0:01:01 > 0:01:04It has cost over ?11 million so far, and was due to end

0:01:06 > 0:01:09Today, though, the Home Office has confirmed that it's allocated

0:01:09 > 0:01:15another ?85,000 to extend the inquiry until September.

0:01:15 > 0:01:18Now, last year, the head of the Met said British and Portuguese officers

0:01:18 > 0:01:21were following a single remaining line of inquiry, and today,

0:01:21 > 0:01:24the Sunday Express newspaper is reporting they want to speak

0:01:24 > 0:01:28to an individual who was near the area where Madeleine went missing.

0:01:28 > 0:01:30The paper also says there's an international search

0:01:30 > 0:01:33to find that person.

0:01:33 > 0:01:35That hasn't been confirmed by the police, who say they can't

0:01:35 > 0:01:39comment on a live investigation, but for Madeleine's parents

0:01:39 > 0:01:44and neighbours here in Rothley, it shows they haven't given up hope.

0:02:25 > 0:02:28to create the city's first Business Improvement

0:02:31 > 0:02:33Derby and Nottingham already have one set up,

0:02:33 > 0:02:36and Leicester is the only city in England without such a scheme.

0:02:36 > 0:02:39It would mean up to 700 local shops and firms paying a small

0:02:39 > 0:02:41tax towards the fund, as Sumeer Kalyani reports.

0:02:41 > 0:02:43This chocolatier trades at the heart of Leicester,

0:02:43 > 0:02:47benefiting from the city's vibrant retail scene, but now,

0:02:47 > 0:02:50he's part of a group looking to boost business for traders

0:02:50 > 0:02:52large and small.

0:02:52 > 0:02:56We're at the top of our game at the moment, we've got a fantastic

0:02:56 > 0:02:57arts and culture scene, we've got businesses

0:02:57 > 0:02:59coming into the city, and actually we need to build

0:02:59 > 0:03:03on that momentum, and a BID will help that happen.

0:03:03 > 0:03:05But the scheme would mean local businesses within a certain radius

0:03:05 > 0:03:09paying around a 1% tax on their rateable value.

0:03:09 > 0:03:12That contribution will help generate about ?3 million to promote growth.

0:03:12 > 0:03:17This retailer's backing the scheme.

0:03:17 > 0:03:20We are the businesses, we put money in, we get

0:03:20 > 0:03:22to say where it's spent and what we want to

0:03:22 > 0:03:24improve the city with.

0:03:24 > 0:03:26It's nothing to do with the council -

0:03:26 > 0:03:28its purely for the businesses, by the businesses.

0:03:28 > 0:03:31I think the crucial thing to point out is that it's levy,

0:03:31 > 0:03:33but it's not a tax.

0:03:33 > 0:03:37The businesses get to decide exactly how this money will be spent.

0:03:37 > 0:03:40Firms in the proposed area will be balloted

0:03:40 > 0:03:43about the plans this summer.

0:03:43 > 0:03:45If the majority of them vote in favour, Leicester could get

0:03:45 > 0:03:52its Business Improvement District in place by early next year.

0:05:25 > 0:05:28four degrees Celsius, with clearer spells in the early hours.
