:00:40. > :00:43.Putting the pressure on the Chancellor, these homes are being

:00:44. > :00:49.incinerated in a government scheme to cut rising fuel bills. Why is the

:00:50. > :00:54.project being scrapped? I mdet one of the biggest babies ever to be

:00:55. > :01:07.born in the east Midlands. Thank goodness she is an eldphant!

:01:08. > :01:13.Good evening. First tonight, the ambulancd and

:01:14. > :01:27.hospital delays that led to the death of a Nottinghamshire lan. A

:01:28. > :01:31.control room mix`up meant Stewart Maltby's ambulance took fivd hours

:01:32. > :01:34.when his GP had ordered it to be no longer than two hours. Once in

:01:35. > :01:36.hospital, it took hours to get fluids into the 64`year`old who was

:01:37. > :01:39.dehydrated. Boom Our health correspondent Rob Sissons w`s at

:01:40. > :01:46.today's inquest, held at Nottingham's Council House. Rob why

:01:47. > :01:50.did the ambulance take so long? It is a question which has dominated

:01:51. > :01:56.the inquest hearing in Notthngham. The GP said it should be within two

:01:57. > :02:02.hours, but it was input wrong in the control room, a box wasn't ticked,

:02:03. > :02:05.which meant it reverted to ` four`hour response. The doctor said

:02:06. > :02:11.if it didn't come within two hours, it should be upscaled to and

:02:12. > :02:16.emergency. It was five hours before the ambulance arrived. Mr M`ltby was

:02:17. > :02:21.dehydrated. It was six hours before he got to the Queen's Medic`l

:02:22. > :02:25.Centre. Then, 14 hours before he got the fluid he needed.

:02:26. > :02:32.What improvements have been made at the ambulance service?

:02:33. > :02:38.We had during the inquest today in cross examination from Paul Balen,

:02:39. > :02:42.the solicitor for the familx, that there have been lessons learned The

:02:43. > :02:47.computer software has been changed so that now, those responses are

:02:48. > :02:50.given within two hours, and the ambulance service is getting to more

:02:51. > :02:53.of them within that time. What happened when Mr Maltbx finally

:02:54. > :02:59.arrived at the Queen's Medical Centre?

:03:00. > :03:03.At the Queen's Medical Centre, the chronology is difficult to follow

:03:04. > :03:09.because of gaps in medical notes. We heard today from a nurse who painted

:03:10. > :03:15.a picture of being rushed off her feet on the hospital ward, `nd acute

:03:16. > :03:19.ward where Mr Maltby was behng looked after. She admitted with

:03:20. > :03:24.hindsight not enough fluid checks were done, she didn't write enough

:03:25. > :03:28.in the notes because she wotld rather look after patients than

:03:29. > :03:32.right. We heard from a doctor who said they thought there werdn't

:03:33. > :03:37.enough doctors or staff on the ward. What lessons have the hospital

:03:38. > :03:41.learnt? We have heard things have bden

:03:42. > :03:48.changed on that hospital ward. We also know that there have now been

:03:49. > :03:55.implemented verbal handovers rather than Britain ones as in the past. Mr

:03:56. > :03:58.Maltby died in November 2012. We will hear from more medical experts

:03:59. > :04:00.from the Queen's Medical Centre tomorrow.

:04:01. > :04:04.Next tonight, teenagers at five secondary schools across Lehcester

:04:05. > :04:07.get a stark warning about the horrors of knife crime. In `

:04:08. > :04:10.hard`hitting police road show, students have been warned they could

:04:11. > :04:17.be jailed for four years for simply carrying a knife in public. More

:04:18. > :04:24.details from our reporter, Victoria Hicks.

:04:25. > :04:31.Knife crime isn't a game. That is the message being taught to

:04:32. > :04:34.teenagers across the city. Leicestershire Police recorded 41

:04:35. > :04:45.knife`related offences in the past year. It is a crime some sttdents at

:04:46. > :04:48.this college have witnessed first`hand.

:04:49. > :04:53.I looked out of my window, `nd I saw one guy pulling out a long knife and

:04:54. > :04:56.stab someone. This guy was on the floor, coughing up blood. This young

:04:57. > :04:59.offender was 16 when he was involved in knife crime. I know someone who

:05:00. > :05:07.was found with a knife and was excluded.

:05:08. > :05:14.We cannot identify this student because of his age.

:05:15. > :05:18.He has pulled out a blade. For me, I did not know that anything was going

:05:19. > :05:24.to happen. I am part of it, I am associated with knife crime. Before

:05:25. > :05:28.I know, he took the phone off him, and he's walking away. I was not a

:05:29. > :05:32.big enough person to walk away. I was not a big enough person to say,

:05:33. > :05:40.no, and stop the crime. I think we all know that is an

:05:41. > :05:43.offensive weapon. Here, at Crown Hills, two students

:05:44. > :05:51.have been permanently excluded from school. Police want to educ`te

:05:52. > :05:55.teenagers about the consequdnces. It is illegal to carry a knhfe in a

:05:56. > :05:59.public place, in school, and the penalties range from a cauthon, to a

:06:00. > :06:01.long custodial sentence of tp to four years.

:06:02. > :06:05.The police say that knife crime is not prevalent in Leicester, but they

:06:06. > :06:10.will use a 50,000 volt Taser gun to disarm someone, if they need to

:06:11. > :06:15.Still to come on the progralme: The hospital making expectant mtms feel

:06:16. > :06:18.at home. A new birth room has opened at the

:06:19. > :06:19.Royal Derby today, complete with soft furnishings and sensorx

:06:20. > :06:30.lighting. Police have released CCTV footage of

:06:31. > :06:36.the moment a customer bundldd an armed robber out of a Derbyshire

:06:37. > :06:39.shop. It happened at a stord in Woodville on Thursday evening. The

:06:40. > :06:42.masked man, dressed in whitd overalls, demanded cash and

:06:43. > :06:46.cigarettes, threatening a mdmber of staff with a gun. A passer`by, who

:06:47. > :06:50.entered moments later, pushdd the armed man out of the store. Police

:06:51. > :06:51.want to trace the robber who, they say, ran away along Swadlincote

:06:52. > :06:59.Road. Food inspectors say almost half of

:07:00. > :07:02.the meat they tested in Leicester has failed labelling laws. Ht

:07:03. > :07:05.follows the discovery of pork in so`called halal lamb burgers, at a

:07:06. > :07:08.primary school last year. The city council tested more than 100 meat

:07:09. > :07:11.products sold by local businesses. It says 44% contained meat other

:07:12. > :07:12.than that labelled, mainly chicken. There was no undeclared pork or

:07:13. > :07:26.horse meat. Leicester's been ranked among the 20

:07:27. > :07:29.least affordable cities for house buyers in the UK. Lloyds Bank says

:07:30. > :07:33.the average home there costs more than six times the average local

:07:34. > :07:36.salary, making it the 19th lost expensive city for buyers in the

:07:37. > :07:39.country. However, Derby features in the top 20 most affordable cities,

:07:40. > :07:49.with the average house pricd just 4.85 times the average salary.

:07:50. > :07:54.An attempt is being made to rescue an ambitious project to cut domestic

:07:55. > :07:56.energy bills on one of the country's biggest housing estates. Nottingham

:07:57. > :07:59.South MP Lilian Greenwood is demanding the government reconsiders

:08:00. > :08:03.its decision to scrap a multi`million pound scheme to make

:08:04. > :08:07.homes much warmer. And tonight, there is a hint from the government

:08:08. > :08:17.of a change of heart. Here's our political editor John Hess.

:08:18. > :08:22.They have got a lot in common. Both related, both living in simhlar

:08:23. > :08:26.homes on the same estate. Btt, when it comes to the cost of heating

:08:27. > :08:32.their homes, there's a big difference. That is how much I owe.

:08:33. > :08:39.That is how much I have to pay a month. And that's a lot mord than

:08:40. > :08:41.you're paying at the moment. Katrina Richardson's domesthc fuel

:08:42. > :08:45.bills are rising. It is really cold. Heating bills

:08:46. > :08:54.constantly increasing. Her sister`in`law's bill will be

:08:55. > :08:55.?400 cheaper. That is because her home benefited from a

:08:56. > :08:59.government`backed insulation scheme on Nottingham's Clifton Est`te.

:09:00. > :09:03.It stays warmer longer, and the boiler doesn't run for as long

:09:04. > :09:06.during the day. More than 1,000 homes have had

:09:07. > :09:18.insulation, but that is cold comfort to the 3,500 homes which have lost

:09:19. > :09:21.out. Labour MP Lillian Greenwood would like the government to

:09:22. > :09:24.reinstate the project. She hs raising the problem in Parlhament.

:09:25. > :09:28.We need serious proposals about how we can ensure that everybodx who has

:09:29. > :09:32.got one of these solid wall hard to treat homes are able to get it

:09:33. > :09:36.insulated, because it is good for all of us. Not just those who are

:09:37. > :09:39.living in those homes, but the country generally if we can save

:09:40. > :09:42.energy. We can bring energy prices down for everybody.

:09:43. > :09:45.It is disappointing that we can t do this as well.

:09:46. > :09:53.In a Parliamentary debate, she won this concession. We are working

:09:54. > :09:57.closely with Norton on a new bid for our green deal communities. While I

:09:58. > :10:04.can't announce the results of that, they have put in a robust proposal,

:10:05. > :10:08.far from being dead and over, the scheme has every reason to believe

:10:09. > :10:11.it is optimistic. The government is scrapping a levy

:10:12. > :10:16.which paid for such environlental work.

:10:17. > :10:26.A BBC investigation has raised fresh concerns about voting fraud in

:10:27. > :10:30.Derby. Radio Four's File On Four programme has spoken to one man who

:10:31. > :10:32.says people in the city are pressured into handing over their

:10:33. > :10:35.postal votes. Conservative Party officials have called on thd police

:10:36. > :10:38.to investigate the claims. Last year, four Derby women were

:10:39. > :10:39.convicted of electoral fraud offences. Simon Hare has thd

:10:40. > :10:50.details. This was the ballot paper at the

:10:51. > :10:54.centre of last year's vote`rigging scandal in Derby. It had bedn issued

:10:55. > :11:01.by polling station clerk Nasreen Akhtar, using a different n`me. It

:11:02. > :11:05.was issued to one of her two nieces. But tonight's File On Four programme

:11:06. > :11:09.on Radio 4 looks at the widdr issue of voting fraud. It says th`t abuses

:11:10. > :11:13.of the polling process in some areas of Derby are considered almost

:11:14. > :11:16.normal. One man, who did not want to be named, described how his mother

:11:17. > :11:21.had been pressured into handing over her postal vote. They came to the

:11:22. > :11:32.house, and they asked my mother to vote for them. My mum, not being

:11:33. > :11:36.able to read English, she dhd not know where to put her cross, so one

:11:37. > :11:40.of the people put the cross in the box for her. They said that they

:11:41. > :11:44.would just sign it and take it off her. It was not free choice, it was

:11:45. > :11:48.more influence, and it was lore to get them to stop coming back. She

:11:49. > :11:51.gave in. It is them voting for you. They are voting for themselves.

:11:52. > :11:55.Derby City Council declined to take part in the programme, but ht said

:11:56. > :11:58.that it has every confidencd in the postal voting system in the city.

:11:59. > :12:01.The programme also hears from the police unit trying to investigate

:12:02. > :12:06.further claims of the electoral abuse in Derby. It is allegdd that

:12:07. > :12:11.the women convicted of voting fraud had been put up to it. Police said

:12:12. > :12:18.that further inquiries had been met by a wall of silence.

:12:19. > :12:21.Joining us is Alistair Jones, principal lecturer in polithcs and

:12:22. > :12:24.public policy, an expert in UK politics, especially nation`l and

:12:25. > :12:33.local elections. How easy is it to cheat the postal voting system?

:12:34. > :12:38.It is quite easy to cheat, `ll you need to do, it is not a secret

:12:39. > :12:43.ballot first of all. Anybodx can apply for a postal vote. Yot might

:12:44. > :12:50.have your family pressurising you, filling it in on your behalf. Do you

:12:51. > :12:54.think it should be scrapped? The thing about it is, the government

:12:55. > :13:03.has tightened up the applic`tion process. There is a process involved

:13:04. > :13:09.in getting an application, but there can still be family pressurd. It can

:13:10. > :13:16.be manipulated. On top of that, people claiming to be somebody else

:13:17. > :13:19.and getting extra votes, we saw the general election with someone

:13:20. > :13:24.getting 900 fraudulent ballot papers. They got caught before the

:13:25. > :13:31.election, this was in Radford. If we did get rid of postal voting,

:13:32. > :13:35.what would replace it? This is meant to help people to vote. There are

:13:36. > :13:43.arguments that we should trx online voting or boating by text. Lobile

:13:44. > :13:49.polling stations in supermarkets. Unless you go somewhere specific, it

:13:50. > :13:57.is always open to influence. Absolutely. Voting is meant to be

:13:58. > :14:02.secret. You lose that with postal voting. It is meant to be

:14:03. > :14:11.confidential but every paper is numbered. So that can be chdcked.

:14:12. > :14:15.What about online voting? One problem is in security, cybdr

:14:16. > :14:27.security. There is a huge ddbate on that. Even a mobile phone. Xou could

:14:28. > :14:37.lose your vote in the ether. A new birth centre, which ahms to

:14:38. > :14:42.give expectant mums the rel`xing atmosphere of a home delivery,

:14:43. > :14:46.opened today. The midwife`ldd unit at the Royal Derby Hospital has been

:14:47. > :14:49.decked out with sensory lighting and soft furnishings, to recreate the

:14:50. > :14:56.experience of a home`birth, but with the reassurance of being in

:14:57. > :15:02.hospital. Mel Coles had a tour. Just four hours old, this b`by is

:15:03. > :15:05.contentedly sleeping in her dad s arms in the new Derby birth centre

:15:06. > :15:10.officially opened this afternoon. Her older brother was born hn the

:15:11. > :15:17.traditional labour ward a fdw years ago. I think it is really nhce.

:15:18. > :15:21.There is less equipment arotnd. One`to`one contact with the

:15:22. > :15:28.midwives. It feels like you are in your own house. Here, I feel more at

:15:29. > :15:37.home. Last time, it felt more clinical. The birth centre feels a

:15:38. > :15:43.bit like a hotel. There are four rooms each with an ensuite, and

:15:44. > :15:49.while the decor is basic, it is not as stark as a hospital ward. If

:15:50. > :15:53.women who don't need lots of intensive care in labour can use

:15:54. > :15:58.facilities like this, then they are more likely to have a normal birth,

:15:59. > :16:03.they are more likely to spe`k positively about their experience.

:16:04. > :16:08.It has already seen a number increase in women who have opted for

:16:09. > :16:13.a water birth. But it isn't for everyone. Some pregnancies have

:16:14. > :16:18.complications and mums need to be monitored. Here, we don't offer

:16:19. > :16:23.continuous monitoring. One of the benefits of having this within the

:16:24. > :16:28.labour ward is access to consultants in those problems arise. Muls know

:16:29. > :16:33.that giving birth is a far cry from a relaxing hotel stay. But the

:16:34. > :16:38.hospital hopes that here, at least they will receive 5`star trdatment.

:16:39. > :16:46.Still to come: A new baby that tipped the scales at an eye`watering

:22:33. > :22:37.Next, tonight, a mother has given birth to one of the biggest babies

:22:38. > :22:40.ever to be born in the East Midlands. It's a baby girl, weighing

:22:41. > :22:45.an eye`watering 98lb, and she's a week old today! Jo Healey w`s one of

:22:46. > :22:57.the very first people to medt the new arrival.

:22:58. > :23:01.She may be hefty, grey, wrinkly and Harry, but at Twycross Zoo, they

:23:02. > :23:05.reckon she is a rare and spdcial lady. Beautiful, absolutely

:23:06. > :23:08.gorgeous. Really surprised, actually, because we came today not

:23:09. > :23:10.realising there was a new addition to the elephant house.

:23:11. > :23:18.Are you impressed? Yes. Wonderful news as well. A

:23:19. > :23:22.gorgeous baby. Absolutely amazing. We did not

:23:23. > :23:26.expect to see a baby elephant. It is fabulous.

:23:27. > :23:29.Every baby elephant is really important, so this is reallx

:23:30. > :23:36.important for the species. They are in danger back in the wild. It is

:23:37. > :23:39.important because their range is being reduced. Every birth hn

:23:40. > :23:46.captivity is important to the European breeding programme. As a

:23:47. > :23:53.female, that is even more ilportant. The mother is doing well. She was

:23:54. > :23:58.pregnant with the baby for 22 months, but, thankfully, labour was

:23:59. > :24:03.pretty quick. We were watchhng on CCTV. We went in there with them.

:24:04. > :24:07.But we could see them. She did everything right, the rest of the

:24:08. > :24:14.herd were there to support her. She has a good appetite, 11 litres

:24:15. > :24:19.of milk from her mum every day. She will do that for the first xear

:24:20. > :24:25.before moving onto solids of fruit and vegetables and hay. All of the

:24:26. > :24:29.elephants here, they are enraptured by this new arrival. They are all in

:24:30. > :24:32.love with her. What naturally happens is that all of the females

:24:33. > :24:36.look after the infant, so she has lots of baby`sitters and lots of

:24:37. > :24:40.aunties. She is going to be a very well`loved animal, that is for sure.

:24:41. > :24:43.Well, the new baby hasn't actually been named by the staff. But we ve

:24:44. > :24:47.had lots of suggestions sent to our East Midlands Today Facebook page.
