:00:56. > :00:58.Now, a High Court judge has upheld an appeal by a cabbie,
:00:59. > :01:01.who said he shouldn't have to pay the fine.
:01:02. > :01:05.The judge agreed with the ruling from the Traffic Penalty Tribunal,
:01:06. > :01:08.which said motorists probably wouldn't understand signs here that
:01:09. > :01:13.are supposed to indicate that a bus gate is in force.
:01:14. > :01:16.I came to drive past here, and my friend had to say, "Stop,
:01:17. > :01:19.I've already been fined, so you'll get fined for this,"
:01:20. > :01:23.Unfortunately, there's no excuse for saying
:01:24. > :01:27.that the signage isn't clear enough, because the signage is out there.
:01:28. > :01:30.Last month, we revealed more than 11,200 fines had been issued
:01:31. > :01:36.Figures to the end of September 2016 show that another
:01:37. > :01:44.Nottingham City Council went to the High Court after the taxi
:01:45. > :01:47.driver won his appeal at the Traffic Penalty Tribunal.
:01:48. > :01:49.The adjudicator said it was highly unlikely a motorist
:01:50. > :01:54.In a statement, Nottingham City Council said
:01:55. > :02:00.they wanted the High Court to provide clarification.
:02:01. > :02:03.They're now working out their next move, but it won't alter cases
:02:04. > :02:05.where people have accepted a fine on Shakespeare Street.
:02:06. > :02:10.Tonight, Nottingham City Council wasn't doing interviews,
:02:11. > :02:13.but there has been a case of a council saying it would repay
:02:14. > :02:17.Hertfordshire County Council said, in 2012, it was re-funding
:02:18. > :02:24.That was after the Traffic Penalty Tribunal criticised
:02:25. > :02:30.The council said it was being done on moral rather than legal grounds.

:03:17. > :03:18.He was arrested on suspicion of firearm offences.
:03:19. > :03:24.A 48-year-old woman was found unharmed inside the flat.
:03:25. > :03:26.Police and forensic officers have spent the day investigating
:03:27. > :03:28.after a man was found stabbed to death at his home
:03:29. > :03:34.His body was discovered in a bungalow in Ashby de la Zouch
:03:35. > :03:37.A woman had suffered serious stab wounds.
:03:38. > :03:39.And a little girl was rescued unhurt.
:03:40. > :03:46.A family home that's become a crime scene.
:03:47. > :03:48.Police were called to this bungalow on Holland Crescent
:03:49. > :03:54.Inside, they found a man stabbed to death, a woman with serious
:03:55. > :03:56.stab wounds and a child, described locally as a girl
:03:57. > :04:05.People living nearby described how this quiet neighbourhood in Ashby
:04:06. > :04:12.I just seen the street full of police
:04:13. > :04:15.and it was just shocking to see. It was just like, "What's gone on?"
:04:16. > :04:18.And the kids, all the kids were out and scary.
:04:19. > :04:20.You wouldn't expect around here, to be honest,
:04:21. > :04:23.but it's just the shock. Yeah, really a shock.
:04:24. > :04:30.Er, very chilling, very unnerving, very sad.
:04:31. > :04:34.Allan Blakemore lives just doors away from the family and told me
:04:35. > :04:39.he saw them regularly. He's shocked.
:04:40. > :04:42.When I took the dog for a walk and I met the young girl quite
:04:43. > :04:45.a few times and she was friendly towards my dog and then,
:04:46. > :04:52.And they were all, to me, they were such a nice little family.
:04:53. > :04:54.It's something that's totally out of the blue, isn't it?
:04:55. > :04:57.House-to-house inquiries are underway today as police
:04:58. > :04:59.try to piece together what happened at this bungalow
:05:00. > :05:04.Though the investigation is at an early stage,
:05:05. > :05:08.officers don't believe anyone else was involved.
:05:09. > :05:10.As investigations continue, the woman found injured
:05:11. > :05:15.here is in a critical condition at Coventry's Walsgrave Hospital,
:05:16. > :05:20.The little girl is being looked after by relatives.
:05:21. > :05:25.Anyone with any information is asked to contact police.

:06:14. > :06:16.to understand that why, in 2017, we're still having this debate.
