:00:23. > :00:25.funding crisis. We're being told, without radical changes, thd money

:00:26. > :00:33.will run out, services will have to be cut and even patient safdty could

:00:34. > :00:37.be compromised. Doing nothing, NHS bosses say, would lead to htndreds

:00:38. > :00:41.of millions of pounds of debt in just a few years. It's likely to

:00:42. > :00:46.mean fewer beds in our big hospitals. Our health correspondent

:00:47. > :00:50.Rob Sissons reports. Without action we are told the financial problems

:00:51. > :01:11.will simply get worse. Up to eight five million overspend in fhve

:01:12. > :01:14.years. `` a ?400 million ovdrspend. One of the problems is the `geing

:01:15. > :01:18.population. The number of over 5s set to increase by 12% in that time

:01:19. > :01:21.in this region. The hospitals will have to go from three to two.

:01:22. > :01:25.Intensive care, complex surgery and the maternity unit at the gdneral

:01:26. > :01:27.could all be transferred to two other hospitals in Leicester. The

:01:28. > :01:36.boss of Leicester's hospitals says to acute sites are no longer viable.

:01:37. > :01:40.We will be in serious trouble in a few years' time. Firstly, wd will

:01:41. > :01:43.not be able to sustain clinhcally the services we have at the moment,

:01:44. > :01:46.particularly the way they are arranged around the city. Wd will

:01:47. > :01:56.not have enough money to sustain them, we get piecemeal cuts. We want

:01:57. > :01:59.to avoid that at all costs. In future we will see more pathents

:02:00. > :02:02.like Ann, she says the NHS lust spend money smarter but also provide

:02:03. > :02:18.specialist facilities for p`tients with dementia. I was in a w`rd with

:02:19. > :02:22.four patients who had dementia, it is a nightmare being in a w`rd with

:02:23. > :02:26.them. They scream all night long. This leading GP in the city says

:02:27. > :02:28.without brave and bold decisions, Leicestershire's NHS system will

:02:29. > :02:34.collapse. The whole system hs struggling. Patients cannot get

:02:35. > :02:38.appointments with GPs quite often. A departments are busy, hospital

:02:39. > :02:44.wards are full. We have to look at the different way to providd

:02:45. > :02:47.services. The big idea is to shift more help away from hospitals and

:02:48. > :02:50.closer to the homes of patidnts in the community. Saying it is one

:02:51. > :02:59.thing, delivering it will bd quite another. So, is moving servhces into

:03:00. > :03:03.the community the way the NHS has to go? I put the question to Bdccy

:03:04. > :03:06.Ashton from the King's Fund, an independent thinktank which carries

:03:07. > :03:17.out research into the health service. I think we need to look at

:03:18. > :03:25.very different models of how a service is delivered to pathents. It

:03:26. > :03:28.makes sense to do that. There is not necessarily evidence it is luch

:03:29. > :03:32.cheaper to provide care for people in their own homes but it is

:03:33. > :03:40.certainly better for them and their families. Quietly as they are a

:03:41. > :03:53.financial crisis facing the NHS `` why is there? There has been flat

:03:54. > :03:57.funding. That is since 2010 and yet and is going up, partly due to an

:03:58. > :04:03.increase in population, partly the costs of medical technology and the

:04:04. > :04:11.cost of clear, while demand is rising we need up to 6% extra a year

:04:12. > :04:21.depending on the calculations you use, you can see why there hs a gap

:04:22. > :04:25.developing. Between three and 6 at two keep up with public expdctation

:04:26. > :04:29.and the land, roughly in th`t area. Thank you. Legal proceedings have

:04:30. > :04:33.begun to get a group of travellers removed from a busy car park. Around

:04:34. > :04:37.20 caravans moved onto the Park And Ride site at Pride Park in Derby

:04:38. > :04:40.over the weekend. The City Council says it's served them with `n order

:04:41. > :04:44.to leave. And the authority says it's been told by the travellers

:04:45. > :04:47.that they intend to go withhn the next few days. A union says it's

:04:48. > :04:50.shocked by proposed cuts whhch would see over 100 firefighters lose their

:04:51. > :04:54.jobs. The Leicestershire Fire and Rescue Service has to save over ?7

:04:55. > :05:01.million over the next five xears. Fire chiefs say lives won't be put

:05:02. > :05:04.at risk. Quentin Rayner reports Firefighters training this lorning

:05:05. > :05:09.but if the cuts go through their numbers could be reduced by up to

:05:10. > :05:15.one quarter. Our members ard in shock at the moment. We are

:05:16. > :05:21.terrified. Terrified for our own safety and for the safety of the

:05:22. > :05:28.public. The implications of what has been suggested is so signifhcant. Is

:05:29. > :05:32.it your opinion lives will be put at risk by these proposed cuts? Without

:05:33. > :05:42.a doubt. Firefighters lives will be put at risk and the public's lives

:05:43. > :05:46.will be put at risk. Three local regions will all lose a fird engine

:05:47. > :05:55.and manning of pumps will bd reduced from five to four. The servhce will

:05:56. > :05:58.not be the same but people will not be put in extra danger, says the

:05:59. > :06:06.fire chief. It does ensure we are able to meet the risk. Will lives be

:06:07. > :06:09.put at risk? We do not think so The proposals that are put forw`rd we

:06:10. > :06:12.believe we can still maintahn adequate resources against the risk

:06:13. > :06:19.in particular areas. We do not believe that is the case. It is

:06:20. > :06:24.hoped people in Leicestershhre will agree to a small rise in cotncil tax

:06:25. > :06:27.to reduce the need for cuts in the service. If they do not, thd cuts

:06:28. > :06:31.will come into effect next @pril. That's your news. So, it's goodbye
