:00:24. > :00:26.domestic abuse ` according to a a scathing report by Her Majesty's
:00:27. > :00:29.Inspectorate of Constabulary. Nottinghamshire and Derbyshire have
:00:30. > :00:32.been criticised for a lack of knowledge among staff, a backlog of
:00:33. > :00:36.cases and for providing an inconsistent service to victims.
:00:37. > :00:46.Here's our Chief News reporter Quentin Rayner.
:00:47. > :00:50.The Inspectorate says this should be a wake`up call to the police. On
:00:51. > :00:56.average they receive an emergency related call every 30 seconds and 77
:00:57. > :01:00.women were killed last year by their partners or ex`partners. Across the
:01:01. > :01:05.East Midlands it accounts for 10% of all recorded crime and almost 6500
:01:06. > :01:11.incidents of domestic abuse resulting in injuries were recorded
:01:12. > :01:15.until August last year. Derbyshire is undersized for gaps in their
:01:16. > :01:30.knowledge. Officers need to fully understand domestic abuse in crews
:01:31. > :01:34.including psychological abuse. Yes, we need to improve. If the reported
:01:35. > :01:39.and said everything was rosy within the Derbyshire Constabulary I would
:01:40. > :01:43.have been surprised but ultimately we do need to improve. Part of the
:01:44. > :01:47.Inspectorate's role is to say to us, you need to improve in these areas
:01:48. > :01:53.and we will act on those recommendations and we will improve.
:01:54. > :01:58.Nottinghamshire force is undersized for inconsistency. It found that
:01:59. > :02:01.high`risk victims receive a better standard of service and protection
:02:02. > :02:06.than those assessed as lower risk. Then there is no system in place to
:02:07. > :02:11.review their level of risk once an offender is released from custody
:02:12. > :02:14.the inspectors also found a lack of awareness about victims in the local
:02:15. > :02:21.area and the force doesn't have an understanding of serial offenders in
:02:22. > :02:25.Nottinghamshire. There isn't a difference in the level of
:02:26. > :02:29.protection, there is a difference in the risk assessment and therefore
:02:30. > :02:34.there is a difference in the way we have to deal with that. With the
:02:35. > :02:39.serial perpetrators, that workers in its infancy. We will work with the
:02:40. > :02:42.national lead in developing our process to understand better how
:02:43. > :02:47.perpetrators behave and how we can manage them. Leicestershire is
:02:48. > :02:51.praised for its information sharing and for being one of the few forces
:02:52. > :02:56.which asks victims for feedback about its service. The Inspectorate
:02:57. > :02:58.recognises considerable improvements but still found the service offered
:02:59. > :03:03.to victims is too often unacceptable. It is insisting
:03:04. > :03:10.domestic abuse must no longer be the poorer nation to other policing
:03:11. > :03:14.activity. Cathy Saunders, you and your organisation have been working
:03:15. > :03:17.with victims and survivors of domestic abuse for some years. How
:03:18. > :03:25.surprised really by the findings of the report? Not surprised at all, we
:03:26. > :03:31.fed directly into the HM RC review. What is the experience of the woman
:03:32. > :03:35.you deal with? Most of them have had bad episodes with the police,
:03:36. > :03:40.reporting crimes to them are many will never report to the police
:03:41. > :03:47.again. That is pouring. It is also to do with the police's attitude to
:03:48. > :03:51.women in this ocean? Generally, police now they seem to have a
:03:52. > :03:56.better attitude towards victims and survivors of domestic abuse but
:03:57. > :04:01.still, we get complaints about bad treatment and bad attitudes. There
:04:02. > :04:06.has been improvement over the decades but nowhere near enough? To
:04:07. > :04:10.say we're now in the 21st century, having dealt with domestic abuse for
:04:11. > :04:16.40 years, working in partnership with many agencies, the answer is
:04:17. > :04:21.no. There is vast room for improvement. Thank you.
:04:22. > :04:24.Many of our councils have been accused of "siphoning off" public
:04:25. > :04:28.health funding to prop up other town hall services. Doctors have warned
:04:29. > :04:31.that campaigns on smoking, obesity and sexual health are threatened.

:05:24. > :05:27.priorities are locally. But Nottinghamshire GP says that some
:05:28. > :05:32.councils are siphoning off the money. His fears about the Bible a
:05:33. > :05:38.survey that reveals a third of the councils have done that. There isn't
:05:39. > :05:42.enough money in the system to sustain the entire public health
:05:43. > :05:46.budget for health services and the entire council budget for adequate
:05:47. > :05:52.social services, and I think the system is balanced on a knife edge.
:05:53. > :05:54.The politician now in charge of public health in Nottingham defends
:05:55. > :06:01.the shift in spending priorities, and gives this example. Taking ?1
:06:02. > :06:04.million out of sexual health because we have negotiated well with the
:06:05. > :06:07.University Hospital so there shouldn't be any service changes but
:06:08. > :06:11.we should have better value for money and contracting, we can now
:06:12. > :06:15.put that into an early intervention so that young people are making
:06:16. > :06:20.better choices so that we might not have the same call on sexual health
:06:21. > :06:24.services in a decade. New proteins other public health. How local
:06:25. > :06:30.politicians and the health service went are struggling to agree.
