:01:03. > :01:05.First tonight, a man's appeared in court today,

:01:06. > :01:07.charged with seven six offences against women in Derby.

:01:08. > :01:09.It follows an extensive police appeal this week for public

:01:10. > :01:12.help in what they called their highest priority

:01:13. > :01:16.Well, James Roberson was at the court hearing earlier,

:01:17. > :01:25.James, some of the charges relate to where you are tonight, don't they?

:01:26. > :01:29.Yes, that's right, I'm at West Road in Spondon,

:01:30. > :01:34.These incidents have received considerable publicity over

:01:35. > :01:36.the last three years, and last night, Derbyshire Police

:01:37. > :01:42.announced they'd charged a man with seven offences.

:01:43. > :01:47.Now, the first thing this morning a 23-year-old man -

:01:48. > :01:52.Ilija High from Chaddesden in Derby - appeared before Derby magistrates.

:01:53. > :01:54.Mr High, who has dark hair and was wearing a white polo

:01:55. > :01:57.shirt and grey trousers, spoke only to confirm his name,

:01:58. > :02:10.It's alleged Mr High attacked three women over a 15-month period.

:02:11. > :02:16.One charge relates to an attack on a woman in September 2014 -

:02:17. > :02:18.as we've mentioned - on this lane, here in Spondon.

:02:19. > :02:21.The second incident relates to another woman a year

:02:22. > :02:25.There are five separate charges in connection with that attack.

:02:26. > :02:29.And the last incident involves a third woman.

:02:30. > :02:31.That alleged attack happened in December 2015, again,

:02:32. > :02:41.Mr High was remanded in custody, and will appear

:02:42. > :02:50.The police have said they are pursuing other inquiries?

:02:51. > :02:53.Yes, the police had also appealed for information about another

:02:54. > :02:55.serious sexual assault last month, in the Stoney Lane area

:02:56. > :03:06.of Spondon, and those investigations are continuing.

:03:07. > :03:09.A GP who mistakenly prescribed ten times the dosage of a strong

:03:10. > :03:12.painkiller to a woman who later died had made another prescription

:03:13. > :03:17.Dr Lawrence Axten yesterday apologised to the family

:03:18. > :03:21.of 27-year-old Kymberley Holden from Derbyshire who had been

:03:22. > :03:26.Our reporter Navtej Johal has been following the inquest

:03:27. > :03:29.Nav, what more can you tell us about this previous mistake?

:03:30. > :03:35.And today was the final day of evidence, so what happens next?

:03:36. > :03:45.This prescription error was issued by Doctor Lawrence Axten in 2015 and

:03:46. > :03:49.it led to a complaint by the patient. Yesterday, we had from

:03:50. > :03:57.Lawrence Axten about the prescription for Kimberly Holden.

:03:58. > :04:01.Today's heaving was not evidence but the response was that a neurologist

:04:02. > :04:14.had recommended ten mg daily of a drug usually used to treat epilepsy

:04:15. > :04:17.and migraines but Lawrence Axten had prescribed 25 milligrams daily. They

:04:18. > :04:23.said this did not constitute a serious incident and it would have

:04:24. > :04:28.been no requirement to report it. What happens next? The final day of

:04:29. > :04:32.evidence included a representative from the company who made the

:04:33. > :04:38.electronic prescription system. He talked about the issues they have

:04:39. > :04:42.had in the past and steps they have taken to prevent them from happening

:04:43. > :04:46.in the future. We had to wait until Thursday next week to hear the

:04:47. > :04:50.coroner's conclusions and the finding of facts regarding

:04:51. > :04:54.Kimberly's death. There is a lot of evidence to consider so the coroner

:04:55. > :05:00.will take all of that into account before delivering the final findings

:05:01. > :05:01.and hopefully delivering some closure to Kimberly's family.

:05:02. > :05:04.Still to come this evening: A Derby student returns to her native

:06:22. > :06:25.Police say he was attacked by two men, but it's not

:06:26. > :06:32.It's emerged that an investigation is under way into the financial

:06:33. > :06:38.The Charity Commission says it has serious concerns over the running

:06:39. > :06:40.of the Bhaarat Welfare Trust and has frozen its bank account.

:06:41. > :06:45.East Midlands Today revealed eight months ago that the Trust

:06:46. > :06:49.was looking after donations for a dedicated Hindu

:06:50. > :06:51.crematorium in the city, but it spent almost ?100,000

:06:52. > :06:54.of the money on its own projects in India instead.

:06:55. > :07:00.It should have been money for a new crematorium

:07:01. > :07:06.Led by Vinod Popat from the Shantidham Project,

:07:07. > :07:12.?96,000 was raised over the years by the local community.

:07:13. > :07:17.It would have provided the facility, which otherwise is not

:07:18. > :07:19.available at the moment, for example, the chapel is a bit too

:07:20. > :07:22.small and the service time is too small.

:07:23. > :07:30.It's a shame that this hasn't happened yet.

:07:31. > :07:35.Donations were handed over for safekeeping to the Bhaarat

:07:36. > :07:37.to the Bhaarat Welfare Trust here all of the road

:07:38. > :07:41.for the money to be given back several years later,

:07:42. > :07:43.the charity said trustees had decided the crematorium project

:07:44. > :07:46.was no longer viable and so agreed to divert the cash to its

:07:47. > :07:49.Vinod's group were so concerned they contacted the Charity

:07:54. > :08:00.The Charity commission found serious issues with the welfare

:08:01. > :08:03.trust when first visited the charity in 2015.

:08:04. > :08:06.In particular, it had concerns about the ability of its trustees

:08:07. > :08:08.to account for funds transferred to India over a five-year period

:08:09. > :08:10.and over how donations for the crematorium

:08:11. > :08:15.The commission says the charity's response to its concerns have

:08:16. > :08:23.In a statement, the trust says it will continue to cooperate

:08:24. > :08:25.with the Charity commission and that it has given them

:08:26. > :08:29.It is confident this information will address

:08:30. > :08:38.In the meantime, a frozen bank account means the welfare trust

:08:39. > :08:40.can't make any payments without getting consent

:08:41. > :08:49.The watchdog says while it can't advise donors, people should

:08:50. > :08:51.use their own judgment on whether or not they wish

:08:52. > :08:57.So what action can the Charity Commission take?

:08:58. > :09:01.That's a question we put to Sumeer earlier.

:09:02. > :09:04.Firstly, it's important to point out the Charity Commission has stressed

:09:05. > :09:06.the inquiry doesn't mean any findings of wrongdoing

:09:07. > :09:10.The commission says it is very reluctant to close down charities

:09:11. > :09:13.because it doesn't think it's in the public interest to do so,

:09:14. > :09:19.especially when so many questions need answering and the priority

:09:20. > :09:22.is really to get the charities back on track, so it would look

:09:23. > :09:24.to put measures in place and make improvements.

:09:25. > :09:26.This could mean suspending or removing trustees or even

:09:27. > :09:33.We don't know what course this inquiry will take and again it's

:09:34. > :09:39.worth reiterating the commission hasn't found any evidence

:09:40. > :09:41.of wrongdoing by the Bhaarat Welfare Trust.

:09:42. > :09:44.The inquiry is at a very early stage and it will be sometime before

:09:45. > :09:48.Shocking pictures are emerging of famine in East Africa,

:09:49. > :09:51.as Britain's leading aid charities make a new Disasters

:09:52. > :09:56.One of those relief efforts is being LED by a woman who lives in Derby.

:09:57. > :10:02.Sadia Abdi came to the city to study.

:10:03. > :10:05.But now she's back in her native Somaliland, as the country

:10:06. > :10:13.She's been speaking to our social affairs correspondent, Jeremy Ball.

:10:14. > :10:15.One child on the brink of starvation, one of millions

:10:16. > :10:24.The most malnourished are already dying.

:10:25. > :10:27.It's happening across vast swathes of East Africa where it has hardly

:10:28. > :10:32.Sadia Abdi is leading part of the British response.

:10:33. > :10:50.She studied at Derby University and still lives in the city centre

:10:51. > :10:53.but for the past few months she has been coordinating aid deliveries

:10:54. > :10:56.I have seen people in critical situations.

:10:57. > :10:58.Some of them were weak and couldn't even walk.

:10:59. > :11:01.Some of them told us they have not eaten for months.

:11:02. > :11:04.They have been travelling for the last few months and have

:11:05. > :11:12.They are desperate and starving to death.

:11:13. > :11:15.This week, an emergency appeal has been made by Sadia's

:11:16. > :11:19.charity and by 12 other leading aid organisations.

:11:20. > :11:24.So much difference could money donated here really make?

:11:25. > :11:27.It's making such a huge difference because someone in starvation

:11:28. > :11:30.has been provided food, the food saves their lives.

:11:31. > :11:43.It's only six years since another East African famine claimed hundreds

:11:44. > :11:46.This time they hope a more effective response could prevent

:11:47. > :11:56.Pupils and staff at a Leicester school are to be tested

:11:57. > :12:04.Two children at Barley Croft Primary were found to have TB.

:12:05. > :12:06.They've already been treated for the disease

:12:07. > :12:10.They're back at school and no longer pose a risk.

:12:11. > :12:12.Families are being reassured that testing is only a precaution,

:12:13. > :12:17.and it's unlikely anyone else is affected.

:12:18. > :12:19.More than ?1.25 million has been given to help

:12:20. > :12:22.boost the profile of the Derwent Valley Mills World

:12:23. > :12:26.The Arts Council cash will be spent developing culture

:12:27. > :12:28.and heritage locally, as well as establishing a sense

:12:29. > :12:32.The Vital Valley programme will encourage artists and residents

:12:33. > :12:34.to work with cultural organisations and businesses to

:12:35. > :12:43.A range of security measures have been put in place to protect the now

:12:44. > :12:44.empty Market Harborough District Hospital.

:12:45. > :12:49.Clinical services have moved to the nearby

:12:50. > :12:51.St Luke's Treatment Centre making the former hospital site

:12:52. > :12:58.NHS Property Services is taking action to protect the vacant

:12:59. > :13:03.building and its listed war memorial, while it finds a buyer.

:13:04. > :13:07.Now how do you bring the history of a green space to life?

:13:08. > :13:10.Well, the people who run St Anns Allotments have started

:13:11. > :13:13.a new heritage project to do just that.

:13:14. > :13:17.The Grade II-listed allotments are believed to be the oldest

:13:18. > :13:22.and largest detached town gardens in the UK and possibly the world.

:13:23. > :13:25.Now, a range of vegetable seeds from different time periods have

:13:26. > :13:27.been produced to help tell the site's story.

:13:28. > :13:34.Behind every hedgerow, something different.

:13:35. > :13:37.This 75-acre site in the heart of Nottingham

:13:38. > :13:44.Now its incredible history and current diversity

:13:45. > :13:51.The team here has launched a range of vegetable seeds from different

:13:52. > :13:57.time periods that this glorious green space has witnessed.

:13:58. > :14:00.It's a real celebration, the fact we're still here and these

:14:01. > :14:03.allotments were laid out in the 1840s, so nearly 200 years

:14:04. > :14:07.and there's a lot of history and a lot of stuff to celebrate.

:14:08. > :14:10.I want people to buy a piece of St Anns allotments history.

:14:11. > :14:19.Among them, long green bush marrow from Victorian times.

:14:20. > :14:21.Some of these varieties have always been around but it's bringing

:14:22. > :14:30.The Growing Heritage project also features plants.

:14:31. > :14:35.This is the nursery, the behind-the-scenes area

:14:36. > :14:38.Here, we have a fruit trees being grown.

:14:39. > :14:41.There are also roses and a variety of different heritage flowers.

:14:42. > :14:44.This may look quite bare right now but by the summer,

:14:45. > :14:48.The site was really well-known for rose shows in Victorian times

:14:49. > :14:53.and back in the 1930s so there will be a good variety

:14:54. > :14:58.of roses that we know were definitely grown

:14:59. > :15:03.here and that's great, to have that provenance.

:15:04. > :15:06.It's a great way of being able to take things home,

:15:07. > :15:08.get your hands dirty and get involved.

:15:09. > :15:12.It's something that gives you a bit of a look into the past.

:15:13. > :15:15.The monuments trust funded project has been a year in the making.

:23:16. > :23:17.joined the celebrations and they were treated to a cultural

:23:18. > :23:38.feast including live music and, of course, Irish dancing.

:23:39. > :23:42.What does St Patrick's Day mean to you and to everyone here today?
