:00:21. > :00:28.Paddy Tipping's worried that it's alienating some Muslims

:00:29. > :00:30.because they think they're being "spied on".

:00:31. > :00:33.He was speaking after Leicestershire's Chief Constable

:00:34. > :00:35.dismissed the spying claim as "hysterical".

:00:36. > :00:39.Our Social Affairs Correspondent, Jeremy Ball, reports.

:00:40. > :00:41.Responding to the threat from terrorism, new armed police

:00:42. > :00:45.patrols in Nottingham and Leicester, to reassure and to provide

:00:46. > :00:50.But the Prevent programme is trying to deter people

:00:51. > :00:52.from being radicalised by violent extremists.

:00:53. > :00:55.These teenagers are being warned about the dangers

:00:56. > :00:59.More controversially, schools also have a legal duty to refer

:01:00. > :01:05.They think they are being spied on by the police.

:01:06. > :01:08.I think there are other people, youth workers, educators,

:01:09. > :01:11.social workers, who will be more acceptable to parts

:01:12. > :01:20.Relaunch this, we've got to move people away from radicalisation,

:01:21. > :01:24.Muslim groups are involved in some elements of the Prevent programme.

:01:25. > :01:26.In Derby they are helping women who have been targeted

:01:27. > :01:34.And these people, they want us to blow everybody up...

:01:35. > :01:36.While mosques in Leicester sent out these booklets to help stop

:01:37. > :01:39.And today the local Chief Constable said concerns

:01:40. > :01:41.about Prevent are "hysterical", and repeated this example of how

:01:42. > :01:48.A teenage lad who was thinking of going to Syria, people around

:01:49. > :01:50.were concerned about that, so mentoring was put around him.

:01:51. > :01:53.And he has not gone to Syria, and his performance at school

:01:54. > :01:57.That's what Prevent is about, it's about safeguarding people.

:01:58. > :02:03.The Prevent programme's dealing with the threat

:02:04. > :02:06.from violent far right groups, as well as Islamist extremists.

:02:07. > :02:10.The challenge, achieving that without making

:02:11. > :02:14.law-abiding communities feel they are being targeted, too.

:03:09. > :03:11.It's now a year since a long-awaited shopping and leisure complex opened

:03:12. > :03:13.for business in Hinckley in Leicestershire -

:03:14. > :03:14.and business leaders say it's thriving.

:03:15. > :03:17.In addition to creating jobs, The Crescent has brought new stores,

:03:18. > :03:19.restaurants and Hinckley's first cinema for decades.

:03:20. > :03:21.The town's Business Improvement District says the local economy

:03:22. > :03:26.The Crescent has been absolutely brilliant for Hinkley.

:03:27. > :03:32.Another 150,000 a month in terms of footfall,

:03:33. > :03:35.a vacancy rate no longer really exists at 4.7% and the town

:03:36. > :03:39.is buzzing and people are happy with what they have got now.

:04:13. > :04:15.find it stays like that and it makes it feel very raw outside.

:04:18. > :04:20.in towards the early part of the evening, and daytime

:04:21. > :04:22.temperatures tomorrow will not be any higher than 2-3 Celsius.

:04:23. > :04:24.The area of high pressure bringing this settled weather moves position

:04:25. > :04:28.a bit further eastwards by Thursday, so it brings in a bit more cloud,

:04:29. > :04:30.a bit more of a breeze and the temperatures also start

:04:31. > :04:48.So up to 7-8 Celsius but it will also be breezy and maybe wet.
