:00:23. > :00:27.A leading clothes manufacturer says unless the industry cleans

:00:28. > :00:34.Our reporter Nisha Chopra can tell us more.

:00:35. > :00:37.From catwalk to high street in a matter of weeks.

:00:38. > :00:40.Leicester is the place for fast fashion, turning around an order

:00:41. > :00:43.from design to product and onto the shop floor

:00:44. > :00:51.My biggest concern is that retailers will move out of Leicester.

:00:52. > :00:55.They will start sourcing offshore, and it's a sad day for Leicester

:00:56. > :01:01.Workers here are paid ?7.20 an hour, proving that factories can

:01:02. > :01:05.be competitive and pay the minimum wage.

:01:06. > :01:09.People here who mainly speak English as a second language told me

:01:10. > :01:15.they would not work for as little as ?3 or ?4 an hour.

:01:16. > :01:31.These unscrupulous factories are exploiting that skill base.

:01:32. > :01:34.They are producing an excellent garment, but the fact

:01:35. > :01:37.is they are not paying the correct wages.

:01:38. > :01:42.They've seen turnover rise by ?3 million and workers

:01:43. > :01:47.But other factories in Leicester need to change if the city

:01:48. > :01:52.is going to see the true benefit of fast fashion.

:01:57. > :01:58.Harriet Harman is the chair of the Joint Committee

:01:59. > :02:02.on Human Rights and was one of those visiting Leicester today.

:02:03. > :02:05.She told us the law on regulation of the garment industry

:02:06. > :02:12.We were hearing from suppliers that they estimate between a third

:02:13. > :02:16.and more than one half of the people working in the industry

:02:17. > :02:20.here in Leicester are being paid below the minimum wage,

:02:21. > :02:25.are in unsafe conditions, and don't have contracts of employment.

:02:26. > :02:30.If it's between a third and more than one half, that's a great

:02:31. > :02:34.many people whose rights are not being protected.

:02:35. > :02:40.Leicester City Council lost their low pay unit some years ago,

:02:41. > :02:43.so they are not releasing it here, they do not have regulatory powers

:02:44. > :02:50.It's a combination of making sure the authorities

:02:51. > :02:54.have the right powers, whether that's the gang

:02:55. > :02:57.masters licensing authority or new powers for the Council -

:02:58. > :03:00.that's one of the things we're going to be considering and we've

:03:01. > :03:03.been discussing today - but also the question of

:03:04. > :03:09.If we want to protect the workers themselves,

:03:10. > :03:14.what rights do they have to whistle-blow, to report

:03:15. > :03:18.anonymously what's going on, or to make a claim?

:03:19. > :03:23.How can they be incentivised financially to make the disclosures,

:03:24. > :03:27.to make the protests, to make it worth their while?

:03:28. > :03:30.So that they can actually expose the bad employers.

:03:31. > :03:34.How much of a responsibility lies on the high street retailers,

:03:35. > :03:37.because at the end of the day, if they are selling the clothes

:03:38. > :03:40.cheap, if the clothes are made cheap, how can fast fashion

:03:41. > :03:46.I think fast fashion can be ethical, it's obviously the way of the future

:03:47. > :03:49.but the price has got to be fair on those who are actually

:03:50. > :03:57.A teenage boy who died following an incident at a house

:03:58. > :03:59.in Nottingham has been named by police.

:04:00. > :04:02.Officers were called to Sloane Drive in Bramcote in the early

:04:03. > :04:07.13-year-old Josh Clark was taken to hospital where he later died.

:04:08. > :04:10.His family described him as a "very loving young boy".

:04:11. > :04:12.A 36-year-old woman was arrested on suspicion of supplying

:04:13. > :04:16.a controlled drug and causing grievous bodily harm.

:04:17. > :04:20.She has been bailed pending further enquiries.

:04:21. > :04:23.A woman's been injured during an armed robbery in Leicestershire.

:04:24. > :04:27.It happened at a convenience store in Melton yesterday afternoon.

:04:28. > :04:29.She suffered a head injury before her attacker,

:04:30. > :04:33.who was wielding an axe, fled with cash.

:04:34. > :04:36.A few minutes earlier police had been called to a nearby

:04:37. > :04:37.shop on Grange Drive, after an attempted

:04:38. > :04:44.Officers are appealing for witnesses.

:04:45. > :04:46.Nottinghamshire Police is stepping up its campaign to stop police

:04:47. > :04:51.The force's Chief Constable says it shouldn't be an accepted part

:04:52. > :04:55.of the job and action will be taken in all cases.

:05:07. > :05:10.The Nottinghamshire Police officer says the man changed

:05:11. > :05:15.from cooperative to violent, eventually attempting to choke him.

:05:16. > :05:18.At the time, your instincts and your training take over,

:05:19. > :05:20.and you do not necessarily think about it.

:05:21. > :05:22.But it's only when you watch the footage back again that you

:05:23. > :05:27.It makes the hairs on your arm stand up, and get goose bumps.

:05:28. > :05:30.Assaults on a police officer, I feel, aren't treated as seriously

:05:31. > :05:34.currently as assaults on anybody else, or taken with the seriousness

:05:35. > :05:40.Recent figures from Nottinghamshire Police show that in a year,

:05:41. > :05:44.there were reports of 160 assaults on police officers

:05:45. > :05:50.The force are backing a campaign to tackle the problem and to provide

:05:51. > :05:57.The Chief Constable, along with the Police Federation

:05:58. > :06:02.and two unions, have signed a pledge to tackle violence against officers.

:06:03. > :06:06.In my experience, it's always been an aspect of the job.

:06:07. > :06:10.But I want to say quite unequivocally, it is unacceptable,

:06:11. > :06:13.completely unacceptable, and what we are here to do is not

:06:14. > :06:19.From my position as Chief Constable, I want to make sure I send the right

:06:20. > :06:21.message to the staff about the fact that the organisation

:06:22. > :06:26.The force says it wants to raise awareness about the dangers officers

:06:27. > :06:29.face and the need to ensure that those officers

:06:30. > :06:38.Meanwhile, several East Midlands police forces have

:06:39. > :06:42.Government inspectors say Leicestershire Police aren't good

:06:43. > :06:46.enough at investigating cases and reducing offending.

:06:47. > :06:48.They've also concluded that the police in Nottinghamshire

:06:49. > :06:50.and Lincolnshire need to do more to support victims

:06:51. > :06:56.But the Derbyshire force had one of the top ratings in the country -

:06:57. > :07:00.classed as "outstanding" in dealing with serious crime.

:07:01. > :07:02.More than 50 reports of lasers being pointed

:07:03. > :07:06.at aircraft were recorded at East Midlands Airport last year.

:07:07. > :07:08.That's according to the Civil Aviation Authority,

:07:09. > :07:10.which says there were at least 54 incidents at Castle

:07:11. > :07:15.The pilots' association, BALPA, wants tougher prison

:07:16. > :07:23.And it's warning that the effect of lasers on pilots puts lives at risk.

:07:24. > :07:28.It's cost East Midlands councils almost ?1.5 million to clear

:07:29. > :07:34.And as Quentin Rayner found out, it's not just rubbish that's left

:07:35. > :07:41.Despite the threat of an unlimited fine and or five years in prison,

:07:42. > :07:43.fly-tipping still blights, as enforcement officers

:07:44. > :07:52.This is a marine paint, used for the underneath of boats,

:07:53. > :07:54.and also for concrete posts within water to stop them

:07:55. > :08:00.Discarded tires, along with cables stripped of their copper,

:08:01. > :08:02.have also been dumped on these bridleways near Mount Sorel

:08:03. > :08:07.Latest government figures show that total numbers of fly-tipping

:08:08. > :08:10.instances in the East Midlands exceeded 30,000 last year, up more

:08:11. > :08:23.It cost councils ?1.43 million to clear it up.

:08:24. > :08:25.Derby and Leicester accounted for a third of that.

:08:26. > :08:27.More than 5000 black bags had to be disposed of,

:08:28. > :08:30.along with 1800 white goods and 178 animal carcasses.

:08:31. > :08:36.We obviously need the evidence, we rely on the public to support us.

:08:37. > :08:41.Having said that, we have had 11 prosecutions and issued 80 penalty

:08:42. > :08:46.Council say if they had more cash to spend on CCTV,

:08:47. > :08:53.But could Leicestershire's decision to reduce tip opening times be

:08:54. > :08:56.It could, but having said that, our fly-tips

:08:57. > :09:03.It's no excuse if the tips are closed, when there are other

:09:04. > :09:08.If you're tempted by a quote from a man in a van, beware.
