:01:14. > :01:15.First tonight: Radical plans for changing the

:01:16. > :01:17.fire service in Leicestershhre and Rutland have been outlined today.

:01:18. > :01:20.Under the proposals, more than 100 full time firdfighter

:01:21. > :01:23.posts could go in the next five years, that's about a quartdr

:01:24. > :01:27.of the current full time st`ff. Our reporter Helen Astle is outside

:01:28. > :01:30.fire headquarters in Birstall for us tonight.

:01:31. > :01:38.Helen, these appear to be significant cuts.

:01:39. > :01:47.Good evening. They do appeared to be significant cuts but the chhef fire

:01:48. > :01:53.officer here is keen to strdss they are just proposals at the moment. It

:01:54. > :01:59.is all part of the plan to save ?7 million over the next five xears.

:02:00. > :02:09.The union say if these cuts are in that proved they could be d`ngerous

:02:10. > :02:16.and cost lives. `` if these cuts are approved. Those proposals include

:02:17. > :02:24.all crews being reduced frol five firefighters to four. The fhre

:02:25. > :02:31.engines could be scrapped completely across Rutland. 104 full`tile posts

:02:32. > :02:37.could go in the next five ydars and some support staff could also go. We

:02:38. > :02:42.are worried what it will me`n to Leicestershire. We cannot fhnd the

:02:43. > :02:48.cuts being imposed on us without affecting public safety and losing

:02:49. > :02:55.one quarter of our workforcd. Our firefighters are very concerned

:02:56. > :03:05.When calls do a car we still need the same resources to achieve the

:03:06. > :03:11.outcomes we have previously. We need the staff to go and rescue people,

:03:12. > :03:19.we cannot do it with just four firefighters, it does not work. This

:03:20. > :03:24.afternoon's meeting was bro`dcast to staff within the fire service. There

:03:25. > :03:30.could be a request for council tax to be raised to help ease the

:03:31. > :03:35.funding problems but if the shortfall cannot be met the public

:03:36. > :03:39.will notice the changes. It will be challenging to firefighters because

:03:40. > :03:45.there are number of people would be less on the fire engines and we

:03:46. > :03:51.would have to change our waxs of working potentially. Members of the

:03:52. > :03:55.public would notice the difference when the fire engines arrivd, not

:03:56. > :04:02.necessarily the first, but the second would be slower to arrive

:04:03. > :04:06.than currently. There will be plans to cut ?1 million from the budget in

:04:07. > :04:13.Nottinghamshire and the meeting is there for that. The authority says

:04:14. > :04:19.there are no plans to get rhd of any full`time firefighters although

:04:20. > :04:22.there will be a reduction in the number of retained firefighters

:05:54. > :05:59.Royal infirmary, a beautiful space. Not for much longer. When this

:06:00. > :06:05.opened back in the 1880s thd average life expectancy was around 40 years,

:06:06. > :06:10.no NHS bosses say the Chapel has had its day and needs to make w`y for a

:06:11. > :06:16.new accident and emergency tnit because the there's not enotgh

:06:17. > :06:20.space. Often we get five or 600 people per day through the

:06:21. > :06:24.department and we just do not have enough space to process thel, feed

:06:25. > :06:33.them, make a diagnosis and get them home or to a ward fast enough. We

:06:34. > :06:40.need more space to do that. Critics say we should be preserving the

:06:41. > :06:46.past. People have been therd to pray, Paul, dream. There ard

:06:47. > :06:51.monuments there to the first and 2nd World War and medical

:06:52. > :06:59.professionals. It really is a place of great heritage importancd. It has

:07:00. > :07:03.stained`glass windows which would be taken out of context and put into

:07:04. > :07:10.storage until a plan for a new multi`faith Chapel. It could be

:07:11. > :07:15.moved brick by brick but th`t would cost. In an ideal world we would

:07:28. > :07:36.philanthropist idea willing to give us ?3 million to move the Chapel we

:07:37. > :07:42.would consider that. Campaigners predicted a's decision may hn future

:08:04. > :08:09.road works. However just down the road another group are now

:09:44. > :09:55.A man from Leicestershire h`s been reunited with the medics who saved

:09:56. > :10:01.his life. It is unusual to survive a heart attack outside of hospital and

:10:02. > :10:05.the man had to be shocked shx times. It is thanks to these medics he is

:10:06. > :10:12.alive today after suffering a cardiac arrest in April. I do not

:10:13. > :10:16.remember anything. My wife was talking to me and I never answered,

:10:17. > :10:24.she looked across and I had stopped breathing. His wife dialled 999 and

:10:25. > :10:32.while she waited for them to arrive she carried out chest comprdssions.

:10:33. > :10:35.I did not realise they shopped in six times actually. The two

:10:36. > :10:43.corporate the compressions when they arrived. The first thing I did was

:10:44. > :10:51.turn around when I saw he w`s breathing for himself and tdll my

:10:52. > :10:57.colleague. Defibrillator has now been inserted into his act to

:10:58. > :11:05.monitor the rhythm and emit a shock if required. I am still herd. I can

:11:06. > :11:07.see my seven children, especially the youngest grandchild, to watch it

:11:08. > :11:28.grow up. It is wonderful I `m here. Help is on hand

:11:29. > :11:30.for an estimated 500 people, who are considered the most challenging and

:11:31. > :11:32.excluded citizens in Nottingham That's

:11:33. > :11:34.because they struggle with lore than one issue, issues like homelessness,

:11:35. > :11:37.drugs, mental illness and crime Many of them don't know how to go

:11:38. > :11:39.about getting help, but that's about to change thanks to

:11:40. > :11:44.a multi`million pound grant. When Sandra was homeless shd also

:11:45. > :11:51.suffered from mental illness and had the problem with alcohol. You do not

:11:52. > :11:56.know what to do, sometimes H felt like giving in. I felt like going

:11:57. > :12:03.into a corner we are now ond could see me. On times you just w`nt to

:12:04. > :12:07.scream. Feelings sheared by many who have so many problems they do not

:12:08. > :12:14.know where to turn or how to get help. Across Nottingham nearly 00

:12:15. > :12:20.people will be helped over the next eight years at a cost of ne`rly ?10

:12:21. > :12:27.million paid for by the big lottery fund. Each person will have there

:12:28. > :12:32.own personal worker to support them. At the moment someone could have an

:12:33. > :12:36.alcohol problem and the mental health problem, the two services do

:12:37. > :12:40.not quite meet and they could get bounced around. Our worker will help

:12:41. > :12:44.steer people, help them makd decisions and get to the right

:12:45. > :12:51.services which will make a real improvement in the quality of life.

:12:52. > :12:57.You will not be told you have to go here or there, it will be sorting

:12:58. > :13:03.your issues out first. Sandra is now working for the new scheme which

:13:04. > :13:06.hopes to take the pressure off hospitals, the courts and local

:13:07. > :13:13.authorities. It also hopes to transform lives. How good do you

:13:14. > :13:15.feel now having conquered all of this? I do not think I am special, I
