:00:40. > :00:42.But first tonight - a new specialist team could be set

:00:43. > :00:44.up to handle young unaccompanied refugees across the East Midlands.

:00:45. > :00:47.Councils are struggling to cover the cost of caring for the children

:00:48. > :00:51.and teenagers who reach these shores as refugees.

:00:52. > :00:56.Here's our Social Affairs Correspondent, Jeremy Ball.

:00:59. > :01:02.of unaccompanied children, many fending for themselves.

:01:03. > :01:05.The Archbishop of Canterbury says Britain must do more and has warned

:01:06. > :01:07.that child refugees face being exploited or even killed

:01:08. > :01:09.after the Government announced one relocation programme

:01:10. > :01:16.This man told me his 16-year-old brother was stranded

:01:17. > :01:21.in the notorious Jungle near Calais but he has been refused permission

:01:22. > :01:23.to bring Solomon to Nottingham under family reunion rights,

:01:24. > :01:26.so now he is offering to take a DNA test.

:01:27. > :01:28.TRANSLATION: All his friends have left.

:01:29. > :01:43.Like most unaccompanied children, he does not have a family

:01:44. > :01:50.here so he was age assessed to check he is under 18 and taken into care.

:01:51. > :01:53.Today this report from the campaign group Nottingham Citizens has urged

:01:54. > :01:55.the city and county councils to take in more teenagers.

:01:56. > :01:57.It wants them to reach the Government's maximum limit

:01:58. > :02:01.for unaccompanied children - one for every 1400 youngsters

:02:02. > :02:06.It also want those children to get school or college

:02:07. > :02:24.We really believe that we are up for this challenge, working together to

:02:25. > :02:30.make a difference for these young children. This is one way they are

:02:31. > :02:31.helping, this course starting at Nottingham University, there are

:02:32. > :02:35.seven unaccompanied children here. The Home Office says it bought more

:02:36. > :02:38.than 900 unaccompanied children from the continent last year,

:02:39. > :02:40.but it needs to balance their needs with local

:02:41. > :02:42.councils capacity to cope. There will be more calls

:02:43. > :02:44.for Government action Well, around ?100 a day

:02:45. > :02:50.from the Government for every one of the 150 unaccompanied youngsters

:02:51. > :02:52.adds up to ?5 million Earlier, I spoke to Stuart Young

:02:53. > :02:56.from the group representing councils in our region and asked him

:02:57. > :03:16.whether that money really isn't We don't know. Because, within that

:03:17. > :03:23.?100 roughly per day, you need to pay for the fostering costs,

:03:24. > :03:27.education, health, and also hiring social workers because all of these

:03:28. > :03:30.vulnerable young people need looking after, and with it comes a

:03:31. > :03:35.significant amount of cost. ?100 per day is not enough. We've done some

:03:36. > :03:36.work and the terror from the government barely covers half of the

:03:37. > :03:49.costs. -- Pete -- the tariff. The government need

:03:50. > :03:54.to understand the true cost of looking after these children. Local

:03:55. > :03:59.authorities are looking at ways of driving down costs like joint

:04:00. > :04:01.procurement of places potentially, or advanced purchasing of the

:04:02. > :04:07.placements, that's another way of driving down costs. Alongside that,

:04:08. > :04:10.we are looking at potential joint arrangements, because the more

:04:11. > :04:14.arrangements you Johnny procures another way of driving down costs.

:04:15. > :04:19.Looking at different options in terms of can we do this more

:04:20. > :04:22.effectively and efficiently to get down costs? What happens to these

:04:23. > :04:25.children in the end, do they ultimately go back to where they

:04:26. > :04:30.came from or are they here for keeps? It's another question in

:04:31. > :04:33.terms of seeking clarity from the government. We have an obligation to

:04:34. > :04:40.look after them for a number of years but in terms of long-term

:04:41. > :04:44.arrangements for these child refugees, and refugees coming over

:04:45. > :04:47.for the serious game, what are the long-term expectations of

:04:48. > :04:51.government, and how will authorities be expected to look after them? Many

:04:52. > :04:52.questions that would take a long time to answer, thank you for

:04:53. > :04:58.speaking to us. You are welcome. People in the village of Kegworth,

:07:45. > :07:49.treat anybody like that. An abrupt letter like that. Most of these

:07:50. > :07:54.caravans have been here 30 years or more, some of them. I'm afraid that

:07:55. > :07:56.if they were moved, most of them would collapse. Many people here
