:00:00. > :01:02.Good evening and welcome to Wednesday's programme
:01:03. > :01:08.with Anne Davies and me, Dominic Heale.
:01:09. > :01:10.First tonight - The husband of a woman who died
:01:11. > :01:13.after a blood clot was missed has been given a six figure
:01:14. > :01:16.The Leicester Royal Infirmary admitted it was to blame.
:01:17. > :01:18.Alison Taylor from Syston in Leicestershire died 16 days
:01:19. > :01:20.after giving birth to her daughter - Evie.
:01:21. > :01:23.Opportunities were also missed by Gps, as our Health correspondent
:01:24. > :01:41.Darren with EV who will never know her mother. He was left with three
:01:42. > :01:46.children to bring up when 29-year-old Alison died in 2010. She
:01:47. > :01:50.had been sent to the Leicester Royal Infirmary where a junior doctor had
:01:51. > :01:54.followed procedures. They should've done everything, if it's written on
:01:55. > :01:57.paper and someone comes in to say they have a problem, that problem
:01:58. > :02:03.should be looked at before they let her go. It's simple really. You take
:02:04. > :02:07.your car to a garage, you don't take it away until it's fixed you know
:02:08. > :02:11.what's wrong with it so why can't it be the same with your help? A blood
:02:12. > :02:16.test or ultrasound was done. The blood clot was not diagnosed. The
:02:17. > :02:21.solicitor is frustrated it is taken over sixes to come to justice. What
:02:22. > :02:27.is hard is in 2011 we had an inquest, the pathologist concluded
:02:28. > :02:33.that it probably would have picked up the blood clot with a scan and
:02:34. > :02:37.had it been picked up Alison would have been given anticoagulation and
:02:38. > :02:43.she would have been alive today probably. It's desperate, is
:02:44. > :02:47.desperately tragic for Mr Taylor and his family and I can understand his
:02:48. > :02:51.distress being a father and thy husband myself and it's difficult to
:02:52. > :02:56.comprehend how he's dealing with the circumstances of not having his
:02:57. > :03:03.wife. Mr Taylor says this case to him feels like it was defend, deny
:03:04. > :03:06.and delay, why did it take six years for the hospital trust to admit they
:03:07. > :03:13.could have done more? Unfortunately the legal process revolves around a
:03:14. > :03:17.claim having to be made and then quite an exhaustive process. Darren
:03:18. > :03:22.says the pay-out means he can spend more time with his family. I can be
:03:23. > :03:28.at home with my children and be mum and dad. I would give up all the
:03:29. > :03:32.money to have Alison back. The hospital stresses the lessons have
:03:33. > :03:34.been learnt. Still to come - an online retail
:03:35. > :03:37.giant comes in for criticism from It's after a a terrorism trial heard
:03:38. > :03:41.that a Nottingham man downloaded A BBC investigation has found that
:03:42. > :03:59.more than 11,000 drivers have been fined in just one year,
:04:00. > :04:01.at a camera-enforced bus lane in Nottingham that isn't used by any
:04:02. > :04:03.scheduled bus services. It comes as the number
:04:04. > :04:06.of bus-lane fines in the city One highways expert says the signs
:04:07. > :04:10.for motorists need to be clearer, but the city council says
:04:11. > :04:33.all fines ARE enforceable. Shakespeare Street in Nottingham,
:04:34. > :04:37.outside this university, a camera enforced bus lane were more than
:04:38. > :04:42.11,200 drivers were fined in the last financial year. The bus lane
:04:43. > :04:48.isn't used by any public bus services. There are specific powers
:04:49. > :04:53.in relation to bus lanes and they are appropriate in certain
:04:54. > :04:58.circumstances but if the bus isn't running through the area then you
:04:59. > :05:04.have to question why there is no enforcement of that? The council say
:05:05. > :05:08.the ?60 fines are enforceable. They say the bus lane is used by student
:05:09. > :05:16.buses to take them to things like sports events and to protect up
:05:17. > :05:25.pedestrian zone? The number of bus lane fines rose to more than 60,000
:05:26. > :05:29.last year. Bringing in ?1.7 million for transport related spending. On
:05:30. > :05:34.Shakespeare Street there appears to be some confusion over the sign
:05:35. > :05:42.which alerts people there is a bus lane enforcement. It's not visible
:05:43. > :05:51.enough. What you think the logo would meant? Speed camera. It needs
:05:52. > :05:59.to be clearer and bigger. The tribunal has upheld a fine from a GP
:06:00. > :06:05.from Liverpool. They said the signage was inadequate and they had
:06:06. > :06:09.concerns of the limited use and they are seeking a review. It would be
:06:10. > :06:17.more cost-effective to improve the signage rather than spending a lot
:06:18. > :06:22.of money the legal process. This expert told me that the camera signs
:06:23. > :06:29.in Nottingham should be upgraded to the ones in Leicester. People across
:06:30. > :06:34.the country should understand what the signing is about and therefore
:06:35. > :06:43.there is a clear duty. That has not been done and I think they are on
:06:44. > :06:52.dodgy ground. The council says the policy complies with the Department.
:06:53. > :06:55.Well Mike's joins us now - Mike different councils seem to use
:06:56. > :06:57.different signs to warn motorists about bus lane camera
:06:58. > :07:05.The Department for Transport, that local councils can do their own
:07:06. > :07:07.thing. That's as long as the signs are from
:07:08. > :07:11.the department's own approved list. And that's where you end
:07:12. > :07:13.up with different - some would say clearer -
:07:14. > :07:15.signs in Leicester. In fact Leicester was advised
:07:16. > :07:17.to put up those signs by Nottingham city council,
:07:18. > :07:19.who are doing the enforcement Nottingham city council
:07:20. > :07:26.says their own signs policy means If it's left up to
:07:27. > :07:33.individual councils, In Derby they're using
:07:34. > :07:39.the same "box brownie" sign The Highways Engineers organisation
:07:40. > :07:42.would like them upgraded too. The Conservative opposition
:07:43. > :07:44.in Derby agrees. But the ruling Labour administration
:07:45. > :07:46.says its happy with them. It wants to bring down the number
:07:47. > :07:50.of bus lane fines to zero - A court's heard that a Derbyshire
:07:51. > :08:15.man alleged to be at the heart of an insurance scam was unwittingly
:08:16. > :08:19.being used by others in the scheme. Dharminder Nagra, along
:08:20. > :08:21.with five others, is on trial The group is accused of causing 41
:08:22. > :08:24.collisions around Derbyshire Many of the collisions happened
:08:25. > :08:28.on Markeaton Island. All defendants have
:08:29. > :08:29.denied the charges. School support staff
:08:30. > :08:44.were in Derby city centre today as their industrial action over
:08:45. > :08:46.new contracts continues. Some Teaching Assistants will lose 6
:08:47. > :08:48.thousand pounds a year under Shoppers were asked to sign a giant
:08:49. > :08:52.pledge card urging councillors A final vote takes place
:08:53. > :09:05.tonight in the House of Commons on the Brexit bill,
:09:06. > :09:07.which triggers the two year countdown to our exit
:09:08. > :09:09.from the European Union. Senior pro-EU Tories -
:09:10. > :09:12.like Ken Clarke and Anna Soubry - But tonight the Bill is expected
:09:13. > :09:16.to pass with a big majority. Our political editor
:09:17. > :09:38.Tony Roe's in Westminster. Labour officially back the
:09:39. > :09:48.government on this. They wanted a meaningful say in vote. The Brock
:09:49. > :09:57.the Conservative MP said she voted with her conscience and for her
:09:58. > :10:03.constituents. What's happening is I think sensible and moderate people
:10:04. > :10:09.like me are now finding ourselves excluded and rebelling against our
:10:10. > :10:18.own governments. Happily in some cases. The significant nature of
:10:19. > :10:22.this bill from the Labour side is officially what the government has
:10:23. > :10:27.offered in giving MPs a say is significant. On the other hand a MP
:10:28. > :10:31.has reported saying it's not significant really saying Leicester
:10:32. > :10:39.City beat Manchester United in losing 3-0. Liz Kendall stood up and
:10:40. > :10:44.she challenged the Prime Minister and said this take it or leave it is
:10:45. > :10:48.a con. Can the Prime Minister confirm that and have bands
:10:49. > :10:55.Parliament will either have to accept what the government offers or
:10:56. > :10:59.fall back on the WTO rules. In the event there is no deal there will be
:11:00. > :11:04.no vote at all, it isn't the reality that this is take it or leave it and
:11:05. > :11:07.not a meaningful concession but a con. On the other hand what is
:11:08. > :11:13.happening in Parliament this evening is welcomed by those Brexit MPs like
:11:14. > :11:19.Nigel Mills the Amber Valley Conservative MP. I don't think
:11:20. > :11:25.anybody thought this would happen until next year but here we are. It
:11:26. > :11:28.starts the clock ticking. It'll be a big test
:11:29. > :11:42.for Labour again tonight, Whether somehow Brexit flu or a
:11:43. > :11:46.last-minute migraine we will find out. The Grantham and Stamford MP
:11:47. > :11:52.made a point yesterday leaving hospital for brain cancer to vote
:11:53. > :12:00.with the government. We will have the results for you to 's witches
:12:01. > :12:04.after the football. Interesting times.
:12:05. > :12:07.Coming up later in the programme the sports team are at what can only
:12:08. > :12:14.be described as the Match of the Day.
:12:15. > :12:21.The whole game live on BBC, will be told to fans and Robbie Savage and a
:12:22. > :12:33.few moments time. The Care Quality Commission has
:12:34. > :12:35.rated the trust which runs mental-health services in
:12:36. > :12:42.Leicestershire as requiring improvement. In the report issued
:12:43. > :12:45.today it says inspectors praised staff for being caring but
:12:46. > :12:46.highlighted the delays that children face in being assessed and being
:12:47. > :12:55.treated. The NHS Trust runs community and
:12:56. > :13:00.mental health services across the county. It has been rated by the sea
:13:01. > :13:06.QC is good for being caring. It requires improvement when it comes
:13:07. > :13:12.to being safe, effective responsive and well lead. Among the problems
:13:13. > :13:16.highlighted were facilities lacking essential emergency equipment and
:13:17. > :13:20.low staffing levels in places. The report also highlights that children
:13:21. > :13:26.are having to wait too long between being assessed and receiving
:13:27. > :13:30.treatment. Annamarie Bromley says that her ten-year-old son who
:13:31. > :13:35.suffers from autism and social anxiety has been waiting over two
:13:36. > :13:39.years for help. I do my best as does my husband and my son 's older
:13:40. > :13:44.brother. We do our best to support him but we're the professionals and
:13:45. > :13:49.we don't really know what we are doing, we can only work on instinct.
:13:50. > :13:52.They are going to end up with a lot of children that become adults with
:13:53. > :13:57.mental health problems which they could have prevented had the service
:13:58. > :14:01.been there in the first place. The chief executive says he is confident
:14:02. > :14:05.improvements can be made. We have been on a journey for the last
:14:06. > :14:08.couple of years and we are seeing improvements and we will continue
:14:09. > :14:13.with that so it is investing in leadership and people so everybody
:14:14. > :14:17.in the staff will be infested with skills and how to improve things at
:14:18. > :14:22.the local level which takes time to get across the whole organisation.
:14:23. > :14:26.The trust says it is disappointed with the overall rating but says it
:14:27. > :14:31.is a fair assessment of the improvement journey it is on.
:14:32. > :14:33.Nottinghamshire's Police Commissioner has told this programme
:14:34. > :14:35.that major internet companies should be prosecuted if they don't do more
:14:36. > :14:37.to stop online crime. Paddy Tipping's been speaking after a
:14:38. > :14:39.so-called "survivalist" was jailed under terrorism laws, for
:14:40. > :14:40.downloading a bomb-making guide from "Amazon". Our Social Affairs
:14:41. > :15:00.Correspondent, Jeremy Ball, reports. This is Roger Smith who saw himself
:15:01. > :15:04.as a modern-day crusader. He claimed he wanted to protect this country
:15:05. > :15:08.against the so-called Islamic State, he was found guilty of stockpiling
:15:09. > :15:12.explosives in his home in Nottingham. He was also jailed last
:15:13. > :15:16.month for possessing this document for the purpose of terrorism. A copy
:15:17. > :15:21.of the anarchist cookbook which he bought from Amazon and now
:15:22. > :15:27.Nottinghamshire... Held responsible for what is sold on their websites.
:15:28. > :15:30.It is not just this cookbook but some of the ingredients can be
:15:31. > :15:36.procured so they are providing material that is dangerous and it
:15:37. > :15:39.is, if they are not prepared to take it down voluntarily through code of
:15:40. > :15:44.practice then ultimately I think we will get to the position where
:15:45. > :15:47.companies can and should be prosecuted and I think companies
:15:48. > :15:53.like Amazon will face this for providing dangerous materials.
:15:54. > :16:01.Amazon told us they didn't want to respond, but on their website today
:16:02. > :16:08.different versions of the same controversial book will be treated
:16:09. > :16:12.as a terrorist offence. They have to be part of the solution and at the
:16:13. > :16:19.moment they are part of the problem. Amazon isn't the only website which
:16:20. > :16:24.people are worried about. Times have come for all Internet firms to keep
:16:25. > :16:34.a safe and this he says, is the new frontier in the fight against crime.
:16:35. > :16:38.International staff and students hurt demand for university have
:16:39. > :16:43.begun a 24 hour vigil to reflect on the impact of recent events in the
:16:44. > :16:45.US and Europe. A series of lectures, discussions, talks and dramas are
:16:46. > :16:47.being held. This evening there will be a candlelit vigil. It's in
:16:48. > :16:58.response to the US elections in November and last year's Brexit
:16:59. > :17:02.vote. Time for sports now and the team are at Leicester and Derby's
:17:03. > :17:08.fourth-round replay in the FA Cup. What is the atmosphere like's good
:17:09. > :17:13.evening, the atmosphere is building and watertight this is. For
:17:14. > :17:19.Leicester, the Premier League champions, a big night, a chance for
:17:20. > :17:25.them to play their local rivals and a bit of respite for the troubles in
:17:26. > :17:30.the Premier League. For Derby County, the chance of an upset. This
:17:31. > :17:34.evening the Thai owner has rescheduled his time to fly to speak
:17:35. > :17:40.face-to-face with Claudio Ranieri to give him his support. Of course he
:17:41. > :17:45.got the dreaded vote of confidence this week, he has left that off
:17:46. > :17:52.though and says that he is ready for the Thai this evening. Let's remind
:17:53. > :17:59.ourselves of what happened in the original game.
:18:00. > :18:44.All the build-up has been about Claudio Ranieri after the bookies
:18:45. > :18:52.have named him the next favourite to get the sack. He has laughed off
:18:53. > :18:55.those suggestions but Steve McLaren says it is unbelievable and
:18:56. > :18:59.unthinkable that he should be getting his future questioned by the
:19:00. > :19:03.media after the miracle of winning the Premier League title last
:19:04. > :19:10.season. Let's hear from the two managers ahead of the game. It is
:19:11. > :19:14.important that I have two protect some players because on Sunday there
:19:15. > :19:24.is another good match. Of course we want to go to the cup. It is all
:19:25. > :19:27.about us tomorrow. Leicester are the side of the present moment with the
:19:28. > :19:31.story, we have to make sure that we know what we have to do. It's a
:19:32. > :19:37.difficult job but I'm looking forward to it. Who better to talk
:19:38. > :19:42.about this tie than a man who has played for both teams. Robbie
:19:43. > :19:51.Savage, here rears. What are you expecting? Last time as
:19:52. > :19:55.entertaining, we have seen two strong teams and looking at the line
:19:56. > :20:00.of the night, big changes for both managers, Derby have a few injuries
:20:01. > :20:07.but a weakened side so it looks to me that both teams, I fancy
:20:08. > :20:13.Leicester looking at the strength of the squad. The last thing Claudio
:20:14. > :20:19.Ranieri needs is a defeat tonight against his local rivals? Of course
:20:20. > :20:23.Millwall away in the next round which is one step off the
:20:24. > :20:27.quarterfinal side Leicester City went on a run last year winning
:20:28. > :20:32.games and look what happened. What an opportunity to get into the next
:20:33. > :20:38.round of the FA Cup, here home to a week Derby side. Are you backing him
:20:39. > :20:43.to turn things around? Of course, we've seen teams at the bottom make
:20:44. > :20:47.changes, Hull FC did well but there should be stages of this guy in
:20:48. > :20:50.Leicester, they're not doing well at the moment but come on, it's a
:20:51. > :20:55.miracle what happened last year, I believe that they have enough to
:20:56. > :21:01.stay out. Who are you backing the night then? I will sit on the fence
:21:02. > :21:11.because both clubs are fantastic but looking at the line-ups I fancy
:21:12. > :21:13.Leicester City. Let's go outside the ground now to join Mark who is with
:21:14. > :21:43.some Leicester fans. This is Big family and family stick
:21:44. > :21:50.together. We have to to see if we can be the 12th man again. What does
:21:51. > :21:58.the FA Cup means you? It means a lot to Leicester City fans. We've never
:21:59. > :22:03.won the competition, it's the only one with not one, we would love to
:22:04. > :22:07.get the final and win it. Let's find out from the younger generation what
:22:08. > :22:12.they is Mac we need to keep him until the end of the season and then
:22:13. > :22:23.see what happens. Hopefully we can get up and everyone will be away
:22:24. > :22:28.then. We had a good match last week, a good football match and we are
:22:29. > :22:37.looking for the same. I'm looking forward to the match. A local
:22:38. > :22:45.rivalry? Definitely all-round accountancy we don't like to lose to
:22:46. > :22:50.either, it's all is a good atmosphere so a friendly rivalry. A
:22:51. > :22:59.good crowd expected tonight with tickets with the slowest ?5. If you
:23:00. > :23:03.have the players have started warming up, it should be
:23:04. > :23:09.entertaining, last time there were four goals, and own goal as well and
:23:10. > :23:20.it was a really entertaining traditional cup match at pride park.
:23:21. > :23:24., perhaps more bothered about the league form at the moment but it
:23:25. > :23:34.will be entertaining here tonight, the TV cameras are here and all eyes
:23:35. > :23:42.are on Leicester, we will give them a real boost ahead of the key game
:23:43. > :23:50.against Swansea, the game is live and full coverage is from 730. It
:23:51. > :23:55.looks chilly there and they will all be getting red noses. Talking of
:23:56. > :23:59.which. There's seven weeks to go until this year's Red Nose Day. A
:24:00. > :24:01.chance for many of you and us to do something funny for money. Two years
:24:02. > :24:04.ago, our region raised more than a million pounds for Comic Relief. The
:24:05. > :24:07.build up has begun with one of this year's Red Noses visiting a primary
:24:08. > :24:09.school which just happens to be one of the best fund-raisers in the
:24:10. > :24:25.city. We sent Carol Hinds to find out who's up for a laugh. A month
:24:26. > :24:31.and a half until Red Nose Day so... Plenty of time for DJ boogie to get
:24:32. > :24:34.photos of Robin Hood, the outlaw raising money for the poor but his
:24:35. > :24:47.method of collecting cash was illegal. Comic relief once people to
:24:48. > :24:54.have fun. DJ beat you joined in an assembly, one of the best
:24:55. > :25:00.fundraisers in Nottingham it's great to be recognised for this. Two years
:25:01. > :25:05.ago they raise more than ?1800 for comic relief, there will be hoping
:25:06. > :25:11.to better the total. We're doing everything for Red Nose Day. I'm
:25:12. > :25:18.going to do a hair dye on an unexpected teacher. A treasure hunt.
:25:19. > :25:23.Throwing sponges at our teachers. Its important kids know what is
:25:24. > :25:30.going on in the world and that they can do something positive where
:25:31. > :25:43.there are problems. Excitement is rising for the Red Nose Day this
:25:44. > :25:56.year, Friday the 24th of March. What a brilliant school you went to
:25:57. > :26:02.school today didn't you? Yes we were there was a bit of brightness today.
:26:03. > :26:05.A great deal of cloud stays with us but it has been captured by one of
:26:06. > :26:09.our weather watches through the last part of this afternoon and where the
:26:10. > :26:13.cloud breaks overnight is where the coldest temperatures will be. The
:26:14. > :26:16.high pressure is coming in now which would be in charge and it is
:26:17. > :26:23.creating a bit of a blocking effect which is keeping the windy wet
:26:24. > :26:31.weather. It would give us more of a settled period of whether which will
