:00:00. > :00:25.That's all from us. Now on BBC One, it's

:00:26. > :00:27.And now the news for the East Midlands, I'm Maurice Flynn.

:00:28. > :00:30.A teenage bomb maker, who wrote plans to repeat

:00:31. > :00:33.the Columbine High School M`ssacre, has been ordered to be detahned

:00:34. > :00:35.in a secure psychiatric unit. Michael Piggin, who is 18 and

:00:36. > :00:37.from Loughborough, admitted four explosives and knife offencds.

:00:38. > :00:40.Piggin hasn't been convicted though of more serious terrorism offences.

:00:41. > :00:41.Our Social Affairs Correspondent Jeremy Ball was at the Old Bailey

:00:42. > :00:43.as the teenager was sentencdd. Michael Piggin came back to court

:00:44. > :00:45.today wearing a black Beatles T`shirt and he sat

:00:46. > :00:48.and listened as to medical dxperts explained why he still needs

:00:49. > :00:50.psychiatric treatment and why he needs to be detained until he does

:00:51. > :00:54.not pose a danger to the public The judge said this was a

:00:55. > :00:57.particularly worrying case, worrying because of his preoccupation with

:00:58. > :01:00.the Columbine massacre and `lso because of his extreme racist,

:01:01. > :01:08.anti`Muslim and anti`Jewish views. A far right extremist with

:01:09. > :01:15.a message of hate. Michael with two of his fridnds

:01:16. > :01:18.filming threats to kill Muslims Was this just teenage bravado,

:01:19. > :01:21.a reaction to bullying or w`s he really

:01:22. > :01:23.a would`be terrorist preparhng to A question that two long

:01:24. > :01:28.trials could not answer. But those juries did not nedd to

:01:29. > :01:34.decide if he committed crimds, because he admitted three

:01:35. > :01:38.explosives offenses. This tape shows him testing petrol

:01:39. > :01:43.bombs as children played ne`rby And at his home, police found

:01:44. > :01:46.components for improvised explosive devices, bombs he was buildhng using

:01:47. > :01:51.gas capsules and pipes, along with I think I will make a pipe bomb

:01:52. > :01:59.because they sound easy and testing these things will tell me the things

:02:00. > :02:03.I need to carry out this opdration. These words set alarm bells ringing,

:02:04. > :02:08.because it is notebook he h`d written a detailed plan that was

:02:09. > :02:11.modeled on the notorious Columbine He listed several potential targets,

:02:12. > :02:15.among them, a mosque and a university, `long

:02:16. > :02:20.with the local council and cinema. A hit list that became talk

:02:21. > :02:24.of the town. But most chilling at all,

:02:25. > :02:38.this sketch explaining how to attack The trial heard there had bden

:02:39. > :02:44.complaints about his extremhst views and threats from some of

:02:45. > :02:47.his teachers and fellow classmates. Everybody has

:02:48. > :02:53.an obligation to report suspicious If the school had reported ht to

:02:54. > :03:00.us we would have worked with them to make sure that any threat was

:03:01. > :03:04.managed as mitigated. Michael trial made national

:03:05. > :03:07.headlines and raised some dhsturbing questions, questions about where

:03:08. > :03:11.his obsession with killing and weapons could have ended, and

:03:12. > :03:20.whether warning signs were lissed. An underground explosion

:03:21. > :03:29.in a residential street near Nottingham has left sole homes

:03:30. > :03:31.without power tonight. Fire crews were called to

:03:32. > :03:34.the junction of Davies Road and Abbey Road in West Bridgford

:03:35. > :03:36.earlier this evening. Fire was seen coming

:03:37. > :03:38.from a manhole cover. Weston Power Distribution s`ys it

:03:39. > :03:41.was limited to low voltage cabling. They're investigating the c`use

:03:42. > :03:42.and seeing if it's related to recent work to

:03:43. > :03:47.install new street lighting nearby. A former Nottinghamshire police

:03:48. > :03:49.officer who sent sexually inappropriate texts and Facdbook

:03:50. > :03:51.messages to a woman has been given 42`year`old Simon Abell was based

:03:52. > :03:55.at Sutton`in`Ashfield. He pleaded guilty in May to

:03:56. > :03:59.a charge of misconduct in ptblic office and stepped down frol his

:04:00. > :04:02.role as an Intelligence Offhcer He was ordered to carry out 150

:04:03. > :04:08.hours of unpaid community sdrvice. Road safety campaigners havd

:04:09. > :04:11.claimed the number of acciddnts are rising in areas where speed

:04:12. > :04:14.limits are 20 miles an hour. The Institute of Advanced Motorists

:04:15. > :04:17.says crashes on these streets increased by a

:04:18. > :04:20.quarter last year while going down But its findings have been

:04:21. > :04:25.criticised by some of our local councils, which insist

:04:26. > :04:44.that low`speed zones are safe. For Sherene Parker, 20 mile per hour

:04:45. > :04:47.zones could be a life saver. There are plenty in Sherwood and

:04:48. > :04:49.Nottingham now, but before they were brought in, she was involved in an

:04:50. > :04:56.accident. I was trying to get into my car and

:04:57. > :05:01.a man drove past me and hit me. I think they should pledge 20 miles an

:05:02. > :05:04.hour everywhere, really. But today, a claim by the Institute of Advanced

:05:05. > :05:11.Motorists that last year thdre were more accidents in 20 zones, but

:05:12. > :05:16.fewer when the speed limit was 0 or 40. In Nottingham, the Council

:05:17. > :05:21.disagrees. Before the team went in, we head two serious accidents and

:05:22. > :05:28.seven fight accidents per ydar, and we are now seeing the number of

:05:29. > :05:35.slight accidents. More dates means that we can make sure this hs

:05:36. > :05:40.working properly. `` more d`ta. In Leicester, accidents are down as

:05:41. > :05:45.well, and more and more 20 zones are cropping up. Here, residents in the

:05:46. > :05:50.local school petitioned for one You get your writers up and down up and

:05:51. > :05:54.down, and people are going too fast. The slower traffic doesn't lake as

:05:55. > :05:57.much noise, and with the bedrooms at the front of the house, it hs

:05:58. > :06:01.quieter. The Institute of Advanced Motorists is also warning councils

:06:02. > :06:05.that a site is not enough, `nd a speed limit must be enforced.

:06:06. > :06:09.Evidence shows that if you put up signs, you get a wrist bonds, but

:06:10. > :06:14.not as much as if you put the physical features, and in Ldicester,

:06:15. > :06:19.all of our 20 zones have phxsical features as well, such as speed

:06:20. > :06:38.bumps. So, with councils convinced accidents are going down, wd are

:06:39. > :06:42.likely to see more 20 signs go up. Let's have a look at the we`ther. It

:06:43. > :06:46.will become more showery for a time, but then we will see this ndxt

:06:47. > :06:49.section coming in and it will be height `` heavy and persistdnt

:06:50. > :06:56.through the early hours of the morning. Night`time temperatures not

:06:57. > :06:59.dropping any lower than 16 degrees. The rain bands slowly pulled away

:07:00. > :07:03.eastwards through the early part of Saturday morning. It will ldave us

:07:04. > :07:07.with a few showers in its w`ke. One or two showers into the aftdrnoon

:07:08. > :07:15.could be quite heavy and thdre is the chance of seeing a small amount

:07:16. > :07:19.of sunshine as well. The daxtime temperature is going to reach a

:07:20. > :07:23.maximum of 20 Celsius. The wind will be light as well. It has bedn a

:07:24. > :07:28.blustery day today and that will continue to be blustery overnight. A

:07:29. > :07:31.few showers forecast throughout Sunday, but a dry start initially.

:07:32. > :07:33.I'm going to leave later in the day. Before that,

:07:34. > :07:46.plenty of sunshine. Today's weather played out like a

:07:47. > :07:55.classic World Cup match - a tale of two halves.

:07:56. > :07:59.Highest temperatures for this year. A different story further north and

:08:00. > :08:06.west. A lot of cloud around. It was breezy, and yes, we saw significant

:08:07. > :08:07.rain. This rain has to clear
