:01:05. > :01:09.First tonight, the chancellor Phillip Hammond has announced

:01:10. > :01:14.a 90 million pound cash injection for this region.

:01:15. > :01:16.The move, to boost our economy, has been widely welcomed.

:01:17. > :01:18.It's predicted thousands of jobs could be created.

:01:19. > :01:21.The money will go on a variety of projects, including

:01:22. > :01:23.regenerating Derby City Centre, creating a space park in Leicester,

:01:24. > :01:25.improving road links around Loughborough and improving town

:01:26. > :01:34.In a moment we'll have local reaction to the news,

:01:35. > :01:36.but first Sarah Teale looks at exactly where the

:01:37. > :01:44.The Chancellor's visit to the Midlands today may have been

:01:45. > :01:45.overshadowed by the uproar over national insurance

:01:46. > :01:52.But Philip Hammond was here to shine the spotlight

:01:53. > :01:55.on a ?390 million pound investment into the Midlands Engine -

:01:56. > :01:58.the equivalent to the Northern Powerhouse, it's the government's

:01:59. > :02:00.plan for boosting economic growth in the region.

:02:01. > :02:09.From that pot the East Midlands will receive ?90 million pounds.

:02:10. > :02:15.Pal tell you the good news, I used to live in Nottingham, I don't just

:02:16. > :02:19.think about the West Midlands, I know the East Midlands as a

:02:20. > :02:23.powerhouse small business. Across the East Midlands, Nottingham,

:02:24. > :02:25.Leicester, huge centres of successful entrepreneurial small

:02:26. > :02:26.businesses and we're backing them the way.

:02:27. > :02:34.The cash is being spread across the region.

:02:35. > :02:36.One of the biggest spends, almost ?13 millions,

:02:37. > :02:38.will go towards developing a Space Park in Leicester

:02:39. > :02:41.which will become a national hub for for research and learning.

:02:42. > :02:43.And ?12 million will be spent on improving roads around

:02:44. > :02:45.Loughborough including the A512 and the M1 junction 23.

:02:46. > :02:49.That will unlock land for 4,000 new homes.

:02:50. > :02:52.Derby is set to receive more than 11 million pounds to regenerate

:02:53. > :02:54.the city centre and fund a replacement performance venue

:02:55. > :03:00.And two million pounds has been allocated towards

:03:01. > :03:02.a new museum and attraction at Derwent Valley Mills

:03:03. > :03:09.In Nottinghamshire, some ?8 million pounds is going towards regenerating

:03:10. > :03:14.town centres and redeveloping Nottingham Castle.

:03:15. > :03:16.And ?10 million is being spent on refurbishing

:03:17. > :03:18.the Broadmarsh car park and bus station.

:03:19. > :03:20.While those are the headline figures, many more millions

:03:21. > :03:22.are being pumped into other projects around the region.

:03:23. > :03:24.Quentin Rayner has spent the day gathering reaction

:03:25. > :03:37.Sherwood Forest's heroes became legends by handing out bounty to the

:03:38. > :03:42.needy. This afternoon the local clothes than it was walking in the

:03:43. > :03:45.outlaws footsteps with with ?63 million on his back pocket to boost

:03:46. > :03:49.growth in Nottinghamshire, Derbyshire. Half a million quid to

:03:50. > :03:53.help the new visitor centre in the forest on the boat will go towards

:03:54. > :03:59.regenerating sites across the two counties. Big vote of confidence, it

:04:00. > :04:05.will help us create over 6500 jobs, ?150 million of private investment,

:04:06. > :04:08.over 6000 homes and 2000 learners. It's a good result for other local

:04:09. > :04:11.enterprise partnership, one of the biggest allocations in the country

:04:12. > :04:15.and I think that demonstrates the government have confidence we can

:04:16. > :04:19.deliver the jobs and growth they want. The East Midlands's is less is

:04:20. > :04:23.only a quarter of the overall growth fund for the Midlands but the

:04:24. > :04:26.minister doesn't swallow the idea that this side of the region is the

:04:27. > :04:29.poor relation. The idea that the government picks winners between

:04:30. > :04:33.different regions of the country is nonsense. We are investing in the

:04:34. > :04:37.East Midlands and the Midlands and Yorkshire and Humber and the Midwest

:04:38. > :04:43.because we're absolutely genuine when we say we want to create an

:04:44. > :04:48.economy that works for. His colleague, Marcus John says space

:04:49. > :04:52.technology with Leicester at its hub was crucial to the UK's growth, so

:04:53. > :04:55.there was ?1 million for an extension of the National space

:04:56. > :05:00.centre and ?30 million for a space park in the city. Another million

:05:01. > :05:05.pounds is available for road improvements. We have to look at the

:05:06. > :05:10.enterprise last month and it's backed up with some real substantial

:05:11. > :05:13.funding, ?26 million, so I really significantly because we have money

:05:14. > :05:17.to be behind things. Sherwood Forest's new centre should be built

:05:18. > :05:20.by next spring, it's unclear when other projects will get going.

:05:21. > :05:22.Our political editor Tony Roe is here.

:05:23. > :05:25.So we heard last night from MPs who feared the East Midlands

:05:26. > :05:27.would be a junior partner in the Midlands engine.

:05:28. > :05:38.I think so because if you look at the figures, ?90 million is quite a

:05:39. > :05:44.lot when you take what each individual area gets. Derbyshire are

:05:45. > :05:47.Nottinghamshire and Derby and Nottingham, they get more than any

:05:48. > :05:53.other part of the Midlands as a whole, more than Greater Birmingham.

:05:54. > :05:56.And the Leicester and Leicestershire partnership, they get more than

:05:57. > :05:59.Stoke and Staffordshire, so if you look at it like that, we've done

:06:00. > :06:04.quite well and also remember that the chairman of the Midlands engine

:06:05. > :06:08.is John peace, he's from Nottingham, so he will have the East Midlands's

:06:09. > :06:12.interests at heart. This funding announcement is for four years but a

:06:13. > :06:17.lot of these projects will last a lot longer than that. They've got

:06:18. > :06:21.money to spend on where the project should go and we're talking about

:06:22. > :06:24.infrastructure in particular roads and transport. Midland Main line

:06:25. > :06:27.electrification is still on their list. We haven't had a confirmation

:06:28. > :06:33.from the government yet that is going ahead but still on their list.

:06:34. > :06:36.Many road schemes, not just the ?12 million near junction 23 because the

:06:37. > :06:40.roads do need some work doing to them. There are so many pinch

:06:41. > :06:46.points. I was out today filming for Sunday politics at a haulage company

:06:47. > :06:49.and they are saying it causes them so many problems because they never

:06:50. > :06:51.know when the delays will happen and it costs them time and money. Thanks

:06:52. > :06:55.very much. The former Nottingham social

:06:56. > :06:58.worker who uncovered a child migration scandal,

:06:59. > :07:00.says "torture, rape and slavery" were covered up

:07:01. > :07:02.at the highest levels. Margaret Humphreys has been giving

:07:03. > :07:04.evidence to the "Independent Inquiry Our Social Affairs Correspondent,

:07:05. > :07:20.Jeremy Ball, reports The smiling faces of British

:07:21. > :07:25.children who were shipped across the Empire but today the National

:07:26. > :07:27.enquiry had they were deported and raped and this was the most

:07:28. > :07:32.catastrophic child abuse legacy in living memory. Look at the

:08:15. > :08:19.out she was screaming and crying, get the children off, get the

:08:20. > :08:23.children off. Stop the train. Her boy put his fist at the window and

:08:24. > :08:28.shouted I'll never forget you, ma'am. Doctor Humphreys told enquiry

:08:29. > :08:32.that my children were selected for migration to preserve the British

:08:33. > :08:37.Empire's racial unity. She said many were used as slave labour on farms.

:08:38. > :08:40.Margaret Humphreys told enquiry that record is about children were

:08:41. > :08:47.deliberately destroyed. Social workers raised concerns and they

:08:48. > :08:48.were ignored and her charity is now reunited well over 1000 child

:08:49. > :08:53.migrants with their families. Still to come - a host

:09:33. > :09:36.directions, but police say it's Leicestershire Police say a man

:09:37. > :09:41.found fatally injured in the street outside Leicester Railway Station

:09:42. > :09:44.had been stabbed to death. Officers believe the victim,

:09:45. > :09:46.who hasn't been formally identified He was found shortly after midnight

:09:47. > :09:50.yesterday on London Road. A 30 year old Leicester man

:09:51. > :09:52.was arrested on suspicion of murder yesterday afternoon

:09:53. > :10:02.and remains in custody. NHS England is facing tough

:10:03. > :10:06.questioning tonight from campaigners fighting to save the East Midlands

:10:07. > :10:11.children's heart surgery unit. Tonight's public consultation event

:10:12. > :10:16.into the plans to close the unit at Glenfield Hospital started half

:10:17. > :10:18.an hour ago. Protestors have also gathered

:10:19. > :10:20.outside as there's been criticism that everyone who wanted to go

:10:21. > :10:25.could get tickets. We'll be hearing from our health

:10:26. > :10:27.correspondent Rob Sissons in a moment but first how have

:10:28. > :10:31.we got to this point - there have been so many twists and turn -

:10:32. > :10:42.here's how it all began. Question has been hanging over the

:10:43. > :10:47.future of Leicester getting children's heart surgery unit for 20

:10:48. > :10:52.years. It follows the heart scandal in Bristol, where high rates of

:10:53. > :10:55.babies died after heart operations in the 80s and 90s. The hard-hitting

:10:56. > :11:04.report that followed led to demands for fewer bigger centres bringing

:11:05. > :11:08.expertise together and controversial choices were avoided. A review is

:11:09. > :11:13.being carried out across England and there is speculation that at least

:11:14. > :11:17.four on the country's 11 children's heart units may stop operations. In

:11:18. > :11:21.Leicester, this intent to the streets and they went to the top.

:11:22. > :11:28.Their wares celebrity backing, thousands of people filled in

:11:29. > :11:32.consultation forms. With the world-famous service alongside the

:11:33. > :11:37.heart unit, they felt upbeat but other cities were fighting two.

:11:38. > :11:42.Proved winners. Our reward is staying! CHEERING

:11:43. > :11:48.. Leicester and Leeds were losers. Also tonight, ending children's

:11:49. > :11:51.heart surgery in the East Midlands. The experts defend their decision.

:11:52. > :11:57.By having bigger teams of surgeons doing more cases in the centre, we

:11:58. > :12:02.can maintain a high quality service in the future. After challenges, the

:12:03. > :12:05.Health Secretary eventually overturned the reviews findings. The

:12:06. > :12:10.outcome on the safe and sustainable review was based on a flawed

:12:11. > :12:15.analysis. Another review but with NHS England proposing to end surgery

:12:16. > :12:18.in Leicester and at the Royal Brompton in London, the East

:12:19. > :12:22.Midlands's fight was back on. To bring us right up to date, that

:12:23. > :12:29.consultation meeting going on this evening, robbers they are now. Good

:12:30. > :12:33.evening. Passions running very high here in Leicester, so many people

:12:34. > :12:37.care about the future of children's heart surgery in Leicester which has

:12:38. > :12:42.been under threat for so many years, we've come to expect the unexpected

:12:43. > :12:45.in this saga. The meeting which is happening out there in one of the

:12:46. > :12:50.rooms at Leicester Tigers is being streamed live on the Internet. Spent

:12:51. > :12:55.quite a lot of time explaining the ground rules. One of the reasons for

:12:56. > :12:59.that is because there is always the risk of temper is becoming a little

:13:00. > :13:03.bit frayed in all of this. I've been to speak to one family at Coalville

:13:04. > :13:07.in Leicestershire and I told to the mother of a little boy who is in the

:13:08. > :13:11.meeting behind me and she explained why she cares so much about the

:13:12. > :13:18.future of the hard service in Leicester. I'm Jess Whitehouse, my

:13:19. > :13:21.son was born 11 weeks ago and we discovered he had down syndrome and

:13:22. > :13:25.as a direct result of that he also had a heart condition where he had

:13:26. > :13:31.two large holes in his hand. Glenfield heart unit, I'm eternally

:13:32. > :13:33.grateful to them and without them we wouldn't be here today. I'm

:13:34. > :13:37.disgusted there is a threat to the heart unit. The standard of care

:13:38. > :13:40.there is absolutely fantastic from start to finish. I'm very passionate

:13:41. > :13:48.about this, so much so that last month myself I were to donate 50

:13:49. > :13:51.hand a petition. I do feel the campaign will be successful because

:13:52. > :14:00.I think if it goes to a fair panel there is no way they can justify

:14:01. > :14:03.closing the unit. A short time ago I spoke to someone from NHS England

:14:04. > :14:07.and ask them what they were trying to achieve by all of this. The

:14:08. > :14:12.reason why we're here today is that we've developed initial proposals to

:14:13. > :14:16.the consequences of how services should be delivered. We are now out

:14:17. > :14:20.to consultation and we are here in Leicester very much to listen to the

:14:21. > :14:23.public and very interested to know whether these proposals make sense.

:14:24. > :14:28.Campaigners don't think they make sense and many suspect this process

:14:29. > :14:31.is rigged. I would definitely say this process is not rigged. There

:14:32. > :14:37.are no predetermined numbers of centres with NHS England. What we

:14:38. > :14:44.remain very firm about is that having spent a lot of time in

:14:45. > :14:48.consultation with charities, with patients, with professionals in

:14:49. > :14:54.developing the standards, we do need to implement them so that we can

:14:55. > :14:58.provide the best possible care. Let's have a chat with some of the

:14:59. > :15:03.people who haven't got tickets, they are not at the meeting but they are

:15:04. > :15:08.outside making their point. Sally, you went to the unit at Glenfield a

:15:09. > :15:11.few years ago. Our twin sons were eight weeks premature on one of them

:15:12. > :15:15.had a suspected hole in their hearts so he was referred to Glenfield and

:15:16. > :15:22.had a couple of visits. Thankfully everything was OK? Fantastic

:15:23. > :15:26.treatment and fantastic care. Do you not buy the argument that fewer

:15:27. > :15:32.bigger centres would save more lives. The fact it was local for us

:15:33. > :15:37.took some concern out of it and it was a fantastic unit. Some deals

:15:38. > :15:42.here is Tom, why are you here? I oppose the closure of the heart

:15:43. > :15:45.unit. Out here right now standing in solidarity with all of the people

:15:46. > :15:50.that have been unable to register for this event. They called it a

:15:51. > :15:54.public consultation. You're not impressed with the organisation?

:15:55. > :15:57.There was a demonstration a few weeks ago that had two dozen people

:15:58. > :16:02.just in Leicester, the fact they have a room for 150 people is not

:16:03. > :16:08.good enough. Quick word with Darren. What do you think? You wanted to

:16:09. > :16:14.stay? Of course, the distances would be too great if this unit is closed

:16:15. > :16:17.and it's a symptom of a wider problem to privatise the NHS. We

:16:18. > :16:18.don't want to see patients go to Birmingham, that's the message from

:16:19. > :16:23.people here. Two men have been found guilty

:16:24. > :16:26.of conspiring to commit fraud by telling businesses

:16:27. > :16:28.they were selling them halal lamb Mahmudur Rohman and Kamal Rahman

:16:29. > :16:32.imported the cheaper They sold it to dozens of customers

:16:33. > :16:37.in the East Midlands for almost double the price,

:16:38. > :16:52.making a profit of hundreds These two men were involved in

:16:53. > :16:57.selling meat on a big scale. In court today, Kamal Rahman and

:16:58. > :17:03.Mahmudur Rohman were found guilty of running a fraudulent operation. They

:17:04. > :17:07.were based in Peterborough but it sold meat to restaurants, takeaways

:17:08. > :17:14.and butchers here in Leicestershire and beyond. The men told customers,

:17:15. > :17:19.like this butchers, that the meat was boneless leg of lamb but it was

:17:20. > :17:22.actually Turkey, much cheaper, which they then sold for double the price.

:17:23. > :17:26.There maybe some people watching this at home who are thinking, hang

:17:27. > :17:30.on a minute, he's a butcher, how could you not tell the difference

:17:31. > :17:36.between what is lamb meat and what turkey meat, what would you say to

:17:37. > :17:40.that? We never chop them, we never cut them for customers. We don't

:17:41. > :17:45.know what the meat looks like and it's very young but the colour of

:17:46. > :17:55.the meat is different. If you look at it, it's just read lamb meat. You

:17:56. > :18:02.can't tell. This is actually some of the turkey meat that was sold off to

:18:03. > :18:06.a local butchers as halal lamb meat. Authorities raised concerns when

:18:07. > :18:10.meat was tested in the East Midlands area in 2013 after the horse meat

:18:11. > :18:16.scandal. That testing revealed that meat in the region was not what it

:18:17. > :18:24.had been labelled as. Leicester City Council's investigation linked the

:18:25. > :18:28.need to the company. Any reaction? No. The judge told the men their

:18:29. > :18:35.crime was a serious matter. They will be sentenced next month.

:18:36. > :18:46.Still to come - tram 222 gets a new name

:18:49. > :18:54.the lives and hearts of so many people.

:20:35. > :20:38.Well today he got a big boost from sporting royalty.

:20:39. > :20:40.Former World Heavyweight Champion Frank Bruno came to visit,

:20:41. > :20:52.The Nottingham School of boxing is absolutely buzzing here and why

:20:53. > :20:56.wouldn't it be, one of the two Legends of the sport this year and

:20:57. > :20:59.will speak to him in a second. Marcellus Baz, where are you in your

:21:00. > :21:04.mission to keep the Nottingham School of boxing in a permanent

:21:05. > :21:10.home? We are still raising funds, we've got absolutely magnificent

:21:11. > :21:15.sport from our community and we are in talks with the Heritage lottery

:21:16. > :21:19.and sport England and we are optimistic, we're really excited. We

:21:20. > :21:23.want to make it our permanent home. How exciting is to have Frank Bruno

:21:24. > :21:27.here? It's absolutely magnificent, words can't explain it. This was my

:23:31. > :23:33.of the tram in Nottingham and, to celebrate, tram 222

:23:34. > :23:37.was re-named as part of NET Tram's Community Hero Award.

:23:41. > :23:43.to a couple whose charity is helping parents across the East Midlands.
