhere ndar sheep.

:16:16. > :16:19.It follows a spate of inciddnts where pet dogs have chased sheep

:16:20. > :16:24.onto busy main roads ` and dven attacked and killed them. A warning:

:16:25. > :16:30.Some viewers may find some of the images in James Roberson's report

:16:31. > :16:37.distressing. At Derwent, Kath sets off from her

:16:38. > :16:44.farm to check flocks of shedp in nearby fields. It is vital work

:16:45. > :16:48.because lambing is imminent and improving weather brings out

:16:49. > :16:51.visitors to this beautiful place and walkers can bring dogs without

:16:52. > :16:57.leads, but free running dogs and sheep do not mix often. As soon as

:16:58. > :17:03.the sheep sees the dog it starts to run away. The first instinct of the

:17:04. > :17:05.dog is to chase the thing that is running away. I have seen sheep with

:17:06. > :17:13.horrific injuries. Kath shows me and Andrew from the

:17:14. > :17:18.National Farmers Union picttres of sheep that have been attackdd the

:17:19. > :17:22.dogs. Two dogs did this and the killed over 40 sheep.

:17:23. > :17:25.No five local organisations are using this poster to urge dog owners

:17:26. > :17:30.to keep their pets on leads. Even though you think your dog whll stay

:17:31. > :17:34.with you, they get carried `way and they are gone before you know it.

:17:35. > :17:39.They can chase the sheep into the water or disturb grant nesthng

:17:40. > :17:44.birds. `` birds. Last autumn some sheep were grazing

:17:45. > :17:50.here on this rank of the reservoir, they got chased by some dogs, so

:17:51. > :17:53.terrified were they that thdy jumped this cattle grid and about 80 of

:17:54. > :17:57.them ended up down there on the busy motorway.

:17:58. > :18:06.Dog walkers we spoke to agrde dogs should not run free. If thex chase

:18:07. > :18:11.sheep about, they will abort the lambs. I do not take my dog on land

:18:12. > :18:20.where there is sheep. Forecast, only a sheep dog should be

:18:21. > :18:23.near sheep. `` for Kath. Time for sport now.

:18:24. > :18:26.First tonight, Nottingham Forest Manager Billy Davies HAS imposed a

:18:27. > :18:31.media ban until the end of the month. Earlier this week he was hit

:18:32. > :18:34.with a five`match touchline ban by the Football Association for this

:18:35. > :18:37.behaviour towards the referde at the Leicester City match last month He

:18:38. > :18:45.gave his last interview for the next five games to Natalie Jackson.

:18:46. > :18:48.The headline news from the Nottingham Forest training ground

:18:49. > :18:53.today is that Billy Davies has decided not to give any medha

:18:54. > :18:59.interviews for the next fivd games, not even to the club websitd. Under

:19:00. > :19:06.the advice given to me by mx legal team, I will be making no comment at

:19:07. > :19:13.all in relation to any medi` matters until 26 March. Why? I am not

:19:14. > :19:20.prepared to discuss what it is about, or I am saying to yot here

:19:21. > :19:24.clearly is that due to legal advice I will be making no comment at all

:19:25. > :19:27.until that day. And I will be doing no interviews with any medi` until

:19:28. > :19:33.that day. And that is the position of where we are at the moment.

:19:34. > :19:37.The news comes after he was hit by a smack with a five match touchline

:19:38. > :19:43.ban after his behaviour at half`time in the match with Leicester City. He

:19:44. > :19:45.admitted a Football Association charge of using abusive language

:19:46. > :19:51.towards the referee but denhes deliberate in making contact with

:19:52. > :19:54.the official. I am now having to sit in the stand and communicatd with

:19:55. > :20:01.the bench either by a runner or by telephone or whatever. We whll now

:20:02. > :20:10.let the very experienced st`ff get on with the job on the touchline.

:20:11. > :20:17.Isn't this will just playing up to your public image as this

:20:18. > :20:24.antagonistic troublemaking lanager? I will keep `` we will keep working

:20:25. > :20:28.as hard as we can and keep trying to win football matches, but whth

:20:29. > :20:33.regard to anybody's portray`l of what anybody thinks, Natalid, I

:20:34. > :20:38.could not care less. On the pitch, if Nottingham Forest

:20:39. > :20:42.win at Barnsley tomorrow thdy could go up to fourth in the Championship

:20:43. > :20:45.table. And there's lots more from Billy

:20:46. > :20:49.Davies on Monday night's Late Kick Off. Not to be missed.

:20:50. > :20:52.Now on to Derby County, who will be hoping to get back to winning ways

:20:53. > :20:57.at home to strugglers Millw`ll. Kirsty Edwards braved the r`in ` and

:20:58. > :21:04.as you'll see it was a LOT of rain ` to watch them prepare.

:21:05. > :21:14.A miserable day here at the training ground. I can at least get `way with

:21:15. > :21:19.an umbrella, but not so Steve McClaren and his players. At the

:21:20. > :21:33.mood here is anything but gloomy. `` but the mood.

:21:34. > :21:41.There is no dampening spirits at the moment, even after that defdat at

:21:42. > :21:45.Burnley last weekend. You look at the game and it is unbeliev`ble the

:21:46. > :21:52.amount of possession we domhnated in with ten men. A long, long way to

:21:53. > :21:58.go. As I say, a lot can happen over 13 games. Two months. Nothing is

:21:59. > :22:02.certain. The shirts are being worn whth

:22:03. > :22:08.pride, the Burnley defeat w`s actually their first in eight games.

:22:09. > :22:12.Perform at home is even better. `` their form. They have won ehght

:22:13. > :22:17.games out of mind. Tomorrow's opponents have only won one game

:22:18. > :22:24.away all season. I think the `` it is much to do with

:22:25. > :22:31.the atmosphere, with the fans. Everybody's stayed behind the team.

:22:32. > :22:35.It is important that your home form is strong, that people come to you
