:01:10. > :01:13.Nottinghamshire Police have been ordered to reinstate an offhcer they
:01:14. > :01:15.sacked after he was was wrongly convicted of rape. Detectivd
:01:16. > :01:19.Sergeant Trevor Gray was dismissed after being sentenced to eight years
:01:20. > :01:21.for attacking a woman at her home. But that conviction was latdr
:01:22. > :01:24.quashed and he was subsequently cleared at a retrial. Today, the
:01:25. > :01:29.Police Appeals Tribunal has ruled that Mr Gray can return to his job,
:01:30. > :01:32.as Amy Harris reports. It is the long`awaited result Trevor
:01:33. > :01:35.Gray has hoped for. The forler police officer, who was wrongly
:01:36. > :01:40.convicted of rape, was sackdd and jailed before clearing his name
:01:41. > :01:42.during a retrial. He's been appealing his dismissal and
:01:43. > :01:53.yesterday the Police Appeals Tribunal ruled he can return to his
:01:54. > :01:57.job. It's a relief. I am delighted that my appeal has been uphdld. But
:01:58. > :02:02.I am disappointed that this matter had to be determined by a tribunal
:02:03. > :02:06.and Nottinghamshire Police force had to be ordered to reinstate le
:02:07. > :02:08.despite both the Court of Appeal quashed my conviction and mx
:02:09. > :02:13.subsequent acquittal. He was jailed in 2012 for attacking a wom`n in her
:02:14. > :02:21.home but was cleared after his wife Alison found fresh evidence. We just
:02:22. > :02:24.hugged each other and broke down in tears. We were so delighted. Mr Gray
:02:25. > :02:27.was a detective Sergeant with Nottinghamshire Police for 25 years.
:02:28. > :02:30.His appeal to get his job b`ck has been funded by the Police
:02:31. > :02:37.Federation, which represents officers. Today, bosses welcomed the
:02:38. > :02:43.news. We ask the forced to reinstate him. They would not do so. The only
:02:44. > :02:47.option was to go through an appeals process. Whilst delighted whth the
:02:48. > :02:55.results, and it vindicates the position that he has not bedn
:02:56. > :02:58.convicted of any crime, he has not been convicted of any crime. In a
:02:59. > :03:01.statement, Nottinghamshire Police said they didn't oppose the
:03:02. > :03:04.reinstatement, but had to follow a legal process. They're arranging a
:03:05. > :03:10.meeting with Mr Gray to discuss his future with the force.
:03:11. > :03:13.Next tonight, a claim that Nottingham Prison is a "powder keg"
:03:14. > :03:17.and that it's "running out of control". The allegation has come
:03:18. > :03:21.from the national boss of the Prison Officers' Association.
:03:22. > :03:24.And tonight we can reveal that there's been a sharp increase in
:03:25. > :03:27.disruptive protests at jails right across the East Midlands. Otr Social
:03:28. > :03:37.Affairs Correspondent, Jerely Ball, can tell us more. Jeremy, what has
:03:38. > :03:40.been happening? Just this week, they've had a number
:03:41. > :03:44.of protests. Prisoners climbing onto netting. One cell set on fire. And
:03:45. > :03:47.yesterday, a six`hour standoff. As inmates refused to go back to their
:03:48. > :03:51.cells. And prison officers have warning of trouble for some time. We
:03:52. > :03:55.first started hearing their concerns two years ago when officers walked
:03:56. > :03:58.out of the jail after a strhng of violent attacks. And now, their
:03:59. > :04:01.union's boss has told me thd situation's become "extremely
:04:02. > :04:11.dangerous". With fewer officers and more than 1,000 inmates in ` jail
:04:12. > :04:15.that's only designed for 700. Nottingham, we would say is a powder
:04:16. > :04:22.keg prison. We are continually getting reports of issues and
:04:23. > :04:27.incident at Nottingham and xou only have to go back to January when
:04:28. > :04:31.there was a major incident there as well. Our members were attacked
:04:32. > :04:36.keys were taken off them, etc. How typical are the problems at
:04:37. > :04:39.Nottingham Prison? We've usdd the Freedom of Information Act to find
:04:40. > :04:44.out what's happening across the East Midlands. There's no breakdown for
:04:45. > :04:47.assaults by prisoners. But we have discovered there's been a sharp
:04:48. > :04:50.increase in what's known as "incidents at height". They're a
:04:51. > :04:57.common form of protest wherd inmates climb onto ledges or netting.
:04:58. > :05:00.?NEWLINE You can see from this map that there are 13 jails across the
:05:01. > :05:03.the East Midlands. In 2011 they reported 25 incidents
:05:04. > :05:07.at height. In 2012 the number rose stedply to
:05:08. > :05:13.118. And last year there even more, with
:05:14. > :05:17.169 incidents at height. Almost a third of those, happened
:05:18. > :05:24.here at Nottingham Prison. @nd the POA says those incidents ard just
:05:25. > :05:29.the tip of the iceberg. I would like a review into the staffing levels at
:05:30. > :05:33.Nottingham. It needs to be done before somebody is seriouslx hurt,
:05:34. > :05:39.whether a prisoner or a prison officer. I would say to minhsters,
:05:40. > :05:44.you don't want blood on your hands. So you need to work with thhs trade
:05:45. > :05:50.union in order to resolve the situation at Nottingham prison
:05:51. > :05:53.before it gets out of control. So a stark warning, but has therd been
:05:54. > :06:00.any response from the prison service? They are adamant that
:06:01. > :06:04.staffing levels are safe and in line with national guidelines. They say
:06:05. > :06:08.that the prison service is not at all complacent about safety or
:06:09. > :06:13.security. We have also been told that most of these incidents at
:06:14. > :06:17.height are resolved without any injury or damage. We don't think
:06:18. > :06:22.that'll be enough to satisfx the officers who work here the prison.
:06:23. > :06:25.Next: The government has confirmed that it won't try to save Thoresby
:06:26. > :06:29.Colliery, the last remaining deep coal mine in the East Midlands.
:06:30. > :06:34.Instead, it's making a loan of 10 million for what it calls a "managed
:06:35. > :06:37.closure". The National Union of Mineworkers
:06:38. > :06:40.tonight warned that the first redundancies could happen as soon as
:06:41. > :06:45.next month. With more details, here's John Hess.

:07:44. > :07:45.there's been a mixture of resignation and disappointmdnt at
:07:46. > :07:52.today's announcement. The ddbate now focuses on the impact on thd local

:13:19. > :13:25.spring day like today it's hard to imagine this road was like ` river.
:13:26. > :13:27.Nine months ago. Flood prevdntion schemes don't come cheap it's
:13:28. > :13:38.expected to be ?1.85 million and ?125,000 will have to be rahsed by
:13:39. > :13:42.the community. Residents will also have to pay more in their council
:13:43. > :13:53.tax for the next three years to help fund the scheme. We need proper
:13:54. > :13:58.measures to, engineered measures, to hold water back. We need to make
:13:59. > :14:03.sure that drains, ditches and dikes are maintained regularly. Wd cannot
:14:04. > :14:06.say never again, but if we get the funding, we can make it verx
:14:07. > :14:09.unlikely. Campaigners say there is no single solution for prevdnting
:14:10. > :14:13.flooding, but a series of shmple measures ` including a bypass pipe
:14:14. > :14:16.to take surface water away from the town, dredging the drains and brooks
:14:17. > :14:19.and slowing water down. There was a military parade with a
:14:20. > :14:23.difference through a Leicestershire town today. As well as soldhers the
:14:24. > :14:26.stars of the show were the `nimals. It was the military dogs and horses
:14:27. > :14:32.that particularly attracted the crowds in Melton Mowbray. Otr
:14:33. > :14:36.reporter Simon Ward was there. The animals are preparing to go on
:14:37. > :14:44.parade. Among them is Lara. She s a dog in training and this will be a
