:00:11. > :00:16.And now the news for the East Midlands, I'm Anne Davies.
:00:17. > :00:21.First tonight, the East Midlands has the worst delays in England when it
:00:22. > :00:24.comes to patients waiting to be handed over from the Ambulance
:00:25. > :00:28.The number of people waiting more than an hour has tripled
:00:29. > :00:31.Our hospitals insist they are working to improve the situation.
:00:32. > :00:36.Here's our health correspondent, Rob Sissons.
:00:37. > :00:38.Yes, they call these handover delays.
:00:39. > :00:41.We are talking about ambulance patients who have got to hospital
:00:42. > :00:44.but A is typically too busy or does not have the
:00:45. > :00:49.Now, sometimes the patients wait on the back of the emergency vehicle
:00:50. > :00:53.or they may have to stay even in hospital corridors.
:00:54. > :00:57.Well, last year - let's take a look at the figures -
:00:58. > :01:00.more than 18,000 patients in our region waited over an hour
:01:01. > :01:06.The numbers have tripled in two years and it does not stop there.
:01:07. > :01:09.Last year more than 98,000 patients waited more than 30 minutes.
:01:10. > :01:11.That's up more than a fifth in two years.
:01:12. > :01:23.Well, these figures were obtained by the Labour Party
:01:24. > :01:25.and the Shadow Health Secretary, Jon Ashworth, who is
:01:26. > :01:30.I think that's partly to do with the mismanagement,
:01:31. > :01:32.the financial mismanagement of the NHS and I also think it's
:01:33. > :01:34.to do with the crisis that's hitting our social care.
:01:35. > :01:36.For patients, these delays can mean misery.
:01:37. > :01:38.Last week we revealed how 83-year-old Hazel Baines
:01:39. > :01:41.from Grantham was kept waiting for more than two hours outside
:01:42. > :01:44.Now, that was because A was too busy to accept her.
:01:45. > :01:47.Quite frequently we require to respond to what we call red
:01:48. > :01:49.calls, so these are life-threatening emergencies and we are required
:01:50. > :01:55.So when we are taking sort of one, two, and in excess of three hours
:01:56. > :01:57.to hand patients over, clearly there is a clear issue why
:01:58. > :02:02.we cannot respond to patients in a timely manner.
:02:03. > :02:05.It only takes one particular incident or an influx of patients,
:02:06. > :02:07.whether that be ambulances or walking patients,
:02:08. > :02:12.present a real big challenge to your team.
:02:13. > :02:15.Well, both Leicester's NHS hospitals and the Nottingham Hospitals Trust
:02:16. > :02:16.would not be interviewed about this today.
:02:17. > :02:19.Leicester Hospitals did tell us it is "a significant and complex
:02:20. > :02:22.problem" which has reduced over the past year, however, they say.
:02:23. > :02:24.Well, the Nottingham Hospitals Trust told us the hold-ups stem
:02:25. > :02:27.from what they call a "lack of flow" of patients out of the emergency
:02:28. > :02:30.department and it is looking to speed up decision-making.
:02:31. > :02:42.Well, the danger is, of course, this could get worse over winter.
:02:43. > :02:48.The new head of the Independent Inquiry into Child Sexual Abuse says
:02:49. > :02:51.she won't let victims down by reducing its scope.
:02:52. > :02:53.It's investigating claims against the former Leicester MP,
:02:54. > :02:55.Greville Janner, while another strand's looking at historical abuse
:02:56. > :02:56.at children's homes in Nottingham and Nottinghamshire.
:02:57. > :02:59.Today MPs heard the inquiry's being reviewed to put more focus
:03:00. > :03:08.I do not seek in any way to reduce the terms of reference
:03:09. > :03:12.or the scope of the inquiry, it would be to let down huge numbers
:03:13. > :03:14.of victims and survivors who have placed their trust and hope
:03:15. > :03:16.that we will look at where abuse has occurred.
:03:17. > :03:26.So we simply want to tackle it in slightly different ways.
:03:27. > :03:28.Teachers in Nottinghamshire are the first in England to get
:03:29. > :03:30.new training on how to deal with what's become
:03:31. > :03:34.That's when children and young people send sexually explicit
:03:35. > :03:37.mesages and pictures of themselves to each other.
:03:38. > :03:40.It can be a major issue in secondary schools, but it's even
:03:41. > :03:52.As soon as you hit that button, it's out of our control.
:03:53. > :03:56.You can't undo and you can't go back.
:03:57. > :04:00.A dramatic video that shows the only too real consequences of sexting.
:04:01. > :04:01.This was produced for the Child Exploitation
:04:02. > :04:06.and Online Protection group, part of the National Crime Agency.
:04:07. > :04:09.It's children, often teenagers, taking pictures of themselves
:04:10. > :04:13.and then sending them on their mobile phones or webcams.
:04:14. > :04:16.It can end up causing misery for those involved,
:04:17. > :04:20.even if it seems like harmless fun at first.
:04:21. > :04:21.Today, these teachers in Nottinghamshire got the latest
:04:22. > :04:25.training in how to deal with the issues.
:04:26. > :04:28.The old advice used to be, keep your computer in an open area
:04:29. > :04:31.in the house, we know that all our children have phones,
:04:32. > :04:35.tablets and mobile devices, which means essentially they can
:04:36. > :04:37.share images wherever and whenever they are,
:04:38. > :04:42.so it can happen at any time, which makes it quite complex for us
:04:43. > :04:46.as adults and parents and teachers, to actually help to protect them.
:04:47. > :04:50.Teachers also have to take care not to be implicated in some way
:04:51. > :04:53.and decide whether it can be dealt with in school or whether the police
:04:54. > :05:02.Every single situation we might come across, you've got
:05:03. > :05:05.to deal with individually, for that particular student.
:05:06. > :05:07.Because no student will react the same way and the consequences
:05:08. > :05:12.It is about providing that support for them and making sure we educate
:05:13. > :05:15.them in the first place to hopefully not do it.
:05:16. > :05:17.Unfortunately, the internet encompasses the whole world and not
:05:18. > :05:19.just people in our own school, so quickly issues can spread
:05:20. > :05:22.between communities of schools and sometimes we can be affected
:05:23. > :05:24.by issues in other schools around the county as well.
:05:25. > :05:27.With internet technology moving ahead so quickly,
:05:28. > :05:30.teachers and parents have to keep up in order to deal with this

:06:11. > :06:15.Derby would be one of six "opportunity areas" in the UK.
:06:16. > :06:17.It will receive a share of ?60 million, which aims
:06:18. > :06:19.to help young people achieve their potential.
:06:20. > :06:27.Trying to get people moving up the social ladder.
:06:28. > :06:30.That's the mission for the Education Secretary,
:06:31. > :06:32.and she's been visiting one of the first places highlighted
:06:33. > :06:35.as part of her "opportunity areas" programme, where she wants
:06:36. > :06:41.There are still too many pockets where children don't do
:06:42. > :06:46.We want to work to support those schools to improve and to work
:06:47. > :06:50.We also want to work outside schools with parents,
:06:51. > :06:53.with local communities, with mentoring, with
:06:54. > :07:00.The University of Derby will be part of the discussion in how to improve

:07:48. > :07:51.Natalie was there and she's live for us now in Leicester.
:07:52. > :08:10.Yes, it has been sensational. For both Leicester City and finds.
:08:11. > :08:14.Leicester City's form and European Cup is simply perfect. They have not
:08:15. > :08:20.lost a match, they have not conceded one goal, they are top group G and
:08:21. > :08:24.are incredibly just one victory away are incredibly just one victory away
:08:25. > :08:30.from the last 16. The Danish champions did provide a stern test
:08:31. > :08:36.but just before half-time, Jamie Vardy's cross phone has striking
:08:37. > :08:41.partner, any and the little Algerian, Riyad Mahrez, flicked it
:08:42. > :08:48.into the back of the net. They were proving their worth once again. The
:08:49. > :08:52.capacity crowd cranked up the noise but Leicester City Hong Kong and
:08:53. > :08:55.their Danish keeper, Kasper Schmeichel, pulling off a
:08:56. > :09:00.match-winning saves in the dying minutes. You can see exactly what it

:09:10. > :09:13.City are running away with group G, as there special European dream

:09:31. > :09:37.I will say goodbye and leave with the weather.
:09:38. > :09:41.Thank you, I will pick up the positives because we saw some really
:09:42. > :09:47.lovely sunshine this afternoon, here is the group in Preston at around
:09:48. > :09:52.2pm. But we saw poorer parts of the day as well thanks to a weather
:09:53. > :09:57.front that gave us two blows today. Some wet and windy weather in the
:09:58. > :10:01.morning it came back for round two in the evening! But it is clearing
:10:02. > :10:04.away and it will continue to do so tonight and tomorrow. Under the
:10:05. > :10:09.ridge of high pressure building in from the West, that will do two
:10:10. > :10:13.things, kill of those showers and ease down those winds. There will be
:10:14. > :10:17.a few showers across the Eastern parts tomorrow and a lot of places
:10:18. > :10:21.however will see dry and bright weather. The bins will ease and it
:10:22. > :10:25.should feel warmer. Tomorrow we have some showers from that weather front
:10:26. > :10:29.but it is clearing through tonight so we will be drier with clear skies
:10:30. > :10:33.for much of the latter part of the night and it is a recipe for a cold
:10:34. > :10:36.night normally but the winds are staying breast for tonight saw
:10:37. > :10:41.temperatures will get down to around five or 6 degrees in some sheltered
:10:42. > :10:43.spots. Tomorrow morning, lots of beautiful sunshine first thing,
:10:44. > :10:47.still quite breezy and blustery through the morning and as I have
:10:48. > :10:52.said, there will be showers pushing into the Eastern areas as we head
:10:53. > :10:55.into the afternoon. Many places saying drier and brighter weather
:10:56. > :11:07.throughout the day tomorrow and the winds will ease as the
:11:08. > :11:13.Good evening. As you've just seen from your local outlook, not a huge
:11:14. > :11:18.amount changes over the next few days. The weather patterns will be
:11:19. > :11:21.blocked again. What is driving that? It's a deep area of low pressure,
:11:22. > :11:26.the remnants of hurricane Nicole in the Atlantic. That's heading towards
:11:27. > :11:30.Greenland. Set to pile up the snow here, metres of it in the next few
:11:31. > :11:34.days. It's dragging a lot of warm air into the North Atlantic on the
:11:35. > :11:37.Eastern flank. What that does is build this, high pressure. That's
:11:38. > :11:42.not going to move a great deal over the next few days. To the east, low
:11:43. > :11:44.pressure in place. That means Eastern England always prone for
:11:45. > :11:49.further showers through the rest of this week. For the rest of the UK,
:11:50. > :11:50.largely dry, some sunny days, but also rather
