:01:02. > :01:04.have got what they wanted. there are many out there today who

:01:05. > :01:10.didn't. Yes, because the East Midlands is

:01:11. > :01:13.the only region in the UK where there was no improvement

:01:14. > :01:16.on a key measure of success. with a big drop in the number of A

:01:17. > :01:21.grades, in particular. Sarah Teale has been marking

:01:22. > :01:24.our performance and meeting students at a Nottingham college

:01:25. > :01:40.as they opened their results. Joy, relief and jubilation. An

:01:41. > :01:45.emotional roller`coaster for students in Nottingham anxiously

:01:46. > :01:55.receiving their GCSE results. Oh well. I got an grade A Star in

:01:56. > :02:02.English and history. I got a couple of grade A 's, one grade A and one

:02:03. > :02:08.grade C. She gained a grade C in maths and she wants to become a

:02:09. > :02:14.nurse. I am absolutely stunned. I am so happy. And another mother of two

:02:15. > :02:21.went back to college aged 28 to fulfil her dream of becoming a

:02:22. > :02:27.teacher. She passed all five GCSEs. I have tried to juggle work, the

:02:28. > :02:33.kids and running a house. Just to get in full`time. It was really

:02:34. > :02:38.hard. But I am very pleased. Nationally, results have improved

:02:39. > :02:42.but this region has asked the trend. The East Midlands is the only one in

:02:43. > :02:46.the UK that saw no improvement in results. In fact it is the only one

:02:47. > :02:50.where results were worse than last year. The joint council for

:02:51. > :02:55.qualifications is the body made up of all the exam boards. There is

:02:56. > :03:01.some variation in statistics. But this is what they published...

:03:02. > :03:09.Between the top grade and grade C, attainment was down by 0.2%. Last

:03:10. > :03:13.year, 66% of candidates got between grade C and above but this year,

:03:14. > :03:20.65.7. The grade with the biggest drop was grade A, down by more than

:03:21. > :03:24.half a percent. We do not have failing schools but schools on a

:03:25. > :03:29.journey of improvement. They are improving in things like attendance,

:03:30. > :03:32.behaviour and exclusions. I think some of these schools in these

:03:33. > :03:39.results have in fact made great strides and that is a positive

:03:40. > :03:43.story. How hard are they? They are as hard as they have ever been. You

:03:44. > :03:48.put more work and effort into making sure that actually there is more of

:03:49. > :03:53.a robust process in place. People have to work hard to get good

:03:54. > :03:54.results. That sentiment is echoed by these students, now ready to take

:03:55. > :04:09.the first step towards their future. Some headteachers have criticised

:04:10. > :04:14.changes in the system which has been blamed for a drop`in English

:04:15. > :04:19.results. This is the headteacher of a community school in Derby. Good

:04:20. > :04:22.evening. There has been a drop in raids at your school I think I am

:04:23. > :04:31.right in saying. Who do you blame for that? `` drop in grading. I had

:04:32. > :04:36.disappointed in the impact the changes have had here. As far as I

:04:37. > :04:42.am concerned the blame is with Michael Gove and the way the changes

:04:43. > :04:46.have been implemented. It was changed to make exams more rigorous.

:04:47. > :04:53.Surely there is nothing wrong with that? Well, no. But these changes

:04:54. > :04:57.were made at very short notice. What has happened with GCSE English is he

:04:58. > :05:02.speaking and listening component was taken out. It was done in September

:05:03. > :05:07.last year. Partway through, already starting on the academic year. That

:05:08. > :05:14.was changed with very little notice for us. And the impact of that was

:05:15. > :05:18.not explained. What has happened, most students do better on that

:05:19. > :05:23.component than on the written exams. Amber written coursework. Taking it

:05:24. > :05:28.out is disadvantage in students and making it harder to get the grades.

:05:29. > :05:32.Excuse me for interrupting but have we not got anecdotal evidence that

:05:33. > :05:35.the speaking and listening test, schools marks them themselves and

:05:36. > :05:42.they were or could have been too generous? I do not know if that is

:05:43. > :05:48.the case or not. It was not the case at this school. Nothing was done to

:05:49. > :05:53.consider the impact of removing a part that a lot of students,

:05:54. > :05:56.particularly average and below average students did really well

:05:57. > :06:02.with. Nothing has been done to take account of that. We passed the exam

:06:03. > :06:07.board six months ago if we would have any changes made. If we had

:06:08. > :06:11.known, we could have reacted and led the students to expect the results

:06:12. > :06:20.that they got this summer. That point is taken. Thank you. Coming

:07:37. > :07:40.risk than a cigarette, until we can tell it has got to be better. They

:07:41. > :07:47.are not on the NHS and they are not licensed. Leicestershire 's NHS stop

:07:48. > :07:51.smoking service might give you a voucher for one. It is a bold move

:07:52. > :07:56.and this specialist supports it. They do have advantages. If they are

:07:57. > :08:00.finding smokers coming into the service that said, let's say a

:08:01. > :08:09.nicotine patch and electronic cigarette, that is what I do in

:08:10. > :08:13.practice. It can kill one into people and everything that helps

:08:14. > :08:19.must be applauded. Less people are using the quit service in the East

:08:20. > :08:26.Midlands. 51,000 in the past year, down from 72,000 two years before. A

:08:27. > :08:29.fall of almost 30%. Cancer charities do not want the NHS to embrace E

:08:30. > :08:34.cigarettes yet. Because they are quite new, we do not have the

:08:35. > :08:40.evidence we need to know if they are safe. We do not know for sure what

:08:41. > :08:42.the long`term risk might be. Hampshire is following the lead of

:08:43. > :08:46.Leicestershire. But many quit smoking services, like Derbyshire,

:08:47. > :08:55.are staying clear at least for now. Labour's grip of Nottinghamshire

:09:35. > :09:41.to bus services, contracting out public health contracts away from

:09:42. > :09:44.local NHS GPs. He is now aged 27 and he became the youngest Mayor four

:09:45. > :09:49.years ago. At Retford in Nottinghamshire and he was elected

:09:50. > :09:54.last year when Labour gained control against the Conservatives. But why

:09:55. > :09:58.resign now? Residents are fed up of not being listened to. And it has

:09:59. > :10:03.affected bus services and they centres. And there are other issues

:10:04. > :10:06.which people have been affected by in Retford because of the decisions

:10:07. > :10:11.at County Hall. The Labour leadership must stand up and listen.

:10:12. > :10:15.I will always have Labour and socialist values but when you cannot

:10:16. > :10:20.represent your residence properly on a council it is time to leave. What

:10:21. > :10:26.has been the response of the Labour leadership? They are very

:10:27. > :10:30.disappointed. But there was a flavour of irritation in the

:10:31. > :10:35.comments of the Labour leader, Alan Rhodes. He says that being a Labour

:10:36. > :10:38.councillor is a responsible position which requires dedication in

:10:39. > :10:43.challenging financial Times. Can Labour continue running County Hall

:10:44. > :10:51.effectively if they do not have an overall majority? Crucially, it has

:10:52. > :10:55.got 11 seats over the Conservatives. But if all the opposition parties

:10:56. > :10:59.ganged up together and voted in a block, they could make it very

:11:00. > :11:07.difficult for Alan Rhodes and the leadership. Come the round of budget

:11:08. > :11:10.committee meetings and the finalising of the budget for the

:11:11. > :11:14.next financial year, it might be that all of the opposition

:14:19. > :14:21.and it was a great moment for veterans including Johnny Johnson,

:14:22. > :14:28.the last surviving British veteran of the famous dambusters raid. I

:14:29. > :14:36.think it is excellent. It is one of the best dedications, I think.

:14:37. > :14:41.55,500 crew, air crew that was lost in the war. Irrespective of the

:14:42. > :14:47.losses that we were suffering, the boys still went over. And when I see

:14:48. > :14:53.those aircraft coming over, I still cry. It was never likely to be

:14:54. > :14:57.repeated. A day like no other, for the thousands that stops to watch,

:14:58. > :14:59.it was a fitting tribute for the people that served and died with

:15:00. > :15:21.bomber command. We have put some of the footage up

:16:28. > :16:31.completely destroyed. This woman's beauty salon was across the road

:16:32. > :16:34.from where the factory once stood. Normally she would be busy but since

:16:35. > :16:40.the fire she has not had many bookings. It is dead now. The area

:16:41. > :16:48.looks dead. Business is down by about 50%. What do you do? They are

:16:49. > :16:52.not alone. Trade has gone down in this area. We are not getting as

:16:53. > :17:00.much as we used to before. It has affected us by about 50%. It has

:17:01. > :17:06.been 50% for nearly three weeks. How long can you carry on like this?

:17:07. > :17:11.About four weeks. A fortnight later, people are trying to work out how

:17:12. > :17:14.the fire started still. That is being made difficult because there

:17:15. > :17:19.is so little left of the 4`storey factory. What we are looking at his

:24:12. > :24:13.Because for some youngsters, just sitting them was

:24:14. > :24:16.Millgate School takes on pupils with severe social

:24:17. > :24:19.Two years ago it was put into special measures.

:24:20. > :24:22.But since then it's shown a real improvement and so have its pupils.

:24:23. > :24:25.For years, these were failing students in a failing school.

:24:26. > :24:28.The school is out of special measures

:24:29. > :24:30.and today these 16`year`olds picked up their GCSE results.

:24:31. > :24:33.It was the usual mix of delight and disappointment.

:24:34. > :24:39.But just to be able to take these exams was a big step in itself.

:24:40. > :24:43.I think I have done all right since where I was a few years ago.

:24:44. > :24:48.I did not attend school for more than six months.

:24:49. > :24:51.When I started, my behaviour was terrible.

:24:52. > :25:05.Millgate takes on people that have been kicked out of other schools, or

:25:06. > :25:09.Smaller classes and one`on`one support have helped these pupils

:25:10. > :25:12.get their grades and many are now hoping to start apprenticeships.

:25:13. > :25:15.We concentrated on destinations and we make sure the boys who come

:25:16. > :25:17.to this school get an education suitable for them as individuals.

:25:18. > :25:20.We have seen top grades through to the bottom grades

:25:21. > :25:24.What we have seen is people that have shown real drive

:25:25. > :25:27.and made progress and coming out with good results.

:25:28. > :25:32.It helps you understand the world properly.

:25:33. > :25:35.Before it was like a joke and you did not really understand

:25:36. > :25:40.And you realise you have got to work.

:25:41. > :25:43.Ofsted still ranks the school as requiring improvement.

:25:44. > :25:45.But the head wants to make it outstanding.

:25:46. > :25:47.That will involve helping many more pupils like these to get
