:00:55. > :00:59.First tonight more criticisl of the East Midlands Ambulance Service

:01:00. > :01:01.Inspectors from the Care Qu`lity Commission inspected the troubled

:01:02. > :01:07.trust and found a number of essential standards are not being

:01:08. > :01:10.met. Against a backdrop of tight finances and ever increasing demand,

:01:11. > :01:15.staff spoke of being overworked and under`resourced. More improvements

:01:16. > :01:19.have been ordered. In a momdnt we'll hear from the woman with possibly

:01:20. > :01:28.the unenviable task of turnhng the organisation around. But first our

:01:29. > :01:31.Health Correspondent Rob Sissons reports on the challenges f`cing the

:01:32. > :01:34.service. Year after year thd control room answers record numbers of 99

:01:35. > :01:39.calls, but how in control is the service? It is not rocket science,

:01:40. > :01:44.it seems it can be a diffictlt art though to get there quickment here

:01:45. > :01:48.is just three examples. First tonight, the ambulancd and

:01:49. > :01:53.hospital delays that led to the death of a Nottinghamshire lan.

:01:54. > :01:57.Brady Watson was playing football last month in Nottingham whdn a

:01:58. > :02:01.tackle left him face down on the ground with a broken leg thd he

:02:02. > :02:04.would be there for almost three hours before ambulance crews

:02:05. > :02:10.arrived. It was a low priority case, but it

:02:11. > :02:14.left an East Midlands woman waiting for an ambulance for hours. The

:02:15. > :02:18.inspectors looked at six care standards. Now the East Midlands

:02:19. > :02:22.Ambulance Service missed fotr of them. The reasons, well minhmum

:02:23. > :02:28.response times to life thre`tening calls were not met. Inspectors also

:02:29. > :02:32.found there were not enough vehicles and insufficient staff suit`bly

:02:33. > :02:36.qualified, skilled and experienced. Standards hit, infection control and

:02:37. > :02:42.a good complaints system was recognised, but this reveals the big

:02:43. > :02:46.improvements still needed. We recognise that the trust has made

:02:47. > :02:49.some improvements. They havd got a long way to go in terms of leeting

:02:50. > :02:52.the essential standards of puality and safety.

:02:53. > :02:58.Staff told inspectors what ht is like. We put other peoples voices to

:02:59. > :03:02.their comments. I can spend half my shift looking for a spare vdhicle.

:03:03. > :03:06.We don't have enough resources on the road. We are short of staff it

:03:07. > :03:12.is horrendous. Sometimes we have three people to do the same job Now

:03:13. > :03:21.some 999 calls, the less serious ones are getting advice rather than

:03:22. > :03:25.an ambulance. It eases frontline pressure, but patients don't like

:03:26. > :03:30.it. Their first argument maxbe I wanted an ambulance, that's why I

:03:31. > :03:35.rang for an ambulance. After so many changes, Sue Noyes is the ndw woman

:03:36. > :03:39.filling in at top. If she h`s ambitions for the job permanently,

:03:40. > :03:44.it is likely sustained improvement will have to be delivered.

:03:45. > :03:48.Sue is with us. Can sustaindd improvement be delivered?

:03:49. > :03:52.We are focussed on improving and sustaining the service that we have.

:03:53. > :03:55.We were able to demonstrate in March that we delivered close to the

:03:56. > :04:02.national response targets, but clearly, we are not complacdnt, we

:04:03. > :04:05.know we have to improve. March was on improvement, but if Febrtary

:04:06. > :04:09.nearly all the targets were missed. It is not much of an improvdment, is

:04:10. > :04:11.it? It isn't, but it is a significant improvement for the

:04:12. > :04:15.trust. They hadn't delivered previously in March on some of the

:04:16. > :04:19.key targets, but I would stress we are in no way complacent. Wd

:04:20. > :04:22.recognise and it is mentiondd in the report, we are in the middld of a

:04:23. > :04:26.quality improvement programle. I was asked to come to the trust to do

:04:27. > :04:29.just that and that's what wd're in the middle doing. With respdct, we

:04:30. > :04:33.have heard these promises of improvements and the pledges before.

:04:34. > :04:37.You can point to individual monthly improvements, but overall, for years

:04:38. > :04:42.now, the trust has failed to hit all of its targets. You are not keeping

:04:43. > :04:47.the plates spinning, are yot? This is some long`standing issues that we

:04:48. > :04:52.have and we are addressing. The improvement programme is not about

:04:53. > :04:56.the frontline response times, it is about every bit of the organisation

:04:57. > :04:59.working as best it can. There are a number of comments in the rdport. I

:05:00. > :05:04.have been open and talked about the fact that we need to improvd morale

:05:05. > :05:09.and improve opportunities for our staff to progress. The report says

:05:10. > :05:12.morale is rock bottom? When I joined the trust and I was clear and I

:05:13. > :05:15.talked about this openly th`t we need to do more. We are listening to

:05:16. > :05:20.our staff. We are wanting to engage with them. And we want to ptt the

:05:21. > :05:25.opportunities in there for them to develop, but there is more for us to

:05:26. > :05:28.do. This report, one of the central conclusions could not be worse given

:05:29. > :05:32.that you run an Ambulance Sdrvice. The bottom line is that according to

:05:33. > :05:36.the inspectors, minimum response standards to life threatening calls

:05:37. > :05:40.are not being met. People c`nnot be assured they will receive c`re in a

:05:41. > :05:45.timely and effective manner. What is the point of an ambulance sdrvice if

:05:46. > :05:49.they That can't be guarantedd? We are clear that's what I'm hdre to

:05:50. > :05:54.do. It is what the new team will be here to do. We want to deliver. When

:05:55. > :05:58.do you think you are going to be able to deliver this? We have heard

:05:59. > :06:03.this so many times before. Ht will be delivered, but nobody saxs it

:06:04. > :06:07.will be by then? Our contract, with our commissioners, demonstr`tes that

:06:08. > :06:10.we have to deliver and we are tied to deliver on that contract. We want

:06:11. > :06:14.to deliver. The whole organhsation, when I have been in there h`s said

:06:15. > :06:18.to me, we don't want to be where we are, we want to make the

:06:19. > :06:21.improvements. When? We have to deliver from this month. We have to

:06:22. > :06:25.start delivering at a trust wide level and through the coursd of this

:06:26. > :06:28.next year, we need to start delivering on individual cotnty wide

:06:29. > :06:31.levels as well. One of the things you have to look

:06:32. > :06:36.at is the issue of vehicles and equipment. In the report, you will

:06:37. > :06:41.have seen it, one staff member recounted how an ambulance developed

:06:42. > :06:43.a flat battery on a call out. The family of the person they wdre

:06:44. > :06:48.called to had to use their jump leads to restart the ambulance.

:06:49. > :06:51.Clearly, that's a poor standard of care and a poor standard of

:06:52. > :06:55.experience and I wouldn't w`nt us to have that. I recognise that and we

:06:56. > :06:59.do apologise to people when we get it wrong. They mention very often,

:07:00. > :07:02.all the staff say there is not enough staff. How many more staff

:07:03. > :07:08.have you recruited and by that, I mean net staff? Actually dpra

:07:09. > :07:12.numbers? `` extra numbers? We have rdcruited

:07:13. > :07:16.over 110 new staff. There is a mix of par med UK's and emergency care

:07:17. > :07:20.assistants. I want to ask you about the emergency care assistants.

:07:21. > :07:23.Again, they say, one of thel speaking to on the report, ht says

:07:24. > :07:30.that it is frightening becatse people expect experts, ie p`ramedics

:07:31. > :07:37.turn up, they turn up and they can't give paracetamol. The clock stops

:07:38. > :07:43.when they get there. The emdrgency care assistants, an important role.

:07:44. > :07:45.They support the paramedics in the traditional ambulances such as you

:07:46. > :07:48.see behind me, but their role is to support. We have opened up

:07:49. > :07:52.opportunities for them to do increased training. But we `re also

:07:53. > :07:57.recruiting more paramedics `nd clearly, this is something that we

:07:58. > :08:01.keep under review and we look and say what else do we need? Vhewers

:08:02. > :08:06.watching you at home maybe wondering what will happen tonight if I fall

:08:07. > :08:10.seriously ill or if I am in a bad accident? Will I be able to rely on

:08:11. > :08:13.an ambulance turning up in time You will be. We are strengthening a

:08:14. > :08:21.number of areas. We are in the middle of an improvement programme

:08:22. > :08:25.and we k recognise this is going to take sometime. We are not complacent

:08:26. > :08:30.and we know what we need to do. Sue, thank you very much indeed for

:08:48. > :08:51.Detectives investigating a shooting in Nottingham are asking for help

:08:52. > :08:56.from hospitals across the E`st Midlands. They're trying to trace a

:08:57. > :09:00.man who's believed to have been shot in the foot. Let's cross to St Ann's

:09:01. > :09:05.and our Social Affairs Correspondent, Jeremy Ball. Good

:09:10. > :09:15.since the police were called here after a fight outside this takeaway.

:09:16. > :09:18.Some people heard a loud bang, but it is far from clear what h`ppened

:09:19. > :09:21.here. Throughout the day, officers have been scouring the scend here.

:09:22. > :09:26.We are told they have found evidence that a gun was fired. So far though,

:09:27. > :09:30.no damage and no victim. Tonight, they are investigating CCTV

:09:31. > :09:34.recordings. Some of that footage appears to show a man being shot in

:09:35. > :09:38.the foot and now, officers `cross the region are being asked to help

:09:39. > :09:45.them trace that man. Detecthves want to trace a group of men who were

:09:46. > :09:49.seen arriving here in a blud Ford Focus. That was around the same

:09:50. > :09:53.time, around 4pm yesterday `fternoon and finding that car and its

:09:54. > :09:56.passengers are a priority tonight. Thank you.

:09:57. > :09:59.The Loughborough MP Nicky Morgan is to become the new Financial

:10:00. > :10:03.Secretary to the Treasury. Lorgan will also attend Cabinet in the role

:10:04. > :10:06.of Minister for Women. The reshuffle has been sparked by the reshgnation

:10:07. > :10:12.of Culture Secretary, Maria Miller. The Conservative MP for Loughborough

:10:13. > :10:16.was elected in 2010. The owner of a care home has denied

:10:17. > :10:19.breaching health and safety rules after an elderly resident w`s killed

:10:20. > :10:22.by a falling wardrobe. 80`ydar`old Ena Bennett is thought to h`ve

:10:23. > :10:27.suffocated underneath the w`rdrobe when it toppled onto her. It

:10:28. > :10:34.happened at this care home `t Milford in Derbyshire, two xears

:10:35. > :10:37.ago. Owner Gerald Hudson today pleaded

:10:38. > :10:40.not guilty before Derby magistrates'. He'll now facd a trial

:10:41. > :10:43.at the city's crown court. @ A former chapel in Nottingh`mshire

:10:44. > :10:47.may have to be demolished after a fire. The blaze broke out in the

:10:48. > :10:50.early hours of this morning. No one was injured, but it took several

:10:51. > :10:53.hours to bring under control. The building is in the grounds of

:10:54. > :10:57.Eastwood Cemetery where somd members of the writer D.H Lawrence's family

:10:58. > :11:01.are buried. Helen Astle reports Through the trees, you can see the

:11:02. > :11:08.flames and smoke of the fird lighting up the night sky. By day,

:11:09. > :11:12.it is a bleak picture. The former chapel has been severely dalaged.

:11:13. > :11:17.Simon Taylor lives nearby and filmed the fire. I woke up when my little

:11:18. > :11:20.boy woke up and I could smell smoke and I looked out the door and I

:11:21. > :11:26.could see a big orange glow in the sky over there. There is fl`mes all

:11:27. > :11:30.coming up which, it was massive you could tell it wasn't a garddn fire.

:11:31. > :11:34.The roof was aplays. You can `` ablaze. You can hear the rafters

:11:35. > :11:38.burning and clattering away and falling into the church. It was a

:11:39. > :11:46.fireball to be honest. The Fire Brigade were called at around 1

:11:47. > :11:51.50am. 30 firefighters tackldd the blaze including some who were called

:11:52. > :11:57.from neighbouring Derbyshird to help. It was large enough and

:11:58. > :12:01.significant enough to not commit crews inside the building. There is

:12:02. > :12:04.significant structural damage. There is risk of collapse now.

:12:05. > :12:08.Investigations have been continuing throughout the day to find out

:12:09. > :12:15.exactly how this fire startdd. It seems likely that this formdr chapel

:12:16. > :12:19.that was built in 1888 will have to be demolished.

:12:20. > :12:24.A refugee from Somalia has told a murder trial that he stabbed the

:12:25. > :12:28.football coach Antoin Akpom in self`defence. He said it was after

:12:29. > :12:31.he and another teenager werd threatened with a dumbbell on a

:12:32. > :12:35.Leicester street. 19`year`old Hussain Hussain said it was a

:12:36. > :12:39.split`second decision. He fdared for his life after Mr Akpom and a group

:12:40. > :12:42.of men confronted him and Abdul Hakim. From Stafford Crown Court

:12:43. > :12:51.here's Quentin Rayner. Hussain Hussain came to the UK as a

:12:52. > :12:58.refugee when he was seven. Last June, he shared a prison cell with

:12:59. > :13:02.his co accused Abdul Hakim. The Somalian's conviction include

:13:03. > :13:06.carrying a knife. He said the pair of them were watchdogging along Kent

:13:07. > :13:11.Street when Antoin Akpom ch`llenged Abdul Hakim for being in his area.

:13:12. > :13:16.Moments later, he returned with six other well`built men from a nearby

:13:17. > :13:20.gym and swung a dumbbell at them. Hussain Hussain described how Abdul

:13:21. > :13:26.Hakim produced a knife, but it dropped to the ground. He s`id, " I

:13:27. > :13:34.made the decision to pick it up and strike Abdul Hakim." The st`bbing

:13:35. > :13:41.was a split second decision." Zblefs He was asked by his QC if hd

:13:42. > :13:46.intended to stab Abdul Hakil? No, sir. Was asked how he felt `bout the

:13:47. > :13:58.football coach dying. He sahd pretty bad. My actions caused his death.

:13:59. > :14:00.Antoin Akpom's mother left the court in distress. Hours after thd

:14:01. > :14:08.stabbing, four members of the same family were killed in a fird at a

:14:09. > :14:12.house two doors down from Abdul Hakim's mother's home.

:14:13. > :14:23.Both teenagers deny murder. Next the third in our series on this

:14:24. > :14:26.region's links with Brazil. Hundreds of Brazilian students are now
