:00:13. > :00:17.First tonight, the Oscar nolinated actress Samantha Morton has claimed

:00:18. > :00:20.she was sexually abused as a child in Nottingham care homes.

:00:21. > :00:22.She's told the Guardian newspaper that when she

:00:23. > :00:27.Emily Anderson has been looking into the allegations and joins md now.

:00:28. > :00:40.They claim dates back to thd early 1990s. She has told the Guardian she

:00:41. > :00:44.was sexually abused by membdrs of staff at the Red Tiles home in

:00:45. > :00:48.Bulwell. She says she knows about those that were abuse and at the

:00:49. > :00:55.time the abuse was widespre`d. What have the police said IS thex are

:00:56. > :00:58.carrying out an historic chhld abuse investigation going back several

:00:59. > :01:03.decades. The authority have told us it has no records of Ms Morton ever

:01:04. > :01:08.making a complaint to the police force. It was a few years b`ck that

:01:09. > :01:13.she spoke out at a rally ag`inst council cuts in Nottingham. She was

:01:14. > :01:17.calling to keep children's homes open. Nottinghamshire Countx Council

:01:18. > :01:21.says the abuse of vulnerabld children in any decade is abhorrent

:01:22. > :01:26.and it welcomes people like Samantha speaking out. It hopes to speak with

:01:27. > :01:29.her and takes all allegations of abuse extremely seriously. The

:01:30. > :01:34.authority adds that in the decades since she was in care, therd have

:01:35. > :01:39.been significant changes, both locally and nationally, in the way

:01:40. > :01:44.children's homes are regulated. And the allegations about ongoing

:01:45. > :01:50.claims? We have been reporthng on these for several months and it was

:01:51. > :01:53.only yesterday that we excltsively revealed these allegations hnto

:01:54. > :01:54.historic child abuse had bedn extended to nine care homes and

:01:55. > :01:58.units in the East Midlands. Fire fighters are dealing whth a

:01:59. > :02:00.major fire in Nottingham tonight. It broke out on the Univershty of

:02:01. > :02:03.Nottingham Jubilee Campus. Construction on the new

:02:04. > :02:04.GlaxoSmithKline building Nottinghamshire Fire Servicd is

:02:05. > :02:11.using 10 engines to fight the fire. The Independent Police Complaints

:02:12. > :02:14.Commission is to investigatd Leicestershire Police over

:02:15. > :02:16.its contact with Christopher Penman prior to his murder earlier

:02:17. > :02:19.this year. His body was found at a house

:02:20. > :02:23.in Beaumont Leys in Februarx. In the days before his death,

:02:24. > :02:25.Mr Penman, who was deaf, made reports of harassment against Awat

:02:26. > :02:29.Akram to Leicestershire Polhce. Today, Akram was found guilty

:02:30. > :02:34.of murdering Mr Penman. Tributes have been paid to

:02:35. > :02:36.a young student, killed when a Malaysian airliner came down over

:02:37. > :02:40.Eastern Ukraine earlier this year. Friends were speaking

:02:41. > :02:42.at the funeral of Richard M`yne Our Chief News Reporter,

:02:43. > :02:46.Quentin Rayner, was there. The private funeral was held at

:02:47. > :02:49.St Anne's Parish Church, just a stone's throw from the

:02:50. > :02:52.Maynes' family home in Leicdster. Richard was studying maths

:02:53. > :02:55.and finance at Leeds University and was on his way to begin

:02:56. > :02:59.a year`long placement in Australia. He was among almost 300 people who

:03:00. > :03:03.were killed when it is thought MH17 was shot down over Eastern Tkraine

:03:04. > :03:07.in July. Richard had been a diabetic

:03:08. > :03:11.since he was a boy and becale a volunteer for Camp Charnwood, which

:03:12. > :03:14.helps people manage the condition. friends from the charity pahd

:03:15. > :03:18.tribute. He would have done anything

:03:19. > :03:20.for anybody. It's such

:03:21. > :03:25.a sad thing that has happendd. And then,

:03:26. > :03:26.there are so many stories you remember that just make you

:03:27. > :03:28.smile. I think it is

:03:29. > :03:31.a wonderful gesture and I think it does reflect Richard's real

:03:32. > :03:35.involvement with our local group, his gratitude to the group, it

:03:36. > :03:40.helped him a lot when he was young. but his zest for life will never be

:03:41. > :03:50.forgotten. With Scotland about to vote

:03:51. > :03:51.on independence, there are calls tonight

:03:52. > :03:54.for more powers to be devolved from Councils in

:03:55. > :03:58.the East Midlands want more control Marching into Derbyshire in 174 ,

:04:07. > :04:11.albeit under a Stuart monarch. 260 years later, Scotland is

:04:19. > :04:21.ideally, Welsh, Northern Irish and English

:04:32. > :04:32.English Parliament, or should there be a region`l

:04:33. > :04:35.assembly? they are without any mandatd,

:04:36. > :04:41.democratically. Well, they are not looking

:04:42. > :04:43.for regional powers. Ten councils in Derbyshire `

:04:44. > :04:46.counties, cities, districts and boroughs ` are hoping to become

:04:47. > :04:50.the first non`city council group in Britain to persuade the Govdrnment

:04:51. > :04:53.to let them spend directly on things like major road projects,

:04:54. > :04:57.job creation, rather than People are looking at Scotl`nd and

:04:58. > :05:02.thinking if that is good enough for If the Government devolved what is

:05:03. > :05:08.currently spent by the Civil Service in Westminster,

:05:09. > :05:11.we could spend it better locally. Nottingham could become a rdgional

:05:12. > :05:14.centre under decentralisation plans But one academic says that could

:05:15. > :05:20.have consequences The core cities idea is to build

:05:21. > :05:25.super cities, that effectively dominate

:05:26. > :05:29.the landscape around them. Nottingham seems to be one

:05:30. > :05:31.of those cities Places like Derby and Derbyshire

:05:32. > :05:37.would be significantly affected While the agendas are being laid

:05:38. > :05:41.out now, how councils will benefit in future

:05:42. > :05:44.depends hugely on the result of the Scottish referendum and the

:05:45. > :05:45.outcome of And there'll be more on the question

:05:46. > :05:55.of devolution on the Sunday Politics for the

:05:56. > :06:11.East Midlands. The fastest jobs growth in the

:06:12. > :06:14.country, but wages falling too. My children need something extra so I
