:01:01. > :01:02.First tonight, a major blow for reading in rural communhties.

:01:03. > :01:05.Most of Derbyshire's fleet of mobile libraries is to bd axed.

:01:06. > :01:08.The Labour`run County Counchl says it'll sell off eight out of the ten

:01:09. > :01:13.vehicles it runs, blaming government cutbacks to its own funding.

:01:14. > :01:15.But the decision's been criticised by Derbyshire's Conservativds,

:01:16. > :01:16.who say rural communities are being unfairly targeted.

:01:17. > :01:19.Users of the mobile librarids say they provide a much`needed service `

:01:20. > :01:32.Scrapping eight of the ten lobile libraries in Derbyshire will cut

:01:33. > :01:50.The County Council is having to make tough decisions

:01:51. > :01:53.about how cutbacks hit communities and the people using

:01:54. > :01:57.mobile library service say ht is something they really value.

:01:58. > :01:59.People like Madge, who has her favourite reading matter delivered

:02:00. > :02:07.I should feel very lonely bdcause I am 90 years old

:02:08. > :02:18.The mobile libraries accoubt for 17% of total library use.

:02:19. > :02:23.They visit more than 380 separate communities and

:02:24. > :02:25.there are concerns that the cuts will affect younger re`ders.

:02:26. > :02:28.As a childminder, we don't operate like nurseries, we get thesd

:02:29. > :02:31.children out in the community and it will be a sad loss.

:02:32. > :02:34.I have a variety of children with different ages and even thotgh they

:02:35. > :02:38.go to school they still ask me if I can find books for them.

:02:39. > :02:41.My daughter is at school and she is six years of age and she

:02:42. > :02:43.is thoroughly disappointed `t the prospect that the mobile library

:02:44. > :02:58.It has caused a political row at County Hall.

:02:59. > :03:01.Well, it is appalling that we have to do this bec`use

:03:02. > :03:03.the government is forcing county councils to make millions of buyers

:03:04. > :03:07.with the cuts and this is p`rt of that, I've ordered and ?30,0 0.

:03:08. > :03:10.But it is not acceptable and the government is to blame for this.

:03:11. > :03:13.There is a right and a wrong way of preventing those cuts

:03:14. > :03:18.and what we're worried about here is there seems to be some

:03:19. > :03:22.unfairness in the way that they are being applied, to rural are`s.

:03:23. > :03:27.Not only these cuts but also to buses and children's centres.

:03:28. > :03:29.The mobile library service that Madge treasures will be much

:03:30. > :03:31.reduced. Visiting only 150 communities from January.

:03:32. > :03:34.I spoke to Mike a little earlier about the fact that

:03:35. > :03:37.there seemed to be something of a political blame game going on here.

:03:38. > :03:39.That is right, the Labour ldd County Council is blaming

:03:40. > :03:42.the government in the main part ?157 million worth of cuts have to

:03:43. > :03:48.Inflation, more spending on adult social care, more on vulner`ble

:03:49. > :03:52.children's services but the Conservatives at County Hall say

:03:53. > :04:02.that the Labour`led County Council is targeting rural areas unfairly.

:04:03. > :04:05.Where there are fewer Labour votes, and that is something the L`bour

:04:06. > :04:07.leadership contests but the Conservatives would also sax that

:04:08. > :04:13.they would have liked the voluntary sector to be taking over sole of

:04:14. > :04:22.these mobile library servicds that are being sold. What about the

:04:23. > :04:25.That is right, the County Council says that these

:04:26. > :04:27.mobile library services help communities to thrive, to stay

:04:28. > :04:30.healthy and they help with reading levels, of course, and learning

:04:31. > :04:33.So it seems that these wider objectives could suffer unddr

:04:34. > :04:44.I have been speaking to the Chartered Institute

:04:45. > :04:46.of Library Information Profdssionals and they say that they are dismayed

:04:47. > :04:49.to hear about these cuts but it is something that has been

:04:50. > :04:52.They told me those who are disadvantaged or isolated nded

:04:53. > :04:55.library services the most and they say they are often the

:04:56. > :05:02.people who find it most difficult to access the digital services.

:05:03. > :05:05.We're staying with cutbacks because our next report is

:05:06. > :05:11.Nearly two thirds of them in Nottingham say they may have to

:05:12. > :05:13.stop providing a service because of cuts in funding.

:05:14. > :05:15.It's a double whammy becausd a report says the budget sqteeze

:05:16. > :05:18.coincides with a big rise in demand for the services charities provide.

:05:19. > :05:36.Set up 30 years ago, this advice centre helps up to 200 people

:05:37. > :05:37.a week. Anything from debt, benefits and housing

:05:38. > :05:47.Recently it opened a food b`nk that has helped around 700 people to

:05:48. > :05:51.It has to raise ?750,000 a year to provide its services

:05:52. > :05:55.Last year it lost ?60,000 in legal aid funding

:05:56. > :05:59.I spent most of my time looking for funding.

:06:00. > :06:03.In the voluntary sector it hs difficult because everything is

:06:04. > :06:05.short term, the lowest contract we have this for three years.

:06:06. > :06:10.And most of the contracts are three years or even two years.

:06:11. > :06:13.The charity was one of 50 across the city and Nottingham comlunity

:06:14. > :06:24.and voluntary service survexed to draw up its annual report.

:06:25. > :06:26.It found the cuts to local

:06:27. > :06:30.51% of the charities told them they have seen their income drop.

:06:31. > :06:32.At the same time, 78% have seen an increase

:06:33. > :06:36.When 64% fear they may have to close one of their services

:06:37. > :06:40.If services close altogether and you will find nowhere for people

:06:41. > :06:43.to turn and that will put more pressure on the state, more pressure

:06:44. > :06:50.All the things that really the government is trying to protect

:06:51. > :07:03.Absolutely, I know of several already that have

:07:04. > :07:05.had to close and it is vital.

:07:06. > :07:07.But it does seem such a short`term view of everything

:07:08. > :07:09.The Chancellor proposing to freeze many benefits for two years,

:07:10. > :07:13.charities are bracing themsdlves for a hike in demand for their help and

:07:14. > :07:17.A 101`year`old woman has fahled in a High Court bid to save her

:07:18. > :07:21.Amrutben Karia had been tryhng to reverse a City Council decision to

:07:22. > :07:25.Her lawyers claimed that moving her would have a profound impact on her

:07:26. > :07:28.mental and physical well`behng and possibly hasten her death.

:07:29. > :07:30.But the judge said there were powerful reasons why Herrick Lodge

:07:31. > :07:37.Derby will not be home to the National College for

:07:38. > :07:42.The decision was announced at the Conservative Party conference

:07:43. > :07:46.The training facility is to be divided between Birmingham

:07:47. > :07:52.Meanwhile, Derby City Counchl is still keen to get HS2 to pass

:09:26. > :09:27.the process of injecting water and chemicals deep into shale rock

:09:28. > :09:30.to extract oil and gas. The Government showed

:09:31. > :09:32.its commitment to fracking and other forms of energy production

:09:33. > :09:48.when the Chancellor spoke at We will tap for a shale gas,

:11:24. > :11:26.as an additional income strdam? They could do but the payments are not

:11:27. > :11:31.that great at the moment. The consultation which has just happened

:11:32. > :11:36.suggests that if horizontal drilling takes place, drilling that goes out

:11:37. > :11:42.from the vertical well, you are talking like ?20,000 for evdry

:11:43. > :11:46.drill. What you intend to do to change the mind of the government?

:11:47. > :11:50.You want them to encourage the industry to engage with landowners

:11:51. > :11:56.and householders to reassurd them that the risks from fracking can be

:11:57. > :12:00.taken care of and the necessary safety precautions are in place and

:12:01. > :12:03.so on so that if there is a risk of long`term liability, if a problem

:12:04. > :12:06.occurs, the landowner is not held responsible. Thank you.

:17:30. > :17:45.going? Victoria Hicks reports. Paper, card and plastic, botnd for

:17:46. > :17:53.Holland, where it is burned to create heat. One way that rtbbish

:17:54. > :17:59.here is recycled at this pl`nt. This depot processes 120,000 tonnes of

:18:00. > :18:04.waste every year. One third of that is compost it, mostly food waste,

:18:05. > :18:08.another third is burned to create energy and heat and the fin`l third

:18:09. > :18:14.goes to landfill. But more could still be recycled and an estimated

:18:15. > :18:19.5000 tonnes of card board and glass is still thrown away in black bins.

:18:20. > :18:24.The result was more that can be done. I want to reassure people they

:18:25. > :18:29.can put glass bottles into the orange bags and if they havd large

:18:30. > :18:34.card board, foldout up and put that under and they will be colldcted.

:18:35. > :18:39.All these landfill sites th`t the rubbish goes to, they can l`st for

:18:40. > :18:44.years and years, so it feels quite important. I do not like thd bikes,

:18:45. > :18:50.boxes were better because this. Animals getting in. We recycle quite

:18:51. > :18:58.a lot, we put the bag side than black bin bags. As well as household

:18:59. > :19:05.waste, the council recycles furniture also, through its free

:19:06. > :19:09.collection service. We get some very good items, perfectly reusable, but

:19:10. > :19:14.this lovely city. We can spruce them up and they go to the claim`nt s

:19:15. > :19:18.through the benefits departlent In the past year, 900 pieces of

:19:19. > :19:20.furniture have been given to new homes, saving an estimated 25 tonnes

:19:21. > :19:27.from landfill. Time for sport ` and we can rejoin
