:00:23. > :00:27.in the East Midlands that public support is building for Labour -
:00:28. > :00:29.despite the party trailing far behind the Conservatives
:00:30. > :00:35.Mr McDonnell was campaigning this afternoon in the Labour target
:00:36. > :00:38.seat of Derby North, where, in 2015, the Conservative MP
:00:39. > :00:43.Our political editor Tony Roe was there to meet him.
:00:44. > :00:46.You could say this was the few for the many -
:00:47. > :00:49.the few Labour Party members braving the rain, waiting for
:00:50. > :00:53.the Shadow Chancellor, waiting for a bus which was an hour late.
:00:54. > :00:57.Yesterday's manifesto launch had nailed Labour's very different
:00:58. > :01:01.manifesto to the mast and supporters here are happy.
:01:02. > :01:04.This is a kind of 1945 moment for the people of Britain,
:01:05. > :01:08.where we could re-establish the welfare state, even in the face
:01:09. > :01:13.This is a Labour target seat, it had a Tory majority of 41
:01:14. > :01:16.at the last election, but they believe here,
:01:17. > :01:18.this seat will be a test for Jeremy Corbyn's politics.
:01:19. > :01:22.I'm so pleased you've stuck around despite the elements themselves.
:01:23. > :01:25.Derby is of course a railway city and Labour promise to electrify
:01:26. > :01:30.the Midland Mainline and nationalise the railways.
:01:31. > :01:33.Places like Derby, not only will we increase their connectivity,
:01:34. > :01:37.but in addition to that, Bombardier will be one
:01:38. > :01:40.of the companies, obviously, that will be providing a lot
:01:41. > :01:43.of the railway stock that we will be needing in that new system,
:01:44. > :01:46.so for Derby, I think this manifesto, you could have almost
:01:47. > :01:51.And the claim also from the Shadow Chancellor about why
:01:52. > :01:55.The mismanagement of the economy now is affecting all people.
:01:56. > :01:58.I think that's why Theresa May called the general election.
:01:59. > :02:00.I think she called it now because she realised
:02:01. > :02:02.that the economy was on a downward spiral.
:02:03. > :02:07.Labour don't believe the election will be a damp squib
:02:08. > :02:09.for the party's fortunes. Things are picking up,
:02:10. > :02:15.they say, and polls have been wrong in the past.
:02:16. > :02:18.Well, one of the region's most influential economic organisations
:02:19. > :02:21.has called for the next government - whoever it is -
:02:22. > :02:27.The East Midlands Chamber of Commerce says there are vital
:02:28. > :02:29.decisions to be made on things like broadband, road and rail
:02:30. > :02:33.spending, the skills shortage and devolution.
:02:34. > :02:36.Those issues were put to three parliamentary candidates
:02:37. > :02:39.at a hustings meeting in Derby tonight.
:02:40. > :02:45.The small talk before the big event at the University of Derby.
:02:46. > :02:48.The audience grabs a cuppa before three parliamentary candidates begin
:02:49. > :02:51.the hustings event organised by the East Midlands
:02:52. > :02:56.This document was the basis for discussion.
:02:57. > :02:59.As well as Brexit, The Chamber says other things like growth
:03:00. > :03:02.and devolution, road and rail spending, broadband and other
:03:03. > :03:06.issues can't be overlooked by whoever gets into power.
:03:07. > :03:10.There is going to be a lot of work, a lot of talk over the coming months
:03:11. > :03:15.But this election must be about more than that.
:03:16. > :03:18.There's a lot of things domestically that we need to be
:03:19. > :03:28.It's about providing skills, providing the infrastructure,
:03:29. > :03:30.supporting businesses that want to trade.
:03:31. > :03:33.If we can get those building blocks right, then I think we'll be OK.
:03:34. > :03:36.We do not understand why we want to leave the single market
:03:37. > :03:38.where both other main parties are saying that's
:03:39. > :03:41.the way we ought to go. We don't think that we should
:03:42. > :03:43.be splitting ourselves from our nearest large market.
:03:44. > :03:46.What comes through loud and clear from the business community's
:03:47. > :03:50.own document is that there is a role they need the state to play in order
:03:51. > :03:53.for them to be able to prosper as a private business,
:03:54. > :03:55.a role in terms of infrastructure, skills, support for research
:03:56. > :03:58.These are exactly the things we're talking about.
:03:59. > :04:01.So we are very much on the same ground.
:04:02. > :04:04.One of the things that I think that we do most
:04:05. > :04:06.effectively is actually, we do support businesses.
:04:07. > :04:09.I've been knocking on doors, that's why I'm looking so damp today!
:04:10. > :04:11.I've been knocking on doors all day and people -
:04:12. > :04:14.SMEs, small businesses - they are saying we are doing
:04:15. > :04:16.exactly the right thing, that they do have confidence that
:04:17. > :04:19.a Conservative government is doing the right thing.
:04:20. > :04:21.They don't want to have a Labour government that destroys that.
:04:22. > :04:23.Figures out today showed the region's unemployment
:04:24. > :04:28.The lowest by one measure since 1992.
:04:29. > :04:32.But The Chamber says, there is still more to be done.
:04:33. > :04:35.Mike joins me now - Mike, one of the issues brought up
:04:36. > :04:42.by the Chamber was the importance of devolution to our region.
:04:43. > :04:48.Well, there's some concern in the business community
:04:49. > :04:51.that the East Midlands could get left behind if it doesn't have
:04:52. > :04:55.The Chamber wants to make sure there's a strong business community
:04:56. > :04:58.voice so that focus isn't lost on this region -
:04:59. > :05:00.especially for initiatives like the Midlands Engine.
:05:01. > :05:03.There's research and development money and other funds up for grabs
:05:04. > :05:06.and the Chamber doesn't want to see that go to areas that
:05:07. > :05:15.Kehoe process of devolution has stalled because the MPs can't agree,
:05:16. > :05:20.is there any movement on that? Well, I spoke to Nottinghamshire
:05:21. > :05:22.County Council tonight, which is now controlled
:05:23. > :05:25.by a coalition of Conservatives and the Mansfield Independent Forum
:05:26. > :05:28.after the recent elections. They say they'll now be
:05:29. > :05:30.meeting with local leaders to discuss devolution
:05:31. > :05:32.and other regional issues. They also say devolution
:05:33. > :05:35.is dependent on the direction the new government takes as well.
:05:36. > :05:38.So it could be back on the cards. And here's a full list of the
:05:39. > :05:44.candidates standing in Derby North. A man's been killed after being hit
:05:45. > :05:54.by a train in Nottinghamshire. British Transport Police were called

:08:27. > :08:29.based at the outdated The replacement they are building
:08:30. > :08:34.here at Stanford Hall is due to be handed over to the Ministry
:08:35. > :08:36.of Defence in the What you can see behind me
:08:37. > :08:41.is going to be everything from complex trauma wards
:08:42. > :08:43.to hydrotherapy pools. And accommodation for up to 300
:08:44. > :08:45.injured service personnel. And from the air, a bird's eye view
:08:46. > :08:48.that shows just how vast it is and how rapidly the grounds
:08:49. > :08:51.of Stanford Hall have been This must be the biggest
:08:52. > :08:55.construction project in the East Midlands at the moment.
:08:56. > :08:58.This wasn't here the last time you came.
:08:59. > :09:00.So this will be a new addition. This is one of the gymnasiums
:09:01. > :09:03.where most of the rehabilitation will take place.
:09:04. > :09:05.It is a massive challenge. This is four times
:09:06. > :09:07.the size of Headley Court. We've got 20 odd separate
:09:08. > :09:11.individual buildings, hence the reason why we've got six
:09:12. > :09:14.tower cranes and two mobile cranes to actually feed the materials
:09:15. > :09:17.that we need to build in. There is still a lot more work
:09:18. > :09:20.to do, but when it is finished, they hope this will be a lifeline
:09:21. > :09:35.for the next 70 to 80 years. Well, we've had our fair share
:09:36. > :09:45.of wet weather today. Most of us felt a little bit
:09:46. > :09:48.soggy at some point. Thank you to our weather watcher
