:01:18. > :01:20.hottest spots in Britain for shale and oil gas. But to get at ht,
:01:21. > :01:26.companies would have to use the controversial process of fr`cking. A
:01:27. > :01:35.high`profile campaigner is hn Nottingham tonight to add hdr voice
:01:36. > :01:49.to the anti fracking movement. And we'll hear from the fashion designer
:01:50. > :01:52.Dame Vivienne Westwood in a moment. But first, Mike O'Sullivan dxamines
:01:53. > :02:00.why this area is prime fracking country. An icon of fashion design,
:02:01. > :02:08.Dame Vivien Westwood has other worries about the process of getting
:02:09. > :02:14.gas from deep below the grotnd. Tonight she will be at a medting in
:02:15. > :02:21.Nottingham aimed at opening up a much`needed debate on frackhng. Much
:02:22. > :02:31.of the country do not even know what fracking is. This is somethhng that
:02:32. > :02:40.is coming to you. It is the process of injecting water and chemhcal deep
:02:41. > :02:46.into rock to extract oil and gas. In the East Midlands there are huge
:02:47. > :02:55.deposits of shale rock. One village in this area is this one and the oil
:02:56. > :03:01.company which identified thd shale say they have no plans to r`ck but
:03:02. > :03:07.who knows if others would bd tempted. We need expert advhce and
:03:08. > :03:17.we need to know whether it hs a good move or a bad move. I would not be
:03:18. > :03:23.happy with it happening herd. If it can supply the energy that @bel say
:03:24. > :03:31.it can then it would be worth the investment. To winning here were
:03:32. > :03:40.opposed to fracking in their own area. We did not get this
:03:41. > :03:45.opportunity in the United States. I would say stop and listen,
:03:46. > :03:52.participate in this debate, you are rushing as into something. The
:03:53. > :03:58.expert bodies say risks are manageable when combined with proper
:03:59. > :04:01.regulation. Tonight's meeting at Nottingham Trent University will be
:04:02. > :04:04.addressed by the acclaimed fashion designer Dame Vivienne Westwood and
:04:05. > :04:13.we can hear from her now. D`me Vivienne, what's your evidence that
:04:14. > :04:25.fracking is harmful in any way? There is overwhelming evidence and
:04:26. > :04:30.until now about... The overwhelming evidence is about the effect on
:04:31. > :04:36.people's health and even de`th. Until now, people have been trying
:04:37. > :04:43.to deny, well, it could havd happened anyway. But the st`tistics
:04:44. > :04:49.are just so overwhelming th`t now, particularly in America, thdy are
:04:50. > :04:56.acknowledging these facts. Xou say the evidence is overwhelming but
:04:57. > :05:03.what exactly is this evidence? As anyone died or had health adversely
:05:04. > :05:09.affected? We have got with odds`on this to a girl from America whose
:05:10. > :05:17.friend did die. She has got real evidence, lots of it, of thd
:05:18. > :05:22.connection between this and what has happened there with the shale gas.
:05:23. > :05:30.The waste and all these things. One of the reasons that fracking for gas
:05:31. > :05:36.has peaked in America is th`t there is so much drought there thdy do not
:05:37. > :05:41.have the water to do it with. It is just harmful on every level. There
:05:42. > :05:48.are farmers who are having to import great tankards of water bec`use the
:05:49. > :05:54.water is noise and. It is jtst for the purposes but their anim`ls are
:05:55. > :05:59.eating grass and we know about it. It is really terrible. Haven't you
:06:00. > :06:05.seen these pictures of people lighting their tap water because it
:06:06. > :06:10.has all this is the methane in it? The most important thing in it is
:06:11. > :06:15.the effect it will have on dverybody from global warming, that whll cause

:06:26. > :06:28.An MP wants the Government to intervene, after calling ond of the
:06:29. > :06:31.region's newest community hospitals a "shambles". It's emerged that the
:06:32. > :06:33.new day care unit at St Lukd's Hospital in Market Harborough has
:06:34. > :06:36.only actually been operational for several months, even though it
:06:37. > :06:38.opened 2.5 years ago. Also Harborough's MP, Sir Edward Garnier,
:06:39. > :06:41.claims that specialists are refusing to carry out surgery there. From the
:06:42. > :06:52.Leicestershire market town, here's our Political Editor John Hdss.
:06:53. > :06:58.Market Harborough likes to see itself as a lively go getting sort
:06:59. > :07:03.of town. For years it campahgned for NHS hospital facilities to latch.
:07:04. > :07:13.This is care unit was opened for minor operations but it is not being
:07:14. > :07:18.used, why? The specialists `re not coming out to do the operathons
:07:19. > :07:24.because there is not a recovery room for people who have had a gdneral
:07:25. > :07:28.anaesthetic. Most people ard probably like me, concerned it has
:07:29. > :07:34.happened, it is the white elephant if it is not being used. It is no
:07:35. > :07:40.good if it is lying there doing nothing, is it? There are not the
:07:41. > :07:48.facilities especially for checkups and rehab. Since it opened 2.5 years
:07:49. > :07:55.ago it has now been revealed it has only been operational for 4.5
:07:56. > :08:02.months. It seems absurd we spend millions and millions of public
:08:03. > :08:09.money. Then we are in this state of affairs now. The issue was raised
:08:10. > :08:16.with the health minister. Wd will look into these concerns but we must
:08:17. > :08:23.ensure these facilities are used. The NHS body responsible sax they
:08:24. > :08:27.are we are of public concerns and want to reassure people but patient
:08:28. > :08:34.safety and providing the best key services are their prioritids. There
:08:35. > :08:37.are plans to expand this facility but it could be a while yet. Plenty
:08:38. > :08:40.more to look forward to on the programme including the Comlonwealth
:08:41. > :08:45.comes to Leicester as the b`ton relay takes in the city as part of
:08:46. > :08:51.its world tour. Delighted, ht came as a big shock and surprise.
:08:52. > :08:57.Fantastic. One of the prouddst moments of my life so far. @nd it
:08:58. > :09:01.has been decent weather for this, shower clouds are starting to build
:09:02. > :09:05.up now but after this lot it is plain sailing for the rest of the

:09:10. > :09:12.the jobs market here in the East Midlands. A new survey says there's
:09:13. > :09:16.increasing demand for workers, with companies right across the region
:09:17. > :09:20.looking to take on more staff. But it's also revealed that the recovery
:09:21. > :09:26.isn't as fast or as lucrative for everybody. Anne's been examhning the
:09:27. > :09:30.detail. Well, let's start whth the good news. The jobs agency Lanpower
:09:31. > :09:35.has released its influential Employment Outlook survey today
:09:36. > :09:38.They asked more than 2,000 dmployers across the country if they hntended
:09:39. > :09:43.in the next three months to hire people or fire them. And here's what
:09:44. > :09:48.the survey says about the E`st Midlands. The net number of bosses
:09:49. > :09:54.planning to take staff on wdnt up on the previous quarter, from 00% to
:09:55. > :10:08.11%. That's the highest levdl of employer optimism since 2012. But
:10:09. > :10:11.it's not quite that simple. That surge in demand for workers doesn't
:10:12. > :10:13.apply across the board. It's mainly skilled workers who are wanted. And
:10:14. > :10:18.the key industries where thdy're wanted is manufacturing and
:10:19. > :10:25.engineering. The East Midlands continues to look positive. It is
:10:26. > :10:29.really in the engineering and manufacturing areas of industry
:10:30. > :10:33.within the East Midlands th`t has the most growth. A lot of that work
:10:34. > :10:36.goes on in Derby, at Rolls Royce for example. Or Bombardier. But in
:10:37. > :10:38.Nottingham and Leicester, the survey paints a different picture. In those
:10:39. > :10:42.cities, says Manpower, therd's a noticeable shortage of skills being
:10:43. > :10:45.reported by employers. And hn their hurry to get skilled people quickly,
:10:46. > :10:57.competition for those highlx valued roles is getting fiercer and
:10:58. > :11:04.fiercer. Leicester and Notthngham continue to have a skills shortage,
:11:05. > :11:07.particularly in things like engineers and metal workers. We are
:11:08. > :11:11.really looking for those types of skills at the moment in the region.
:11:12. > :11:14.So, a tale of three cities dmerging, perhaps. But where does the region
:11:15. > :11:17.stand in relation to other places? With 11% more bosses reporthng an
:11:18. > :11:20.intention to hire rather th`n fire, the East Midlands lies third in the
:11:21. > :11:25.national table, below the E`st and the South West. That 11% gives the
:11:26. > :11:31.East Midlands a stronger intention to hire than the booming Sotth East,
:11:32. > :11:37.down here at only 9%. Great news if you've got skills, a trade, training
:11:38. > :11:48.or qualifications. It remains to be seen how quickly the demand for
:11:49. > :11:54.workers will widen out further. A plane from East Midlands Airport has
:11:55. > :11:58.had to land in Paris after developing a technical fault. The
:11:59. > :12:03.diversion was a precautionary measure. The aircraft landed safely
:12:04. > :12:07.and all passengers have been looked after by the crew. The fight is
:12:08. > :12:13.expected to continue to Spahn later on. `` flight. A decision on whether
:12:14. > :12:15.children's heart surgery will continue at Glenfield Hospital has
:12:16. > :12:18.been delayed. The Safe and Sustainable Review had proposed to
:12:19. > :12:20.end operations at the hospital in Leicester. But it was overttrned
:12:21. > :12:23.last year after the governmdnt announced the decision had been made
:12:24. > :12:26.on flawed analysis. Consult`tion was due to begin next month, but has
:12:27. > :12:29.been postponed until later this year. The Department for Work and
:12:30. > :12:31.Pensions says it IS providing support for miners facing
:12:32. > :12:34.redundancy. It follows crithcism from Rachel Reeves, the Shadow Work
:12:35. > :12:39.and Pensions Secretary who let miners at Thoresby. They sax they're
:12:40. > :12:45.being denied speedy access to retraining programmes. But the DWP
:12:46. > :12:50.say advice has been given on skills training, career advice, and help
:12:51. > :12:53.with job searches. One in three adults in England are on thd verge
:12:54. > :13:00.of developing type two diabdtes according to latest research from
:13:01. > :13:04.the University of Leicester. We re talking about prediabetes. That s
:13:05. > :13:09.blood sugar rates above norlal but not high enough for a diabetes
:13:10. > :13:11.diagnosis. As our health corresponent Rob Sissons reports,
:13:12. > :13:14.doctors are hoping the latest findings in the British Medhcal
:13:15. > :13:18.Journal will serve as a wakd up call for people to take up a healthier
:13:19. > :13:32.lifestyle which can stave off the condition. This man here in Derby
:13:33. > :13:39.has a fight on his hands to control his diabetes. He had been dhagnosed
:13:40. > :13:44.for years ago. He had been overworking and ignoring sylptoms. I
:13:45. > :13:50.was feeling tired, thirsty `nd going to the toilet regularly. I put it
:13:51. > :13:55.down to working long hours. I lost weight and I put it down to
:13:56. > :14:00.exercising and walking more. Others may follow in his footsteps without
:14:01. > :14:09.intervention. Studies make for grim reading. Cases of prediabetds rising
:14:10. > :14:16.rapidly. These are going to be people who are more overweight, have
:14:17. > :14:21.a raised body mass index, pdople who are older. It is also possibly more
:14:22. > :14:26.comments from people from significant minority groups which is
:14:27. > :14:32.important locally. We are jtst going to have a tidal wave of people with
:14:33. > :14:39.type two diabetes and the NHS will not be able to cope. Around 200 000
:14:40. > :14:47.people are currently diagnosed with type two diabetes. It is up 15, 00
:14:48. > :14:53.from three years ago. There is a tool available. If you go to the
:14:54. > :14:59.Diabetes UK website there is a self assessment tool which can bd a
:15:00. > :15:09.helpful assessment about an individual's risk of developing
:15:10. > :15:14.diabetes. There are complic`tions affecting the eyes, kidneys, feet,
:15:15. > :15:20.heart attacks and strokes. H'd battle we need to move more and eat
:15:21. > :15:23.healthily to prevent a lifelong condition having a serious hmpact.
:15:24. > :15:26.Investigations are underway after a train hit a shopping trollex in
:15:27. > :15:29.Nottingham. No`one was hurt, but the train was damaged. British Transport
:15:30. > :15:31.Police say the trolley had been deliberately placed on the railway
:15:32. > :15:35.line underneath the footbridge near to Rosedale Drive and Wollaton Vale
