:00:10. > :00:22.Samantha Baldwin and her children were found near Ollerton in

:00:23. > :00:25.Nottinghamshire following a tip-off. The enquiry continues and officers

:00:26. > :00:33.believe this to be a preplanned attempt to evade authorities. Also

:00:34. > :00:38.tonight a key local election battle ground, the PM meets a path to the

:00:39. > :00:47.East Midlands. Plus, with most dogs in this region now micro-chipped,

:00:48. > :00:54.why are there still so many strays? Get your bows today, ?2, three 45.

:00:55. > :00:58.And the Ashbourne Thursday market is back in a new location. We will find

:00:59. > :01:04.out what people make of the new home.

:01:05. > :01:06.Good evening and welcome to the programme.

:01:07. > :01:11.First tonight - she went missing for over a week with her two sons.

:01:12. > :01:16.But this evening Samantha Baldwin has been arrested

:01:17. > :01:24.The mother from Newark and her young boys were found at a secluded

:01:25. > :01:27.holiday park near Ollerton in the early hours of this morning.

:01:28. > :01:29.Our social affairs correspondent Jeremy Ball is there now.

:01:30. > :01:45.Police held a news conference where they revealed how Samantha Baldwin

:01:46. > :01:49.was arrested. She was discovered this morning with her miss son,

:01:50. > :01:54.six-year-old Dylan and nine-year-old Lewis match and they were discovered

:01:55. > :02:00.on a secluded holiday village in a cabin on the edge of Sherwood Forest

:02:01. > :02:03.run by Sherwood hideaway who are helping the police enquiry. The

:02:04. > :02:06.officer in charge of the enquiry gave us more detailed supplement.

:02:07. > :02:08.We don't believe at this stage that they are physically harmed.

:02:09. > :02:11.It is more difficult to tell whether there is any long-term

:02:12. > :02:17.Obviously that will be investigated as part of this inquiry.

:02:18. > :02:25.How did they come to be found? Police say they received a call last

:02:26. > :02:31.night from someone who recognised some of the and the boys from the

:02:32. > :02:39.fixtures -- Samantha Baldwin. That all began on Tuesday with the

:02:40. > :02:44.mission persons appeal. Then the force released CCTV on Thursday

:02:45. > :02:50.before a judge released concerns that the boys might be at risk. Then

:02:51. > :02:52.a new tactic as Helen Chamberlain made a direct appeal mother to

:02:53. > :02:54.mother. Today she gave us the latest.

:02:55. > :02:57.Officers believe this to be a preplanned attempt to

:02:58. > :03:03.Nottinghamshire Police is now working to establish

:03:04. > :03:06.the full facts of the disappearance, and is putting in place additional

:03:07. > :03:13.support for all people involved in this case.

:03:14. > :03:19.Tonight Samantha Baldwin is in custody where she is being

:03:20. > :03:22.questioned on suspicion of abducting her two sons. Two other women remain

:03:23. > :03:25.on police bail. Thank you. All change in Ashbourne -

:03:26. > :03:29.the town's Thursday market has The switch was aimed at boosting

:03:30. > :03:33.the number of stallholders. Plus, a year after dog

:03:34. > :03:37.micro-chipping was made compulsory, why hundreds of owners in our region

:03:38. > :03:50.are still breaking the law. Today, for the first time

:03:51. > :03:54.since becoming Prime Minister, Theresa May was in the East

:03:55. > :03:56.Midlands. She was launching the Conservatives'

:03:57. > :04:00.local election campaign - hot on the heels of Jeremy Corbyn's

:04:01. > :04:04.own launch for Labour on Tuesday. The East Midlands is clearly

:04:05. > :04:06.a battleground region - Our political editor

:04:07. > :04:12.Tony Roe reports. This is the day a Conservative

:04:13. > :04:15.Prime Minister came Calverton closed in 1999

:04:16. > :04:20.but it is now the type of community the Conservatives

:04:21. > :04:24.want to try to win over. They say they are the party

:04:25. > :04:29.for the ordinary working people. The Prime Minister was in

:04:30. > :04:31.Nottinghamshire to launch the Tories' local election campaign

:04:32. > :04:34.and 48 hours on from the Labour East Midlands MPs, council election

:04:35. > :04:42.candidates and supporters were here. There is only one party

:04:43. > :04:47.in our country today which has The Conservative slogan

:04:48. > :04:52.is a Plan for Britain. She admitted councils have in recent

:04:53. > :04:57.years had to cut costs. For value for money council tax,

:04:58. > :05:04.the stronger local representation, After the speech, a brief

:05:05. > :05:16.chance to question. A question raised

:05:17. > :05:22.by Jeremy in Newark. How'd you answer Mr Corbyn's claims

:05:23. > :05:29.that 40% cuts to local Government funding is the reason council tax

:05:30. > :05:34.bills are going up in both Labour And that you are running

:05:35. > :05:39.the country down? First of all, let's be clear,

:05:40. > :05:43.local councils have had to play their part in dealing

:05:44. > :05:46.with Labour's deficit. The Conservatives were clearly

:05:47. > :05:49.staking their claim to win voters in former industrial areas,

:05:50. > :05:51.trying to capture the centre Two launches in

:05:52. > :06:01.Nottinghamshire this week. Clearly an important

:06:02. > :06:13.prize up for grabs here? Yes, they both want to win

:06:14. > :06:16.Nottinghamshire. At the moment it is on a knife edge. Labour run the

:06:17. > :06:20.authority but they don't have an overall majority so they both think

:06:21. > :06:24.they can win it. As for the Lib Dems, it could be they may see

:06:25. > :06:30.themselves as holding the balance of power. I have rung their office to

:06:31. > :06:34.say whether we can expect a visit from their leader any time soon, no

:06:35. > :06:37.reply yet, but I think campaigning is already well underway despite the

:06:38. > :06:41.official warned today. People have been knocking on doors and hanging

:06:42. > :06:42.out leaflets. We will leave it there for now, thank you.

:06:43. > :06:45.The mother of a teenager from Derbyshire who died shortly

:06:46. > :06:49.after an amateur boxing match has paid tribute to her son.

:06:50. > :06:51.17-year-old Eddie Bilbey collapsed at the Post Mill Centre

:06:52. > :06:55.in South Normanton nearly two weeks ago.

:06:56. > :06:57.His mum has said Eddie "lived and breathed boxing,

:06:58. > :07:03.The sport's governing body, the Board of England Boxing,

:07:04. > :07:09.Two 16-year-old boys are still being questioned by police

:07:10. > :07:12.this evening in connection with an 11-hour protest on the roof

:07:13. > :07:18.The teenagers were arrested last night on suspicion of burglary,

:07:19. > :07:25.Officers were called to an incident on Cloister Street near the Queen's

:07:26. > :07:31.Counties in our region are being asked to bid

:07:32. > :07:35.for a share of ?490 million to improve their roads.

:07:36. > :07:38.The funding will be for schemes which tackle congestion

:07:39. > :07:43.The money is from the National Productivity Investment Fund,

:07:44. > :07:50.which backs transport links aimed at boosting economic growth.

:07:51. > :07:54.A long-standing campaign to review the Mineworkers' Pension Scheme

:07:55. > :07:58.held its first national open meeting in Mansfield today.

:07:59. > :08:02.Successive governments have been accused of creaming off billions

:08:03. > :08:05.of pounds from the fund through a surplus sharing agreement.

:08:06. > :08:09.As guarantor, the Government says the arrangement has worked well.

:08:10. > :08:14.But campaigners say the 50-50 split set over 20 years ago is too high

:08:15. > :08:29.More than two decades on, passions were running high at the Mineworkers

:08:30. > :08:35.pension Association meeting in Mansfield. As far as I'm concerned

:08:36. > :08:43.they should be disbanded. Liquidate. It has got to be disbanded. It is

:08:44. > :08:48.our bloody money. When British Coal was privatised in 1994 changes were

:08:49. > :08:52.made to the Mineworkers' Pension Scheme. In return for providing a

:08:53. > :08:56.guarantee against insolvency it was agreed the Government would share a

:08:57. > :09:00.50-50 split of any surplus with the scheme, while not having to make any

:09:01. > :09:05.payments into it. Today the Government has received ?3.3 billion

:09:06. > :09:08.in shared surpluses. But ministers say the arrangement gives trustees

:09:09. > :09:11.the freedom to generate surpluses and therefore bonuses from a bridge.

:09:12. > :09:18.But Grubman was. We estimate or pensions have been cut basically the

:09:19. > :09:21.Government, or pensioners should be on double what they actually

:09:22. > :09:26.received to date. And what sort of hardship is that causing? We have

:09:27. > :09:32.windows that there aren't as little as ?10 a week from the Mineworkers'

:09:33. > :09:36.Pension Scheme. -- are on is little. -- windows. It is really disturbing.

:09:37. > :09:40.The meeting was told the campaign has the unswerving support of the

:09:41. > :09:44.local council. I believe very passionately what is right and what

:09:45. > :09:49.is wrong. That money belongs in those miners' pockets and if it was,

:09:50. > :09:51.here in Mansfield the money would be spent in for a local economy and

:09:52. > :09:57.that is very important for Mansfield. And another politician

:09:58. > :10:00.will be one of the coalfield MPs meeting the pension trustees at

:10:01. > :10:05.Parliament next month to also press for a review. It hasn't stood the

:10:06. > :10:09.test of time. When it was established nobody anticipated it

:10:10. > :10:13.would be a multi-billion pound cash cow for the Treasury. It was set up

:10:14. > :10:18.for the benefit of the miners, ex-miners and their widows, but the

:10:19. > :10:23.Government really are getting a cash cow from it. 200,000 former miners

:10:24. > :10:30.and windows are affected by the surplus showing. Today 30,000 people

:10:31. > :10:31.signed it petition calling for at least an 85-13 split in favour of

:10:32. > :10:37.the miners. -- 85-15. Next, it's been exactly a year

:10:38. > :10:39.since a dog welfare law was introduced making it compulsory

:10:40. > :10:42.for owners to microchip their pets. While statistics show almost

:10:43. > :10:44.all dogs in our region are now microchipped,

:10:45. > :10:46.hundreds of owners are failing to keep the details

:10:47. > :10:48.on those chips up to date. And that's resulting in many strays

:10:49. > :11:03.remaining unclaimed. Six-month-old flash is one of the

:11:04. > :11:08.newest residents at the RSPCA Woodside animal centre in Leicester.

:11:09. > :11:13.Along with two other dogs last month he arrived without a microchip. It

:11:14. > :11:16.is now a legal requirement and staff here say they are seeing fewer

:11:17. > :11:20.owners flooding the rules. Considering we only had three dogs

:11:21. > :11:26.last month that went micro-chipped at the same much improvement on

:11:27. > :11:30.April 20 16th and a think it is getting better but obviously not

:11:31. > :11:34.100% yet which is what we would like to see. It is essential so we know

:11:35. > :11:39.who the registered keeper is, if the dog was missing or is injured, any

:11:40. > :11:44.of those other reasons, we know who owns the dog and help to get back to

:11:45. > :11:48.that person. The new law introduced on the 6th of April last year

:11:49. > :11:53.requires old dogs in the UK that that eight weeks are ordered to be

:11:54. > :11:57.chipped. They are implanted into the neck giving a unique code which can

:11:58. > :12:02.help trace them if they go missing. It is thought 97% of dogs in our

:12:03. > :12:07.region are noncompliant. But micro-chipping a dog is one thing,

:12:08. > :12:12.keeping the details up-to-date is another. Statistics from a charity

:12:13. > :12:17.dogs trust revealed last year in our region 10% of stray and abandoned

:12:18. > :12:21.dogs in local authority tenants like this one couldn't be reunited with

:12:22. > :12:26.their owners simply because of incorrect details. I think a lot of

:12:27. > :12:31.people have the chips and they think they are doing the right thing, then

:12:32. > :12:33.it is just the last stage of getting the details up-to-date, so if they

:12:34. > :12:38.move house or change ownership of the dog then they have not updated

:12:39. > :12:41.the microchip. If it hasn't got a microchip or if the details aren't

:12:42. > :12:47.up to date then we are relying on the owner coming to us, either to

:12:48. > :12:51.the Council or the kennels to collect the dog, that causes a

:12:52. > :12:57.delay, it is a bit stressful for the dog and also the owner. And here is

:12:58. > :13:02.why, owners of dogs found without a microchip were one containing

:13:03. > :13:04.incorrect details can be found up to ?500. So the advice to owners is to

:13:05. > :13:08.stay on the right side of the law. A theatre in Leicester which has

:13:09. > :13:10.stood empty for nearly a decade Leicester City Council has signed

:13:11. > :13:16.a lease to hand over the Haymarket Theatre

:13:17. > :13:18.to a consortium. The main part of the work to bring

:13:19. > :13:21.it back into use starts next month, ending years of uncertainty,

:13:22. > :13:24.and will form part of a wider revamp Police have released CCTV images

:13:25. > :13:33.of two men they want to speak to after a woman was sexually

:13:34. > :13:37.assaulted in Nottingham City Centre. The 23-year-old was waiting

:13:38. > :13:39.for a bus on Sussex Street She was approached by two men

:13:40. > :13:45.who touched her and made One man is said to be black

:13:46. > :13:49.and of a large build. The other is described

:13:50. > :13:53.as white and small. East Midlands Ambulance Service has

:13:54. > :13:55.revealed its top ten inappropriate They include a sick cat,

:13:56. > :14:05.dandruff and someone who'd been kicked out of a nightclub and didn't

:14:06. > :14:08.have any money to get home. EMAS says it wants to remind

:14:09. > :14:11.people the service is only Ashbourne's Thursday Market

:14:12. > :14:20.re-opened in a new location today It follows a four-month consultation

:14:21. > :14:27.prompted by a shortage of stall Well, it seems to have worked

:14:28. > :14:32.because today at the market's new home there was a full

:14:33. > :14:34.complement of traders. Navtej Johal went to

:14:35. > :14:47.take a look around. Don't be shy and have a try! Don't

:14:48. > :14:51.be stubborn, have a go! How could anyone resist such an invitation.

:14:52. > :14:55.The people in Ashbourne today certainly responded to the cold as

:14:56. > :15:01.shoppers made their way to the new location for the Thursday market.

:15:02. > :15:05.Based in the town centre between the Waitrose and library. I love it,

:15:06. > :15:08.much better than before. I met a lot of people this morning who said they

:15:09. > :15:14.never made it up there for years. The old market was out of town and

:15:15. > :15:18.the only reason we went up to that end was to have a look at the

:15:19. > :15:22.charity shops. Think it is a bit of shame, it is not in the dog the

:15:23. > :15:27.cobbled marketplace. I haven't been to Ashbourne shopping for a while so

:15:28. > :15:31.I am pleased to see at nearby. It wasn't working where it was before.

:15:32. > :15:36.The football is low, uphill, at the time. Some people might be surprised

:15:37. > :15:41.you putting a market next to a successful supermarket, Waitrose

:15:42. > :15:45.just behind it. I think we are selling different things. Obviously

:15:46. > :15:49.there is some crossover, but I'm sure the traders will do their best

:15:50. > :15:53.to sell their products. As a teenager every Saturday they used to

:15:54. > :15:57.help my dad on his market stall and he always used to say that a good

:15:58. > :15:59.market needs plenty of football and that is something every trader we

:16:00. > :16:05.have spoken to Z is better here compared to the marketplace. It got

:16:06. > :16:10.to the point where there were only three of us actually standing in the

:16:11. > :16:15.market and then it's just got that we didn't see hardly any customers.

:16:16. > :16:22.How well have you been doing this morning? The football is a hell of a

:16:23. > :16:27.lot better. It is a lot busier and the pickings are up. Andrew is a new

:16:28. > :16:33.addition to the Thursday market but the location attracted him as well.

:16:34. > :16:37.I think it is well positioned in the town, so it is between a couple of

:16:38. > :16:43.car parks, plenty of retail outlets around as well. For my sake, what is

:16:44. > :16:50.particular good today, what should I buy? All of it. Every story was

:16:51. > :16:52.occupied today in the market's new home. The hope is it will be this

:16:53. > :16:56.popular every week. Brisk trade there in Ashbourne -

:16:57. > :16:59.in glorious sunshine. And there's more of the same

:17:00. > :17:02.to come - Lucy's standing Find out why bus driver Mick has

:17:03. > :17:11.attracted an army of fans. Time for sport, and what perfect

:17:12. > :17:24.weather for cricket, Nat. Yes, can you believe it -

:17:25. > :17:27.the cricket season starts tomorrow. Leicestershire take

:17:28. > :17:31.on Nottinghamshire in Division Two of the County Championship,

:17:32. > :17:34.at Grace Road. It's the first time the two teams

:17:35. > :17:37.have played a four-day match Meanwhile Derbyshire

:17:38. > :17:44.get their season underway next week. Our cricket expert Nikesh Rughani

:17:45. > :18:00.has been with all our teams this Jubilant scenes from Nottinghamshire

:18:01. > :18:04.after their 2010 title win but those seem a distant memory now after a

:18:05. > :18:08.poor season in 2016. They are however determined to bounce back.

:18:09. > :18:12.In many ways we are trying to build a team that can hopefully get

:18:13. > :18:17.ourselves up a division which will be a tough division but also that

:18:18. > :18:22.can go on and eventually win the First Division. This season will

:18:23. > :18:28.also be club captain Chris Reed's last. He will retire after 20 years

:18:29. > :18:31.at the club. It is a fantastic club, fantastic journey. Every time I come

:18:32. > :18:33.to the ground I feel privileged to be playing at such wonderful venue

:18:34. > :18:40.and having some great team-mates over the years. Down the a 46 it has

:18:41. > :18:43.been a tough ten years or so of Leicestershire on the field but they

:18:44. > :18:46.have got a very young squad of the season with four new faces, all

:18:47. > :18:51.local. Also a new coach with new ideas. We have got our goals and

:18:52. > :18:56.ordered visions for the next season and the next three seasons but I

:18:57. > :19:00.think in terms of the squad, so many permutations and different types of

:19:01. > :19:05.players that can play different roles and that is nice to have as a

:19:06. > :19:09.coach. In the 1990s Leicestershire were a dominant force in English

:19:10. > :19:14.cricket and they want to get back that winning mentality. That small

:19:15. > :19:18.county mentality is not what we want to talk about any more. No excuse to

:19:19. > :19:21.be a small county. These cricketers want to play for England and we need

:19:22. > :19:27.to remind ourselves we can produce more Steward Lord's and tailors

:19:28. > :19:31.throughout the system. Derbyshire don't get their championship

:19:32. > :19:34.underway for another week when they talk on the fans. They finished

:19:35. > :19:37.bottom of division two last season but there is a renewed optimism this

:19:38. > :19:41.year with the return of an old favourite who spent nearly 20 years

:19:42. > :19:51.there as a player. I have enjoyed it. My day on the field, it's Jimmy

:19:52. > :19:56.and then to run the teams. I am there to support. It is our big hope

:19:57. > :19:59.that we get points and we will be disappointed if we are not mixing it

:20:00. > :20:04.with the best in the second division. The action all kicks off

:20:05. > :20:12.here at the new look Grace wrote tomorrow morning when Leicestershire

:20:13. > :20:17.take on knots for local pride. Bad news just in for Leicestershire. On

:20:18. > :20:20.the eve of that much they have been given a 16 point penalty following

:20:21. > :20:27.an incident in a warm up game last week. Captain Mark Cosgrave has been

:20:28. > :20:30.banned for one much. The club have banned their bowler Charlie

:20:31. > :20:36.Leatherbarrow game. -- two. On to football, and at

:20:37. > :20:38.Nottingham Forest, manager Mark Warburton's says the next week

:20:39. > :20:41.is going to be key. It's all a little bit too close

:20:42. > :20:43.for comfort for Warburton. With six games left Forest sit

:20:44. > :20:46.just two points outside Promotion chasing Huddersfield

:20:47. > :20:49.and relegation rivals Blackburn both visit the City Ground in the space

:20:50. > :20:51.of a week. It's a huge week for the football

:20:52. > :20:55.club, a huge week for We are at that stage of the season

:20:56. > :21:00.now where every point is vital. In this division, bottom beats top
