:00:31. > :00:32.hospital inspections in the East Midlands. Inspectors from the Care
:00:33. > :00:36.Quality Commission decided the University Hospitals of Leicester
:00:37. > :01:32.requires improvement. Our Health Correspondent Rob Sissons has more.
:01:33. > :01:39.Things need to be better. This report very much emphasise as we
:01:40. > :01:51.have very good staff who want to improve. The trust has had to go
:01:52. > :01:55.overseas to get more nurses. Alfonso has moved from Spain to work in the
:01:56. > :01:59.accident and emergency. It is is staffed by a lot of foreign nurses.
:02:00. > :02:02.In this people are very welcoming. A new group that represents patients
:02:03. > :02:05.said it will now keep a close eye on things. If I put it this way, it
:02:06. > :02:08.could be a lot worse. There are quite a lot of positives. We went to
:02:09. > :02:11.see change and we want to see improvement. We think it is
:02:12. > :02:19.happening. The trust knows it has to improve. The challenge will be
:02:20. > :02:27.sustaining it. There are financial pressures on the NHS.
:02:28. > :02:29.Stephen Dorrell is not only one of Leicestershire's MPs, but also chair
:02:30. > :02:32.of the parliamentary Health Committee. He told me constituents
:02:33. > :02:39.are generally supportive of their local hospitals. As always with
:02:40. > :02:45.acute hospitals in the health service, the vast majority of people
:02:46. > :02:50.who go into the Leicester general or others have a positive experience
:02:51. > :02:55.when they get there. But that doesn't excuse failure is of in
:02:56. > :02:59.particular accident and emergency service that were reported in
:03:00. > :03:04.December. I'm pleased the CQC has been honest with the public about
:03:05. > :03:08.what goes on in the Leicester Royal and other hospitals in Leicester.
:03:09. > :03:13.Also particularly pleased that we are able to see an improving trend.
:03:14. > :03:18.Is it a good thing that we are hearing bad things? Does it mean the
:03:19. > :03:22.watchdogs are doing their job? The CQC has been up in front of the
:03:23. > :03:26.health committee that I'd share on an annual basis since the beginning
:03:27. > :03:29.of this Parliament. We were very concerned and extremely critical of
:03:30. > :03:34.the performance of the CQC a few years ago. It is now under new
:03:35. > :03:38.management and is a much more reliable measure of the quality of
:03:39. > :03:42.care that has been made statutorily independent by the government, in
:03:43. > :03:46.order that it can speak truth under power. I think it is a key part of
:03:47. > :03:52.the system. What about your other constituents, those who might work
:03:53. > :03:57.in his hospitals? How demoralising must it be? I think what they will
:03:58. > :04:03.here is what they see in their day`to`day lives, that this... These
:04:04. > :04:07.are hospitals under pressure. They are hospitals which are addressing
:04:08. > :04:10.this pressures. Of course, no one likes to work in an organisation
:04:11. > :04:14.that has been criticised but it is even worse to work in an
:04:15. > :04:20.organisation that you know is not doing what it should do and just
:04:21. > :04:30.getting a whitewash treatment in public. That simply undermined that
:04:31. > :04:35.undermines people 's confidence. New figures reveal parts of the East
:04:36. > :04:38.Midlands are facing a 25% cut in the number of mental health workers who
:04:39. > :04:43.treat some of the most vulnerable people. One expert warns it's
:04:44. > :04:47.putting lives at risk. Both those of the patients and the wider public.
:04:48. > :04:51.Chris Doidge reports. In Ripley, Jonathan tells me about
:04:52. > :04:57.his experience of getting help for mental illness. You seem to go in
:04:58. > :05:01.and they have one key worker. Sorry, that key worker is off. He is on
:05:02. > :05:05.holiday. So you've got to go through your life story again and again.
:05:06. > :05:11.It's happening... It has happened this year about three times. Many
:05:12. > :05:15.other charities have found their funding squeeze. There have been
:05:16. > :05:22.operational difficulties. You're going to have to reduce the amount
:05:23. > :05:28.of work that we've been able to do. There have been cuts across the
:05:29. > :05:33.sector. Local councils have reduced the grant funding and in the NHS,
:05:34. > :05:37.mental health trusts have had to reduce the number of beds available.
:05:38. > :05:43.Among those units in trouble in recent years, this one in Leicester.
:05:44. > :05:49.After several bad reports on the Care Quality Commission, there are
:05:50. > :05:52.signs of improvement. We've got to focus on the important pieces of
:05:53. > :05:57.information. What are our patients are saying and what are our staff
:05:58. > :06:01.saying? Were they recommend these services to their friends and
:06:02. > :06:04.family? Demographic changes and better awareness mean mental health
:06:05. > :06:09.is becoming a bigger and bigger issue. In the East Midlands, as in
:06:10. > :06:14.the UK more widely, the funding for mental health is not keeping pace.
