:01:25. > :01:27.stalls in the German capital. And a Nottinghamshire woman,

:01:28. > :01:30.who was in the same market two hours earlier, says it

:01:31. > :01:33.won't stop her going back next year. They've both been speaking

:02:01. > :02:06.started to be pulled down and then we saw the top of an articulated

:02:10. > :02:17.what was going on. It completely decimated the hut

:02:18. > :02:19.where we bought the wine from, It's the most horrifying thing

:02:20. > :02:26.that's ever happened to me. There were people on the floor

:02:27. > :02:32.bleeding, crying, wooden panels The market is all

:02:33. > :02:39.around that church... Alison was in Berlin

:02:40. > :02:42.celebrating her birthday and flew She and her husband were shopping

:02:43. > :02:47.there before the truck attack. We were at the market about 3:30pm

:02:48. > :02:49.yesterday afternoon, We got into bed and neither of us

:02:50. > :02:58.could sleep because suddenly you're thinking, crikey,

:02:59. > :03:00.if we'd have made it a couple of hours later,

:03:01. > :03:03.we could have been involved in that. It's devastating to

:03:04. > :03:07.think it happened, that We'll be back again

:03:08. > :03:11.for the Christmas market next year. But 12 people lost their lives

:03:12. > :03:17.and dozens have been injured, and now the questions; why did it

:03:18. > :03:22.happen and how to stop attacks that Just to try and get away from it,

:03:46. > :03:52.parking operator were price-fixing at the Castle Donington site,

:03:53. > :03:56.it's turned out. There was an agreement not

:03:57. > :03:58.to undercut the airport's But despite facing an initial fine

:03:59. > :04:01.running into many millions, the airport will now pay -

:04:02. > :04:06.well, nothing at all, for breaking Our reporter Simon

:04:07. > :04:08.Ward is there now. Simon - what lay behind this

:04:09. > :04:22.price-fixing investigation? What was behind this price-fixing

:04:23. > :04:24.investigation? This is the first competition investigation by the

:04:25. > :04:30.Civil Aviation Authority and it found that between 2007-2012 East

:04:31. > :04:35.Midlands Airport made an illegal deal with a company called prestige

:04:36. > :04:40.parking limited. The airport said this company, you can come here and

:04:41. > :04:44.run your car parking business on our site, but in return you can't

:04:45. > :04:48.undercut the price that the airport charges for its own parking. That

:04:49. > :04:54.broke competition law, because they were agreeing to fix the prices as

:04:55. > :04:59.the CAA found. The airport now won't have to pay a penny in is that

:05:00. > :05:05.right? Absolutely. And it could have been a really big fine. That's fine

:05:06. > :05:08.could have been ?12.5 million. Bear in mind that East Midlands Airport,

:05:09. > :05:12.owned by the Manchester Airport group, which owns a number of

:05:13. > :05:16.airports in this country, here just that this airports their turnover

:05:17. > :05:21.around ?60 million a year. That's fine could have been ?12.5 million.

:05:22. > :05:26.This CAA says it's being lenient, working within its leniency

:05:27. > :05:35.agreements, because the airport and the company involved cooperated in

:05:36. > :05:37.the investigation, so the charges absolutely zero. They will have to

:05:38. > :05:40.pay anything at all. The prestige parking company has now gone out of

:05:41. > :05:43.business. We have been speaking to people in the East Midlands to find

:05:44. > :05:43.out what they think about what the airport has done.

:05:44. > :05:46.I'm completely adverse to anything at all where people are ripped

:05:47. > :05:49.These kind of things don't surprise me much,

:05:50. > :05:53.I reckon every airport's doing it to some extent.

:05:54. > :05:57.I think I would encourage people to use public transport.

:05:58. > :06:09.Simon, have we heard anything from the airport or the competition

:06:10. > :06:14.authority? I can give you some information from the Civil Aviation

:06:15. > :06:33.Authority report. It says that the fact...

:06:52. > :06:55.Airport, escaping all the finds, but none of the agencies would speak to

:06:56. > :06:58.us on the programme tonight, so it's just what we've heard from the

:07:02. > :07:03.An inquest has heard how a Derbyshire couple died

:07:04. > :07:08.Claire Nagle died in hospital on Friday after being found

:07:09. > :07:10.seriously injured at her mother's home in Borrowash.

:07:11. > :07:14.Her husband Vincent Nagle was killed later that day after being hit

:07:15. > :07:25.Police arrived at his home in Borrowash on Friday morning

:07:26. > :07:28.to find 38-year-old Claire Nagle lying on the kitchen floor seriously

:07:29. > :07:33.She was taken to the Royal Derby Hospital.

:07:34. > :07:38.Half an hour later her husband, 44-year-old Vincent,

:07:39. > :07:41.a heating engineer and plumber, jumped from a bridge on the M1,

:07:42. > :07:44.near the Trowell Services, and hit a lorry before his body fell

:07:45. > :07:45.onto the middle lane of the southbound carriageway.

:07:46. > :07:52.Today, here at the opening of the inquests into their deaths,

:07:53. > :07:56.Detective Constable Barry Hall from the East Midlands Major Crime Unit

:07:57. > :07:59.said the provisional cause of death for Claire Nagle was pressure

:08:00. > :08:06.The pathologist also found ligature marks and bruising around her neck

:08:07. > :08:11.and haemorrhages on the eyes, showing signs of asphyxia.

:08:12. > :08:13.Vincent's provisional cause of death was an injury to the neck,

:08:14. > :08:18.The court heard that he died instantly.

:08:19. > :08:20.The couple had been living separately at

:08:21. > :08:26.Earlier on Friday, her son Nathan, who was living nearby,

:08:27. > :08:30.Eyewitnesses said he'd told them he'd been attacked with a nail gun.

:08:31. > :08:38.The police have said the three incidents are linked and they're not

:08:39. > :08:41.A murder investigation has been launched into Claire's death.

:08:42. > :08:43.The 38-year-old was studying mental health nursing

:08:44. > :08:52.It's said her loss will be felt deeply.

:08:53. > :08:54.Meanwhile, a fundraising page set up for Claire's children has

:08:55. > :08:59.The senior coroner, Doctor Robert Hunter,

:09:00. > :09:00.adjourned the inquests, which were opened separately,

:09:01. > :09:02.as the police investigation into Friday's tragic

:09:03. > :09:15.BBC East Midlands Today, Derby coroner's court.

:09:16. > :09:18.Part of the M1 is still closed this evening after a collision

:09:19. > :09:21.The Southbound carriageway has been shut between Junction 20

:09:22. > :09:24.and Junction 21 since lunchtime today and traffic is being diverted.

:09:25. > :09:27.One person has been airlifted to hospital and the road will remain

:09:28. > :09:31.closed for some time while police carry out an investigation.

:09:32. > :09:36.People are being advised to avoid Derby's A E department

:09:37. > :09:39.where possible today, as they face up to four hour waits.

:09:40. > :09:42.The hospital says it's extremely busy at the moment and that it

:09:43. > :09:47.could take three to four hours to carry out assessments.

:09:48. > :09:51.It's asking that only people with real emergencies attend

:09:52. > :09:54.and advise that anyone with non urgent issues should consider

:09:55. > :09:57.Experts at the University of Leicester believe they've made

:09:58. > :09:59.a breakthrough which could improve memory in Alzheimer's patients -

:10:00. > :10:05.Researchers have been giving a new drug to mice over

:10:06. > :10:07.the last four years, and say the treatment improves

:10:08. > :10:12.Previous medication had led to a large number of side effects.

:10:13. > :10:23.Project leaders say it's an extremely significant development.

:10:24. > :10:28.Council taxpayers in Nottingham could be asked to pay

:10:29. > :10:32.The city council blames cuts and the rising cost

:10:33. > :10:37.In total, the local authority needs to save ?27 million next year.

:10:38. > :10:39.Our political reporter, Peter Saull, has been guaging

:10:40. > :10:46.Christmas may be a time for giving, but local councils

:10:47. > :10:50.Year after year, tax payers are being asked for more.

:10:51. > :10:52.I think it's ridiculous, really, to be honest,

:10:53. > :10:55.because they're upping it and upping it and people can't afford it.

:10:56. > :10:59.Yes, I know our old people need looking after, but at the same time,

:11:00. > :11:07.I don't think it's great we all have to pay for it that.

:11:08. > :11:11.I don't necessarily like it, but I just have to put up with it.

:11:12. > :11:13.As it stands, council tax in Nottingham will go

:11:14. > :11:16.up by just under 4%, the equivalent of ?70 a year

:11:17. > :11:20.And there's every chance the eventual rise will be just

:11:21. > :11:24.The City Council says it has no choice but to do this.

:11:25. > :11:26.Costs are rising, while the amount it gets

:11:27. > :11:32.We've been forced to possibly put up council tax.

:11:33. > :11:35.We are having to make cuts, and even the service we're trying

:11:36. > :11:39.to protect for the elderly is not going to be as good as it should be.

:11:40. > :11:43.The council tax rise won't be enough to balance the books,

:11:44. > :11:46.so that means there will be more cuts next year to children's

:11:47. > :11:48.centres, for example, who could see their opening hours reduced.

:11:49. > :11:53.There'll also be a review of on street parking charges,

:11:54. > :11:56.the Medilink and Centrelink buses, currently free, will cost ?1,

:11:57. > :11:59.and the cost of cremations is also set to rise.

:12:00. > :12:01.They're cutting things like children's centres,

:12:02. > :12:06.but at the same time they're spending half a million,

:12:07. > :12:09.certainly last year, on the refugee forum.

:12:10. > :12:13.We need to look after the people of Nottingham first.

:12:14. > :12:15.Across the region, local authorities are feeling the pinch

:12:16. > :12:24.and its increasingly up to you to foot the bill.

:12:25. > :12:27.Well, that service - adult social care -

:12:28. > :12:29.is perhaps the funding headache for many councils.

:12:30. > :12:32.And there are question marks in the care industry over

:12:33. > :12:34.whether councils are paying enough for it.

:12:35. > :12:37.On the day it laid out its budget plans, Mike O'Sullivan's been

:12:38. > :12:39.looking at how Nottingham's justified paying what were -

:12:40. > :12:41.until recently - the lowest rates to care companies anywhere

:12:42. > :12:56.Caring is the business of this company in Nottingham. It supplies

:12:57. > :12:59.carers who support older or disabled people, helping them to continue to

:13:00. > :13:04.live in their own homes. At one time the company was getting ?12.20 an

:13:05. > :13:08.hour from Nottingham City Council. Then the lowest rate in the East

:13:09. > :13:12.Midlands. I think the government need to look at it as a whole.

:13:13. > :13:16.People that need care and need our assistance to get in and out of bed

:13:17. > :13:19.in the morning, they need to be looking at where they are going to

:13:20. > :13:25.get that money from because raising council taxes and putting a minimum

:13:26. > :13:29.rate that doesn't work. Is by the government saying council tax can be

:13:30. > :13:33.increased to help pay for social care, there is still a shortfall,

:13:34. > :13:36.according to the local government Association. To add to the

:13:37. > :13:40.pressures, the UK's social care companies claim some of the prices

:13:41. > :13:46.being paid by the councils themselves are already too low. They

:13:47. > :13:50.want a minimum of ?16.70 an hour. The range of minimum prices paid by

:13:51. > :14:01.councils in the East Midlands were shown in a report by the UK care

:14:02. > :14:03.Association. It was a snapshot of the market in one week of April,

:14:04. > :14:05.revealing how care companies agreed different rates. Then Nottingham

:14:06. > :14:10.City Council emerged as paying the lowest. Now the City Council says

:14:11. > :14:14.they have upped the lowest price by ?3 an hour, following a recent

:14:15. > :14:19.minimum wage rise. Some other councils have also made increases.

:14:20. > :14:23.We're getting quite good value for money, but what's happened since is

:14:24. > :14:28.the minimum wage has been increased, so we've had to increase the amount.

:14:29. > :14:31.So it's now gone up to ?15.20. Otherwise he would have had firms

:14:32. > :14:36.providing care going bust and we couldn't possibly have had that. The

:14:37. > :14:40.issue of so-called flying Finn it's 15 minutes or less was highlighted

:14:41. > :14:43.in a series of Freedom of information requests by the home

:14:44. > :14:52.care Association. In one week in April there were 202 such visits in.

:14:53. > :14:56.Less than 2% of all visits. In Nottinghamshire, around 10%.

:14:57. > :15:03.Nottingham, 15%, and in Derby, 20%. I'd love to stop doing 15 minutes,

:15:04. > :15:07.but it would mean doing fewer people people because the money is not

:15:08. > :15:11.there and the government is cutting our budgets. There's a massive

:15:12. > :15:15.increased demand from elderly people and from disabled people living

:15:16. > :15:19.longer. I don't agree with 15 minutes, you can't do anything in 15

:15:20. > :15:22.minutes. By the time you've said hello to the client and completed

:15:23. > :15:29.any paperwork, what have you done for that client in that time? 30

:15:30. > :15:33.minutes should be a basic minimum. Midlands home care says it is now

:15:34. > :15:35.negotiated a ?14 an hour deal with the council, but would ideally like

:15:36. > :15:39.?16 plus. It's a startling statistic but half

:15:40. > :15:42.of people in the UK will be diagnosed with cancer at some stage

:15:43. > :15:45.in their lives. But the good news is,

:15:46. > :15:48.more people than ever before So to raise more funds,

:15:49. > :15:52.Cancer Research UK has highlighted a touching friendship between two

:15:53. > :15:55.Leicestershire mums to front Mandie Stace and Jude Price

:15:56. > :16:01.are both patients at the Leicester Royal Infirmary

:16:02. > :16:06.where they've been Victoria Hicks has

:16:07. > :16:19.been to meet them. It's the end of the year Jude Price

:16:20. > :16:22.and Mandie Stace want to see the back of back together they've helped

:16:23. > :16:27.each other cope with cancer. I think when we're together, OK, we both

:16:28. > :16:31.have had cancer but when we're together laughing... We just

:16:32. > :16:35.clicked, it's like I've known you for ages. So yeah. You can forget

:16:36. > :16:42.you've got cancer, as well. You can be absolutely daft. LAUGHTER

:16:43. > :16:49.It's nice, it's nice to be able to have a laugh. The pair were filmed

:16:50. > :16:58.chatting at Jude's bedside. You did, I'd seen it! LAUGHTER

:16:59. > :17:04.As they share a joke about their hair falling out during

:17:05. > :17:09.chemotherapy. Wasn't that a wonderful example of the courage of

:17:10. > :17:12.women who have faced difficult circumstances, gone through arduous

:17:13. > :17:16.treatment but maintain their sense of humour. Their commitment to

:17:17. > :17:21.research and persuading others to raise funds so we can't continue our

:17:22. > :17:25.fight against cancer? This do and it cost us nothing. It's easy, we just

:17:26. > :17:29.having a laugh while we do it. If it's going to make a difference to

:17:30. > :17:35.anybody, even if it made a difference just one person, I'd be

:17:36. > :17:38.really chuffed. I know cancer is serious, and it's a sad thing to

:17:39. > :17:43.thing to have to go through, but to know you can have a laugh... We just

:17:44. > :17:49.normal people. And you have normal days. Normal lives, not everything

:17:50. > :17:55.is so sad all the time. It was lovely to just have a laugh and

:17:56. > :18:01.giggle. You didn't stop laughing at my misfortune! I'm looking forward

:18:02. > :18:06.to Christmas, and next year is a brand-new year and I want to say
