:00:23. > :00:28.Loughborough MP replaces Michael Gove at education. The biggdst shock

:00:29. > :00:32.of the reshuffle. Plus, putting a name to a face. The new polhce

:00:33. > :00:37.identification system that can trace a suspect in seconds.

:00:38. > :00:43.Also tonight: The rough with the smooth. How a Derbyshire motor

:00:44. > :00:47.sports firm rode out the recession. And in sport ` Westwood winds up for

:00:48. > :00:57.another tilt at the Open. Good Evening

:00:58. > :00:59.and welcome to the programmd. First tonight ` it's been

:01:00. > :01:02.described as one of the biggest But this evening, David Camdron has

:01:03. > :01:08.his new ministerial team in place. Two days of hiring and firing has

:01:09. > :01:11.resulted in significant movds both up ` and down ` for some of our

:01:12. > :01:16.biggest political personalities And it's Loughborough's MP,

:01:17. > :01:19.Nicky Morgan, who tonight is She's the new Education Secretary,

:01:20. > :01:25.replacing the controversial Our Political Editor, John Hess

:01:26. > :01:42.is in Loughborough, outside A busy day. It certainly is. Nicky

:01:43. > :01:46.Morgan's constituency officd is based around the corner frol

:01:47. > :01:52.Loughborough parish church here She is a church`goer and could her

:01:53. > :01:56.Anglian Christianity help shape future education policy. David

:01:57. > :02:01.Cameron's ministerial changds were full of surprizes today. I suspect

:02:02. > :02:06.no`one, not even Nicky Morg`n herself expected to be moved to the

:02:07. > :02:09.Department of Education. Here her constituency staff were mord than

:02:10. > :02:11.pleasantly surprised. They weren't the only ones welcoming a change at

:02:12. > :02:15.the top. Little wonder Niki Morgan

:02:16. > :02:17.was smiling in her way into Downing Street. Education Sdcretary

:02:18. > :02:20.is a big, high`profile job `nd after a last week's national strike by

:02:21. > :02:23.many teachers, the Prime Minister may want some fence`mending with the

:02:24. > :02:25.teaching profession. Only a few months ago, Michael Gove was

:02:26. > :02:28.visiting a school in her Loughborough constituency. Perhaps

:02:29. > :02:30.someone should have warned him ` look behind you. And this praise

:02:31. > :02:34.from another minister on thd move. Nicky Morgan is a great belhever

:02:35. > :02:37.in Michael Gove's reforms, `s am I The Grantham

:02:38. > :02:41.and Stanford MP Nick Boles switches from planning minister to

:02:42. > :02:44.the Department for Business. And promotion, too, for Broxtowd's

:02:45. > :02:47.Anna Soubry, up the Ministry of Defence, where she is

:02:48. > :02:53.now second to the new Defence Secretary. Moving on and out of

:02:54. > :02:56.Government is Rushcliffe's Ken Clarke,

:02:57. > :03:01.today he explained his reasons. Minister. I have been a minhster for

:03:02. > :03:05.several decades. I have been a minister for longer than anx man now

:03:06. > :03:09.living. They are things I normally don't stress because it makds you

:03:10. > :03:12.sound as old as the hills. @lso gone, Alan Duncan, the Rutl`nd and

:03:13. > :03:15.Melton MP. He had been International Development Minister since the 010

:03:16. > :03:17.general election. Also gone, is Andrew Robeson, the MP for South

:03:18. > :03:20.Leicestershire. He was the Northern Ireland minister. Keeping fht. So

:03:21. > :03:22.what type of Education Secrdtary Morgan make? She likes the running.

:03:23. > :03:25.The education establishment may find Well, Nicky Morgan had little time

:03:26. > :03:47.to say goodbye to her former colleagues at the Treasury,

:03:48. > :03:50.where she was a minister. On Monday, she faces the Hotse

:03:51. > :04:04.of Commons for her first Qudstion Maybe that explains why she hasn't

:04:05. > :04:05.been able for interviews to talk about her early priorities.

:04:06. > :04:09.So what do the teachers expdct from her?

:04:10. > :04:16.I'd say to her ` get around a table. Talk to the teaching professionals.

:04:17. > :04:20.Talk to leaders of the teaching trade unions and really think about

:04:21. > :04:24.where our education system hs going. Is it the right thing that ht should

:04:25. > :04:27.be privatised into academies and free schools or should we h`ve a

:04:28. > :04:28.national system which is about the children and their education, first

:04:29. > :04:35.and foremost. Unlike Ken Clarke's Rushcliffe,

:04:36. > :04:40.Loughborough is one of the lost That Cabinet seat will be

:04:41. > :04:45.politically worthless, if Nhcky Ken Clarke has freely admitted he

:04:46. > :04:54.was feeling a little "demob happy" prior to being

:04:55. > :04:58.reshuffled out of office. He told me earlier that he won't

:04:59. > :05:01.miss the endless stream of ministerial red boxes `

:05:02. > :05:15.but will still play an active role I enjoyed being a backbenchdr when I

:05:16. > :05:22.last left the front bench, `fter we left office in 1997 when he declined

:05:23. > :05:28.the chance to be on the shadow bench. I enjoyed the last ydars in

:05:29. > :05:34.Government in opposition. Think I shall enjoy being a backbench

:05:35. > :05:40.government MP. You advise you will be happy to offer advice from the

:05:41. > :05:43.backbenches. Will you be a back seat driver? You represent your

:05:44. > :05:47.constituents and give what xou think is the right advice in the national

:05:48. > :05:51.interest. That's what I reg`rd Parliament for, actually. I quite

:05:52. > :05:54.enjoy doing that. Obviously for most of my life I have enjoyed bding in

:05:55. > :05:58.Government, actually contributing and doing a proper job of work and

:05:59. > :06:01.do something about some serhous problems, trying to help make a

:06:02. > :06:06.small contribution to the bdtter Government of the country. Hn terms

:06:07. > :06:14.of the reshuffle what is yotr view of the cull of the middle`aged men

:06:15. > :06:20.in suits and bringing in more women? No Prime Minister I have worked for

:06:21. > :06:25.has had a reshuffle where I have agreed with every bit. I am sorry

:06:26. > :06:29.for some of my friends and delighted or others. What he is trying to put

:06:30. > :06:32.together is the Government he would like to form after the next

:06:33. > :06:36.election, here is an indication of what it would look like, and these

:06:37. > :06:41.people have ten months to show they are up to the job, which by in large

:06:42. > :06:46.they undoubtedly are. More time for you, to indulge your hobbies? Joy of

:06:47. > :06:51.jazz, and bird`watching and so on? I don't neglect them when I w`s in

:06:52. > :06:54.office. It was tricky when H was the Chancellor of the Exchequer and when

:06:55. > :06:58.I was at the Department of Health because it is fairly lively, but,

:06:59. > :07:01.yes, I do think it is quite important to have something to relax

:07:02. > :07:05.at outside. The things I enjoy are things which I'm so absorbed in I

:07:06. > :07:09.take my mind all away from politics and Government. It is all rhght for

:07:10. > :07:14.a bit and then I'm actually, as much an addict of politics and Government

:07:15. > :07:18.as I was when I started. I dnjoy the House of Commons as mucheses as I

:07:19. > :07:22.did the first day when I walked through the job. I will keep a

:07:23. > :07:24.balance but a bit more cricket will be welcome, particularly with the

:07:25. > :07:37.weather stays like this. Th`nk you for talking to us and good luck

:07:38. > :07:43.Critics have been invited inside to challenge county council's plans but

:07:44. > :07:44.left unsatisfied. Derbyshird people need those resources and thdy have

:07:45. > :08:01.been stolen. One of our police forces is

:08:02. > :08:04.testing powerful new technology It's able to identify suspects `

:08:05. > :08:09.who've been caught on camer` ` Leicestershire Police say it could

:08:10. > :08:11.transform Our Social Affairs Correspondent,

:08:12. > :08:18.Jeremy Ball, reports. CCTV has become a vital part of

:08:19. > :08:21.police investigations. Foot`ge that shows who is at the scene of a crime

:08:22. > :08:27.but identifying the suspects can take weeks of detective work. Now,

:08:28. > :08:29.though, Hilary can find a m`tch in seconds using this new faci`l

:08:30. > :08:33.recognition software. This demonstration shows how polhce

:08:34. > :08:38.employee is picked out from a data base of every suspect whose picture

:08:39. > :08:43.is on the force computer system T can even spot family members with

:08:44. > :08:47.similar facial features. It is amazing of sorting through 82,0 0

:08:48. > :08:53.images in a matter of moments. It will be such a useful tool for

:08:54. > :08:58.office out on the beat T cotld be low level shoplifting to murder

:08:59. > :09:03.scenes. They are checking footage from these

:09:04. > :09:07.new body`worn cameras, as wdll as shops, buses and sports grotnds The

:09:08. > :09:11.results can't be used as evhdence in court but the trial has alrdady

:09:12. > :09:15.identified around 100 suspects. That has potentially saved us tens of

:09:16. > :09:19.thousands of hours sifting through photographs. It may well have found

:09:20. > :09:22.individuals who might never have been brought to justice before. It

:09:23. > :09:29.makes a huge difference. Sole people will be worried, won't they, that it

:09:30. > :09:34.is a bit big brother? Powerful technology that can affect people's

:09:35. > :09:40.lives. It is an important qtestion and one which I'm glad you have

:09:41. > :09:43.asked. Searching the data b`se of people we have arrested and we have

:09:44. > :09:47.lawfully got their photograph. Nothing else. Leicestershird police

:09:48. > :09:51.think this is more advanced than anywhere else in the world `lthough

:09:52. > :09:54.it is only a trial. It is already attracting interest from other

:09:55. > :09:58.forces as far afield as France and Romania.

:09:59. > :10:01.In recent days council leaddrs in Derbyshire have been spelling out

:10:02. > :10:04.where the axe will have to fall if they're to complete ?150 million

:10:05. > :10:07.worth of cuts within the next three years.

:10:08. > :10:11.The cuts have been described as the toughest in the county's history.

:10:12. > :10:15.But today protestors got thdir chance to challenge those who will

:10:16. > :10:26.make the final decision. Here's our Chief News Reporter, Quentin Rayner.

:10:27. > :10:31.Before their meeting Derbyshire s Cabinet was left in no doubt about

:10:32. > :10:35.the passionate opposition to the cuts Across housing`related support

:10:36. > :10:39.aLen, ?9 million over the ndxt few years, which effectively is

:10:40. > :10:43.two`thirds of the budget of those services. For our service, we are

:10:44. > :10:48.look ing at 85% cuts. What this means in real terms is going with

:10:49. > :10:52.working from 400 young people to over a year to actually 40 for the

:10:53. > :10:56.whole of Derbyshire. What a contrast in the corridors of power in the

:10:57. > :11:00.county council headquarters N this room schoolchildren from across the

:11:01. > :11:04.county promoting what they say is the brilliance of Derbyshird. Across

:11:05. > :11:10.the corridor here, in committee room 1, the Cabinet is holding a public

:11:11. > :11:16.meeting to explain ?157 million of cuts.

:11:17. > :11:22.Out of all the 64 councillors to take this seriously. How will

:11:23. > :11:25.Derbyshire County Council ftlfil their responsibilities? We have

:11:26. > :11:30.very, very little money left now to run council services. So, what do

:11:31. > :11:34.the protesters think about what they were told? There was nothing

:11:35. > :11:39.entirely that was reassuring. I think they will be going ahdad with

:11:40. > :11:45.these cuts. At the moment it is 50% cuts, which is significant. I would

:11:46. > :11:52.like them all to do a lot more and to show how you angry they `re and

:11:53. > :11:55.protect our services. Peopld need to understand the constraints we have

:11:56. > :12:00.to work within as well and H hope they have managed to take away the

:12:01. > :12:02.work we are doing to limit the pain caused by the cuts. Now the

:12:03. > :12:13.consultation begins before final decisions in the autumn.

:12:14. > :12:16.Police discovered a cannabis farm as a result of a public campaign using

:12:17. > :12:20.The cards were recently handed out so people could discover wh`t

:12:21. > :12:22.cannabis smells like. A member of the public tipped off the police

:12:23. > :12:25.about a house in Mansfield. Today officers raided it and found 40

:12:26. > :12:29.plants with an estimated street value of just under ?250,000.

:12:30. > :12:32.A Derbyshire man was today jailed for 16 months for tax fraud.

:12:33. > :12:34.30`year`old Danny Peat, previously known as Daniel Twells,

:12:35. > :12:36.from Alfreton, had attempted to claim ?120,000

:12:37. > :12:50.He made false claims in onlhne Self Assessment tax returns.

:12:51. > :12:56.It's not even opened yet ` but around 800 tickets have already

:12:57. > :13:00.been sold for the new King Richard III visitor centre in Leicester

:13:01. > :13:03.The old Leicester Grammar School building at St Martin's Place is

:13:04. > :13:05.being transformed into two floors of exhibition space,

:13:06. > :13:08.telling the story of the King who was found in the nearby car park.

:13:09. > :13:15.It's a global phenomenon in the cycling community th`t's now

:13:16. > :13:23.What's believed to be the rdgion's first white`painted "ghostbhke"

:13:24. > :13:26.has been left at the scene of a crash in which a cyclist died.

:13:27. > :13:28.People working nearby say it highlights the need

:13:29. > :13:35.From Nottingham, Mike O'Sullivan reports.

:13:36. > :13:43.Traffic passes by a ghostbike left anonymously at a busy road zblunges

:13:44. > :13:48.Nottingham. Painted white, ` tribute to a cyclist who died in a road

:13:49. > :13:53.collision at the junction of Lower Parliament Street and Penniford

:13:54. > :13:58.Street earlier this month. Ht'll remind people of how unsafe the

:13:59. > :14:03.roads are for cyclists. It hs really bad. It is a nice memorial. There is

:14:04. > :14:08.a lot of dangerous roads around here for cyclists. It is a tragedy what

:14:09. > :14:12.happened but I think it is laking a good statement towards people riding

:14:13. > :14:16.a bike and the attitude of when they are using the roads. 29`year`old

:14:17. > :14:24.Louise Wright was fatally injured after being in collision with a

:14:25. > :14:30.Greene King delivery lorry `t 8 30 am. She was a robe of the Nottingham

:14:31. > :14:33.Roller Girls Roller Derby tdam and worked for Paul Smith in thd City.

:14:34. > :14:37.The business, right next to the accident scene has also left a

:14:38. > :14:41.tribute. Staff would like to see road safety improvements at the

:14:42. > :14:46.junction. Some had mixed fedlings about the ghostbike. I dare say most

:14:47. > :14:50.people were touched. There were a few mixed reactions about whether it

:14:51. > :14:54.was tasteless or not. Personally I think it is a good idea to raise

:14:55. > :14:59.awareness of what is happenhng at that junction. Louise's boyfriend

:15:00. > :15:04.James Faulkner told the BBC he hopes the ghostbike will help to prevent

:15:05. > :15:08.another tragedy. The City Council says it'll have to consider whether

:15:09. > :15:21.it is creating an obstacle for pedestrians.

:15:22. > :15:25.Next a woman has told us how she spent ?5,000 on health care

:15:26. > :15:36.needlessly because of anxieties with her health. She looked up hdr

:15:37. > :15:41.symptoms on the internetted. It is called cyberchoondria.

:15:42. > :15:48.Paul Bradshaw has had report. Recognition for a job well done

:15:49. > :15:51.These two nurse has exceeded all expectations in the treatment of

:15:52. > :15:56.health anxiety at Kingsmill Hospital during a recent study into the

:15:57. > :16:01.illness. Some people become house bound actually because of these

:16:02. > :16:06.fears and, of course, it is baying cost to the health service `s well.

:16:07. > :16:09.`` a big cost. There needs to be provision for them. This sttdy has

:16:10. > :16:12.shown this works, it is cost effective and easy to delivdr and we

:16:13. > :16:16.need to proviewed services. Health anxiety has been recognised for

:16:17. > :16:21.years but now, it seems, patients using the internet to diagnose

:16:22. > :16:26.themselves is making the problem far worse. Whereas with the doctor you

:16:27. > :16:30.have to make an appointment for you don't have to make an appointment at

:16:31. > :16:34.the internet. You can look `t it for hours every day. Unfortunatdly in

:16:35. > :16:38.this condition, you actuallx have people who do spend hours on the

:16:39. > :16:41.internet and it magnifies their symptoms because the worst

:16:42. > :16:49.conditions are always the ones they see first. Mary Wyatt suffered from

:16:50. > :16:55.cyber chondria for years. She said the illness made her feel she was

:16:56. > :16:58.wasting her GPs' time. I was paying privately to see consultants. I

:16:59. > :17:05.thought I would be draining the NHS. Also, you feel guilty. Becatse

:17:06. > :17:08.doctors say ` there is nothhng wrong with you, but you feel diffdrently.

:17:09. > :17:12.You get reassurance, which doesn't work. I must have spent abott

:17:13. > :17:18.?5,000, I think in private health care. There is no provision for

:17:19. > :17:21.treating health anxiety in the health service at present btt it is

:17:22. > :17:28.hoped, following the results of this study, that will soon changd.

:17:29. > :17:40.Sport now and a big event, this week is the Open from golf. Todax is

:17:41. > :17:43.practice day and Colin has gone to Liverpool to see if former world

:17:44. > :17:49.number one, Lee Westwood can recapture his form. Lee Westwood is

:17:50. > :17:53.the question. The answer cotld, maybe be the Royal Liverpool

:17:54. > :17:58.Hoylake, the scene of the Open. Magnificent today in the sunshine.

:17:59. > :18:04.He has to play amidst of all this talent. At the moment he is not the

:18:05. > :18:06.man in form. Not making the cut in the build`up and the final two

:18:07. > :18:12.rounds. Looking for inspiration here. Can he do it? Let's ask the

:18:13. > :18:17.BBC's golf correspondent. Lde Westwood? Can he rejuvenate things?.

:18:18. > :18:22.If you don't get inspired hdre, you are struggling. But it has been a

:18:23. > :18:27.tough year for him. Around the time of the Masters he was showing prop

:18:28. > :18:33.Issing signs with his new coach and felt things were working. ``

:18:34. > :18:36.promising signs. That brings frustration and erodes confhdence.

:18:37. > :18:41.We will see him on the practice round. One man in form is Jtstin

:18:42. > :18:50.Rose, winner of the Scottish Open. In a way we saw him first. 21 years

:18:51. > :18:56.ago he was a junior winning the mow Tringous junior open at Radcliffe.

:18:57. > :19:02.This event stwarted this morning. `` winning the prestigious. Back in

:19:03. > :19:05.1993 Justin Rose was 12, thd youngest competitor at the

:19:06. > :19:10.tournament but already playhng off five. Two years later at 14, he won

:19:11. > :19:14.it. Now he is doing rather well for himself, winning the Scottish Open

:19:15. > :19:19.at the weekend. He is one of England's top players, now looking

:19:20. > :19:24.forward to the Open. Today's McGregor trophy features 40 overseas

:19:25. > :19:30.players out of 144. There is a strong international field but are

:19:31. > :19:37.there any budding Roses? Thdy put on a fantastic event. Parents `re

:19:38. > :19:43.supporting them. No doubt you will find a Major winner here.

:19:44. > :19:50.One has come from China to compete. Others have had a shorter trip. The

:19:51. > :19:56.dream is to try to make it. On the tee, Joshua Taylor from Mill Green

:19:57. > :20:00.golf club. The McGregor Trophy started in

:20:01. > :20:06.Radcliffe in 1982 and now it returns here every five years. It's note a

:20:07. > :20:11.Birkdale or a Hoylake but it has a heart that cares about this event

:20:12. > :20:17.and as long as it does that, I'm sure England Golf will keep coming

:20:18. > :20:22.back. It has grown and grown, it is now recognised as the worldwide

:20:23. > :20:27.event for boys of this age to play in. This is where it starts at small

:20:28. > :20:32.clubs, they go to their counties, they develop and next thing we say

:20:33. > :20:37.them in the Ryder Cup. It is great to see them at the peak of their

:20:38. > :20:42.sport. I love playing golf. Sadly, the only bit I'm any good at is the

:20:43. > :20:47.driving. So, while Rose rises fulfilling

:20:48. > :20:52.potential, Westwood wonders if this is the tournament where he can

:20:53. > :20:55.rejuvenate. This is a huge dvent. The Commonwealth Games is also on

:20:56. > :20:59.the way up in Glasgow. Lots of athletes looking forward to this.

:21:00. > :21:05.Many from the East Midlands and many of whom, who have had for ydars to

:21:06. > :21:11.juggle fulltime job was thehr hobby, looking for galory. Angela has been
