:00:00. > :00:00.- so it's goodbye from me - and on BBC One we

:00:00. > :00:00.This is East Midlands Today with Geeta Pendse and me, Mauricd Flynn.

:00:00. > :00:15.First tonight, the rise in so called sexting among school childrdn.

:00:16. > :00:22.With a stark warning that sdnding intimate pictures among teenagers is

:00:23. > :00:27.a crime. They think it is OK to do that but it is distribution of an

:00:28. > :00:33.indecent image of that person is under the age of 18. And warning

:00:34. > :00:37.also for the police tonight. Forces told it risks endangering the public

:00:38. > :00:41.if it is not properly prepared for budget cuts.

:00:42. > :00:46.The parents fighting for justice for Jamie, killed on his ninth birthday

:00:47. > :00:52.by a speeding biker with no licence or insurance. I just want this man

:00:53. > :00:57.charged with killing my son. We are waiting, two years down the line we

:00:58. > :01:01.are still waiting. Plus: Brhnging the legend to life. The new Richard

:01:02. > :01:10.III Centre in Leicester opens this weekend and we have a sneak preview.

:01:11. > :01:12.Good evening and welcome to tonight's programme.

:01:13. > :01:17.First, Police say they've seen an `larming

:01:18. > :01:19.rise in the number of cases of so`called sexting among teenagers.

:01:20. > :01:24.Officers in Nottinghamshire are so worried they've written to all

:01:25. > :01:28.secondary schools in the county to warn pupils they're

:01:29. > :01:30.breaking the law when they send or share intimate images.

:01:31. > :01:33.And a children's charity saxs it has even become normal behaviour

:01:34. > :01:47.A sexualised image, sent for fun or flirting, but police say it is

:01:48. > :01:54.increasingly being done by children, unaware that becatse of

:01:55. > :02:00.their age it is illegal. Notts's sexual exploitation unit saxs it has

:02:01. > :02:06.grave concerns about the growth of so`called sexting. We have ` lot of

:02:07. > :02:10.reports coming through of tdenagers sending indecent images of

:02:11. > :02:15.themselves to each other and boyfriend /girlfriend scenarios

:02:16. > :02:18.where they think it is OK to do that but in actual fact it is

:02:19. > :02:23.distribution of an indecent image of that person is under the agd of 18.

:02:24. > :02:28.If others get hold of that hmage, there is no knowing where it could

:02:29. > :02:32.end up. If it is uploaded to the Internet, you will never evdr get

:02:33. > :02:45.rid of that image. The imagd will be there for ever and it will be there

:02:46. > :02:48.for other people to view and download and distribute as well The

:02:49. > :02:50.force has now written to all county secondary schools about the problem,

:02:51. > :02:52.head of the long summer holhday Childline says a recent survey found

:02:53. > :02:57.60% of young people had been asked by someone to send a sexual image or

:02:58. > :03:02.video. 40% have created one and one in four has then sent it. The

:03:03. > :03:06.charity says it is so widespread it has become the norm. Unforttnately

:03:07. > :03:10.it is a common problem. The only thing is that we get to hear about

:03:11. > :03:14.it when it has escalated and people do not know what to do. It hs

:03:15. > :03:20.important we are here to support them in how to deal with wh`t is

:03:21. > :03:24.happening to them and how to remove the images from online if that is

:03:25. > :03:29.the case. As well as giving youngsters practical advice

:03:30. > :03:33.Childline has developed a free app that is including a number of funny

:03:34. > :03:38.but harmless pictures that youngsters can send to others who

:03:39. > :03:40.send them inappropriate images or, if they are asked to send shmilar

:03:41. > :03:45.pictures of themselves. And there's more information

:03:46. > :03:47.and advice for children and parents Next, a warning that public safety

:03:48. > :03:59.could be put at risk, unless a police force replaces more officers

:04:00. > :04:02.with cheaper civilian staff. Government inspectors say

:04:03. > :04:06.the Nottinghamshire Police force hasn't done enough to prepare

:04:07. > :04:09.for future spending cuts. The Derbyshire and Leicestershire

:04:10. > :04:11.forces have been told they're making But in Nottinghamshire

:04:12. > :04:14.the inspectors want urgent changes. In a moment we'll be speaking live

:04:15. > :04:17.to the force's Police and But first let's cross to

:04:18. > :04:21.Nottingham's St Anne's stathon, and our Social Affairs

:04:22. > :04:24.Correspondent, Jeremy Ball. So, Jeremy,

:04:25. > :04:36.why are inspectors so concerned Well, put simply the inspectors

:04:37. > :04:40.think that the Nottinghamshhre Police are at risk of running out of

:04:41. > :04:46.money next year and it comes down to whether they can afford to have so

:04:47. > :04:50.many uniformed officers. Yesterday we heard they were trying to protect

:04:51. > :04:54.front`line jobs by selling off buildings but today the inspector

:04:55. > :04:59.said the force would need to cut bobbies as well and this report

:05:00. > :05:00.pulls no punches. It says the force needs to provide local policing

:05:01. > :05:21.with... This is one of only three police

:05:22. > :05:26.forces who have been told that they would need to make improvemdnts

:05:27. > :05:30.What are other forces doing differently?

:05:31. > :05:35.There are differences. Most forces have been cutting the number of

:05:36. > :05:40.uniformed officers, often bx not recruiting behind the bobbids that

:05:41. > :05:44.retire. It is different herd in Nottinghamshire. They have kept the

:05:45. > :05:48.quite consistent over the l`st three years and that has happened because

:05:49. > :05:52.the Police Commissioner says that is what the public wants. A few years

:05:53. > :05:56.ago we heard that bosses here were raising private concerns th`t the

:05:57. > :06:00.force could not afford that extra recruitment. Now similar concerns

:06:01. > :06:04.have been raised publicly in the inspection reports.

:06:05. > :06:08.How have the gone down with the police?

:06:09. > :06:13.The force told me today it hs making progress. First of all a nulber of

:06:14. > :06:18.officers have already been replaced by cheaper civilians doing jobs like

:06:19. > :06:23.running custody suites and investigating crimes. A whole raft

:06:24. > :06:27.of jobs being done by civilhans The Deputy Chief con or has told BBC

:06:28. > :06:33.Radio Nottingham that she is irritated by the report bec`use

:06:34. > :06:36.inspectors knew that there were further changes in the pipeline and

:06:37. > :06:40.we have not seen the detail of those plans yet but we could put good

:06:41. > :06:41.money on the fact that it whll involve fewer bobbies here hn

:06:42. > :06:50.Nottinghamshire. Paddy Tipping,

:06:51. > :06:52.the Police and Crime Commissioner The Inspector's report says

:06:53. > :06:56.you'll have to deliver local So wasn't it irresponsible to make

:06:57. > :06:59.a promise to protect frontlhne police officers' jobs when ht's

:07:00. > :07:03.clear that isn't affordable? What the report says is that a

:07:04. > :07:09.neighbourhood policing has been protected, not preserved across the

:07:10. > :07:14.country. 16,000 police officers jobs have gone and in Nottinghamshire we

:07:15. > :07:18.have lost 300 over the spending review. Last year we recruited and

:07:19. > :07:23.this year we recruited and H anticipate that next year wd will

:07:24. > :07:29.recruit as well because we want a strong neighbourhood presence in

:07:30. > :07:34.Nottinghamshire. Experts have said that civilians can take on roles in

:07:35. > :07:37.a much more cost effective way than uniformed officers and it is

:07:38. > :07:41.something that other forces are doing you are faced with thd same

:07:42. > :07:44.problems as Nottinghamshire Police so why are you not doing th`t? We

:07:45. > :07:50.are doing that and the report says that. It is pretty clear, if you are

:07:51. > :07:55.investigating IT crime, Intdrnet crime, what you want is not

:07:56. > :07:59.warranted officer, you want somebody with specialist skills and we are

:08:00. > :08:07.recruiting those people, we are recruiting specialist inspectors,

:08:08. > :08:13.inspectors who are looking `t crime where we do not need a CID officer.

:08:14. > :08:17.In the custody suites we ard taking more civilians on so we are doing

:08:18. > :08:23.all of those things. I guess what the inspectors are saying, `nd I

:08:24. > :08:27.think it is right, we need to do it more quickly, but we have a balanced

:08:28. > :08:32.budget and we will have a b`lanced budget next year but in the longer

:08:33. > :08:36.term we need to make some changes. The police recognise that, the

:08:37. > :08:39.inspectorate report says yot need to get your finger out and in fairness

:08:40. > :08:44.to the force, they said to the inspectorate, you have got to do

:08:45. > :08:47.that by July and we have done that. You are saying you are recrtiting

:08:48. > :08:53.and recruiting and recruiting and next year you face a further cut of

:08:54. > :08:59.?8 million, how'd you make ht work with Mac is it Alchemy? You had a

:09:00. > :09:04.programme last night about the closure of police stations. We are

:09:05. > :09:07.making hard choices about the budget. I cannot tell you today that

:09:08. > :09:11.because the government do not announced a grant figures until

:09:12. > :09:16.December how many officers we will recruit next year but, as wdll as

:09:17. > :09:22.recruiting officers, we losd officers as well and I am pretty

:09:23. > :09:27.clear in my mind that what people in Nottinghamshire want is front`line

:09:28. > :09:30.neighbourhood policing. That is what the inspectorate recommend `s well

:09:31. > :09:35.and I can tell you that it hs what the force want as well. You have

:09:36. > :09:41.promised more officers, it hs what your big pledge has been. In reality

:09:42. > :09:46.you will have two cut that back We are recruiting. Over the two`year

:09:47. > :09:50.period we will have recruitdd an extra 100 officers. Can we `fford

:09:51. > :09:55.that? That is something comhng out of this report, you cannot `ctually

:09:56. > :09:58.afford it? What we are doing is the inspectorate say you have rdcruited

:09:59. > :10:00.an extra 100 officers. Can we afford that? That is something comhng out

:10:01. > :10:07.of this report, you cannot `ctually afford it? What we are doing is the

:10:08. > :10:10.inspectorate say you had to change the universally popular. We have

:10:11. > :10:15.done a lot regionally and the report focuses on the work we are doing in

:10:16. > :10:20.the East Midlands with other police forces so cutting back office cuts

:10:21. > :10:21.`` costs gives us the opportunity to maintain front`line policing. Thank

:10:22. > :10:27.you for joining us. It's Geeta

:10:28. > :10:29.and Maurice with you tonight, Including tackling obesity, the next

:10:30. > :10:33.instalment of our series looking Lincolnshire Police has defdnded

:10:34. > :10:48.the use of Taser guns after an IPCC report said it had

:10:49. > :10:50.the highest usage of the devices The Independent Police Complaints

:10:51. > :10:54.Commission has been reviewing Taser It's warning police not

:10:55. > :10:56.to overuse the weapons. Last year Lincolnshire officers drew

:10:57. > :10:58.their Tasers 259 times although bosses said 80% of the time Tasers

:10:59. > :11:06.were drawn they weren't firdd. The troubled

:11:07. > :11:08.Sherwood Forest Hospitals Trust says it's determined to come out of

:11:09. > :11:11.special measures within six months. The Trust runs Kingsmill and Newark

:11:12. > :11:14.hospitals and has previouslx been After a further inspection the

:11:15. > :11:18.Care Quality Commission says some improvements have been made

:11:19. > :11:22.but not enough. Meanwhile, a non`emergency `mbulance

:11:23. > :11:29.service in Leicestershire h`s also been criticised by the

:11:30. > :11:32.Care Quality Commission for failing The transport company Arriv` didn't

:11:33. > :11:37.meet three out of five It's contracted by the

:11:38. > :11:40.Clinical Commissioning Group for Politicians and health camp`igners

:11:41. > :11:45.are calling for Arriva to bd given A murder trial's been told

:11:46. > :11:52.the fatal stab wound which killed a Leicester sports coach was less

:11:53. > :11:55.than four centimetres deep. Following Antoin Akpom's de`th

:11:56. > :11:58.a revenge arson attack was hntended But the wrong house was targeted

:11:59. > :12:06.and four people were killed. Abdul Hakim denies a charge

:12:07. > :12:20.of murder. The police were on the scend of the

:12:21. > :12:25.stabbing on Kent Street in Leicester moments after it happened. @n

:12:26. > :12:31.officer was passing in an unmarked car. There was a starburst of men

:12:32. > :12:39.running in all directions. Giving evidence behind a screen thd

:12:40. > :12:43.eyewitness said he saw Antohn Akpom fighting in the street with Abdul

:12:44. > :12:49.Hakim and another man. He s`id it was two against one. He saw red on

:12:50. > :12:54.the top of Antoin Akpom. Thd actual stabbing was carried out by a man

:12:55. > :12:59.who has already been convicted of murder. Abdul Hakim denies lurder

:13:00. > :13:02.but the prosecution say it was a joint enterprise. After being

:13:03. > :13:06.stabbed Antoin Akpom managed to get around the corner to a gym where he

:13:07. > :13:08.collapsed outside. The court heard evidence from the pathologist who

:13:09. > :13:13.said the cause of death was said the cause of death was

:13:14. > :13:20.extensive bleeding due to a stab wound to the chest between two ribs.

:13:21. > :13:22.Moderate to severe force was used. The wound itself was only four

:13:23. > :13:27.centimetres long with the knife itself up to eight centimetres long.

:13:28. > :13:31.After the stabbing on Septelber the 12th eight men went for revdnge at

:13:32. > :13:38.what they thought was the f`mily home of Abdul Hakim. They t`rgeted a

:13:39. > :13:41.house two doors away, killing four members of a family in a arson

:13:42. > :13:47.attack. The murder trial continues. Now to the parents fighting

:13:48. > :13:50.for justice after their son Jamie He was hit by a motorbike two years

:13:51. > :13:55.ago while on holiday on the Earlier this year a coroner ruled

:13:56. > :13:59.Jamie had been unlawfully khlled. Today a special garden was opened

:14:00. > :14:13.in his memory. At this school they have rahsed

:14:14. > :14:20.thousands of pounds to build a garden for Jamie and a pirate ship.

:14:21. > :14:24.It is all in memory of their friend. Jamie's birthday on the beach, it is

:14:25. > :14:30.the last photo of him. One hour after this was taken he was fatally

:14:31. > :14:33.injured. It was shock, I cotld get over, it was his birthday and we

:14:34. > :14:37.were having such a fantastic time and then this happened out of

:14:38. > :14:44.nowhere. The loss, the whold that Jamie has left is unbelievable. He

:14:45. > :14:48.is your son and you think hd is going to be there for ever with you

:14:49. > :14:54.and like that he is taken away from you. It is just a massive void. They

:14:55. > :14:58.were about to cross the road here to buy ice cream is with Jamie's

:14:59. > :15:04.birthday money when he was hit by one of the most powerful motorbikes

:15:05. > :15:09.made. Because the police insisted on interviewing Lydia as a witness she

:15:10. > :15:13.was not with her son when hd died. It was disbelief. I don't think I

:15:14. > :15:17.will ever forget the words that they used to tell me he had passdd away.

:15:18. > :15:22.An inquest in Nottingham earlier this year heard claims that the

:15:23. > :15:25.driver was speeding, had no licence and was not insured. The coroner

:15:26. > :15:30.ruled that Jamie had been unlawfully killed. A police report has gone to

:15:31. > :15:37.the prosecutor in Greece but little has been done. I just want this man

:15:38. > :15:43.charged with killing my son. We are waiting, two years down the lane we

:15:44. > :15:44.are still waiting. This has helped, the memorial garden they have built

:15:45. > :15:48.for their son. A senior officer at Derby Chty

:15:49. > :15:51.Council has been suspended. Roger Kershaw,

:15:52. > :15:52.the Strategic Director of Rdsources, is under investigation but

:15:53. > :15:55.the council hasn't revealed why In a statement it says it's

:15:56. > :15:57.a neutral act but can't comment further until

:15:58. > :16:02.the process has been concluded. Two East Midlands Conservathve MPs

:16:03. > :16:11.have been recognised in honours Fitness experts are researching ways

:16:12. > :16:14.of helping patients who unddrgo obesity surgery, only to find their

:16:15. > :16:16.weight`loss then plateaus or they A study into those exact issues is

:16:17. > :16:20.underway at Loughborough Unhversity. This month

:16:21. > :16:22.the Government was urged to provide In the next

:16:23. > :16:26.of our series Investigating Health Rob Sissons meets one woman who has

:16:27. > :16:43.had gastric surgery but is concerned More of us are turning to the NHS

:16:44. > :16:48.for obesity surgery. There hs no guarantee it will reduce those

:16:49. > :16:50.inches. Two years on from h`ving the size of her stomach drastic`lly

:16:51. > :16:57.reduced surely from Leicestdrshire is pleased with the result. She used

:16:58. > :17:01.to be morbidly obese. Everything was an effort, it was a method getting

:17:02. > :17:05.into bed and out of bed. It is like depression, it is an illness and to

:17:06. > :17:09.get out of it was very diffhcult. Her fear was that fat was khlling

:17:10. > :17:12.her. I thought one day I wotld walk from the car to the front door and

:17:13. > :17:16.collapsed on my son would not have a mum. It is thanks to obesitx surgery

:17:17. > :17:22.that Shirley says she is around half the woman that she was, havhng lost

:17:23. > :17:31.eight stone. Within 12 months I had lost the majority of my weight. Two

:17:32. > :17:33.years on there is frustration. The weight loss seems to have plateaued.

:17:34. > :17:38.Time for the exercise lab. H think you are going to go quicker than

:17:39. > :17:42.last time. There is a study called the Swedish obesity surgery who

:17:43. > :17:47.found that around 12 months after surgery weight gain starts to react.

:17:48. > :17:50.Here they hope that 60 minutes exercise three times a week will

:17:51. > :17:55.kick`start change. I was spdnding five minutes on a treadmill eight

:17:56. > :18:01.weeks ago but now I can jog for two minutes and I could never jog. You

:18:02. > :18:05.can start small but as long as you gradually build, that is wh`t we

:18:06. > :18:09.have been doing in the programme. It is not all about weight loss.

:18:10. > :18:13.Sometimes you stay the same weight but your body composition is

:18:14. > :18:17.completely changing. Surely will get the full results in the auttmn.

:18:18. > :18:22.Idyllic streaming lucky that I have by a special `` a second ch`nce at

:18:23. > :18:29.life. I only talk to my barhatric team not to give it up.

:18:30. > :18:32.Colin will have our sports tpdates shortly, live tonight from Glasgow.

:18:33. > :18:35.And our cameras take you on a sneak preview of the new visitor

:18:36. > :18:43.centre Leicester hopes will be fit for a king and crowds of totrists!

:18:44. > :18:50.Colin has left us for the glamour of Glasgow.

:18:51. > :18:56.Yes, I want to show you where we are. We are in the heart of Glasgow

:18:57. > :19:01.and so are these Games. That is the River Clyde and behind me you can

:19:02. > :19:04.see some venues for the Gamds. That one is purpose`built and th`t is key

:19:05. > :19:09.for us because it is where the gymnastics will happen so wd hope

:19:10. > :19:14.that Becky Downie and Sam Oldman will win gold in that buildhng. The

:19:15. > :19:18.swimming is three miles to the east of here and we are expecting medals

:19:19. > :19:23.there as well. Medals are what it is all about for so many of thd

:19:24. > :19:26.athletes. You would not want to bet against Lee Hind, the Paralxmpics

:19:27. > :19:31.are from Nottingham. He has won gold in every game apart from thd

:19:32. > :19:38.Commonwealth Games and now he is aiming to complete his colldction.

:19:39. > :19:43.At his family home the pridd in on a's success is clear and thd

:19:44. > :19:46.19`year`old is hoping to brhng more special memories back from Glasgow.

:19:47. > :19:51.I want to try and swimmer bdst time. It is a good opportunhty for

:19:52. > :19:58.me to try and complete the gold medal set of European, world, and

:19:59. > :20:02.Paralympic golds as well as the Commonwealth. I will give it my best

:20:03. > :20:08.and see what happens. Ollie has a form of muscular dystrophy, a muscle

:20:09. > :20:13.wasting condition. He was p`rt of the 2012 Paralympic team. Now the

:20:14. > :20:17.teams are all part of the s`me squad as able`bodied athletes and he is a

:20:18. > :20:22.major part of the English tdam, so much so he was asked to launch their

:20:23. > :20:27.kit. That was different, walking around in my speedos which hs a bit

:20:28. > :20:30.different to being in the pool but it was good front. It was a

:20:31. > :20:36.privilege for me to do it even though it was a bit strange. Ollie
