:00:23. > :00:25.First tonight, a "survivalist" who made explosives and stockpiled

:00:26. > :00:26.chemicals has been jailed for terrorism offences.

:00:27. > :00:28.46-year-old Roger Smith claimed he wanted to protect the UK

:00:29. > :00:33.from an attack by the so-called Islamic State.

:00:34. > :00:35.Today, Nottingham Crown Court heard how he regarded himself

:00:36. > :00:43.Our social affairs correspondent, Jeremy Ball, was in court.

:00:44. > :00:50.Roger Smith has been sentenced for possessing explosives

:00:51. > :00:52.and for downloading a document called the Anarchy Cookbook.

:00:53. > :00:54.The judge said he wasn't planning an imminent attack

:00:55. > :00:58.but they were ready to use at short notice and they were offences that

:00:59. > :01:00.fell within the legal definition of terrorism.

:01:01. > :01:03.He told Smith, "In your warped view you were preparing

:01:04. > :01:06.for the possibility of a siege and for a local war

:01:07. > :01:11.That created an extreme risk to others," he said.

:01:12. > :01:15.Tonight, Roger Smith's beginning a four-year prison sentence.

:01:16. > :01:18.These are some gunpowder samples that were taken from his property.

:01:19. > :01:19.They were ground down into various forms.

:01:20. > :01:22.This is why police called the bomb squad to Roger

:01:23. > :01:29.They found several containers full of chemicals, including

:01:30. > :01:31.hydrochloric and sulphuric acid, and this can of acetone,

:01:32. > :01:37.and he was grinding down the gunpowder pellets

:01:38. > :01:39.inside a domestic ballcock that was sealed

:01:40. > :01:44.Mr Smith said he had an interest in chemistry.

:01:45. > :01:47.He also said he liked to make minor explosions within the confines

:01:48. > :01:49.of his own back garden for the entertainment, really,

:01:50. > :01:54.You must have been concerned by what you found there?

:01:55. > :01:58.Exceptionally concerned, and there is a risk attached that

:01:59. > :02:01.actually...the harm that could not only be done to neighbours

:02:02. > :02:03.or neighbouring people, passers-by, members of the public,

:02:04. > :02:06.there is an inherent risk to himself with all of this.

:02:07. > :02:09.The investigation began after police were called to deal with a dispute

:02:10. > :02:12.Behind these reinforced gates, he had several knives

:02:13. > :02:18.His next-door neighbour saw him testing the explosives before

:02:19. > :02:22.The bomb squad suddenly pulled up on the front,

:02:23. > :02:34.I went out the back and ask the coppers, "What are you doing?"

:02:35. > :02:38.Turned around and said, "Do you know, if he'd had a fire,

:02:39. > :02:54.He said, "Yeah, he's got all these cylinders."

:02:55. > :03:01.Smith was also convicted of possessing a copy

:03:02. > :03:03.of The Anarchist Cookbook, that's banned under terrorism laws.

:03:04. > :03:06.The downloading of the Anarchist's Cookbook is totally illegal.

:03:07. > :03:09.Contained within that book were details of how to make bombs.

:03:10. > :03:12.I think it's really important that members of the public understand

:03:13. > :03:14.that researching how to make bombs, researching what these things

:03:15. > :03:18.Your curiosity will never be an excuse for downloading something

:03:19. > :03:21.The court heard that Roger Smith's a loner,

:03:22. > :03:24.he's eccentric but he's not mentally ill, and the judge told him,

:03:25. > :03:26."You are as misguided and foolish as you are sinister."

:03:27. > :03:29.The need for more money to be poured into social care has been

:03:30. > :03:31.debated by Nottinghamshire county councillors today.

:03:32. > :03:33.Members backed a motion calling on the Government to provide

:03:34. > :03:36.With services and spending stretched, our political reporter,

:03:37. > :03:39.Peter Saull, has been seeing how one initiative in Nottinghamshire

:03:40. > :03:41.is trying to ease the strain on the system while

:03:42. > :03:53.Just like any 18-year-old, Miles from Gedling wants to be

:03:54. > :03:57.He's always struggled with public transport,

:03:58. > :04:00.so here to help is a council support worker, Adrian.

:04:01. > :04:04.Right, Miles, do you remember what we do when we get to the bus stop?

:04:11. > :04:12.Gradually, Miles has gained the confidence

:04:13. > :04:21.When I first met him, although he was quite confident,

:04:22. > :04:24.he was unsure about crossing roads, finding what number bus to catch,

:04:30. > :04:33.Nottinghamshire County Council is spending an extra ?750,000 over

:04:34. > :04:37.the next 18 months to pay for more people like Adrian.

:04:38. > :04:40.The idea is that people like Miles will no longer have to access

:04:41. > :04:47.an already stretched social care system.

:04:48. > :04:51.Back home, Miles' mum believes her son has made

:04:52. > :04:58.He's 18 and he wants to be out meeting his friends,

:04:59. > :05:01.meeting his friend Joe for pool or swimming and to the cinema

:05:02. > :05:03.in town, and we are working on it all the time.

:05:04. > :05:05.So what do you like about the cinema, Miles?

:05:06. > :05:07.I liked watching the movie Passenger.

:05:08. > :05:18.While there is a positive outcome here, this initiative isn't a silver

:05:19. > :05:23.Today, the county council passed a motion calling on the Government

:05:24. > :05:31.to make extra funds available as a matter of urgency.

:05:32. > :05:33.The Labour leader, Jeremy Corbyn, has told this

:05:34. > :05:38.crisis facing the NHS could be partly resolved by passing on some

:05:39. > :05:43.He's revealed that his party is working on a plan

:05:44. > :05:46.for the Treasury to take away the burden of Private Finance

:05:47. > :05:48.Initiatives - or PFIs - which the last Labour government

:05:49. > :05:56.My colleague John McDonnell, who's our Shadow Chancellor

:05:57. > :05:59.of the Exchequer, is looking at ways in which the Treasury could take

:06:00. > :06:03.over those, buy out those debts, so the burden is not placed

:06:04. > :06:06.on the patients but is borne by the rest of the community.

:06:07. > :06:09.But I do think PFI, frankly, was a big mistake, I think it

:06:10. > :06:13.would have been much better to invest in those new hospitals

:06:14. > :06:15.by direct public investment, and I think that generally

:06:16. > :06:18.the public would agree with it and I don't think anybody now

:06:19. > :06:25.Next tonight, the first designs for what's hoped will be Leicester's

:06:26. > :06:27.next multi-million-pound visitor attraction have gone on show.

:06:28. > :06:31.The Jewry Wall Museum, on the site of the city's Roman ruins,

:06:32. > :06:34.is to be transformed in the hope of bringing in yet more tourists

:06:35. > :06:38.And this latest development follows yesterday's

:06:39. > :06:40.announcement that the nearby Abbey Pumping Station may also be

:06:41. > :06:44.in line for a revamp, as Amy Harris reports.

:06:45. > :06:46.In the middle of modern-day Leicester, a reminder

:06:47. > :06:53.Jewry Wall is one of the largest pieces of Roman masonry

:06:54. > :06:55.still standing in Britain, and its story -

:06:56. > :07:03.told in this museum - attracts 27,000 visitors a year.

:07:04. > :07:06.Now the council hopes to triple that by updating and extending it -

:07:07. > :07:18.We have an opportunity to reinterpret this for Leicester

:07:19. > :07:20.people but also to bring still more people to Leicester.

:07:21. > :07:23.By doing that, we can do more for the Leicester economy.

:07:24. > :07:24.Today the first designs were unveiled, showing how

:07:25. > :07:28.Detailing life in Leicester during Roman times, it will include

:07:29. > :07:30.these interactive displays and projections

:07:31. > :07:35.The designs have been drawn up as part of a major

:07:36. > :07:44.Now they want to turn it into a world-class visitor centre.

:07:45. > :07:50.And it's not the only museum which could be revamped.

:07:51. > :07:53.Around half a million pounds may be spent on improvements inside and out

:07:54. > :07:58.It showcases the city's industrial past but hasn't received any

:07:59. > :08:06.Both proposals have been welcomed by Leicester Civic Society.

:08:07. > :08:08.It's all part of the heritage of Leicester and its history,

:08:09. > :08:13.If we don't know where we come from, we don't know where we're going to.

:08:14. > :08:18.In tough economic times, spending on heritage may raise eyebrows,

:08:19. > :08:20.but those behind the plans insist that investing in Leicester's

:08:21. > :08:28.past will secure the city a bright future.

:08:29. > :08:32.And finally for this Thursday evening, the cold weather has

:08:33. > :08:37.attracted a spectacle of nature to our region - a murmuration

:08:38. > :08:39.of around 80,000 starlings which has been filling the skies over

:08:40. > :08:42.Stoney Middleton in the Derbyshire Peak District each evening at dusk

:08:43. > :08:45.for the last couple of weeks, thought to be one of

:08:46. > :09:28.the largest murmurations in Britain in recent years.
