:02:27. > :02:29.in crowded places across Leicestershire, Lincolnshire

:02:30. > :02:30.and Northamptonshire. It's run by what is known

:02:31. > :02:32.as the East Midlands We've got no specific

:02:33. > :02:39.intelligence to suggest there is anything likely to take

:02:40. > :02:41.place in the East Midlands. This is solely

:02:42. > :02:45.a precautionary measure. It is to provide some visible

:02:46. > :02:48.reassurance to the residents of Leicester, Leicestershire

:02:49. > :02:54.and Rutland. And also if you need very unlikely

:02:55. > :02:57.event that an incident did occur, the officers are in the right

:02:58. > :03:00.location with the right equipment and are able to

:03:01. > :03:02.respond very quickly. It's a very unlikely

:03:03. > :03:03.event that happened deadly truck attack

:03:04. > :03:06.on another Christmas market. It would be a deterrent

:03:07. > :03:09.and I think we've got to These armed officers

:03:10. > :03:16.are just just normal police officers with a firearm, they've

:03:17. > :03:21.gone through all the same training, they've carried out similar

:03:22. > :03:23.rules to other officers. They are still approachable,

:04:43. > :04:44.a brief note of caution from the deputy leader of the City

:04:45. > :04:46.Council. Graham Chapman told us these

:04:47. > :04:48.Christmas markets need trade. And he's worried that over-reaction,

:05:20. > :05:21.by Counter Terrorism teams. Police say there are no

:05:22. > :05:23.grounds to press charges. Now, imagine living

:05:24. > :05:35.locked up in institutions That used to be the reality

:05:36. > :05:39.for 58-year-old Sally Fenwick from Nottinghamshire,

:05:40. > :05:40.who developed learning difficulties But now, with support from carers,

:05:41. > :05:44.she's looking forward to her first It's all part of Nottinghamshire

:05:45. > :05:48.County Council's plan to move patients from secure units

:05:49. > :05:49.to independent living. James Roberson has

:05:50. > :05:59.been to meet Sally. Have you got your plans

:06:02. > :06:05.through her own front door, something that the last 40 years,

:06:06. > :06:10.Sally Fenwick not choose something that the last 40 years,

:06:11. > :06:13.Sally Fenwick could not choose Now, though, she has her own flat

:06:14. > :06:17.in Stapleford and a new Sally was severely

:06:18. > :06:19.affected by a virus as a child, which left her

:06:20. > :06:22.with learning difficulties and It meant she spent four

:06:23. > :06:27.decades almost entirely inside secure hospitals

:06:28. > :06:29.and institutions. So, that wasn't a nice

:06:30. > :06:38.experience at all? Let's put this on there,

:06:39. > :06:49.just so that we can see. It's taken Dawn two years

:06:50. > :06:56.to coax Sally into leaving the last institution and now

:06:57. > :06:59.to start enjoying a free life. The differences now,

:07:00. > :07:00.with Sally, Sally can choose whatever

:07:01. > :07:02.she'd like to do. Everything that Sally does

:07:03. > :07:04.on a daily basis is down Nothing is pitched to Sally

:08:06. > :08:07.more emphasis on moving patients out of institutions

:08:08. > :08:14.and into the community? It's to try and get more success

:08:15. > :08:18.stories like that, because the conventional thinking these days is

:08:19. > :08:21.that hospital sale institutions offer too much medication, there are

:08:22. > :08:26.sometimes restrained procedures used in the borough in isolation too

:08:27. > :08:27.much. They would be much better in a homely environment rather than a

:08:28. > :08:27.hospital one. There is some concern though

:08:28. > :08:34.about the pace of change? That is indeed. We spoke to a

:08:35. > :08:38.leading charity who told this programme that they believe it's

:08:39. > :08:42.just not happening fast enough. Every since the panorama expose a

:08:43. > :08:46.shoot the abuse of residence at Winterbourne review, there has been

:08:47. > :08:53.a desire to do more best. They say could be happening you lot quicker.

:08:54. > :08:59.The NHS have opened a programme to close up to half of those beds in

:09:00. > :09:02.these units by 2019. That is very welcome. Councils and the NHS are

:09:03. > :09:06.working together across the country to make that change happen, but it

:09:07. > :09:09.can come soon enough families who have loved ones in those units who

:09:10. > :09:10.are incredibly worried by what is happening to them and Charlotte

:10:43. > :10:45.at night, according to a coroner. 21-year-old Halcyon Theuri fell

:10:46. > :10:47.into the road after getting He was hit by a taxi driver

:10:48. > :10:51.in Alfreton who failed At the inquest into his death today,

:10:52. > :11:09.the coroner recorded A 21-year-old chef described as

:11:10. > :11:14.hard-working, caring and loving. In August last year, this young man

:11:15. > :11:19.drunk after a night out in Ripley with a friend was on his way home

:11:20. > :11:24.when he was sick in a taxi and asked to leave. He was then involved in a

:11:25. > :11:29.scuffle at a car park with the taxi driver, before wandering off.

:11:30. > :11:34.Minutes later, he fell tripped into Wingfield Road in Alfred and, where

:11:35. > :11:40.he was hit by another taxi. He died shortly afterwards lying on the

:11:41. > :11:45.road. The coroner said because of death was a head injury as she

:11:46. > :11:51.recorded a narrative verdict. She said he was struck a glancing blow

:11:52. > :11:55.by the car while lying in the world. Though the taxi driver didn't see

:11:56. > :12:01.the 21-year-old, an observant drivers should have seen him. She

:12:02. > :12:05.concluded that his vehicle and its faulty DNS to, low visibility on the

:12:06. > :12:09.road due to heavy rain and the lack of signal from the young man as he

:12:10. > :12:14.lay on the road all contributed to his death. There are lessons to be

:12:15. > :12:20.learned concerning the circumstances of his death. Concerning the care

:12:21. > :12:25.and upkeep of taxi vehicles and the duty of care they should have

:12:26. > :12:32.passengers invulnerable states. He was 30 wonderful person and he will

:12:40. > :12:41.drinking. I think it's fair to say that this is every parent 's

:12:42. > :12:48.nightmare. That something will happen to their loved one when

:12:49. > :12:52.you're out. The coroner has said she will be writing to amber taxis with

:12:53. > :12:57.the taxi job was employed at the time about her concerns. He is now

:12:58. > :12:58.no longer working as a taxi driver and his vehicle has been

:12:59. > :13:01.decommissioned. Patients, carers and visitors

:13:02. > :13:04.who use a free bus service linking two Nottinghamshire hospitals say

:13:05. > :13:10.they're angry it's to be scrapped. Around 4,000 journeys each year

:13:11. > :13:13.are made on the NHS bus, set up five years ago after Newark

:13:14. > :13:17.hospital lost its A E department. But now health bosses say it's

:13:18. > :13:19.become too costly to keep going and will be axed

:13:20. > :13:23.from the New Year. Setup to help the journeys

:13:24. > :13:36.between a downgraded hospital with no A E department

:13:37. > :13:38.and the nearest centre with one, but managers say

:13:39. > :13:41.this NHS funded bus between Newark ?16.50 per round trip

:13:42. > :13:44.or ?33,000 a year. It's been used, but not

:13:45. > :13:49.used all the time. Unfortunately, with transport not

:13:50. > :13:58.being called for NHS funding for hospital visitors, that's one

:13:59. > :14:01.area where when we spoke to members of the public,

:14:02. > :14:02.they thought overall it's better to prioritise

:14:03. > :14:05.our funds on the actual Campaigners say they're angry

:14:06. > :14:12.they're not even being given a I think it's so unfair,

:14:13. > :14:18.because it is very difficult to get to Kingsmill and people need it

:14:19. > :14:24.and people are upset already. If you live in Bolton,

:14:25. > :14:28.Farndon or elsewhere, you have to get a bus

:14:29. > :14:32.go into Newark and then you have to get the Mansfield bus, get off that

:14:33. > :14:34.bus and wait for a third bus or maybe a fourth bus.

:14:35. > :14:38.That means you're taking a five-hour round trip.

:14:39. > :14:40.NHS managers say they will talk to other transport providers,

:14:41. > :14:42.but according to their timetable, this hospital bus

:14:43. > :14:51.A joint operation between police forces in Derbyshire and Lancashire

:14:52. > :14:54.has seen ten men sentenced to a total of more than 32 years

:14:55. > :14:56.25-year-old Tam Van-Ler received the longest

:14:57. > :14:58.term of eight years, following an investigation

:14:59. > :15:00.into organised immigration crime and conspiracy to produce cannabis.

:16:41. > :16:43.birthday, it's been slow process getting these wind turbines actually

:16:50. > :16:52.The ground-breaking technology has been installed and

:16:53. > :16:53.earlier this year, received the go-ahead

:16:54. > :17:02.Yet the turbine still aren't turning, apart from on a few recent

:17:03. > :17:12.We've seen turbines working over the weekends during

:17:13. > :17:15.December whilst the airport runway has been getting refurbished and the

:17:16. > :17:19.So people are just confused now, very frustrated

:17:20. > :17:22.as to what the reason is as to why these turbines aren't turning

:17:23. > :17:26.Severn Trent Water, which owns the turbines, says it still in

:17:27. > :17:30.talks with the airport and the new major supplier.

:17:31. > :17:32.That firm, Avalant, says it's optimistic everything

:17:33. > :17:36.will be running through the early in the New Year.

:17:37. > :17:38.But that's something the people of Spondon have heard

:17:39. > :17:46.There are not very good, are they?

:17:47. > :17:48.They're not on very often and so, what do you do?

:17:49. > :17:52.Quite a few people on our estate have

:22:54. > :22:55.This week, remarkably, Angie has finally solved the mystery

:22:56. > :22:57.by tracking them down and today they all met

:22:58. > :23:20.Strangers but together they Christmas card. This was intended

:23:21. > :23:25.for Lynn on the right and her husband Bob, but like seven war

:23:26. > :23:29.before it, it arrives at the home of Angie on the left. Desperate to

:23:30. > :23:36.track the couple down, she turned to neighbours who suggested the house

:23:37. > :23:41.just doors away. Bob opened the door and I said do you know Irene? Berlin

:23:42. > :23:49.came round as you put your hands to her face and I knew it was higher.

:23:50. > :23:53.You must be delighted? I'm delighted. It's the best Christmas

:23:54. > :24:01.present I could have wished for. Is happy to, inside this photograph of

:24:02. > :24:05.her as a young child with her parents. It's 50 years old and it's

:24:06. > :24:08.the only one that I have of my mum and dad and my grandparents in the

:24:37. > :24:41.didn't realise that and you would the guides for that long. I am so

:24:42. > :24:49.pleased that she actually got them now. And a photograph that was in

:24:50. > :24:53.the last one. Well it is the end of the Christmas card mystery, if the

:24:54. > :25:06.site of a new friendship. They've all got one extra Christmas card to

:25:07. > :25:09.write next year. I love that. Thank goodness they didn't get it in the

:25:10. > :25:18.bin. That was was so beautiful as well, is a good work. We happy

:25:19. > :25:21.story. Not much for the weather. There are some happy moments, but

:25:22. > :25:25.sad moments as well which I will come to any moment. A good weather

:25:26. > :25:32.story today. We had lovely spells of sunshine. We have clear blue skies

:25:33. > :25:35.for part they are today. It has been a pleasant day which has led us to
