:01:11. > :01:12.with Maurice Flynn and me, Geeta Pendse.

:01:13. > :01:14.First tonight, further evidence of the increasing

:01:15. > :01:16.Derbyshire's largest primary has issued redundancy notices

:01:17. > :01:18.to its teaching assistants because of a funding crisis.

:01:19. > :01:21.Hilton Primary says it needs to close a third of the posts.

:01:22. > :01:25.Leaders at the school say it's a disaster but insist there's

:01:26. > :01:29.Head teachers say they continue to face rising costs and unfair

:01:30. > :01:31.funding despite the government saying education spending

:01:32. > :01:41.Jill Radcliffe is one of 40 teaching assistants working

:01:42. > :01:47.A budget shortfall of ?120,000 means that she and her colleagues have

:01:48. > :01:54.been issued with redundancy notices to cut their number by 13.

:01:55. > :01:56.There is no words, just somebody has got to go

:01:57. > :02:00.and we are more than friends, you know, it is like a family here.

:02:01. > :02:03.So everyone is in the same boat and we just know that some of us

:02:04. > :02:10.It's very upsetting, very, very upsetting.

:02:11. > :02:14.With 850 pupils, Hilton Primary is one of the largest in the country.

:02:15. > :02:18.Its annual budget is ?2.6 million but each pupil receives less

:02:19. > :02:24.For the past two years the county council has helped with contingency

:02:25. > :02:27.funds and this year it is providing an extra ?100,000, but it is not

:02:28. > :02:35.At the end of the day, our children deserve the same

:02:36. > :02:37.opportunities as every other child in Derbyshire, yet receive ?800

:02:38. > :02:42.less per pupil than your typical Derbyshire child.

:02:43. > :02:47.And for us, that is a shortfall of ?500,000 a year.

:02:48. > :02:49.We have had an extra ?100,000 from the local authority

:02:50. > :02:53.and we are incredibly grateful for it, but in reality,

:02:54. > :02:56.that makes up only slightly the shortfall and still leaves us

:02:57. > :03:17.In a statement, Derbyshire County Council said...

:03:18. > :03:20.The elastic now is stretched as far as it's going to stretch and losing

:03:21. > :03:26.these TAs is a disaster, it really is a disaster and it seems

:03:27. > :03:29.utterly unfair that children will walk through our gate

:03:30. > :03:32.in the morning and get less spent on them than any other

:03:33. > :03:37.It is a bit cold in here today, isn't it?

:03:38. > :03:40.Well, that's because the heating is off because we are saving money.

:03:41. > :03:43.Staff who are losing their jobs will be notified in May

:03:44. > :03:44.and compulsively redundancies cannot be ruled out.

:03:50. > :03:52.The school has lobbied their local MP Heather Wheeler for more funding,

:03:53. > :03:55.and earlier I asked her if anything could be done to stop

:03:56. > :04:04.There are ongoing conversations with Derbyshire County Council.

:04:05. > :04:09.This is all to do with why Hilton Primary, a primary pupil

:04:10. > :04:14.there is worth ?3090 a head, whereas a primary pupil

:04:15. > :04:16.somewhere else in Derbyshire is worth ?3900 a head,

:04:17. > :04:18.and this is what Derbyshire County Council need to actually

:04:19. > :04:24.But Derbyshire County Council do say that government allocations have not

:04:25. > :04:32.I mean, are their hands not being tied a little bit as well?

:04:33. > :04:35.No, the Department for Education will tell you that education

:04:36. > :04:37.for schools has been ring-fenced and every single penny has been

:04:38. > :04:47.So it is about on-costs, I do appreciate that,

:04:48. > :04:51.but the funding has been there, it has not been cut

:04:52. > :04:53.by the government to Derbyshire County Council for schools.

:04:54. > :04:55.And, of course, there is the proposed funding formula...

:04:56. > :04:59.This school would benefit by about ?200,000 a year.

:05:00. > :05:02.Now, Tory backbenchers are essentially threatening

:05:03. > :05:10.putting this on hold, what do you make of this?

:05:11. > :05:14.Certainly backbenchers who have small rural schools have found that

:05:15. > :05:17.at certain times the funding formula will not help them.

:05:18. > :05:20.In South Derbyshire, out of my 40 schools,

:05:21. > :05:24.30 would improve or stay the same and ten would lose, so no

:05:25. > :05:27.doubt I am going to be getting letters from those.

:05:28. > :05:30.So it is quite right that the consultation period is only

:05:31. > :05:33.just finished and Justine Greening needs to look at the whole formula.

:05:34. > :05:36.The whole point of this was to make sure that schools like Hilton

:05:37. > :05:39.actually increased in their funding and we had fair funding

:05:40. > :05:44.OK, Heather Wheeler, thank you very much.

:05:45. > :05:46.Leicestershire Police plan to use plain-clothed officers on bikes

:05:47. > :05:50.to target motorists who drive too close to cyclists

:05:51. > :05:53.The scheme has been backed by one particular cyclist,

:05:54. > :05:56.who says close passes are an almost daily experience

:05:57. > :06:16.Too often you will have a car fly right pasture without any

:06:17. > :06:19.consideration. It is not anger, it is adrenaline that hits you. You

:06:20. > :06:25.have just been skinned by a hard motor vehicle. This man cycles 500

:06:26. > :06:31.miles a day. He records his journey on his helmet camera. A person on a

:06:32. > :06:36.bike has the mix for motor vehicles. The person on a bike is any

:06:37. > :06:41.ponderable situation. That person could be someone's mother, father,

:06:42. > :06:44.it could be a child, they are in a vulnerable position and motorists

:06:45. > :06:48.must recognise that. Leicestershire Police plans to educate drivers

:06:49. > :06:55.using plain clothes police officers using plain clothes police officers

:06:56. > :06:56.to target offenders. They will have cameras on the front and rear of

:11:18. > :11:19.minutes of raping her, he was interrupted when a young man

:15:49. > :15:53.been doing. We have been trying to make the space feel as homely as

:15:54. > :15:59.possible, so, rugs, cushions... They have raised more than ?20,000 to set

:16:00. > :16:03.up Zephyr's. When a family is believed they need a place to come

:16:04. > :16:10.to do feel like they are understood. The centre has been set up so that

:16:11. > :16:12.it can offer counselling. Maybe you need physiotherapy because your body

:16:13. > :16:16.has changed and you have to come for counselling or to see a consultant,

:16:17. > :16:24.or have a postmortem meeting, all those things can be very clinical

:16:25. > :16:29.and dry and have a hospital type feel. It is magical, the fact that

:16:30. > :16:34.you have made something from something so difficult to benefit so

:16:35. > :16:40.many other people like you, it is just the best thing anyone could

:16:41. > :16:42.think of. Martin and Carly are artists from St Annes and are

:16:43. > :16:47.putting their own creative touch on the present time for an open day on
