:00:00. > :00:00.This is East Midlands Today with Dominic Heale and me, Geeta Pendse.

:00:07. > :00:15.Tonight the Chief Constable who says his own job should be scrapped.

:00:16. > :00:17.First tonight, Nottinghamshire's Chief Constable

:00:18. > :00:22.has told this programme that his job should be scrapped.

:00:23. > :00:29.On You don't need 43 sets of headquarters. It could be done with

:00:30. > :00:35.a lot less. How are four`ye`r`old girl died after being attacked by

:00:36. > :00:39.the family dog. At 17, Ethan is about to become the UK's yotngest

:00:40. > :00:43.bone marrow donor. The amount of pain I'm going to be in compared to

:00:44. > :00:48.the amount of pain this child is going to be in, so why shouldn't I

:00:49. > :00:51.donate my stem cells? He max need help getting to the table, but one

:00:52. > :00:54.sees their commies are very good. I'm talking to the boy described as

:00:55. > :01:04.a future World Snooker champion Good evening and welcome to Monday's

:01:05. > :01:06.programme. First tonight,

:01:07. > :01:08.Nottinghamshire's Chief Constable has told this programme that

:01:09. > :01:14.his job should be scrapped. Chris Eyre made

:01:15. > :01:16.the comment following a call for forces across the country to be

:01:17. > :01:20.merged, to save money. Mr Eyre's backing the idea dven

:01:21. > :01:23.though he concedes it's a bht He wants

:01:24. > :01:28.a new regional force to run policing And he's convinced it can

:01:29. > :01:33.still be locally accountabld. Our Social Affairs Correspondent,

:01:34. > :01:44.Jeremy Ball, reports. Local policing

:01:45. > :01:46.for your local community. It's a fundamental principld

:01:47. > :01:48.of this country's law and order Today Nottinghamshire's chidf

:01:49. > :01:51.constable unveiled his plans to adapt to the l`test

:01:52. > :01:54.budget cuts meaning pooling more resources and specialist st`ff with

:01:55. > :01:56.other local police forces You do not need 43 chief constables

:01:57. > :02:02.and 43 sets of headquarters. The money that goes

:02:03. > :02:04.into those should be forced and pushed down into giving better

:02:05. > :02:07.services to the public. Do you think

:02:08. > :02:13.your job should be scrapped? I guess this is part of it for me,

:02:14. > :02:17.we can't carry on Regional policing is alreadx

:02:18. > :02:21.well`established here in thd The Philpott fire deaths in Derby

:02:22. > :02:25.were investigating the East Midlands These days everything from forensics

:02:26. > :02:29.to firearms are handled So does Nottinghamshire's police

:02:30. > :02:34.and crime commission think ht's time I've always thought there w`s

:02:35. > :02:39.a strong case Whether we force people

:02:40. > :02:45.into mergers, I think is sthll up in The East Midlands would be

:02:46. > :02:51.about the size of Belgium. And it could depend

:02:52. > :02:54.on public opinion too. Eight years ago, plans to mdrge

:02:55. > :02:57.our local forces had to be scrapped amid fears that local peopld would

:02:58. > :03:02.lose control over local polhcing. But Chris Ayre thinks it's

:03:03. > :03:05.different this time around. I'm not arguing

:03:06. > :03:07.for losing local accountability We've got locally elected police

:03:08. > :03:09.and crime commissioners who would make sure the chief constable was

:03:10. > :03:12.held to account for the delhvery of local services to meet

:03:13. > :03:15.the local priorities that they It's inefficient,

:03:16. > :03:20.doesn't make sense and creates But others might not be

:03:21. > :03:24.so confident. If police force mergers are back

:03:25. > :03:40.on the table they are bound to be Jeremy has in the studio. A regional

:03:41. > :03:45.police force would be a hugd change. It's not going to happen imlinently.

:03:46. > :03:49.It would need primary legislation. That certainly not going to happen

:03:50. > :03:55.this side of a general election I do think things have shifted since

:03:56. > :03:59.the idea caused so much outrage last time around. Firstly, because

:04:00. > :04:02.there's so much more financhal pressure. Secondly, it's already

:04:03. > :04:06.working in Scotland where local forces have been merged. Le`ding

:04:07. > :04:10.politicians on both sides are much more positive about this idda of

:04:11. > :04:13.police force mergers knows of a message tonight is watch thhs space.

:04:14. > :04:16.Indeed, thank you. The mother

:04:17. > :04:17.of a four`year`old girl killed by her pet dog has told an hnquest

:04:18. > :04:21.how the animal went straight for her daughter's throat beford she ran

:04:22. > :04:24.to get the biggest knife shd could Lexi Branson died at her hole

:04:25. > :04:28.in Mountsorrel in Leicestershire Victoria Hicks reports

:04:29. > :04:42.from Loughborough coroner's court. There is some graphic imagery in her

:04:43. > :04:48.report. Lexi Branson was attacked by a bulldog in the lounge of the

:04:49. > :04:55.family flat. She died from facial injuries and from being suffocated

:04:56. > :04:58.by the dog. Her mother had seen the dog advertised online and told the

:04:59. > :05:03.court she liked the look of it for them she said Lexi would give the

:05:04. > :05:06.dog cuddles and it showed no signs of aggression, nothing to gdt a

:05:07. > :05:11.cause for concern in the five weeks she had the dog prior to thd attack.

:05:12. > :05:16.On the 5th of November last year, she described how the dog wdnt up on

:05:17. > :05:20.all fours, when Steph and stayed at Lexi before going straight for her

:05:21. > :05:27.throat and then her mouth. She described how she tried to pull the

:05:28. > :05:31.dogs legs apart and smashed a glass on its head before finding the

:05:32. > :05:34.biggest carving knife she could find repeatedly stabbing it before it

:05:35. > :05:40.finally released its grip. The inquest heard she bought thd dog for

:05:41. > :05:48.?50 from these candles. Thex re`homed cancel strays. `` kennels.

:05:49. > :05:51.Police found it had seven previous owners including two dog brdeders

:05:52. > :05:56.before arriving here. Detective Sergeant Penny Henry told the

:05:57. > :06:01.inquest that while the dog `ppeared passive, it attacked without warning

:06:02. > :06:06.the dog belonging to the last owner. That owner had contacted thd RSPCA

:06:07. > :06:09.saying he had concerns over his children's safety. But when the

:06:10. > :06:14.RSPCA would not collect the dot`com he contacted the city dog w`rden

:06:15. > :06:17.saying it was a straight to get it off his hands for free. That meant

:06:18. > :06:24.no information about the dog could go forward. Many apologies. We have

:06:25. > :06:29.had a problem there. Moving on. Police in Derby have arrestdd

:06:30. > :06:31.a fifth person following A group forced their way

:06:32. > :06:35.into a house on Gerard Stredt on Saturday night and officdrs say

:06:36. > :06:38.its believed shots were firdd. Two people inside the property

:06:39. > :06:41.were hurt but not from being shot. Four people were arrested

:06:42. > :06:44.shortly afterwards. One, a 26 year old woman,

:06:45. > :06:47.has since been released. Another woman was

:06:48. > :06:53.detained this afternoon. It's emerged that four out of every

:06:54. > :06:56.five brothers or sisters pl`ced in foster care in Derbyshire l`st year

:06:57. > :07:02.were separated from their shblings. New figures show 79%

:07:03. > :07:05.of siblings were split up. The national average is

:07:06. > :07:08.around a third. More than half of those fostered

:07:09. > :07:12.in Nottingham were also sep`rated. The charity Action

:07:13. > :07:16.for Children says it can affect It's calling for more foster

:07:17. > :07:26.carers to come forward. Coming up `

:07:27. > :07:29.the start of a new series hdre on East Midlands Today wherd we

:07:30. > :07:31.shine a spotlight on educathon. We begin with a look

:07:32. > :07:34.at a school placed in speci`l There have been some big ch`nges,

:07:35. > :07:46.since then. This week a Nottingham teen`ger will

:07:47. > :07:49.become the youngest person hn the UK Ethan Buttress who's 17 and

:07:50. > :07:56.from the Lady Bay area is hoping to He was amazed to be told he's

:07:57. > :08:01.a match after signing up to the Anthony Nolan register

:08:02. > :08:03.at Bilborough Sixth Form College. Our Health Correspondent Rob Sissons

:08:04. > :08:08.reports. Most teenagers don't like bding

:08:09. > :08:10.parted from their mobiles for long. Ethan was in the bath when he read

:08:11. > :08:14.the e`mail from the Anthony Nolan Bone Marrow Trust saying he was

:08:15. > :08:18.a potential match for someone. I was at my grandad's house

:08:19. > :08:22.in the Lake District in the bath and I was looking at my phone, which was

:08:23. > :08:26.a stupid idea, water and phones Because it was only a potential

:08:27. > :08:38.match at the time, I didn't think. I think they would have called

:08:39. > :08:43.if it had been more serious. Ethan could change save

:08:44. > :08:46.a child's life. All he knows is it's

:08:47. > :08:49.a boy somewhere in the world, who is I think if I'm going to livd

:08:50. > :08:55.on this planet I may as well do something worthwhile, so if I can

:08:56. > :08:57.save a life why shouldn't I? The amount

:08:58. > :09:00.of pain I'm going to be in compared to the amount of pain this child is

:09:01. > :09:03.going to be in is nothing. Why shouldn't I donate

:09:04. > :09:05.my stem cells? It began with a session simhlar to

:09:06. > :09:08.this, the Anthony Nolan trust takes spit samples to see

:09:09. > :09:10.if people are a match. The age limit for donors was

:09:11. > :09:13.lowered in 2012 from 18 to 06. Ethan's sixth form Centre

:09:14. > :09:16.in Nottingham got involved after a former student, Adrhan

:09:17. > :09:20.Sudbury, died from leukaemi`. Ethan's A`level drama class was

:09:21. > :09:27.taking his mind off Wednesd`y's procedure to remove bone marrow

:09:28. > :09:31.in London. We're absolutely surprised

:09:32. > :09:33.and delighted. We have about 400`500 students

:09:34. > :09:37.on the register now. The chance of them being

:09:38. > :09:39.called up is fairly slim. His girlfriend thinks it's

:09:40. > :09:41.great what he is doing. I think it's pretty amazing,

:09:42. > :09:44.a brave thing he's doing, A lot of people go on to live

:09:45. > :09:52.full healthy lives so it wotld be Well earlier I spoke to Kathe Day

:09:53. > :10:02.from the Anthony Nolan Trust and I asked her just how common is it to

:10:03. > :10:08.find a match? You have around one

:10:09. > :10:11.in 1,200 chance of being a latch But

:10:12. > :10:14.when donors join our registdr we do tell them they stay on therd until

:10:15. > :10:18.they are 60, so it can be any time It's not always the case th`t they

:10:19. > :10:22.are matched as quickly as Ethan was. Of course,

:10:23. > :10:25.Ethan was part of a college drive. You're starting a campaign

:10:26. > :10:27.called Save A Life At 16. Are you hoping

:10:28. > :10:29.his example will attract more young We do like to raise awareness in

:10:30. > :10:37.sixth forms and colleges with our presentations, but also Savd A Life

:10:38. > :10:41.At 16, what were asking is for the government to send informathon about

:10:42. > :10:44.joining the bone marrow reghster to all 16`year`olds with their

:10:45. > :10:47.National Insurance numbers so hopefully even more young people

:10:48. > :10:50.will know they can save a lhfe. Is there

:10:51. > :10:52.a particular reason why you're Younger donors are often chosen

:10:53. > :10:57.by transplant centres They tend to have less freqtent

:10:58. > :11:01.medical issues that might prevent or delay donation

:11:02. > :11:04.so we keen to make people aware this Of course, Ethan may never leet

:11:05. > :11:10.the child, the young person who will I mean, it's

:11:11. > :11:16.a very incredible thing to do to give something of yourself to help a

:11:17. > :11:27.stranger who you might never meet. Building work has uncovered

:11:28. > :11:29."elevated" levels of cyanidd and other hazardous substances `t

:11:30. > :11:35.the site of Derby's new velodrome. The ?28 million arena has bden

:11:36. > :11:37.built at Pride Park, A report to Derby City Council says

:11:38. > :11:42.the toxic material is not d`ngerous to the public, but protection

:11:43. > :11:56.measures have been put in place University students in Leicdster

:11:57. > :11:58.could be offered the chance to De Montfort University todax

:11:59. > :12:01.announced a ?42 million contract for a new fashion,

:12:02. > :12:03.art and design school. Developer Balfour Beatty will build

:12:04. > :12:06.the planned new Creative It says it hopes to offer work

:12:07. > :12:09.experience to students in ddsign, Last November there were fireworks

:12:10. > :12:23.and recriminations as OFSTED inspectors put half of

:12:24. > :12:26.the secondary schools in Nottingham into 'special measures' in ` major

:12:27. > :12:29.effort to improve standards. Almost a year on

:12:30. > :12:30.since those snap inspections and with lessons underway again

:12:31. > :12:33.after the summer holidays Simon Ward starts a new serhes

:12:34. > :12:36.on education by seeing what changes At the end

:12:37. > :12:44.of last year there was a devastating Farnborough School was one

:12:45. > :12:48.of six placed in the special Critics said it amounted

:12:49. > :12:51.to bullying by OFSTED. The inspector said improving

:12:52. > :12:53.performance in Nottingham w`s one of the region's greatest

:12:54. > :12:58.and most urgent challenges. Phil Compton from the high `chieving

:12:59. > :13:01.Rushcliffe School have was brought He's now the executive head

:13:02. > :13:06.overseeing both schools. We insisted that hoodies cotld

:13:07. > :13:09.not be worn, mobile phones could And that there was a level

:13:10. > :13:13.of courtesy between students and staff that previously dhdn't

:13:14. > :13:40.seem to exist. So we introduced a series

:13:41. > :13:42.of new sanctions. Some of them were considered to be

:13:43. > :13:45.quite hardline, but what happened is the quality of teaching

:13:46. > :13:47.and the quality of relationships And how confident are you that the

:13:48. > :13:52.OFSTED rating will improve here We've seen enough of the st`ff,

:13:53. > :13:55.students and engaged with the parents enough to realise that,

:13:56. > :13:57.working with Rushcliffe, It's a fresh start with Farnborough

:13:58. > :14:01.becoming an Academy with a new black uniform and the school motto,

:14:02. > :14:04.Do The Right Thing, translated Well, there were people misbehaving

:14:05. > :14:08.a lot and their work wasn't as well And then people weren't

:14:09. > :14:11.as confident as they are now. We learned quite a lot more

:14:12. > :14:14.and the teachers gave more `wards for the people who had been good

:14:15. > :14:17.and more sanctions to encourage Overseeing two schools means working

:14:18. > :14:20.in two places, so Phil Crompton often cyclds

:14:21. > :14:24.between Farnborough and Rushcliffe. He's there to see both school choirs

:14:25. > :14:26.joining to sing together I asked the headteacher why this

:14:27. > :14:58.school is such a good example We have a chance for everyone to

:14:59. > :15:02.shine brightly and we mean that Academically, we get fantastic

:15:03. > :15:04.results, outstanding GCSE and A`levels or the personal

:15:05. > :15:06.development of the child whdre we have numerous examples of children

:15:07. > :15:09.really being extremely succdssful With Farnborough School becoming

:15:10. > :15:16.an Academy, it will have five terms Other schools will have less

:15:17. > :15:32.time to improve standards. EDUC Councillor Sam Webster is

:15:33. > :15:45.Nottingham City Council's Executive How are the other five schools

:15:46. > :15:50.doing? The ones in special leasures? There have been huge changes in

:15:51. > :15:58.almost all of the schools. Changes in things like the school n`me head

:15:59. > :16:02.teachers, governors have ch`nged and there has been the focus from

:16:03. > :16:06.ourselves of the Council working in partnership with schools to improve.

:16:07. > :16:11.You could say those inspectors were kept for us. They have really

:16:12. > :16:17.focused our efforts are nevdr was working hard to make sure every one

:16:18. > :16:25.of those schools is rated good next time Ofsted visit. World thdse

:16:26. > :16:31.schools do it? My timescale is as soon as possible. We hope the next

:16:32. > :16:34.time Ofsted visit they will be rated good or better. That's our

:16:35. > :16:39.expectation for young peopld in Nottingham. Everyone wants to know

:16:40. > :16:43.that their local school is `s good as it can be, it's a good school,

:16:44. > :16:47.local for them to go to. I don't think they're too bothered `bout how

:16:48. > :16:54.those schools are run as long as they are good. Working with

:16:55. > :16:58.relationships through teachdrs and students, are you offering teachers

:16:59. > :17:04.and students enough support? What are you doing that different? We are

:17:05. > :17:09.bringing in a new education director in the City Council. We havd been

:17:10. > :17:13.doing lots of bringing in of experts around the country and local

:17:14. > :17:16.experts, people who attend schools around in other areas so thd

:17:17. > :17:21.supporters there. We are improving what we do because we know schools

:17:22. > :17:25.do need that support. We have got to have them and support them but we

:17:26. > :17:31.expect them to be good and we expect them to do better. Four years,

:17:32. > :17:34.Nottingham has had poor headlines for the education 's are yot

:17:35. > :17:40.convinced this time it's gohng to be different and what can you say to

:17:41. > :17:42.parents who are watching tonight? We will not rest until every school is

:17:43. > :17:50.good or better by Ofsted. We havd been to

:17:51. > :17:53.Tower Hamlets for instance. We went on learning visits to find out what

:17:54. > :17:58.they were doing. And we found out lots of things, how had good

:17:59. > :18:07.schools, and we brought back lots of lessons. Thank you.

:18:08. > :18:10.Experts are warning a deer cull may be needed across the East Mhdlands.

:18:11. > :18:13.They say research has shown wild deer are not only damaging

:18:14. > :18:15.the countryside but are responsible for thousands of road acciddnts

:18:16. > :18:17.Deer numbers are increasing across Leicestershire and Rttland.

:18:18. > :18:30.But there are concerns about how the public would react to a mass cull.

:18:31. > :18:33.And you can see what happens when Inside Out cameras join

:18:34. > :18:56.That's at the later than ustal time of 8.00pm tonight on BBC One.

:18:57. > :18:58.Still to come we meet the seven`year`old who's tipped

:18:59. > :19:01.Westley's already played ag`inst Stephen Hendry although he did need

:19:02. > :19:06.I'll start with cricket bec`use its a huge week for Nottinghamshire

:19:07. > :19:09.They need to beat Yorkshire over the next four days if they `re to

:19:10. > :19:11.stand any chance of winning the County Championship title.

:19:12. > :19:14.It's their only shot at silverware as they lost their one day cup

:19:15. > :19:17.Kirsty Edwards has been at Trent Bridge.

:19:18. > :19:20.Back in training after what turned out to be

:19:21. > :19:23.a disappointing weekend for Notts. They were hoping to make it to

:19:24. > :19:30.Lord's to defend their one`day title.

:19:31. > :19:33.They were hoping to make it to Lord's to defend

:19:34. > :19:35.They found Durham's Ben Stokes in fantastic form.

:19:36. > :19:38.His 164 and the Outlaws werd set a massive 354 to win.

:19:39. > :19:40.And despite an impressive cdntury from captain James Taylor,

:19:41. > :19:44.Unfortunately, we didn't do well on the most important day.

:19:45. > :19:48.We all know how special Lord's final is but it just wasn't meant to be.

:19:49. > :19:53.The players need to be readx and focused for what is going to be

:19:54. > :19:55.a huge week for them with a must`win game against

:19:56. > :19:59.If they win it we definitelx can't win the championship.

:20:00. > :20:02.But if we beat them, we're still in the title race and we

:20:03. > :20:05.If we can get that, it will be something special.

:20:06. > :20:08.To finish the season without a trophy would be slightly

:20:09. > :20:11.We're all desperate to try and turn this division one league

:20:12. > :20:15.It's great to have Alex Halds and Harry Gurney back in thd ranks

:20:16. > :20:18.but they've obviously got Joe Root and Gary Ballance back with them so

:20:19. > :20:26.there's some special talent on show and plenty of internationals, so it
