:00:58. > :01:07.what is happening tonight whth the life`savers. Good evening. Welcome

:01:08. > :01:11.to the programme. First tonhght a massive shake up of the NHS in

:01:12. > :01:14.Leicester as it confronts a funding crisis. We're being told, whthout a

:01:15. > :01:17.radical shake up, the money will run out, services will have to be

:01:18. > :01:20.slashed and even patient safety could be compromised. Doing nothing,

:01:21. > :01:26.NHS bosses say, would lead to hundreds of millions of pounds of

:01:27. > :01:30.debt in just a few years. It's likely to mean fewer beds in our big

:01:31. > :01:44.hospitals. Our health correspondent Rob Sissons is at Leicester General.

:01:45. > :01:49.Good evening, Rob. Good evening We are told those problems will stack

:01:50. > :01:59.up quick unless something is done. To the tune of ?400 million

:02:00. > :02:08.overspend by 2018 at the projections. We cannot keep up with

:02:09. > :02:13.the rising population. Therd will be a 12% increase in the number of

:02:14. > :02:18.people aged over 65 in the next five years. The solution is a radical

:02:19. > :02:28.shake`up which will mean gohng from three acute hospitals to two.

:02:29. > :02:36.Intensive care, complex surgery and the maternity unit at the gdneral

:02:37. > :02:39.could be transferred to two other hospitals in Leicester. Thrde acute

:02:40. > :02:46.sites are now longer afford`ble or viable. If we do not change

:02:47. > :02:53.something they will be in sdrious trouble in a a few years' thme.

:02:54. > :02:57.Firstly, we will not be abld to sustain clinically the servhces we

:02:58. > :03:02.have at the moment and secondly we will not have enough money so they

:03:03. > :03:09.will be piecemeal cuts. We want to avoid that at all costs. Thdy are

:03:10. > :03:15.seeing more patients over 60 like this one, the NHS has to spdnd money

:03:16. > :03:22.smarter and provide new specialist facilities for patients with

:03:23. > :03:27.dementia. I was in a ward whth five people, for had dementia and me It

:03:28. > :03:33.is the night near being in the ward with them, they scream all night

:03:34. > :03:41.long. Without brave and bold decisions the NHS system will

:03:42. > :03:45.collapse. Practitioners are struggling, no doubt you will have

:03:46. > :03:49.heard patients cannot get appointments with their GP very

:03:50. > :03:57.often and we need to look at things in a different way, how we can

:03:58. > :04:01.provide services. The plan hs to shift services closer to thd homes

:04:02. > :04:09.of patients in the communitx. Saying that is one thing, delivering it is

:04:10. > :04:14.quite another. You have got to get community care right first. That, to

:04:15. > :04:21.me, is an absolute given. It will be one thing we will be really arguing

:04:22. > :04:29.for. So, Rob, some big and bold plans, but will it work? Th`t is the

:04:30. > :04:35.big question. If they do not it will be over to the politicians to see

:04:36. > :04:40.what happens next. There have been planned in the past talking about

:04:41. > :04:44.moving here out of hospitals and closer to the homes of patidnts

:04:45. > :04:51.They say the big difference this time is that if and parts of the NHS

:04:52. > :04:57.and social services are all in this together. They will be a different

:04:58. > :05:03.culture where everyone goes for the same aim. We will have to sde. Thank

:05:04. > :05:08.you. Legal proceedings have begun to remove a group of travellers from a

:05:09. > :05:12.busy car park. Around 20 caravans are on the Park and Ride site at

:05:13. > :05:18.Pride Park in Derby. The City Council says it's served thdm with

:05:19. > :05:25.an order to leave. To tell ts more, Simon Hare joins us from our Derby

:05:26. > :05:30.studio now. Good evening. It is thought the caravans arrived at the

:05:31. > :05:35.site sometime over the weekdnd. There are around 20 caravans their

:05:36. > :05:42.into parts of the park and ride car park. Some are next to Derbx County

:05:43. > :05:47.stadium and others near the new velodrome or multi sports arena that

:05:48. > :05:52.is being built. The car park does remain open to the public and it was

:05:53. > :05:59.thought the travellers got `ccess to the site as the barriers ard left up

:06:00. > :06:06.overnight to allow people to retrieve their cars at any time of

:06:07. > :06:11.day. When we visited the site today to try to get a comment frol the

:06:12. > :06:16.travellers we were threatendd and had to beat a hasty retreat. So how

:06:17. > :06:23.long could it be before thex have to move? The council says it is

:06:24. > :06:28.treating this as a matter of priority. They issued the notice to

:06:29. > :06:34.leave on Monday and because they have not done so they are now going

:06:35. > :06:40.through court, there is a hdaring for this on Wednesday. At the

:06:41. > :06:44.hearing the council will repuest an order for possession and if granted

:06:45. > :06:50.it will be served on the tr`vellers later that day. Bailiffs will then

:06:51. > :06:56.set the date and time for any conviction to be carried out. The

:06:57. > :07:02.travellers told us they planned to leave on in the next few daxs but

:07:03. > :07:07.the local newspaper said thdy were told the travellers had no such

:07:08. > :07:10.aims. Meanwhile a barrier h`s been put up in Leicester to prevdnt

:07:11. > :07:13.travellers returning to an unauthorised site in Beaumont Leys.

:07:14. > :07:16.The obstruction has been buhlt on Beaumont Leys Lane to prevent

:07:17. > :07:19.vehicles moving on to the grass verge. It's been put up by the City

:07:20. > :07:22.Council and will eventually be planted with flowers. Bosses say the

:07:23. > :07:26.obstruction will be too large for anyone to move without conshderable

:07:27. > :07:29.effort. An investigation into claims against Jimmy Savile, has found that

:07:30. > :07:33.children were sexually abusdd at a former convalescent home in

:07:34. > :07:36.Leicestershire. The victims were residents at Roecliffe Manor at

:07:37. > :07:40.Woodhouse Eaves in the 1950s and 60s. The attacks are now behng

:07:41. > :07:44.investigated by Leicestershhre Police. But it wasn't clear whether

:07:45. > :07:49.Jimmy Savile was actually the man who carried out the abuse at

:07:50. > :07:53.Roecliffe. Tax workers in the region are on strike today in a dispute

:07:54. > :07:57.over job cuts. The walk`out forms part of a week of rolling strikes

:07:58. > :08:01.affecting HM Revenue and Customs offices. The Public and Comlercial

:08:02. > :08:04.Services union says years of successive job cuts have left the

:08:05. > :08:10.organisation unable to cope, with delays on telephone lines and

:08:11. > :08:20.backlogs of post. It says there are also plans to close a number of

:08:21. > :08:27.offices. Ultimately the plan is to reduced to 15 locations nathonally

:08:28. > :08:38.and to shed another 12 to 18,00 jobs depending on what happdns.

:08:39. > :08:41.Coming up: A young fashion designer who's already caught the eyd of a

:08:42. > :08:44.high street chain. Chanel Folkes beat hundreds of students to design

:08:45. > :08:51.garments for M, we look at what it's like to take the first step

:10:07. > :10:13.service will not BBC but insist people will not be put in extra

:10:14. > :10:20.danger. It does ensure we are able to meet the risk in that particular

:10:21. > :10:24.area. With the proposals we have put forward we believe we can still

:10:25. > :10:29.maintain adequate resources against the risk in particular areas so

:10:30. > :10:35.therefore we believe that is the case. In Leicestershire there will

:10:36. > :10:41.be a small rise in council tax to reduce the cuts to the servhce, if

:10:42. > :10:46.that is not possible the cuts will come into force next April. A doctor

:10:47. > :10:49.in Derby has opened a shop selling electronic cigarettes in a bid to

:10:50. > :10:51.persuade smokers to quit. John Ashcroft started the store because

:10:52. > :10:55.he believes E`Cigarettes can help people kick the habit. Hundreds of

:10:56. > :11:03.patients have now tried thel and he insists they've very safe. @ny

:11:04. > :11:08.profit he makes will go to charity. I spent many years trying to stop

:11:09. > :11:13.people smoking, I prescribe the lot of nicotine replacement and

:11:14. > :11:20.medication and still do but many smokers are not ready to stop and

:11:21. > :11:26.this is a great alternative. It is dramatically savour compared to

:11:27. > :11:30.cigarettes. `` safer. Newark's new MP has made his maiden speech in the

:11:31. > :11:37.House of Commons. Conservathve Robert Jenrick won the seat in a
