:01:12. > :01:17.We begin tonight with how a court's heard that the Nottinghamshire
:01:18. > :01:19.mother who went missing, with her two young sons,
:01:20. > :01:20.made false allegations against their father.
:01:21. > :01:22.A judge said Samantha Baldwin's claims that he'd abused
:01:23. > :01:32.He also said that she gave them drugs to try to prove her claims.
:01:33. > :01:36.Our Social Affairs Correspondent, Jeremy Ball, is here.
:01:37. > :01:43.Judge Jeremy Lea said people needed to know some essential facts.
:01:44. > :01:44.Because there's been so much "ill-informed
:01:45. > :01:48.You'll remember that Samantha Baldwin was arrested,
:01:49. > :01:50.at the end of last week, on suspicion of
:01:51. > :01:57.That's after the police found them in a holiday cabin,
:01:58. > :02:01.And it all followed a nationwide "missing persons" hunt,
:02:02. > :02:06.Now today the judge revealed that it started, when Samantha Baldwin
:02:07. > :02:09.That was while he was making a ruling on what contact
:02:10. > :02:18.And he said she took the boys away, to prevent the court from deciding
:02:19. > :02:24.So what did the judge say about those abuse allegations?
:02:25. > :02:28.In a nutshell, his judgement made it clear Samantha Baldwin's claims,
:02:29. > :02:32.And his Honour Judge Lea spelled it out.
:02:33. > :02:36.He said "the father had not perpetrated sexual,
:02:37. > :02:38.physical or emotional abuse against the boys, as
:02:39. > :02:41.He said "the allegations made by the mother were false".
:02:42. > :02:43.Samantha Baldwin "genuinely believed he had done it,
:02:44. > :02:51.And the judge added that "in order to try to prove her case",
:02:52. > :02:52.she "caused the boys to ingest substances".
:02:53. > :02:58.Two sedatives that would give rise to a positive drugs test.
:02:59. > :03:00.In short, the judge said she was trying to obstruct
:03:01. > :03:06.And he said the two boys, are now in the care of the local council.
:03:07. > :03:08.Next tonight, it's a sign of the times.
:03:09. > :03:10.In the last fortnight, two banks have announced that
:03:11. > :03:12.15 of their branches across the East Midlands
:03:13. > :03:17.They say customers moving to online and telephone banking
:03:18. > :03:20.The branches across Nottinghamshire and Derbyshire are run
:03:21. > :03:27.In one Derby suburb it's prompted councillors to start a petition
:03:28. > :03:29.to try to keep their local Nat West branch open.
:03:30. > :03:32.The organisers say the closure will cause difficulties for businesses
:03:33. > :03:50.It's been there for decades but now it's shutting.
:03:51. > :03:52.The NatWest branch in Mickleover in Derby is a victim of
:03:53. > :04:01.15 branches of NatWest and of Lloyds are due to close across the country
:04:02. > :04:05.This is one of a few local councillors who have signed a
:04:06. > :04:18.We want to send the message to them to pause and think again about this.
:04:19. > :04:26.I don't think they consider what the effect is on a local community like
:04:27. > :04:31.this. They've is still another bank and the Post Office year but this
:04:32. > :04:36.storeowner says she has seen another branch close. I am surprised because
:04:37. > :04:39.they have just presented a disabled left which would have been very
:04:40. > :04:47.expensive. Are you worried that is closing down? Yes. What are you
:04:48. > :04:50.going to do? The post office will handle a lot of transactions and I
:04:51. > :04:59.will have to carry on from there. It is not good for the village and
:05:00. > :05:03.people's access. NatWest say they have listened to local communities
:05:04. > :05:07.and extended the time between announcing branch closures and
:05:08. > :05:08.actually shutting to six months to give people time to find alternative
:05:09. > :05:12.banking. Meanwhile, in Nottingham Lloyds
:05:13. > :05:14.say they've made a difficult decision
:05:15. > :05:15.to close its branch in old Market Square
:05:16. > :05:17.by the They say it's because of
:05:18. > :05:20.the changing way that customers bank with them and that this branch
:05:21. > :05:23.is being used much less. The savings made in this
:05:24. > :05:27.closure is going into developing other services such
:05:28. > :05:38.as online, telephone banking. In rural Derbyshire,
:05:39. > :05:41.Lloyds say they are investing in new bank vans so that people still
:05:42. > :05:44.have a bank that comes to them. Plenty more to look forward
:05:45. > :05:46.to on the programme. And with 20% of the East Midlands
:05:47. > :05:50.prone to flooding it's good to know scientists have come up with a way
:05:51. > :06:00.to predict them and respond quicker. Leicestershire fire service has
:06:01. > :06:03.today opened a recruitment drive to take on 25 new front line staff
:06:04. > :06:06.for the first time in It's a complete U-turn
:06:07. > :06:09.for the service which just 18 months ago announced controversial cost
:06:10. > :06:12.cutting plans to close two fire But after those plans were scrapped
:06:13. > :06:38.and a new boss took charge, there's It's been a busy weekend for the
:06:39. > :06:42.crew at this fire station in Leicestershire. They are part of a
:06:43. > :06:47.team of 350 full-time firefighters work across the county. Now the
:06:48. > :06:53.service is looking for another 25 front line staff to join them. It's
:06:54. > :06:57.the first time in five years that we've recruited any new full-time
:06:58. > :07:01.members of staff and it is important because it is a new opportunity for
:07:02. > :07:05.the service to bring some new people into it to change its diverse nature
:07:06. > :07:11.and hopefully provide is a resource moving forward that will last 40
:07:12. > :07:13.years. The news today is a huge turnaround from Leicestershire Fire
:07:14. > :07:18.Service. Just 18 months ago there was widespread discontent at
:07:19. > :07:26.cost-cutting plans to close two fire stations and cut up to 90 front line
:07:27. > :07:29.firefighting jobs. Protest signed petitions saw those controversial
:07:30. > :07:36.plans rapidly scrapped. The new chief was put in charge. He started
:07:37. > :07:42.off by cutting his own salary and those of his senior management
:07:43. > :07:47.teams. It is looking at savings that do not affect the front line and
:07:48. > :07:51.that is what we have done. At times it has been tough but the reality is
:07:52. > :08:00.there's a lot more focus on positivity in organisation. Unions
:08:01. > :08:04.say morale has turned around. Morale was on the floor. People were having
:08:05. > :08:09.to move to Fire Services around the country just to keep a job. Now that
:08:10. > :08:14.we are recruiting again it is just a superb story. The recruitment drive
:08:15. > :08:17.began today and applications will be accepted for the next week. Why
:08:18. > :08:22.would anyone want to be a firefighter? Why wouldn't you, it is
:08:23. > :08:26.the best job in the world. I have been doing it for nearly 15 years
:08:27. > :08:30.and wouldn't want to do anything else. You have to want to help
:08:31. > :08:35.people and you do that in buckets in the Fire Service. The Fire Service
:08:36. > :08:36.expects nearly 3000 people to apply for the new posts.
:08:37. > :08:39.Forces across the East Midlands held a two minute silence today,
:08:40. > :08:41.for a policeman who was killed in the Westminster attack.
:08:42. > :08:44.Thousands of officers lined the streets of Central London
:08:45. > :08:48.The 48-year-old was stabbed to death outside Parliament last month.
:08:49. > :08:55.Among those paying their respects were officers from Nottinghamshire.
:08:56. > :08:58.Because we are all one big family at the end of the day.

:09:14. > :09:16.A teenager has died after he fell through the roof of a building

:09:24. > :09:26.Officers say they're aren't treating his death as suspicious,
:09:27. > :09:33.and are preparing a file for the coroner.
:09:34. > :09:36.World leading technology is being developed in the East Midlands
:09:37. > :09:38.which can predict where flooding will take place in our cities.
:09:39. > :09:41.Loughborough University has designed a system which combines weather
:09:42. > :09:44.It could mean the emergency services are able to swing
:09:45. > :10:04.When flooding causes damage and destruction there is often the
:10:05. > :10:07.debate over how problems could have been avoided. Loughborough
:10:08. > :10:13.University could have the answer. Outside of London and Birmingham,
:10:14. > :10:17.Leicester City is the third most vulnerable city to surface water
:10:18. > :10:23.flooding in the UK. A powerful system that uses maps of known flood
:10:24. > :10:29.areas and live weather data to predict flooding two days in
:10:30. > :10:32.advance. It may not necessarily cause flooding depending on the
:10:33. > :10:40.topographical characteristics and the drainage capacity at the site.
:10:41. > :10:42.It is where it accumulates on the surface and in low-lying areas and
:10:43. > :10:49.this allows you to look at surface water data. As more cities and towns
:10:50. > :10:55.have added that could be used across the country and around the world.
:10:56. > :11:00.What we can see here is the areas of known flooding from surface water in
:11:01. > :11:03.Leicester, shown in the tank, and overlaid on top are the forecasts
:11:04. > :11:11.for my system which show the real-time simulation of flooding. No
:11:12. > :11:15.April showers today but this is an area that has flooded in the past
:11:16. > :11:19.and the academics hope their system means people will know where they
:11:20. > :11:21.need to put sandbags out in advance and the emergency services will know
:11:22. > :11:28.the areas they may need to offer help. With this tool we will be able
:11:29. > :11:32.to predict what roads meet flood and we can divert resources. It makes
:11:33. > :11:37.them respond quicker and helps them avoid getting stuck in flooded
:11:38. > :11:41.roads. The system may also be available on smartphones and online
:11:42. > :11:46.to people can get detailed flooding predictions. Could have done with
:11:47. > :11:50.some of that in Bradgate Park. Visitors to that popular beauty
:11:51. > :11:52.spot are being warned of the dangers of discarded
:11:53. > :11:54.cigarettes and barbeques. It comes after a fire
