:01:09. > :01:10.savings by a Leicester sales rep says the company which received

:01:11. > :01:16.Franny Moyle's parents were forced to sell their home

:01:17. > :01:19.after the saleswoman pressured them into paying out more than ?70,000

:01:20. > :01:26.to advertise a holiday home in Leicester-based Aspire Magazine.

:01:27. > :01:28.Trading Standards have backed calls for the magazine

:01:29. > :01:38.Franny Moyle won criminal justice for her parents in a court of law,

:01:39. > :01:42.but now she's fighting for financial justice. Her parents,

:01:43. > :01:46.John and Olga, were in their 80s when they were pressured into paying

:01:47. > :01:50.out ?73,000 on advertising in Leicester-based Aspire

:01:51. > :01:54.magazine by their sales rep, Barbara Stone.

:01:55. > :01:58.Earlier this month, 62-year-old Stone received a suspended jail

:01:59. > :02:04.sentence for two fraud offences, dating back to 2010.

:02:05. > :02:07.Franny says now that Stone has admitted her guilt,

:02:08. > :02:10.Aspire magazine should pay the money back.

:02:11. > :02:15.If they had an inch of moral fibre, of course, Aspire magazine should,

:02:16. > :02:20.I would hope, return the money to my father's estate.

:02:21. > :02:28.It would be the only appropriate thing for them to do, in my view.

:02:29. > :02:32.Franny's being backed by trading standards

:02:33. > :02:34.at Nottinghamshire County Council, which successfully prosecuted stone

:02:35. > :02:37.as part of a huge investigation into fraudulent trading

:02:38. > :02:46.Stone was also convicted of fraud against a dogs

:02:47. > :02:50.charity, which paid ?14,000 to aspire magazine.

:02:51. > :02:52.charity, which paid ?14,000 to Aspire magazine.

:02:53. > :02:54.Aspire magazine were never prosecuted as part of this

:02:55. > :02:56.investigation, so legally, trading standards cannot force them

:02:57. > :03:00.However, given the devastating impact that Barbara Stone's actions

:03:01. > :03:03.had on the victims on their family, we feel that aspire magazine should

:03:04. > :03:08.Aspire magazine have said they were totally unaware

:03:09. > :03:11.that Stone was engaged in any criminal activity.

:03:12. > :03:14.I have e-mailed them repeatedly, asking whether they will be prepared

:03:15. > :03:18.to pay back the money that Stone fraudulently obtained.

:03:19. > :03:22.But haven't yet received a direct answer.

:03:23. > :03:24.Instead, they have released a statement, saying there would be

:03:25. > :03:28.a full internal investigation, adding: went on Franny's

:03:29. > :03:51.Franny's parents paid out so much money they were forced

:03:52. > :03:55.Franny says she will continue fighting for

:04:01. > :04:04.reputation for cheap labour, uncovered by a TV programme,

:04:05. > :04:10.is putting-off high street retailers from making clothes in the city.

:04:11. > :04:13.Mick Cheema says there are many sweatshops in the city where workers

:04:14. > :04:16.are being paid as little as ?3 an hour for ten hour days,

:04:17. > :04:20.He's now calling for the government to step in and help.

:04:29. > :04:31.turning around an order from design to product and onto the shop floor

:04:32. > :04:38.I feel as if we've got the tide against us.

:04:44. > :04:48.It's common knowledge in Leicester that this kind of practice

:04:49. > :05:00.Workers here are paid ?7.20 an hour, poving that factories can

:05:01. > :05:02.be competitive and pay the minimum wage.

:05:03. > :05:05.People here who mainly speak English as a second language told me

:05:06. > :05:09.they would not work for as little as ?3 or ?4 an hour.

:05:10. > :05:27.Today, the joint committee on human rights came to look at the reality

:05:28. > :05:29.of working conditions at garment factories.

:05:30. > :05:32.Leicester City Council has no regulatory power

:05:33. > :05:38.Everybody says, it shouldn't be happening.

:05:39. > :05:41.Everybody recognises it is happening.

:05:42. > :05:45.I think one of the key things we need to do is make sure

:05:46. > :05:48.that those people who are ultimately selling the goods to the consumer

:05:49. > :05:54.Those who are at the very end of the supply chain.

:05:55. > :05:57.We're not worried about overseas competition, we're more concerned

:05:58. > :05:59.about the competition on our doorstep.

:06:00. > :06:01.That is coming from the darkside operators.

:06:02. > :06:04.Back at basic premier limited, the message is simple.

:06:05. > :06:08.They've seen turnover rise by ?3 million and workers

:06:09. > :06:13.But other factories in Leicester need change if the city

:06:14. > :06:17.is going to see the true benefit of fast fashion.

:06:27. > :06:29.Government inspectors say Leicestershire Police isn't good

:06:51. > :06:52.classed as "outstanding" in dealing with serious crime.

:06:53. > :06:56.A woman's been injured during an armed robbery in Leicestershire.

:06:57. > :06:58.It happened at a convenience store on Craven Street in Melton

:06:59. > :07:02.The woman suffered a head injury before her attacker,

:07:03. > :07:04.who was wielding an axe, fled with cash.

:07:05. > :07:07.A few minutes earlier police had been called to a nearby

:07:08. > :07:09.shop on Grange Drive, after an attempted

:07:10. > :07:14.Officers are appealing for witnesses.

:07:15. > :07:17.More than 50 reports of lasers being pointed

:07:18. > :07:21.at aircraft were recorded at East Midlands Airport last year.

:07:22. > :07:23.That's according to the Civil Aviation Authority,

:07:24. > :07:26.which says there were at least 54 incidents at Castle

:07:27. > :07:32.The pilots' association, BALPA, wants tougher prison

:08:14. > :08:16.will still leave the authority needing to save almost ?30 million

:08:17. > :08:21.The city council believes a pilot scheme called

:08:22. > :08:25.Local Area Co-ordinators could be part of the answer.

:08:26. > :08:28.They want Health Secretary Jeremy Hunt to support it,

:08:29. > :08:32.and roll it out across the country, as Ed Collard reports.

:09:37. > :09:44.His brief is very simple: help people to help themselves.

:09:45. > :09:46.Everyone's had a life, everyone's got skills,

:09:47. > :09:54.It's lovely when you focus on that with people, and in doing that,

:09:55. > :09:57.it helps people become more resilient and helps them to get more

:09:58. > :10:01.Not surprisingly, the people Roger helps feel he's

:10:02. > :10:11.If you need anything doing, he'd do it for you.

:10:12. > :10:13.It's really good to have that community feeling.

:10:16. > :10:17.What's less obvious, is that according to

:10:18. > :10:19.Derbyshire City Council, Roger and his colleagues are saving

:10:20. > :10:22.hundreds of thousands of pounds a year, simply by nipping problems

:10:23. > :10:29.LACS are funded jointly, by the City Council and the NHS,

:10:30. > :10:32.to the tune of half ?1 million a year.

:10:33. > :10:36.But according to an independent audit by Derby University,

:10:37. > :10:42.every ?1 spent on them saves other services ?4.

:10:43. > :10:45.Last month, the council sent a letter to Health

:10:46. > :10:47.Secretary Jeremy Hunt, urging him to give more support

:10:48. > :10:52.to the scheme and roll it out across the country.

:10:53. > :10:54.Parliamentarians for all political parties want a cross-party

:10:55. > :10:58.agreement, and strategy to deal with this problem.

:10:59. > :11:00.That needs to be done sooner rather than later,

:11:01. > :11:07.It's such a shame people have lost touch with communities,

:11:08. > :11:14.It doesn't take a lot to help people reconnect

:13:35. > :13:37.currently as assaults on anybody else, or taken with the seriousness

:13:38. > :13:42.Recent figures from Nottinghamshire Police show that in a year,

:13:43. > :13:46.there were reports of 160 assaults on police officers

:13:47. > :13:53.The force are backing a campaign to tackle the problem and to provide

:13:54. > :13:58.The Chief Constable, along with the Police Federation

:13:59. > :14:03.and two unions, have signed a pledge to tackle violence against officers.

:14:04. > :14:08.In my experience, it's always been an aspect of the job.

:14:09. > :14:12.But I want to say quite unequivocally, it is unacceptable,

:14:13. > :14:16.completely unacceptable, and what we are here to do is not

:14:17. > :14:22.From my position as Chief Constable, I want to make sure I send the right

:14:23. > :14:24.message to the staff about the fact that the organisation

:14:25. > :14:29.The force says it wants to raise awareness about the dangers officers

:14:30. > :14:31.face and the need to ensure that those officers

:14:32. > :14:43."Keep Britain Tidy" has been a rallying cry for decades, and it's

:14:44. > :14:49.Fly-tipping is on the rise and continues to blight open spaces.

:14:50. > :14:52.Newly released government figures reveal our councils are having

:14:53. > :14:56.to spend hundreds of thousands of pounds to sort out the mess,

:14:57. > :15:06.Despite the threat of an unlimited fine and or five years in prison,

:15:07. > :15:08.fly-tipping still blights, as enforcement officers

:15:20. > :15:23.Discarded tires, along with cables stripped of their copper,

:15:24. > :15:26.have also been dumped on these bridleways near Mount Sorel

:15:27. > :15:33.Latest government figures show that total numbers of fly-tipping

:15:34. > :15:35.instances in the East Midlands exceeded 30,000 last year, up more

:15:36. > :15:41.It cost councils ?1.43 million to clear it up.

:15:42. > :15:44.Derby and Bester accounted for a third of that.

:15:45. > :15:48.More than 5000 black bags had to be disposed of,

:15:49. > :15:53.along with 1800 white goods and 178 animal carcasses.

:15:54. > :16:02.We obviously need the evidence, we rely on the public to support us.

:16:03. > :16:07.Having said that, we have had 11 prosecutions and issued 80 tickets

:16:08. > :16:12.Council say if they had more cash to spend on CCTV,

:16:13. > :16:17.But could Leicestershire's decision to reduce tip opening times be

:16:18. > :16:22.It could, but having said that, our fly-tips

:16:23. > :16:28.It's no excuse if the tips are closed, when there are other
