:00:19. > :00:23.East Midlands. First tonight, a Catholic priest,

:00:24. > :00:26.who abused children across the East Midlands for four decades, has been

:00:27. > :00:33.jailed for 15 years. Today a court heard claims that the church covered

:00:34. > :00:39.up Francis Paul Cullen's crimes. To some, he was an enthusiastic,

:00:40. > :00:44.charismatic and friendly priest, but to others, a predatory paedophile.

:00:45. > :00:50.Last month, Francis Paul Cullen admitted 21 counts of sexual abuse

:00:51. > :00:56.against seven boys and girls, over a 34`year period from 1957 to 1991. It

:00:57. > :01:02.began here at a church he'd helped to set up Christ the King in Derby.

:01:03. > :01:07.Altar boys and school children in his care were abused. A complaint

:01:08. > :01:15.about his conduct was lodged as early as 1964, but he stayed in his

:01:16. > :01:19.job and later moved to Buxton and then near Nottingham. Many of the

:01:20. > :01:22.victims say Cullen stole their childhood and deeply affected their

:01:23. > :01:27.adult relationships. In a personal letter to Cullen, read out in court

:01:28. > :01:31.today, one told him, "You had a calling from the devil. I'm sure

:01:32. > :01:35.your maker can't wait to meet up with you. I don't know if you're

:01:36. > :01:41.going to rot in hell. I hope you rot in jail." Today's sentence, 15 years

:01:42. > :01:46.in prison, goes some way in providing a degree of closure for

:01:47. > :01:50.the victims of this case. Any sentence passed will never truly

:01:51. > :01:54.reflect the damage that has been caused by Francis Paul Cullen

:01:55. > :01:58.towards his young and vulnerable victims. Confident that the measures

:01:59. > :02:05.we have taken, as a response to what has happened before, have led to the

:02:06. > :02:10.Catholic Church being a much better safeguarder of children and

:02:11. > :02:14.vulnerable adults. On the run from the authorities for more than 20

:02:15. > :02:18.years, living here in Tenerife. While here, he told others he had

:02:19. > :02:22.been a priest in the UK and witnesses say from time to time, he

:02:23. > :02:27.even wore a priest's dog collar. He was finally arrested last summer.

:02:28. > :02:35.It's expected Cullen will be aged almost 96 before he can be

:02:36. > :02:40.considered for parole. Nottingham Forest chairman and

:02:41. > :02:46.owner, Fawaz Al`Hasawi, has asked fans to be patient as looks to

:02:47. > :02:51.appoint a new manager. Billy Davies's reign came to an abrupt end

:02:52. > :02:57.today after an embarrassing defeat at Derby. Forest hadn't won in eight

:02:58. > :03:01.games. There's been intense speculation that Neil Warnock, who

:03:02. > :03:05.started his managerial career at Meadow Lane, will take over at the

:03:06. > :03:10.City Ground. Our sports editor is with me now. Is Warnock the man?

:03:11. > :03:15.Well, it's been quite a saga today. This morning, we were told by

:03:16. > :03:20.somebody very close to Neil Warnock that they were going to be appointed

:03:21. > :03:24.at the City Ground this afternoon. Then Lee Peltier, Warnock's former

:03:25. > :03:28.captain at Leeds United, arrived at the training ground, the club

:03:29. > :03:33.announced that he had signed on loan. Later, the chairman left the

:03:34. > :03:40.training ground and denoid that, even though it had been announced on

:03:41. > :03:43.the club website that Peltier was to sign for the club. This evening Neil

:03:44. > :03:47.Warnock has come out and ruled himself out of the job. There were

:03:48. > :03:53.quotes around saying, "I did not feel the conditions of the job were

:03:54. > :03:58.right for me to manage." Academy manager Gary Brazil is in charge at

:03:59. > :04:04.the moment. It looks likely he will lead the team out tomorrow for the

:04:05. > :04:08.game. So it rumbles on. Thank you very much.

:04:09. > :04:11.Next, a controversial scheme in Derbyshire is offering women

:04:12. > :04:15.hundreds of pounds in shopping vouchers to quit smoking during

:04:16. > :04:20.pregnancy and just after giving birth.

:04:21. > :04:26.It's thought to be an East Midlands first, offering financial rewards to

:04:27. > :04:29.help pregnant women who smoke kick the habit. Just over 200 women in

:04:30. > :04:35.Derbyshire signed up. Their challenge ` to be smoke`free from

:04:36. > :04:41.around 12 weeks into pregnancy right the way through to six months after

:04:42. > :04:45.the birth. Their reward, up to ?752 in shopping vouchers. But the prize

:04:46. > :04:50.proved too difficult for most of them. Just 56, only a quarter,

:04:51. > :04:54.managed to stay off the cigarettes all the way through to birth and

:04:55. > :04:58.only 26 resisted smoking all the through to the finishing line, which

:04:59. > :05:05.is six months after the baby arrived. On the face of it, then, a

:05:06. > :05:10.poor success rate, but those behind the experiment insist it's money

:05:11. > :05:14.well spent. The maximum is just over ?700, which is very small when you

:05:15. > :05:19.consider the cost of special baby units and the cost to NHS of smoking

:05:20. > :05:24.in pregnancy is very high, ?6,000 a pregnancy. In my view the cost is

:05:25. > :05:29.small compared to the result. So how does it work? Well to make sure

:05:30. > :05:32.there's no cheating, the women were given regular breath tests. Every

:05:33. > :05:38.time they passed, the vouchers stacked up. Starting at ?8, the

:05:39. > :05:42.incentives went up to a maximum of ?32 for each clear test. The less

:05:43. > :05:46.you smoke, the more you can shop. Now there's talk of expanding it

:05:47. > :05:51.from one part of Derbyshire to the rest. With the risks of smoking in

:05:52. > :05:55.pregnancy well known, should it really take vouchers for women to

:05:56. > :05:59.put down their cigarettes while the taxpayer picks up the tab? It sends

:06:00. > :06:04.out the wrong signal. It's morally wrong. It's wasting taxpayers'

:06:05. > :06:07.money, it doesn't work. It's taking valuable resources from other

:06:08. > :06:12.schemes that might work. In what way is this a good idea? In what way can

:06:13. > :06:17.rolling out the scheme be justified? It can according to those at

:06:18. > :06:21.Derbyshire County Council, ?37,000 has been spent and they say you

:06:22. > :06:28.can't put a price on the health of a baby and its mum.
