:00:00. > :00:00.It's almost six thirty - you're watching East Midlands Today.

:00:00. > :00:00.Our top story tonight - The man who saved the lives of two

:00:07. > :00:13.people from a Derbyshire canal is hailed a hero.

:00:14. > :00:21.After they plummeted from a bridge, he dived straight into rescue them.

:00:22. > :00:27.Also, the latest and the search for Samantha Baldwin and her boys,

:00:28. > :00:31.missing now since Monday. Also tonight, Rutland celebrates 20 years

:00:32. > :00:40.of going it alone, but not everyone goes along with it. And a dream

:00:41. > :00:46.takes shape. Former rugby start Matt Hampson's charity continues to grow.

:00:47. > :00:48.It seems like last week it was just a big mud patch. Now it is actually

:00:49. > :00:58.a physical building. Good evening and welcome

:00:59. > :01:00.to Friday's programme - with Maurice Flynn and me,

:01:01. > :01:01.Geeta Pendse. First tonight to an uplifting story

:01:02. > :01:05.- the man who rescued two people It came after a collision saw them

:01:06. > :01:14.plummet into the water. Billy Miller was on his way home

:01:15. > :01:17.from work when he saw the car go over the side

:01:18. > :01:20.of a bridge in Swarkestone. The Ambulance Service

:01:21. > :01:22.says his actions were remarkable. Our reporter Navtej Johal

:01:23. > :01:32.has been to meet him. I can't the brick and managed to

:01:33. > :01:37.smash the glass. As I got to the car, I managed to get under her arms

:01:38. > :01:42.and lift her out through the side of the car. I noticed there was another

:01:43. > :01:47.man facing down in the Canal at that point, so I lifted the lady out and

:01:48. > :01:52.managed to help with the man as well from underneath and push him out of

:01:53. > :01:57.the water. The dramatic story of how this 42-year-old carpenter helped to

:01:58. > :02:02.rescue two people from a Derbyshire canal after a collision which saw a

:02:03. > :02:05.car and pedestrian fall into the water. At any point did you think

:02:06. > :02:12.about your own safety, what might happen to you, before you jumped

:02:13. > :02:17.into the water? Not really, no. Why do you think that is? The only thing

:02:18. > :02:20.I can say is that I didn't really think about what I was doing. By the

:02:21. > :02:26.time I even thought about whatever's doing, I was already in the water.

:02:27. > :02:31.Billy has been described as a hero. Your actions made or job ten times

:02:32. > :02:36.easier. And today his actions were reckoned as byes as Ambulance

:02:37. > :02:43.Service. Think you very much. People don't usually jump into a canal and

:02:44. > :02:46.rescue two people. I've been working for about 15 years and I can count

:02:47. > :02:51.on one hand sort of the amount of times people have done the same as

:02:52. > :02:53.his actions. His actions were Adam Wrobel, and they were appreciated,

:02:54. > :03:01.but you have to look after yourself as well. -- admirable. What you make

:03:02. > :03:05.of all this fuss? It's silly, really. It was just one of those

:03:06. > :03:10.things. I was in the right place at the right time to be able to do

:03:11. > :03:13.that, that's all it was. The pedestrians remains in hospital

:03:14. > :03:16.while the elderly woman was discharged after suffering minor

:03:17. > :03:22.injuries. Ellie says his thoughts are with them. -- Billy.

:03:23. > :03:25.A judge has said he fears for the safety of two missing

:03:26. > :03:30.Dylan and Louis Madge are thought to have been abducted

:03:31. > :03:35.It's now been five days since the last sighting

:03:36. > :03:37.of Samantha Baldwin in Nottingham City Centre.

:03:38. > :03:39.Initially a missing persons appeal, it became an abduction

:03:40. > :03:41.investigation on Wednesday, when it was revealed the Newark mum

:03:42. > :03:45.We now know they were removed from her care

:03:46. > :03:54.Ports and airports were put on alert as the investigation widened,

:03:55. > :03:56.but yesterday, closer to home, officers began house to house

:03:57. > :03:59.enquiries in Newark to build up a picture of Samantha's

:04:00. > :04:02.A shortwhile ago, I spoke to the superintendent

:04:03. > :04:05.leading the investigation, and asked - after so many days -

:04:06. > :04:08.what scale the operation is at tonight...

:04:09. > :04:12.We have over 100 officers from the East

:04:13. > :04:14.Midlands region out there in the search for Samantha

:04:15. > :04:20.and the boys, following up lines of inquiry,

:04:21. > :04:26.sightings and they are the length and breadth of the country.

:04:27. > :04:29.And again I want to urge this appeal on a national basis.

:04:30. > :04:31.Samantha could be anywhere and we need people to...

:04:32. > :04:35.If they see anybody that they think fits that description, if you have

:04:36. > :04:39.to have a double take, if you have to look twice,

:04:40. > :04:42.check the photos and let us know and give us the

:04:43. > :04:48.I am increasingly concerned for the welfare of those two boys and I want

:04:49. > :04:54.them back safe and well as quickly as possible.

:04:55. > :04:57.You have been appealing directly to Samantha to make

:04:58. > :05:05.Is there a risk she has left the country with the boys?

:05:06. > :05:09.Whilst there's no indication that Samantha

:05:10. > :05:11.has left the country with the two boys, again,

:05:12. > :05:16.We will put whatever resources we need to to continue

:05:17. > :05:19.this search to find those two boys and get them back safely.

:05:20. > :05:20.Wherever they are, they have been evading

:05:21. > :05:24.How confident are you that someone may be helping them and

:05:25. > :05:27.I think it's increasingly difficult to

:05:28. > :05:30.evade capture for this long without getting help from somewhere.

:05:31. > :05:32.I would urge those people to do the right

:05:33. > :05:35.thing and give us the information that will help us get Dylan and

:05:36. > :05:47.OK, Superintendent Richard Fretwell, thank you very much for your time.

:05:48. > :05:53.You're watching East Midlands Today, and still lots ahead tonight.

:05:54. > :05:56.Including the final hours of trading as Leicester's

:05:57. > :05:58.oldest department store - Fenwick - closes for the last

:05:59. > :06:12.In this age of going it alone, we'll be reminded tomorrow that

:06:13. > :06:15.Rutland regained its independence twenty years ago when it became

:06:16. > :06:20.A day of celebrations is planned for England's

:06:21. > :06:24.But not everyone will be taking part.

:06:25. > :06:29.Some are calling for Rutland to be reabsorbed into a bigger

:06:30. > :06:35.20 years on and the flags are still flying proudly in Rutland.

:06:36. > :06:37.The original was raised in April 1997 as

:06:38. > :06:39.independence was met with a three hour peel

:06:40. > :06:40.of bells and four days of

:06:41. > :06:47.Oakham Castle was at the heart of the historic

:06:48. > :06:50.announcement in 1997 and it will be the focal point of celebrations

:06:51. > :06:52.tomorrow, with military displays, singing, dancing, and film

:06:53. > :06:59.The headlines 20 years ago declared their approval and

:07:00. > :07:05.We are taking control of our own destiny

:07:06. > :07:08.and our politicians can make the decisions here,

:07:09. > :07:10.rather than someone at a County Hall.

:07:11. > :07:12.Rutlanders on the whole seem to agree.

:07:13. > :07:18.We be better off going back to Leicestershire.

:07:19. > :07:20.It's just an exclusive postcode where people have

:07:21. > :07:26.to go shopping either to Corby, Stanford, Granthom or Leicester.

:07:27. > :07:29.It's an expensive place to live because it's such a small authority,

:07:30. > :07:37.Everything is well kept and clean and things

:07:38. > :07:47.are done I think as they should be in a small community.

:07:48. > :07:49.The critics say living somewhere small and

:07:50. > :07:53.Band D council tax in Rutland is ?370 more than in neighbouring

:07:54. > :07:56.Leicestershire and it's time to amalgamate with a bigger County.

:07:57. > :08:01.I really think that we should go through the exercise of

:08:02. > :08:03.amalgamating with a larger authority and we can

:08:04. > :08:05.cut our costs and give a

:08:06. > :08:12.We are a low-cost Council, third lowest cost per head

:08:13. > :08:16.So we are very efficient with what we do and I

:08:17. > :08:19.think if we were to be amalgamated into another county, that loss of

:08:20. > :08:21.independence, that loss of direction,

:08:22. > :08:22.not being able to be the

:08:23. > :08:24.masters of our own destiny would be sorely missed.

:08:25. > :08:35.Extra space will have to be found on the castle walls for a new

:08:36. > :08:37.ceremonial horseshoe to mark the 20th anniversary of independence.

:08:38. > :08:43.Police are investigating a Derbyshire-based charity.

:08:44. > :08:45.Kids N Cancer claims to have helped 150 children

:08:46. > :08:55.The accounts reveal more than ?2 million

:08:56. > :08:58.Mike Hyman is its CEO, founder and trustee.

:08:59. > :09:00.He was arrested a fortnight ago over allegations of theft.

:09:01. > :09:03.His lawyers say he denies any wrongdoing, and will be able

:09:04. > :09:05.to speak to the media once Derbyshire police complete

:09:06. > :09:09.In the first few weeks of 2017, a knife attack was reported

:09:10. > :09:10.to Leicestershire police every 36 hours.

:09:11. > :09:13.Figures revealed to the BBC also show that over the past year,

:09:14. > :09:17.of domestic knife incidents, were investigated in Leicester,

:09:18. > :09:29.This weekend the force launches a campaign to tackle knife crime

:09:30. > :09:32.using targetted patrols and community engagement.

:09:33. > :09:34.Holiday makers heading to East Midlands Airport

:09:35. > :09:37.are being advised to leave more time for their journey as two major

:09:38. > :09:42.Airport bosses are issuing their warning as construction

:09:43. > :09:44.steps up on the nearby rail freight interchange.

:09:45. > :09:47.It'll mean various restrictions on the A453, as well as affecting

:09:48. > :09:54.At the same time, work to create a section of smart motorway also

:09:55. > :10:05.starts on the M1 between Junction 23A and Junction 25.

:10:06. > :10:13.Next we can reveal the Matt Hampson Foundation has now given out over

:10:14. > :10:15.?1 million in grants to people who have suffered catastrophic

:10:16. > :10:18.The foundation was set up five years ago by Matt

:10:19. > :10:21.and if you watch our programme you are probably

:10:22. > :10:24.A former Leicester Tigers player Matt was injured 12 years ago

:10:25. > :10:28.A scrum collapsed and he was left paralysed from the neck down -

:10:29. > :10:30.only able to breathe on a ventilator.

:10:31. > :10:32.Since then he's dedicated his life to helping others

:10:33. > :10:34.and as Natalie Jackson reports his latest project

:10:35. > :10:45.It seems like last week, it was just a big mud patch.

:10:46. > :10:49.Now it's actually a physical building and it's pretty impressive.

:10:50. > :10:59.It has been years in the planning, but finally a landmark day

:11:00. > :11:01.for Matt Hampson Get Busy Living Centre.

:11:02. > :11:09.Some said it was a pipe dream, but now this feels real.

:11:10. > :11:11.Having been with Matt since the start of his journey,

:11:12. > :11:17.Without wanting to get too emotional, Natalie,

:11:18. > :11:20.it's always been Matt's dream virtually since his accident to do

:11:21. > :11:23.This Get Busy Living Centre will supply that need.

:11:24. > :11:36.Now 32, Matt was just 20 when a scrum collapsed

:11:37. > :11:44.We've given out now just over ?1 million worth of grants

:11:45. > :11:46.to our beneficiaries to buy equipment and funding

:11:47. > :11:48.their rehabilitation costs, so, yeah, five years and ?1 million

:11:49. > :11:56.is a pretty good achievement, really.

:11:57. > :11:58.The rehabilitation centre will be the only one

:11:59. > :12:06.Former England rugby captain Mike Tindall is the centre's patron.

:12:07. > :12:08.There were calls locally for Matt to be knighted

:12:09. > :12:22.But seriously, what do you think about his achievements?

:12:23. > :12:26.As I said during the little opening, I'm in on of him in terms of how

:12:27. > :12:29.he has dealt with the cards he has been dealt and then how he's driven

:12:30. > :12:31.that on and how he ends buyers other people.

:12:32. > :12:36.At the centre contacted us a couple of years ago.

:12:37. > :12:42.He got injured when he was 15, writing his motorcross bike.

:12:43. > :12:44.Recently he got a pair of rewalk robotic legs,

:12:45. > :12:48.He's an ambassador for the foundation and he is, like Matt,

:12:49. > :12:52.The centre opens in September and will be an extension of Matt's

:12:53. > :12:56.We'll be able to offer people in the same situation as myself

:12:57. > :13:13.a hope and a purpose for the rest of their lives.

:13:14. > :13:21.What a dues bump moment. I think he should get a knighthood.

:13:22. > :13:23.Your Majesty, I hope you're listening.

:13:24. > :13:25.Still to come on the programme - when crime DOES pay.

:13:26. > :13:28.The final touches are being applied at the newly named

:13:29. > :13:36.National Justice Museum - we'll be taking a good look around.

:13:37. > :13:39.Two bosses have been extolling the virtues of export

:13:40. > :13:41.life OUTSIDE the EU, as the process of leaving

:13:42. > :13:45.Europe begins in earnest with the triggering,

:13:46. > :13:48.Their comments come as the Secretary of State

:13:49. > :13:54.for International Development visited the East Midlands.

:13:55. > :13:57.Not surprisingly, as a long-standing Brexiteer, Dr Liam Fox was keen

:13:58. > :13:59.to emphasise the opportunities for firms to export

:14:00. > :14:13.Like a Phoenix, Norton has risen again. The motorbike company, now

:14:14. > :14:18.based in Leicestershire, has seen phenomenal growth since its relaunch

:14:19. > :14:22.in 2008. 80% of its bikes are exported, so not surprisingly, the

:14:23. > :14:27.national trade secretary Liam Fox was looking for a firm already with

:14:28. > :14:32.trade things outside the EU. 90% of global growth is now outside the

:14:33. > :14:36.European Union. That is where the markets are going to be in future,

:14:37. > :14:40.because in future we have got a pretty flat European economy

:14:41. > :14:46.compared to the far east, compared to its of the golf. So we need to go

:14:47. > :14:49.and selling our goods where there are growing markets. And Norton is

:14:50. > :14:52.looking exactly in that sector, hoping to tie it deals with China

:14:53. > :14:57.and India soon, which would boost the jobs here. We launched our

:14:58. > :15:01.latest models last November, that sold out. We are looking to deliver

:15:02. > :15:06.those later this year, we have a fantastic order book. They will go

:15:07. > :15:14.to the far east as well. We are looking at 40 or 50% jump growth

:15:15. > :15:17.over the next 18 months. EPM technologies biggest European order

:15:18. > :15:21.has already boosted jobs, but the boss believes there was a wider

:15:22. > :15:26.world out there now. Our staff numbers have gone from 70 to 160

:15:27. > :15:30.really quickly. From your budget you, export is great and export to

:15:31. > :15:34.Europe is great. I think businesses have to export, whether you are in

:15:35. > :15:38.Europe or not. We are transporting this project to Europe and its first

:15:39. > :15:44.uses in America. We've just got to be out there and we've got to work

:15:45. > :15:45.hard, whether we are in Europe were not in Europe. It's all about hard

:15:46. > :15:49.work. Leicester's oldest department store

:15:50. > :15:51.shut for the last time today Fenwick has been trading since 1962,

:15:52. > :15:57.replacing its predecessor Joseph Johnson which opened

:15:58. > :15:59.in Victorian times. The store's closure was announced

:16:00. > :16:01.in January, with the owners blaming the popularity of online shopping

:16:02. > :16:18.plus a fall in passing trade. Shutting up shop for the final time.

:16:19. > :16:23.After trading on this corner for decades, Fenwick has become more

:16:24. > :16:27.than a department store, it's a much loved Leicester landmark. Today, the

:16:28. > :16:32.last of its stock was sold off, in transactions that will and many long

:16:33. > :16:36.careers. A member of staff has been here for 42 years. I myself have

:16:37. > :16:42.been here 21 years. It's a very sad day for everybody. Very mixed

:16:43. > :16:48.emotions. But I'm so proud of my staff and what we have achieved. But

:16:49. > :16:52.Fenwick wasn't the first department store to occupy this building. In

:16:53. > :16:58.1962, it took over from Joseph Johnston which opened in 1880. It

:16:59. > :17:02.had aspirations for the people of Leicester to give them a taste of

:17:03. > :17:07.good living, goods that were possibly more expensive than

:17:08. > :17:10.elsewhere, but were well designed. And well that ethos may have endured

:17:11. > :17:16.during the generations, shopping habits have changed. The owners of

:17:17. > :17:19.Fenwick blame its closure on the rise of online shopping and loss of

:17:20. > :17:23.footfall in this area as customers move to other more convenient

:17:24. > :17:27.shopping locations will stop as you can see, it's not the only casualty

:17:28. > :17:32.here. There are three other empty units on the street. Do you feel the

:17:33. > :17:36.Council is perhaps let this area down, neglected it which has some

:17:37. > :17:41.way lead to disclosure? Definitely not. There are millions literally

:17:42. > :17:45.being invested into this area. There is a massive office scene that is

:17:46. > :17:50.coming on here as well, and there are many more residents here. Retail

:17:51. > :17:55.experts say that Fenwick did not move with the times. It's not about

:17:56. > :17:59.the location or area, it's a retail brand itself. Have they got

:18:00. > :18:04.something that appeals to me, creative to me and can I get it at a

:18:05. > :18:09.time that is convenient for me? They haven't really addressed those

:18:10. > :18:12.needs. The closer of Fenwick will leave a gaping hole here, but the

:18:13. > :18:17.building has been sold and we understand the lower floor could

:18:18. > :18:20.still be used for retail. As for Fenwick, there will be a new online

:18:21. > :18:29.offering, allowing Leicester customers to continue shopping.

:18:30. > :18:35.It is online, but it will be sorely missed. Time for sport now.

:18:36. > :18:38.Yes, we start with football and at Leicester City.

:18:39. > :18:40.One more league win tomorrow could see Craig Shakespeare set

:18:41. > :18:43.If he guides Leicester to a much-needed home

:18:44. > :18:45.win against Stoke City, he'll become just the FIFTH manager

:18:46. > :18:51.to win his first four Premier League matches.

:18:52. > :18:53.And if he does he'll be in fine company too.

:18:54. > :18:56.The only four to have done it previously are Pep Guardiola,

:18:57. > :18:57.Jose Mourinho, Guus Hiddink and Carlo Ancelotti.

:18:58. > :19:04.But Shakespeare is certainly NOT getting carried away.

:19:05. > :19:12.We know that it wasn't so long ago that our form was being questioned.

:19:13. > :19:15.I know at the moment we are in good form, we're playing with a lot of

:19:16. > :19:20.confidence, but I think that word humility to be important form my

:19:21. > :19:23.point of view to put it towards the players, keep them level-headed. To

:19:24. > :19:26.also make sure there was no complacency.

:19:27. > :19:28.But how has he made the Foxes Fearless again?

:19:29. > :19:31.Angela Rafferty is live tonight in Derby with a man who knows

:19:32. > :19:40.Yes, he's a face who is familiar at both Leicester

:19:41. > :19:45.and here at Derby County - assistant coach Kevin Phillips.

:19:46. > :19:53.You knew Craig very well as your time as player and coach here. I

:19:54. > :19:58.surprised that his start? No, I'm not. I worked closely with him, I

:19:59. > :20:00.know what his qualities are, it is no surprise to me that he has

:20:01. > :20:06.galvanised the squad and got some results. Let's talk about here at

:20:07. > :20:12.Derby County now. It's his first game in charge, how big of an

:20:13. > :20:16.occasion is it for him tonight? It is a huge occasion for him. Lived in

:20:17. > :20:21.the area for 23 years, watched from afar the going on here, would have

:20:22. > :20:24.loved to be a part of it. Now he is as the manager. He had a good

:20:25. > :20:27.response from the players against Nottingham Forest, I'm sure the

:20:28. > :20:30.players will put in a good performance for him to see me and

:20:31. > :20:37.I'm sure the crowd will put in a good reception for him this unit. He
