:00:33. > :00:36.than 40 services needed to do better.
:00:37. > :00:41.The news that the University Hospitals of Leicester NHS Trust
:00:42. > :00:50.A previous inspection in April 2014 reached the same conclusion.
:00:51. > :00:54.I'm actually very pleased with some aspects of the report, I think
:00:55. > :00:58.I'm very pleased for our staff who have been judged to be
:00:59. > :01:00.caring across the board across the three sites.
:01:01. > :01:03.Your overall review is still the same as in April 2014?
:01:04. > :01:06.Yes, it was, but the chief inspector goes out of his way in his
:01:07. > :01:09.statement to say that, although we are in the same banding,
:01:10. > :01:12.We're on the right journey, we're going in the right direction.
:01:13. > :01:15.The Care Quality Commission team inspected eight core services
:01:16. > :01:18.across the three hospitals, the Leicester Royal Infirmary,
:01:19. > :01:24.In one area, the effectiveness of congenital heart services
:01:25. > :01:28.at the Glenfield, it has been rated as outstanding.
:01:29. > :01:32.In contrast, the response of the existing A
:01:33. > :01:35.unit at the Leicester Royal Infirmary has
:01:36. > :01:40.Since the report, 55 areas like intensive care
:01:41. > :01:43.at all three sites, and medical care at the General
:01:44. > :01:51.But 41 areas including end of life care, outpatients and maternity,
:01:52. > :01:58.But this is an extremely large organisation,
:01:59. > :02:04.It is something of an oil tanker, with very complex patients,
:02:05. > :02:06.and ever-increasing numbers of patients coming to us.
:02:07. > :02:09.So it is not the stuff of overnight miracles.
:02:10. > :02:13.It is the stuff of steady effort and commitment
:02:14. > :02:18.The CQC report says that, although the trust is at the same
:02:19. > :02:22.level it was in 2014, improvements have been made.
:02:23. > :02:26.The new A unit which should help ease the pressure is due to open
:02:27. > :02:32.Heather Maskell, BBC East Midlands today, Leicester.
:02:33. > :02:35.Well, not only are hospitals experiencing unprecedented
:02:36. > :02:38.pressure this winter, but doctor's surgeries are also
:02:39. > :02:42.overwhelmed because, we're told, there aren't enough GPs.
:02:43. > :02:46.One idea is to appoint clinical pharmacists at health centres
:02:47. > :02:48.who can see some patients instead of doctors.
:02:49. > :02:53.Our health correspondent, Rob Sissons can tell us more.
:02:54. > :03:03.Now at the Well Spring Surgery, there is someone new to turn to.
:03:04. > :03:06.He is a clinical pharmacist who can help patients
:03:07. > :03:13.If you cannot get into your doctor, you can try and see him
:03:14. > :03:17.so you've got somebody else who's there to support you.
:03:18. > :03:22.This GP recognises some may people see this as replacing doctors.
:03:23. > :03:26.He says this is about complementing the GP role.
:03:27. > :03:32.You get a pharmacy check, they are looking at the medicines,
:03:33. > :03:35.they have time with the patients to explain what the medicines
:03:36. > :03:38.are, what the interactions, and it helps gives
:03:39. > :03:44.Suzanne is another patient with diabetes and asthma.
:03:45. > :03:48.The pharmacist is able to give her tips on medication
:03:49. > :03:53.It takes the pressure off the doctors which leaves
:03:54. > :04:00.them free to see people with other illnesses.
:04:01. > :04:05.Pharmacists are experts in medication and highly trained.
:04:06. > :04:08.The one here has been expanding his role.
:04:09. > :04:12.Moving on to clinics is what we are talking about,
:04:13. > :04:16.having my own clinics other than for drug reviews.
:04:17. > :04:21.And later progressing to minor ailments which accounts for 35%, 40%
:04:22. > :04:23.of GP appointments, which I can handle.
:04:24. > :04:26.There are 48 pharmacists in the East Midlands
:04:27. > :04:35.NHS England now wants to see many more.
:04:36. > :04:38.A barber from Derby, who was arrested earlier this week,
:04:39. > :04:40.has appeared in court charged with terror offences.
:04:41. > :04:43.The Counter Terrorism Unit says it detained
:04:44. > :04:46.30-year-old Mudassir Hussain at Heathrow Airport on Monday.
:04:47. > :04:51.They allege he was flying to Turkey to try to join Islamic State.

:05:24. > :05:30.And to that end they've pledged more than ?6.5 million to be spent
:05:31. > :05:34.The funding was announced by the Transport Minister on a visit
:05:35. > :05:42.Today's announcement is about a national announcement.
:05:43. > :05:44.The hope is that rather than starting the engine
:05:45. > :05:47.thousands more of us will be putting on a bike helmet or lacing up
:05:48. > :05:53.This funding is part of a wider ?300 million investment
:05:54. > :05:56.designed to boost walking and cycling during the
:05:57. > :06:00.We want to make cycling and walking the default
:06:01. > :06:04.Part of that is investment in infrastructure
:06:05. > :06:07.and part of that is encouraging people to change their behaviour and
:06:08. > :06:11.having a look and seeing how it could make a difference to improving
:06:12. > :06:14.Nottingham and Derby's councils put in a joint bid.
:06:15. > :06:22.Meanwhile, Leicester City and county council has been given 3.5 million.
:06:23. > :06:25.I think it is particularly important in cities where you've got very
:06:26. > :06:28.serious problems of congestion and also air pollution
:06:29. > :06:32.That is very bad in Nottingham as it is in Derby so
:06:33. > :06:36.getting people on their bikes is an important way of tackling that
:06:37. > :06:39.as well as more walking and more use of electric vehicles.
:06:40. > :06:47.He says the amount of people wanting to commute
:06:48. > :06:49.by bike has rocketed in recent years.
:06:50. > :06:52.We are certainly seeing a lot of cyclists who, perhaps, were
:06:53. > :06:55.fairweather cyclists and might ride in the summer but they have invested
:06:56. > :07:01.in better coats and better bikes and are cycling all year-round.
:07:02. > :07:04.Well, what should the money be spent on?
:07:05. > :07:07.Our reporter Elise Chamberlain spoke to a cycle supplier,
:07:08. > :07:15.I think safety on the roads is paramount for cyclists.
:07:16. > :07:18.It is dangerous out there and if the investment
:07:19. > :07:21.is going to help keep cyclists safe, that has got to be
:07:22. > :07:24.Specifically, what would you like to see the money
:07:25. > :07:29.I think designated cycle lanes that are going to keep our
:07:30. > :07:35.children safe, it'd be great to start people in the sport early
:07:36. > :07:37.and get people excited about cycling.
:07:38. > :07:39.You mention their designated cycle lanes.
:07:40. > :07:42.Nottingham does have some cycle lanes, do you
:07:43. > :07:46.want to see more or is it about maintaining the ones
:07:47. > :07:49.What specific improvements would you like to see?
:07:50. > :07:53.I think the maintenance side of cycle lanes is really important.
:07:54. > :07:55.There are a lot of cycle lanes around
:07:56. > :07:59.and whether they are well-kept is something that really needs to be
:08:00. > :08:02.addressed, to get people in the cycle lanes and get people
:08:03. > :08:05.cycling in them rather than missing them out
:08:06. > :08:08.because it is bit dangerous, there is rubbish, it's not been well
:08:09. > :08:14.The amount of money that has been invested, is it enough?
:08:15. > :08:19.I don't know how far the full investment will go but if it
:08:20. > :08:21.improves cycling around Nottingham and Nottinghamshire and the East
:08:22. > :08:27.Midlands area, it will be brilliant for the local community.
