:00:49. > :00:59.on motorists who park on the pavement. Leicester City could put
:01:00. > :01:07.themselves on the edge of the Premier league tonight. Good
:01:08. > :01:12.evening. Welcome to Friday's programme. First tonight ` an
:01:13. > :01:15.upsurge in scarlet fever. This region now has the highest number of
:01:16. > :01:19.cases in the country. More than 700 reported cases since September ` a
:01:20. > :01:23.higher total than for the whole of London.
:01:24. > :01:28.Across the country it's becoming a big issue. Last week alone,
:01:29. > :01:31.according to Public Health England, almost 900 new cases were reported `
:01:32. > :01:41.that's the highest weekly total for more than three decades. Amy Harris
:01:42. > :01:46.has been looking at the figures. It is the red trash that gives
:01:47. > :01:52.scarlet fever at its name. Latest figures show 778 cases have been
:01:53. > :01:56.reported in the East Midlands since last September. It is the most in
:01:57. > :02:03.the country, beating the number in much larger places like the West
:02:04. > :02:09.Midlands and even London. We were the first part of England to
:02:10. > :02:14.recognise this, so we wrote to GPs saying there is scarlet fever about,
:02:15. > :02:18.please tell us about it. We are working with GPs to make sure the
:02:19. > :02:22.treatment is right, working with schools and nurseries to make sure
:02:23. > :02:27.affected children are excluded until the antibiotics have worked. These
:02:28. > :02:33.figures give an indication of where the cases in our region are.
:02:34. > :02:38.Derbyshire has the most confirmed cases and Leicester has the least.
:02:39. > :02:47.Scarlet diva is a bacterial illness and symptoms generally take three to
:02:48. > :02:51.five days to peer. It is most common in children aged between two and
:02:52. > :02:57.eight and most cases can be treated with antibiotics. The main thing is,
:02:58. > :03:03.if you think your child has scarlet fever, take them to the GP, get the
:03:04. > :03:07.antibiotics. The good news is children with the disease make a
:03:08. > :03:12.quick recovery. They can be back in the playground soon after starting
:03:13. > :03:21.treatment. Before antibiotics, they were put in isolation for many weeks
:03:22. > :03:24.or months. The police say they are becoming
:03:25. > :03:27.increasingly concerned for the safety of a young Polish man, who
:03:28. > :03:32.disappeared near his home in Nottingham almost three months ago.
:03:33. > :03:40.Today the sister of 22`year`old Bogdan Navrotski made an emotional
:03:41. > :03:43.appeal for him to get in touch. Officers say despite extensive
:03:44. > :03:50.inquiries across the Midlands and in Poland itself, Bogdan's simply
:03:51. > :03:54.vanished. James Roberson reports. At a Nottinghamshire police press
:03:55. > :03:59.conference today, Monica came to make an appeal in Polish for her
:04:00. > :04:00.missing brother, about him pictures and posters have been made in
:04:01. > :04:28.English and Polish. The very last sighting of Bogdan was
:04:29. > :04:33.that about 830 a.m. From this house, setting off for the shops.
:04:34. > :04:37.But after leaving the house, he vanished utterly. Police enquiries
:04:38. > :04:43.have spanned the whole Midlands and Poland, but given Bogdan had no
:04:44. > :04:48.money and spoke no English, police fear the worst. I believe there is a
:04:49. > :04:52.possibility Bogdan has come to serious and significant harm, so
:04:53. > :04:56.we're here today to make an appeal to the public of Nottingham and in
:04:57. > :05:01.particular the Polish community, to help us find where Bogdan is. Local
:05:02. > :05:05.officers have been scouring the area, talking to the Polish
:05:06. > :05:11.community. Now they want the wider public to help. Our appeal is for
:05:12. > :05:15.local people to check their sheds and outbuildings. Please let's have
:05:16. > :05:19.a look for someone who is rough sleeping. Police have a special
:05:20. > :05:24.number for Polish speaking people to ring. And videos with information
:05:25. > :05:27.can ring Nottinghamshire police or Crimestoppers.

:05:54. > :05:56.skilled workers. They say some school leavers may not
:05:57. > :06:01.even qualify for apprenticeships because they lack basic reading and
:06:02. > :06:04.maths skills. So what can be done? Well, one scheme backed by the
:06:05. > :06:07.Government is aiming to match expanding businesses with young
:06:08. > :06:17.workers who DO have the right training and skills. Here's our

:06:47. > :06:50.just over 20%, but what is more significant is the number of young
:06:51. > :06:55.people neither in employment, education or training, that now
:06:56. > :07:04.stands at 74000 and that has gone up by 3000 since the core mission came
:07:05. > :07:12.into power. This bit of kit is for oil. They're making cultivation
:07:13. > :07:15.equipment clean`up fuel. Business plans to expand, but a lack of
:07:16. > :07:22.engineering schools in the local jobs market, especially basic maths
:07:23. > :07:27.and science, is becoming a headache. It is tricky, people are out there,
:07:28. > :07:37.but it can be hard work. That is a cross the piece, from cereals or
:07:38. > :07:42.design to the engineering work. A government backed programme is
:07:43. > :07:47.creating an alternative job centre for firms needing those skilled
:07:48. > :07:53.staff. It is a cliff edge, if you don't do the right thing to engage
:07:54. > :07:57.young people now. As the region's economy hots up, the worry now is if
:07:58. > :08:01.we have enough skilled workers ready for the revival.
:08:02. > :08:04.Well, the Education Secretary was in Leicestershire today and he's
:08:05. > :08:06.acknowledged the skills gap is a big problem.
:08:07. > :08:09.Michael Gove also reiterated his claim that there's a toxic lack of
:08:10. > :08:19.ambition in the leadership of schools in Nottingham. Here's our
:08:20. > :08:25.Chief News reporter Quentin Rayner. For a man who is used to making
:08:26. > :08:28.sparks fly, you might think the lesser`known city was appropriate
:08:29. > :08:33.for Michael Gove. They Education Secretary was visiting a of schools

:08:38. > :08:42.the concerns of business leaders over the shortfall in skills. I had
:08:43. > :08:47.the opportunity to speak to the Chambers of commerce this week and I
:08:48. > :08:50.explain to them that eradicating lack of numerous illiteracy was my
:08:51. > :08:56.number one priority. There is still a gap between where we should be
:08:57. > :09:02.aware we are, but we have, suitable way and the quality of schools is
:09:03. > :09:11.much better. `` we have come a considerable way. In an open
:09:12. > :09:15.letter, the city council we picked him for logical flaws in his
:09:16. > :09:19.argument and called on him to work with them to improve the schools,

:10:03. > :10:09.fired early this morning in a street in Leicester. A property was damaged
:10:10. > :10:11.` armed officers responded, but detectives say nobody has been
:10:12. > :10:15.injured. Forensic officers are working out what happened on Saxby
:10:16. > :10:23.Street in the Highfields area of Leicester. Police are appealing for
:10:24. > :10:28.information. It is a multicultural area, everybody gets on nicely. All
:10:29. > :10:38.of a sudden, something like this, it is just not nice. Whoever it was was
:10:39. > :10:40.not actually aiming to hurt anyone. Police have confirmed that a body
:10:41. > :10:44.found in Nottinghamshire earlier this week is that of a grandmother
:10:45. > :10:46.who went missing four months ago. 59`year`old Elaine Harrison
:10:47. > :10:49.disappeared from her houseboat at Castle Marina in Nottingham in
:10:50. > :10:51.December. Underwater search teams made the discovery on Tuesday
:10:52. > :10:54.morning close to Colwick Park. Nottinghamshire Police thanked the
:10:55. > :11:01.public for their support in trying to find her.
:11:02. > :11:04.A member of a Nottingham`based gang who fled the country has been
:11:05. > :11:15.captured in the Czech Republic and returned to the UK to start a five
:11:16. > :11:18.year jail term. Magdalena Ferkova from St Ann's became one of
:11:19. > :11:22.Britain's most wanted fugitives when she fled to her homeland during her
:11:23. > :11:25.trial. Her gang brought foreign nationals to the UK to illegally
:11:26. > :11:27.claim over a million pounds in benefits. Four other gang members
:11:28. > :11:31.were sentenced last year. A hospital is to stop doing hip and
:11:32. > :11:35.knee operations because it's thought it's not safe enough.
:11:36. > :11:37.Newark Hospital in Nottinghamshire doesn't have intensive care
:11:38. > :11:41.facilities or specialist surgical back up on site 24 hours a day. Our
:11:42. > :11:54.Health Correspondent Rob Sissons reports.
:11:55. > :12:02.Major surgery was halted here in Newark last summer. The boss of the
:12:03. > :12:08.trust that runs Newark means the decision will give them more of a
:12:09. > :12:12.chance to do more do surgery. We are moving in patients surgery and
:12:13. > :12:16.expanding our daycare surgery in Newark. Newark is already a
:12:17. > :12:22.significant site for a daycare surgery. We treated something like
:12:23. > :12:27.1600 patients there last year, but the inpatient work was very small by
:12:28. > :12:33.comparison, so we're moving the inpatients and expanding our
:12:34. > :12:38.daycare. Campaigners are unimpressed. It no longer says
:12:39. > :12:44.accident and emergency here and the removal of other patients is a
:12:45. > :12:48.further blow. For a hospital to be a hospital, it needs to have a
:12:49. > :12:54.significant level of urgent care. It is financial saving for keeping
:12:55. > :12:59.Kingsmill operational, and it is a lack of commitment from the trust.
:13:00. > :13:03.Managers say in creased day case procedures would include cataract
:13:04. > :13:08.surgery, removal of skin lesions and more in DOS could be work.
:13:09. > :13:11.New figures suggest the East Midlands is the best region outside
:13:12. > :13:17.London at finding new tenants for empty high street shops.

:13:53. > :13:57.use these facilities. Coming together, that means we have vibrant
:13:58. > :14:01.town centres and high streets. If you're pushing a buggy or you use
:14:02. > :14:05.a wheelchair ` parked cars on a pavement can turn a simple trip to
:14:06. > :14:07.the shops into an obstacle course. Now authorities in Leicester are
:14:08. > :14:11.considering getting tough on motorists and may start handing out
:14:12. > :14:14.more fines. As part of a review they're asking
:14:15. > :14:24.people to take photographs of offending vehicles and send them in
:14:25. > :14:28.to the council. Simon Ward reports. Parking in tight streets is often
:14:29. > :14:32.frustrating for drivers, and can cause problems for pedestrians and
:14:33. > :14:36.people with disabilities. Leicester City Council is considering
:14:37. > :14:43.introducing ?70 fines for people caught parking on pavements. Jolly
:14:44. > :14:46.good idea. We have so many problems in the street, because it is so
:14:47. > :14:50.narrow and parking on the pavement is the answer to one of the
:14:51. > :14:58.problems, but pedestrians and people with Bush years have problems
:14:59. > :15:05.getting by. Where will they put their car is? I don't think it is a
:15:06. > :15:11.good idea. If you need to go to a shop just round the corner and pull
:15:12. > :15:16.upon a double yellow line. The council is asking people to e`mail
:15:17. > :15:21.in photographs of cars that parked on the pavement. Not at this stage
:15:22. > :15:25.to find drivers, but to gather evidence for the review. In some
:15:26. > :15:33.cases, when cars are not on the pavement, that can also cause
:15:34. > :15:38.problems. Four years ago, we filmed Leicestershire Fire and rescue
:15:39. > :15:45.service having problems striving down arose when cars are parked. But
:15:46. > :15:48.the moment, wardens can find drivers parking in restricted areas. The
:15:49. > :15:52.council has already had more than 100 responses from the public. The
:15:53. > :15:59.consultation closes at the end of the month.
