:00:00. > :00:00.Thank you very much indeed. That is it from Edinburgh

:00:00. > :00:08.This is East Midlands Today with Anne Davies and me, Dominic Heale.

:00:09. > :00:10.Tonight ` a coroner calls for new rules on stray dogs

:00:11. > :00:17.Lexi Branson was killed by the family dog, a dog they had rehomed

:00:18. > :00:23.Also tonight, residents whose homes are threatened

:00:24. > :00:33.Nothing surprises me with what goes down with this farce.

:00:34. > :00:36.Plus why the Scottish Saltire has just been

:00:37. > :00:44.And a plea for more toys for babies like Joey.

:00:45. > :00:59.I'll be reporting from the Children's Hospital.

:01:00. > :01:02.Good evening and welcome to Tuesday's programme.

:01:03. > :01:07.First tonight, the family of a four`year`old girl killed

:01:08. > :01:11.by her pet dog have describdd her as a bright, fun`loving little girl.

:01:12. > :01:15.Today the coroner recorded that Lexi Branson died as a result of

:01:16. > :01:23.The inquest has prompted calls for national guidelines to be drawn up

:01:24. > :01:33.to regulate the re`homing of strays. Victoria Hicks reports.

:01:34. > :01:39.Lexi Branson died from faci`l injuries and from being unable to

:01:40. > :01:44.breathe chewing the attack by the pet dog they are taken into their

:01:45. > :01:48.home weeks before. Today, this statement was released by the

:01:49. > :01:52.police. She was a bubbly girl who always had a smile and brought

:01:53. > :02:00.happiness to everyone she mdt. We still think about her everyday. She

:02:01. > :02:04.lives on in our hearts, as we have such wonderful memories of her.

:02:05. > :02:10.Jodie Hudson seen here, had bought the dog for ?50 from the candles in

:02:11. > :02:15.Barrow upon soar. The tree home and dogs from Leicester City Cotncil. It

:02:16. > :02:19.was Jodie Hudson's decision to take the dog even though it was

:02:20. > :02:23.advertised as better suited to a home with their children because of

:02:24. > :02:27.its side. They described thd temperament is very friendlx, but

:02:28. > :02:31.police enquiries later found out it had seven previous owners and had

:02:32. > :02:35.recently attacked another dog. Today, Lexi's grandfather s`id that

:02:36. > :02:40.he was pleased that there should be some legislation that the c`ndles

:02:41. > :02:54.had to abide by, some strict rules regarding the re`homing of stray

:02:55. > :02:57.dogs. He said, we were very surprised to hear there werd no

:02:58. > :02:59.guidelines and I strongly c`ll for them to be implemented. The inquest

:03:00. > :03:02.heard that no home visit had been made, even though the bulldog was

:03:03. > :03:10.going to a flat without a sdcure garden and further was a 4 `year`old

:03:11. > :03:13.girl. But there was no statttory will qualm and for a visit by an

:03:14. > :03:15.inspector to be made. Following the tragic death of Lexi Branson in

:03:16. > :03:17.2013, Leicestershire police carried out a full investigation into the

:03:18. > :03:24.circumstances surrounding hdr death, and no criminal activities were

:03:25. > :03:28.found in the enquiries. The coroner said that he would be making

:03:29. > :03:31.recommendations to the authorities to prevent future deaths, adding

:03:32. > :03:33.that this was one of the most harrowing of deaths coroner has to

:03:34. > :03:38.deal with. Well, Steven Havers is

:03:39. > :03:40.a dog behaviour expert. He's been training dogs

:03:41. > :03:56.for 22 years and joins us now The coroner said that we nedd much

:03:57. > :04:00.stronger rules, will that hdlp? Yes, rules will help, but we need

:04:01. > :04:08.education for dog owners on what is appropriate behaviour. Is something

:04:09. > :04:11.specific that could make a dog go for a child like this? An

:04:12. > :04:17.examination of events over the previous 67 homes, which I heard in

:04:18. > :04:22.the report, would lead to a level of frustration that the Dell could not

:04:23. > :04:29.cope with. That could be anx dog at all? Absolutely, it is not the

:04:30. > :04:34.breed, it is individually appropriate to a dog. Any dog is

:04:35. > :04:40.capable of it, fortunately lost do not reach that level. How do we stop

:04:41. > :04:44.this from happening again? To condense it into one sentence, do

:04:45. > :04:52.not wind up dogs, do not pl`y with them until they are exhaustdd. That

:04:53. > :04:55.builds resentment and frustration. Do we need more education? We all

:04:56. > :04:59.think, we could all have a dog in our house, how do we get past that

:05:00. > :05:06.and give more education reg`rding having dogs in the home? Obddience

:05:07. > :05:10.training is fine to a degred, but the behaviour of the dog is more

:05:11. > :05:14.important, and it is about teaching the dog that it needs to be calm and

:05:15. > :05:18.not excited and playing endlessly, because that builds excitemdnt,

:05:19. > :05:23.resentment and frustration hf it goes on too long. The message is,

:05:24. > :05:28.and very, very carefully about having a dog. Give it time, space

:05:29. > :05:31.and be calm with it. Thank xou. Still to come ` the second report

:05:32. > :05:34.in our special series on edtcation. We'll meet Tom Campbell,

:05:35. > :05:37.a fast track head teacher, brought in to run a school in Leicester

:05:38. > :05:40.which was in special measurds. And I will be giving a lesson

:05:41. > :05:43.in the ways of the weather. It's an A`star for sunshine and an E

:05:44. > :05:46.minus for staying power. Next tonight, this programmd has

:05:47. > :05:59.learnt that the final decishon on the preferred route for HS2 though

:06:00. > :06:04.our region will be delayed tntil after the next general election

:06:05. > :06:09.and possibly for as much as a year. Residents, businesses

:06:10. > :06:12.and councils had expected to be told firm details about the high speed

:06:13. > :06:15.line by the end of December. The owners of six Victorian railway

:06:16. > :06:24.cottages, due to be demolished by HS2, were expecting to know the

:06:25. > :06:29.preferred routes later this year. Now they face further uncertainty

:06:30. > :06:32.as the route decision could be Another year of waiting

:06:33. > :06:39.and not knowing what to do. For the first time

:06:40. > :06:42.yesterday it hit me hard. I was sat down here having

:06:43. > :06:45.a coffee and burst into tears. Nothing surprises me with what

:06:46. > :06:49.goes down with this farce they call modernisation of the r`ilway.

:06:50. > :06:56.It's totally out of control. If Derby is chosen

:06:57. > :06:59.as the region's HS2 station, the cottages can remain, but if

:07:00. > :07:04.Toton gets the nod as the station site, the more likely option,

:07:05. > :07:08.then the cottages will have to make Now the

:07:09. > :07:14.North West Leicestershire MP Andrew Bridgen has been briefed, bx the

:07:15. > :07:17.chairman of HS2 no less, th`t the announcement on the preferrdd route

:07:18. > :07:21.will not be made this year `nd could HS2 will be involved

:07:22. > :07:26.in analysing the consultation, which will push back the announcelent

:07:27. > :07:33.of the preferred route until after the general election and possibly

:07:34. > :07:38.as late as September next ydar. The Department for Transport says it

:07:39. > :07:42.has asked HS2 to do further work on getting some of the line built

:07:43. > :07:46.more quickly around Crewe. The Secretary of State will make

:07:47. > :07:54.an announcement in the autuln. The Saltire ` the flag of Scotland `

:07:55. > :07:58.is flying over Derby this evening. It's part of a late plea to Scots to

:07:59. > :08:01.remain with the Union and reject independence

:08:02. > :08:05.in next week's referendum. But

:08:06. > :08:21.the flag`flying gesture didn't go Derby has long celebrated its links

:08:22. > :08:24.with Bonnie Prince Charlie, this Scottie wanted to rule all of

:08:25. > :08:31.Britain, but ended his march south here. Now, the current big debate

:08:32. > :08:39.north of the border has seen Derby City Council back a call from Ed

:08:40. > :08:43.Miliband to show their colotrs and send a message to Scotland to please

:08:44. > :08:48.stay with us. This is like, we will give it back in due course. In a

:08:49. > :08:54.slightly gink using show support, the union flag above the cotncil

:08:55. > :08:57.house was this afternoon replaced with The Saltire, provided by

:08:58. > :09:02.members of the local Scottish Association. It is nice to see it up

:09:03. > :09:08.there. I am very proud to bd Scottish but equally proud to be

:09:09. > :09:13.British. Hence my own personal view is that the no campaign hopdfully

:09:14. > :09:18.will prevail. I do not think we should be flying at, if thex want

:09:19. > :09:23.out, they should get out, it is simple. It is support that not

:09:24. > :09:26.everyone on the ground level fields and not one that has been spoken

:09:27. > :09:33.about enough to make an informed decision. We are better togdther, I

:09:34. > :09:38.think. The Saltire will also soon be flying over Ripley at Notts County

:09:39. > :09:48.Council, but the only opinions that really matter will be countdd up a

:09:49. > :09:53.vote next Thursday. `` after the vote next Thursday.

:09:54. > :09:55.Staff at Royal Crown Derby have returned to work today

:09:56. > :09:59.They'd agreed to stop production last month to try to safegu`rd

:10:00. > :10:03.The firm, which currently elploys 168 people, is asking

:10:04. > :10:06.The factory has operated a four day week since 2009.

:10:07. > :10:09.A Nottinghamshire clergyman whose promotion was blocked, becatse he's

:10:10. > :10:12.in a same sex marriage, has begun legal action against the chtrch

:10:13. > :10:16.Canon Jeremy Pemberton was refused a licence to work as a chaplain at

:10:17. > :10:20.Kings Mill Hospital by the `cting Bishop of Southwell and Nottingham.

:10:21. > :10:23.He'd said the marriage went against the church's teachings.

:10:24. > :10:26.Now the Canon, from Southwell, is taking both the acting bhshop

:10:27. > :10:33.and his boss the Archbishop of York to an employment tribunal.

:10:34. > :10:35.Next tonight, a team of researchers at the University

:10:36. > :10:40.of Leicester says hate crimd is a serious problem in the city.

:10:41. > :10:42.They've just concluded one of the country's biggest sttdies

:10:43. > :10:47.It found many people were stffering from physical and psychologhcal

:10:48. > :10:54.The team's now calling on all of Leicester's local authorhties

:10:55. > :11:02.to help combat the problem. Tom Brown reports.

:11:03. > :11:10.At home with her mother, Rachel feels safe now, but for months, she

:11:11. > :11:15.says she was a victim of verbal and physical harassment. It enddd with

:11:16. > :11:19.her old house being burnt down. You try to get help, but nobody knows

:11:20. > :11:25.how to help you or what to do. It gets worse and worse, the fdar

:11:26. > :11:31.inside you. It is not a nicd place to be. Researchers at the University

:11:32. > :12:12.spoke to 4000 people during a study on hate crime. They say it hs now a

:12:13. > :12:15.serious problem in the city. For so many victims, this is a routine part

:12:16. > :12:17.of day`to`day life, routine feature of being different. It is

:12:18. > :12:19.heartbreaking to hear as a research team, but it is also totallx

:12:20. > :12:21.unacceptable. The group is calling for more respect to be shown for

:12:22. > :12:23.victims, early intervention, clear reporting and more vigilancd from

:12:24. > :12:26.the public. The recommendathons are laid out in this manifesto. It is

:12:27. > :12:28.being circulated to the polhce, local authorities and the NHS. We

:12:29. > :12:31.see this as an opportunity to show that we are working with victims and

:12:32. > :12:34.partners and we want people to come forward, because if we do not work

:12:35. > :12:38.on the problem, we cannot ptt in support and bring perpetrators to

:12:39. > :12:43.justice. I do not want anybody else going through what I went through.

:12:44. > :12:51.It has been six years now, but it is still there, it is always in the

:12:52. > :12:54.back a. The study took two xears to complete, but it is hoped it will

:12:55. > :12:56.not take as long to change attitudes.

:12:57. > :12:58.A Nottingham mother whose two children suffer

:12:59. > :13:00.from severe food allergies hs training chefs to better cater

:13:01. > :13:05.Nicky Gray is taking the stdps ahead of new EU rules which will call

:13:06. > :13:08.for restaurants to provide ` list of all the ingredients they use

:13:09. > :13:15.in their meals. Angelina Socci reports.

:13:16. > :13:18.Mealtimes in the Gray household are far from dull.

:13:19. > :13:21.Kyla and Khan both suffer from severe food allergies.

:13:22. > :13:23.All of their meals have to be adapted to stop them getting

:13:24. > :13:31.It was a mightmare when my daughter was first diagnosed

:13:32. > :13:34.I had no idea what to do, what to feed them,

:13:35. > :13:40.After all of that extensive research,

:13:41. > :13:44.she decided to set up a bushness to educate schools and restaur`nt

:13:45. > :13:52.All staff must be able to provide information to their customdrs.

:13:53. > :13:56.Today was time to give 20 chefs from Nottingham some food for thought.

:13:57. > :13:59.New laws come in later this year which require food outlets to

:14:00. > :14:04.provide a list of all ingredients used in each dish and to be aware

:14:05. > :14:11.I was aware of some of the allergies, but not to the extent

:14:12. > :14:19.It is more work, but it is about the customer at the end of the

:14:20. > :14:22.day and hopefully we can attract people that have got allerghes that

:14:23. > :14:25.they know they can come herd and say, I have got this problem,

:14:26. > :14:35.It is a real struggle for pdople to eat out that have any intoldrances,

:14:36. > :14:38.so this legislation will empower them and help them to make choices

:14:39. > :14:42.about the food they eat, because the information will be there for them

:14:43. > :14:45.to see the ingredients that are in the dishes that

:14:46. > :14:49.Research suggest that most food businesses are unaware

:14:50. > :15:02.They have until December 13th to get their menus in order.

:15:03. > :15:05.Coming up after the Sport ` toys for tiny hands.

:15:06. > :15:10.Josh's family say thanks to staff on a children's ward with playthings

:15:11. > :15:23.Now to the second part of otr special series on education, and

:15:24. > :15:27.tonight we meet a head teacher, who advises the Government on schools.

:15:28. > :15:30.Tom Campbell is the Princip`l of Fullhurst Community Colldge

:15:31. > :15:34.in the City, a school that was failing, but which is now f`cing

:15:35. > :15:39.a much brighter future. Simon Ward reports.

:15:40. > :15:45.Drama is just one of the classes enjoyed at

:15:46. > :15:51.The school was in special mdasures until a fast tracked headte`cher,

:15:52. > :15:55.Now the school has a good ofsted rating.

:15:56. > :15:58.That has led to his appointlent as a government adviser on how policy

:15:59. > :16:02.should be implemented in schools, so he is well placed to discuss some

:16:03. > :16:08.Not far away in Birmingham, there has been concern with

:16:09. > :16:10.the Trojan Horse investigathon about potential over emphashs

:16:11. > :16:14.on studies of Islam and in Derby, there has been the Al Medin`

:16:15. > :16:18.schools, is it something we have to be concerned about in Leicester

:16:19. > :16:29.I am a member of the Educathon improvement Partnership, it' where

:16:30. > :16:35.And in our members, we have a Muslim School, Catholic School, single sex

:16:36. > :16:40.Because of that relationship, the sorts

:16:41. > :16:43.of things that we have heard about in Birmingham and Derby are quite

:16:44. > :16:47.The government has been talking about teaching British valuds,

:16:48. > :16:52.It is the place of schools to promote British values.

:16:53. > :16:56.In our school here, we promote British values stch

:16:57. > :17:01.Some of the pupils say they have noticed that

:17:02. > :17:07.They have another class for people that cannot speak as much ftll

:17:08. > :17:11.English and they have some teachers that speak different languages

:17:12. > :17:24.I enjoy science now because I like the facilities

:17:25. > :17:29.There are more practicals, more equipment to use

:17:30. > :17:32.and there is more of a wide range of subjects to learn about.

:17:33. > :17:34.Life expectancy in our communities is 15 ye`rs below

:17:35. > :17:38.And teachers come here to address that inequality.

:17:39. > :17:41.And when we combine all of our efforts, the leadership

:17:42. > :17:46.group, teaching staff, support staff, then we are very, very

:17:47. > :17:52.Tom Campbell is also an Ofsted inspector and continues teaching,

:17:53. > :17:56.so he still knows the practhcal reality of life in the classroom.

:17:57. > :17:59.Since becoming an adviser, his phone hasn't stopped with other

:18:00. > :18:09.teachers looking for their views to be put across to the governlent

:18:10. > :18:19.And we will have more on th`t series tomorrow. As it is still thd summer,

:18:20. > :18:24.just, there is cricket. Yes, a big game, Notts cricket

:18:25. > :18:26.players, they have got a lot of work to do.

:18:27. > :18:28.Nottinghamshire's cricketers have some serious work to do

:18:29. > :18:31.if they're going to stand any chance of winning the County Champhonship.

:18:32. > :18:33.Their penultimate match of the season got underway today.

:18:34. > :18:35.It's a must win game against the leaders Yorkshire.

:18:36. > :18:38.But as things stand, it's Yorkshire who are lookhng very

:18:39. > :18:44.Kirsty Edwards has been at Trent Bridge.

:18:45. > :18:51.It did not begin well, they lost the toss, Yorkshire batted first and

:18:52. > :18:55.they got off to a flying st`rt. Things should have been different.

:18:56. > :19:01.Frustration as Chris Reid dropped a catch on the second ball of the day.

:19:02. > :19:06.Other chances came and went, but slow going as Yorkshire pildd on the

:19:07. > :19:10.runs. The breakthrough finally came through Gary Keady. He spent much of

:19:11. > :19:14.this season working as a physiotherapist at the club. He

:19:15. > :19:37.sparked a fightback, got another wicket, a further two to follow for

:19:38. > :19:39.Notts, with Yorkshire closing on 319`4.

:19:40. > :19:42.We have the director of cricket here, Mick, how do you assess that

:19:43. > :19:44.first day? Difficult for us. I thought we did pretty well `fter tea

:19:45. > :19:47.to get more wickets, but it is Yorkshire's day. Is this sthll

:19:48. > :19:50.winnable? Yes, there is a chance we can match the Yorkshire score

:19:51. > :19:55.tomorrow and try and put thdm under pressure on the last stay and a

:19:56. > :20:00.half. Still three days to go, all to play for here at Trent Bridge.

:20:01. > :20:03.In Division 2, Derbyshire whll feel they've had the best of

:20:04. > :20:06.But Leicestershire, battered by players announchng their

:20:07. > :20:09.departures, have taken an absolute shellacking at Gloucestershhre.

:20:10. > :20:12.Rugby and some really disappointing news for Leicester Tigers.

:20:13. > :20:16.They've revealed today that Captain Ed Slater will be ott

:20:17. > :20:18.for several months after having a knee operation.

:20:19. > :20:21.He's now unlikely to run out for the club this season.

:20:22. > :20:23.It's a bitter blow for him particularly with the

:20:24. > :20:28.I am sure he will come back better and stronger.

:20:29. > :20:31.The World Cup is not until September, so he might not have

:20:32. > :20:35.as much game time as everyone else, but he will certainly be frdsh and

:20:36. > :20:38.hungry for it when he comes back, so I don't think it's all written off

:20:39. > :20:42.for him, but from a club pohnt of view and a selfish point of view, it

:20:43. > :20:47.Now, Notts County manager Shaun Derry.

:20:48. > :20:51.Credited with rescuing the club from almost certain relegathon

:20:52. > :20:53.last season. Two wins, two defeats and a draw

:20:54. > :20:58.Also a man widely touted for an assistant's job under Neil Warnock

:20:59. > :21:05.Well, he's come in to see us here and I started by asking him if he

:21:06. > :21:12.When you're spoken in them in circles, it is always nice

:21:13. > :21:16.as a professional, working in the industry that I do, to get

:21:17. > :21:27.But ultimately, the reason H stopped playing was because I desperately

:21:28. > :21:30.wanted to be a manager of a professional football club

:21:31. > :21:32.It is about being your own lan, being in control

:21:33. > :21:39.Yes, shaping your own destiny is a fantastic way of putting ht.

:21:40. > :21:43.I really want to propel mysdlf into the Premier League

:21:44. > :21:50.What is your assessment of where you are?
