:00:00. > :00:34.We will ask his Mrs and ordinary people if and how Brexit might

:00:35. > :00:40.affect them. If push came to shove and she had to

:00:41. > :00:46.go back to Poland I would be going with her.

:00:47. > :00:54.In other news, Derby City Council plans an end to cuts but a rise in

:00:55. > :00:58.council tax. Holy God, our lives are laid open

:00:59. > :01:02.before you. And the churches offering mobile Ash

:01:03. > :01:11.Wednesday Lessing 's. -- blessings. Good evening and welcome

:01:12. > :01:14.to BBC East Midlands Today with Dominic Heale in the studio

:01:15. > :01:35.and me, Anne Davies, in Leicester. We are likely to be days away from

:01:36. > :01:39.Theresa May triggering Article 50 and starting the process of Brexit.

:01:40. > :01:41.Eight months ago we were here at Cafe Bruxelles in Leicester

:01:42. > :01:50.But how have our lives changed in the eight months since then?

:01:51. > :02:00.We are not talking to the politicians.

:02:01. > :02:05.Joining me now is Chris Hobson from the East Midlands Chamber.

:02:06. > :02:13.We will also be talking to expats and EU nationals. And businesses,

:02:14. > :02:18.how are they faring since the vote? There's been warnings from some

:02:19. > :02:20.major international companies like Toyota that it may impact

:02:21. > :02:33.on their manufacturing We are looking at two companies, one

:02:34. > :02:35.of them experiencing an increase in exports, the other experiencing an

:02:36. > :02:58.increase in costs. A survey of local businesses by the

:02:59. > :03:02.East Midlands Chamber of Commerce paints a more positive picture. In

:03:03. > :03:10.the last three months of 2016 43% of businesses involved in the UK market

:03:11. > :03:14.had seen an increase in activity and 36% of those involved in overseas

:03:15. > :03:18.markets also saw an upturn. Encouragingly, 62% of businesses

:03:19. > :03:24.expect their turnover to improve over the next year. But there are

:03:25. > :03:29.concerns and almost half of the businesses said one of the biggest

:03:30. > :03:32.worries was exchange rates. That is something that can make all the

:03:33. > :03:35.difference to a company's profit or loss.

:03:36. > :03:37.Two growing businesses in the East Midlands,

:03:38. > :03:39.both affected by the referendum and the drop in the

:03:40. > :03:50.Exports are up and selling in euros means revenue has also increased.

:03:51. > :03:57.Paying for services in euros means costs have risen and that is having

:03:58. > :04:03.Ian Baxter set up Nottingham-based haulage company Baxter Freight

:04:04. > :04:09.We are growing at around 35% per annum at the moment,

:04:10. > :04:13.But Brexit has hit the business hard.

:04:14. > :04:18.We tend to sell in pounds to British customers,

:04:19. > :04:27.The question is, how long will it take for us to pass those costs on?

:04:28. > :04:30.What will be the implication for British companies when that happens?

:04:31. > :04:32.Over in Ashbourne in Derbyshire, business has been booming

:04:33. > :04:38.And how much has it improved since the referendum?

:04:39. > :04:42.We have had enquiries up by 52%, which is really good.

:04:43. > :04:44.That is now translating into orders and engagement

:04:45. > :04:47.with the customers, export and the UK.

:04:48. > :04:50.How much have you seen your whole business grow in the last year?

:04:51. > :04:56.The company, which designs and manufactures load-moving

:04:57. > :05:01.electric tugs, puts much of that growth down to exports.

:05:02. > :05:04.Once the referendum had happened, albeit good or bad

:05:05. > :05:08.for different people, we moved to a level of uncertainty.

:05:09. > :05:12.Now we know what we're going to do, people started getting back

:05:13. > :05:14.to business, started making decisions and investments

:05:15. > :05:17.and our business picked up on the back of that.

:05:18. > :05:19.Back at Baxter Freight, although he was a keen Remainer,

:05:20. > :05:22.Ian is determined to see a positive future going forward

:05:23. > :05:28.There will be customs barriers to trade with the European Union.

:05:29. > :05:32.Customs clearances. And there will be extra costs.

:05:33. > :05:36.But in the longer term, I think the UK can, if it

:05:37. > :05:40.plays its cards right, get a decent deal with

:05:41. > :05:42.the European Union and hopefully good new trade agreements

:05:43. > :05:48.And both businessmen agree that making swift and decisive

:05:49. > :05:55.Brexit plans is the key to future prosperity.

:05:56. > :06:09.Joining me now is Chris Hobson from the East Midlands Chamber.

:06:10. > :06:16.I think businesses that have been importing lot have seen costs go up

:06:17. > :06:21.but it is fair to say that the majority of our businesses have seen

:06:22. > :06:26.business improve over the last six months, those that trade overseas

:06:27. > :06:33.and indeed in the domestic market. Looking forward, you expressed

:06:34. > :06:42.concern about increasing costs of trade with the EU. Is that

:06:43. > :06:48.reflected? Yes, coming out of the customs union there will be costs

:06:49. > :06:53.but businesses that trade overseas face all kinds of costs and they

:06:54. > :07:00.will be working on how they can include that in their business

:07:01. > :07:06.model. Certainty is the keyword. One of the gentlemen there said it was

:07:07. > :07:11.uncertainty which is his concern and swift and decisive decisions need to

:07:12. > :07:16.be made. Let's be honest, our businesses have a real appetite to

:07:17. > :07:21.grow but they have questions over migration, access, tariffs. When

:07:22. > :07:27.they know how the land lies Bible make plans to continue with this. --

:07:28. > :07:31.they will make. Thousands of British expats,

:07:32. > :07:38.who've left the East Midlands, And tonight, the House of Lords

:07:39. > :07:42.votes on whether EU nationals already living here

:07:43. > :07:43.should be guaranteed Our social affairs correspondent,

:07:44. > :07:51.Jeremy Ball, reports. For the Hudsons at Basford

:07:52. > :07:56.in Nottingham Brexit means Rob and two-year-old Mila

:07:57. > :08:00.are British citizens but Natalya They know the Government's confident

:08:01. > :08:07.of a Brexit deal that means Natalya can stay

:08:08. > :08:10.here but what if there is no Quite worried,

:08:11. > :08:15.because I'm happy here. There's always that uncertainty that

:08:16. > :08:21.I will be asked to leave or that there will be additional

:08:22. > :08:24.costs for us because I might have I've had a conversation

:08:25. > :08:34.with my mother - if push comes to shove and Nat was told she needed

:08:35. > :08:38.to go back to Poland, I'd be I would have to apply but it's

:08:39. > :08:43.something that I'd be willing to do It would just be a huge upheaval

:08:44. > :08:47.to have to move everything to Poland and it would be more difficult

:08:48. > :08:50.for me to find a job there I feel I belong here and that's

:08:51. > :08:54.where my family belongs. This evening Natalia's

:08:55. > :08:56.future is being debated They're likely to vote

:08:57. > :09:00.for guarantees that EU nationals can stay in the UK but MPs are expected

:09:01. > :09:04.to overturn that decision so the Government can negotiate

:09:05. > :09:08.a reciprocal deal that protects People like Jane, who moved

:09:09. > :09:14.to Spain from Nottingham. She lives in Majorca after years

:09:15. > :09:16.working at Rolls-Royce in Derby Jane's husband David

:09:17. > :09:20.is a Spanish citizen. I don't think there

:09:21. > :09:23.will be any protection. It is quite worrying

:09:24. > :09:25.because I want to make a life here. We don't know if we can buy a house,

:09:26. > :09:32.I don't know if I can stay For me the worst-case scenario

:09:33. > :09:37.is that I would have to give up my British citizenship and become

:09:38. > :09:40.a Spanish citizen and really that's I'm British and I want

:09:41. > :09:46.to stay being British. And back in Basford Natalia

:09:47. > :09:48.is considering whether she should But that is costly and complicated

:09:49. > :09:56.and success isn't guaranteed. Brexit really hurt because I

:09:57. > :09:59.just felt like I'm not The Prime Minister has made it clear

:10:00. > :10:17.she wants to protect the residency rights

:10:18. > :10:19.of people like Natalia but until there is a firm

:10:20. > :10:22.deal their lives, their futures, Also joining me this

:10:23. > :10:28.evening is Alistair Jones from De Montfort University,

:10:29. > :10:30.who is an expert in European We heard the concerns

:10:31. > :10:47.from those couples - In some respects they should be

:10:48. > :10:51.worried. It is the uncertainty, we don't know when Brexit will happen,

:10:52. > :10:55.we don't know if Article 50 will be activated, we don't know what will

:10:56. > :10:59.happen through the negotiations. The uncertainty is causing the fear. If

:11:00. > :11:03.they knew the outcome they could start planning for the future as to

:11:04. > :11:07.where they would like to live but with the uncertainty they just don't

:11:08. > :11:16.know and that causes distress for so many people. If you had a crystal

:11:17. > :11:20.ball, when are we going to know? The plan is to have Article 50 activated

:11:21. > :11:25.by the end of the month. It could be as early as the 15th, leading to a

:11:26. > :11:28.conference in the EU, but it could be the end of the month. She said

:11:29. > :11:31.the end of March, that is the plan. The TUC has warned today that

:11:32. > :11:35.businesses including care providers and the NHS will suffer if migrants

:11:36. > :11:39.lose their right to work in the EU - how will businesses

:11:40. > :11:41.in the East Midlands be affected by changes to employment

:11:42. > :11:51.for EU citizens? The NHS and adult social care is not

:11:52. > :11:58.just EU migrants, it is other migrants as well. Their situation

:11:59. > :12:03.will not change. Otherwise we just don't know, they don't know. We

:12:04. > :12:09.don't know anything, that seems to be it! So many issues, we have

:12:10. > :12:17.barely scratched the surface. Can you give us a date when it will be

:12:18. > :12:23.triggered? 15th of March is the ideal scenario, definitely by the

:12:24. > :12:28.end of the month. If that is the case, two years later we will leave

:12:29. > :12:32.the EU on the 1st of April. Thank you. Now back to the studio for the

:12:33. > :12:35.rest of the day's news. A 13-year-old boy's died

:12:36. > :12:37.and another teenager's in hospital, after an incident

:12:38. > :12:39.at a house in Nottinghamshire. Police say a woman's been arrested

:12:40. > :12:42.and questioned as a result. Our reporter Geeta Pendse

:12:43. > :12:54.is in Bramcote for us now. Police were called to slow and drive

:12:55. > :12:59.here just before 1am on Monday morning. The 13-year-old boy was

:13:00. > :13:05.taken to hospital where he died last night. A 36-year-old woman has been

:13:06. > :13:11.arrested on suspicion of supplying a controlled drug and causing grievous

:13:12. > :13:15.bodily harm. She has been bailed pending further enquiries. Another

:13:16. > :13:20.boy, 14, was taken to hospital where he remains in a stable condition. I

:13:21. > :13:24.have spoken to a number of people who live on this quiet residential

:13:25. > :13:31.street and they told me how shocked they are and how sad and they are by

:13:32. > :13:34.this boy's death. The police are here and they continue to

:13:35. > :13:40.investigate what happened here. Thank you.

:13:41. > :13:44.Still to come in sport, the latest name in the frame to replace

:13:45. > :13:50.Ranieri. And as tougher penalties come into

:13:51. > :13:57.force for using your mobile phone while driving we will be out with

:13:58. > :14:02.police officers to catch people out. And taking tradition outside the

:14:03. > :14:06.church walls onto the streets of Derby for Ash Wednesday.

:14:07. > :14:10.Derby City Council's increasing council tax by almost 5%, to help

:14:11. > :14:21.But the council still needs to find ?28 million in savings by 2020.

:14:22. > :14:23.However, the new budget will also see more investment in services,

:14:24. > :14:28.The plans are being outlined at a full council

:14:29. > :14:43.meeting this evening - James Roberson reports.

:14:44. > :14:49.Derby has made 135 minutes pounds in savings since 2010. In that period

:14:50. > :14:55.the government payments to the city of gone down by 50% and council

:14:56. > :14:59.costs have risen by 51%. Now the council leader says Derby citizens

:15:00. > :15:07.have had enough blooms. Tonight he announces that the concert cup last

:15:08. > :15:11.year will be back this year, with over 16s paying ?5 each. People said

:15:12. > :15:16.they wanted to come back to the city and they said they wanted to pay for

:15:17. > :15:19.it so I encourage the public to keep looking out for information. Now he

:15:20. > :15:23.says there are 50 pledges that the city, including that work will begin

:15:24. > :15:29.to replace this swimming pool, there are plans for the old Debenhams and

:15:30. > :15:32.duck with Square areas and plans for a performance area and the

:15:33. > :15:37.marketplace. Horticulture will be funded again, it is aiming to be

:15:38. > :15:44.Britain's cleanest city and the lights will have a proper switch on

:15:45. > :15:48.at Christmas. I have never seen discontent across the city against

:15:49. > :15:53.the council in all the years I have been a councillor and a resident of

:15:54. > :15:57.this city. It really is very bad, the situation, and they have a long

:15:58. > :16:00.way to go to repair that damage. We have done that very difficult job

:16:01. > :16:07.and we are coming through it and there is a bit of light at the end

:16:08. > :16:10.of the tunnel and we think it is important to say, these are the

:16:11. > :16:13.challenges, we have not always got it right, but Derby will be back in

:16:14. > :16:16.bloom. Three companies are being given

:16:17. > :16:18.the chance to bid for The Department of Transport says

:16:19. > :16:21.Arriva East Midlands, First Trenitalia East Midlands Rail

:16:22. > :16:24.and current operator Stagecoach East Midlands Trains

:16:25. > :16:26.are all hoping to run services Once the invitation to tender has

:16:27. > :16:32.been issued, each company can A man's due in court to face fraud

:16:33. > :16:39.allegations in connection with last year's city-council

:16:40. > :16:44.elections in Derby. Police say the 59-year-old is facing

:16:45. > :16:47.16 counts of making false statements on nomination papers

:16:48. > :16:49.for eight candidates. He's been summonsed

:16:50. > :16:54.to appear before magistrates Derbyshire Police have started

:16:55. > :17:13.a week-long crackdown on drivers penalties for people caught

:17:14. > :17:23.using their phones while driving. From today, offenders

:17:24. > :17:25.will be given a ?200 fine and six points

:17:26. > :17:27.on their licence - Police have pulled this man over

:17:28. > :17:34.for using his mobile He's been given a ?200 fine and six

:17:35. > :17:38.points on his licence, From today the penalties

:17:39. > :17:42.for the offence have doubled, while new drivers

:17:43. > :17:44.will have their licence taken away. The tougher measures

:17:45. > :17:46.have been introduced with a week-long crackdown by forces

:17:47. > :17:48.across the country. Derbyshire Police were here

:17:49. > :17:50.in Morley this morning to catch We are seeing it now

:17:51. > :17:53.as a modern-day drink-driving. Drink-driving has become

:17:54. > :17:55.socially unacceptable, Mobile phone on the other hand

:17:56. > :17:59.we see a worrying trend We see it across all boards

:18:00. > :18:09.of drivers, young to older, delivery drivers, young drivers,

:18:10. > :18:12.everybody seems to be doing it. In the afternoon we join officers

:18:13. > :18:15.in an HGV on the hunt You get a number of

:18:16. > :18:18.people taking selfies. You have people on Snapchat

:18:19. > :18:32.filming themselves driving, people with iPads watching movies

:18:33. > :18:34.with the kids in the car. Half an hour in and they spot

:18:35. > :18:37.a driver on his phone. White van next to us,

:18:38. > :18:41.he's got his mobile phone held to his right shoulder,

:18:42. > :18:42.speaking into it. Police say this sort of operation

:18:43. > :18:45.is likely to become more common as they try to prevent people

:18:46. > :18:47.from risking their Twycross Zoo is to get rid

:18:48. > :18:57.of its herd of elephants, saying it's no longer viable

:18:58. > :19:01.to breed them there. The announcement comes three years

:19:02. > :19:03.after the youngest arrival, Esha, was born at the

:19:04. > :19:06.Leicestershire zoo. Managers say they're negotiating

:19:07. > :19:09.with other wildlife centres to help keep a breeding

:19:10. > :19:13.programme going elsewhere. No date's yet been set

:19:14. > :19:15.for when the four female Asian Starting with Leicester City, who,

:19:16. > :19:26.we understand, have been talking informally to former England manager

:19:27. > :19:28.Roy Hodgson about the Hodgson is just one of several

:19:29. > :19:33.possible candidates and, if he wants the job,

:19:34. > :19:40.will face competition from home and abroad,

:19:41. > :19:42.including probably acting manager Craig Shakespeare if results

:19:43. > :19:43.continue to improve. Well, time to round up

:19:44. > :19:45.last night's action. Result of the night belonged

:19:46. > :19:48.to Notts County, winning away That coming up - but we start

:19:49. > :19:51.with Derby, who are well It is now no wins in six games

:19:52. > :19:56.for Derby and they're ten points off the play-offs,

:19:57. > :19:58.after a hugely disappointing defeat Alex Pearce gave away the penalty,

:19:59. > :20:05.Craig Conway buried it. Derby did nearly equalise right

:20:06. > :20:08.at the end but this is now three In League Two, Mansfield made

:20:09. > :20:13.the long trip to Yeovil and came Scott Shearer could easily have been

:20:14. > :20:22.sent off in just the fifth minute. Notts County are suddenly flying,

:20:23. > :20:26.and what a result this is. A third goal in four

:20:27. > :20:29.games for George Grant, on loan from over the river

:20:30. > :20:32.at Forest, enough to see the Magpies to a win away at second-place

:20:33. > :20:34.Plymouth Argyle. Kevin Nolan says his

:20:35. > :20:40.players are learning fast. One other bit of sporting news -

:20:41. > :20:42.a five-game ban handed to Nottingham Panthers' Robert

:20:43. > :20:44.Farmer. It's for this moment -

:20:45. > :20:46.watch the bottom of A cross check to the head gets

:20:47. > :20:53.you thrown out of that game and then in front

:20:54. > :20:55.of the disciplinary committee. Farmer will be back for the final

:20:56. > :20:58.four games of the regular season. And Britain's best are in

:20:59. > :21:03.the East Midlands this weekend And the venue is the brand-new

:21:04. > :21:08.David Ross Sports Village Mark Shardlow has been to see two

:21:09. > :21:13.of the players who hope At every training session

:21:14. > :21:19.thousands of shots are made. Kind of just keep going and going,

:21:20. > :21:21.you know the saying, Sometimes they even

:21:22. > :21:27.need a robot to help. Keep working hard and eventually

:21:28. > :21:29.hopefully we get the end For Kelly Sibley that means success

:21:30. > :21:40.for her and for those she coaches, like Danny Reed, a Masters student

:21:41. > :21:43.at the university in brain imaging, I got into psychology

:21:44. > :21:46.through table tennis, The future is in the science

:21:47. > :21:55.of looking at brains It's a heavy degree

:21:56. > :21:58.but I really enjoy it. Preparations for major tournaments

:21:59. > :22:02.involve plenty of time in the gym. The last bit you use is the hand

:22:03. > :22:05.but actually surprisingly A lot of people get injuries

:22:06. > :22:09.in the hips, in the lower back, in their shoulders, things

:22:10. > :22:12.like that, because when you play on the highest level it's

:22:13. > :22:22.a really demanding sport. This weekend there are also

:22:23. > :22:24."come and try it" tables, top tips for those who have not

:22:25. > :22:27.played in ages. I think people don't

:22:28. > :22:30.realise how quick it is. When you see it in real life it's

:22:31. > :22:34.so much quicker and kind of the power that everybody puts

:22:35. > :22:37.into their shots and the quick Kelly and Danny are together

:22:38. > :22:40.in the mixed doubles, but Kelly is also gunning

:22:41. > :22:42.for the singles title. Unfortunately I lost last year

:22:43. > :22:47.but I'm kind of ready to try and win my title back and it's just

:22:48. > :22:50.brilliant that such a big event is being hosted

:22:51. > :22:53.here and I'm really excited. The events start tomorrow,

:22:54. > :23:01.with finals day on Sunday. I think Mark has some catching up to

:23:02. > :23:04.do. Busy shoppers in Derby

:23:05. > :23:06.were offered traditional Ash Wednesday blessings

:23:07. > :23:11.in a new way today. Churches set up three so-called

:23:12. > :23:15.Ashes-to-go stations in the city, offering passers-by the chance

:23:16. > :23:17.to have the sign of the cross made It's to mark the beginning of Lent,

:23:18. > :23:22.which is the period leading Among the busy crowds in Derby,

:23:23. > :23:29.a sign of faith for all to see. Today churches in the city took

:23:30. > :23:33.Ash Wednesday to the streets. We all know about Shrove Tuesday

:23:34. > :23:36.and making pancakes and all of that, but often we forget that

:23:37. > :23:39.following that day is Ash Wednesday, which is the start of Lent,

:23:40. > :23:42.so we've decided to try and bring it back into people's minds,

:23:43. > :23:46.signing people with the mark of the cross on their forehead

:23:47. > :23:56.and praying for them. Palm branches used in last year's

:23:57. > :23:58.Palm Sunday celebrations are burnt They're a symbol of our mortality,

:23:59. > :24:11.a sign of a fresh start At this, one of three so-called

:24:12. > :24:17.Ashes-to-go stations set up between Irongate

:24:18. > :24:19.and St Peter's Street, people paused for a blessing

:24:20. > :24:22.and a moment of reflection. It's important, the Church should be

:24:23. > :24:25.out to show the love of God. It's a brilliant thing to do,

:24:26. > :24:30.isn't it, to get people involved in the church rather than sort

:24:31. > :24:33.of waiting for them to come For some people coming

:24:34. > :24:36.into a church is quite difficult. It is actually not a neutral

:24:37. > :24:39.space for many people, like it might have been

:24:40. > :24:41.in years gone by. So often our services and traditions

:24:42. > :24:44.are within the walls of the church but that's not good enough any more

:24:45. > :24:48.these days, we have to come out into the communities and meet

:24:49. > :24:50.people where they are. It's a modern take

:24:51. > :24:52.on an ancient service. Services are also being

:24:53. > :25:01.held at churches across And the weather kept fine, it was

:25:02. > :25:07.rather nice today. It was, for the first day of spring

:25:08. > :25:08.we have not done too bad. We started off with a beautiful sunrise this

:25:09. > :25:20.morning. Most of us saw lovely sunny spells

:25:21. > :25:24.through the day today. As we move to the next few days it will be quite

:25:25. > :25:27.an unsettled picture, a series of weather fronts coming up from the

:25:28. > :25:33.south-west ringing outbreaks of rain and windy conditions. One of those

:25:34. > :25:35.is coming up as we move through the evening and overnight, turning

:25:36. > :25:42.increasingly cloudy, some outbreaks of rain that could fall as snow over

:25:43. > :25:47.high ground. A bit of a wintry mix even down to low levels in the early

:25:48. > :25:54.hours. Temperatures slightly cooler in the countryside. A breezy start

:25:55. > :25:58.to the day tomorrow, that cloud and rain with us first thing, then

:25:59. > :26:05.through the morning the cloud will clear, the rain will fizzle out and

:26:06. > :26:08.it looks like a decent afternoon, some sun and temperatures reaching 9

:26:09. > :26:14.degrees, and the breeze easing. By Friday it is a return to something a

:26:15. > :26:17.bit wetter. We have this low pressure coming from the south-west

:26:18. > :26:22.and that will bring outbreaks of rain later into the day and it looks

:26:23. > :26:27.like it will linger over us into Saturday as well. Some rain on

:26:28. > :26:35.Saturday as well, a wet start the -- to the weekend and it looks like it

:26:36. > :26:40.will be dry on Saturday. We have just heard that Derby City

:26:41. > :26:42.Council's meeting has been stopped because of a protest. More on that

:26:43. > :27:05.at 10:25pm. Until then, good I think my political beliefs are

:27:06. > :27:09.really quite straightforward. I believe that our country needs to

:27:10. > :27:11.work for everyone. Not just for the rich,

:27:12. > :27:14.not just for the privileged, not just for those who know

:27:15. > :27:16.the right people or who've got the loudest voices, but a country

:27:17. > :27:20.that really works for everyone, has the opportunity to be

:27:21. > :27:25.who they want to be. In order to make sure that the

:27:26. > :27:29.country works for everyone, Standing up for the vulnerable,

:27:30. > :27:33.for the voiceless,
