:01:41. > :01:42.Just some of the damning findings by health

:01:43. > :01:44.watchdog inspectors in Hertfordshire.

:01:45. > :01:46.The NHS Trust which runs three hospitals in Watford,

:01:47. > :01:49.St Albans and Hemel Hempstead - is being kept in special measures

:01:50. > :01:51.for the third consecutive year - over the standard of

:01:52. > :01:55.As Sarah Harris reports - the new Chief Executive says she can

:01:56. > :01:59.After 23 hospital stays, the last one for five weeks,

:02:00. > :02:02.92-year-old Doris Harrison who is being treated for pneumonia

:02:03. > :02:05.should be a good judge of how Watford General should improved.

:02:06. > :02:07.It is hard for them. There's not enough nurses.

:02:08. > :02:14.They could do with another one on the wards.

:02:15. > :02:16.But inspectors didn't criticise staffing levels at the trust

:02:17. > :02:24.that includes Watford, St Albans, and Hemel hospitals.

:02:25. > :02:26.Their report said outpatients' privacy and dignity

:02:27. > :02:30.The emergency department did not treat patients quickly enough

:02:31. > :02:33.and the temperature on some wards was too high to store medicines.

:02:34. > :02:36.There were some issues with the environment

:02:37. > :02:41.In outpatients, there were patients having procedures in corridors.

:02:42. > :02:49.And it's not appropriate to be having care in a corridor.

:02:50. > :02:52.Despite improvements, the trust will remain in special

:02:53. > :02:56.measures with nurses and doctors under pressure, but managers

:02:57. > :03:09.insist they are hiding in the right direction.

:03:10. > :03:11.-- heading in the right direction.

:03:12. > :03:15.As far as patients are concerned, the trust is still failing.

:03:16. > :03:21.As the CQC said, we've had a long way to come and we've come a

:03:22. > :03:24.long way and were still very much focused on the ongoing progress

:03:25. > :03:25.day-to-day of our quality improvement journey.

:03:26. > :03:27.There are very substantial improvements in maternity,

:03:28. > :03:29.critical care, lots of improvements in medicine, surgery

:03:30. > :03:33.And the efforts being made are appreciated by Yvonne Stanley

:03:34. > :03:36.from Abbots Langley who gave birth to both her children

:03:37. > :03:38.at Watford General and, despite challenges, believes

:03:39. > :03:40.the community should get behind the health service.

:03:41. > :03:46.Obviously, there's been identified room for improvement but,

:03:47. > :03:51.on the whole, my experience has been generally positive, latterly.

:03:52. > :03:55.I had a bad experience with my mum a few years ago but I can never

:03:56. > :03:57.be more than thankful to Watford General Hospital

:03:58. > :04:04.for saving both mine and my daughter's life.

:04:05. > :04:07.Its gratitude that's shared by Doris who, it's likely,

:04:08. > :04:10.will be a patient at Watford General for some time yet

:04:11. > :04:12.with staff determined to make further improvements,

:04:13. > :04:34.Coming up later in the programme. Leyton Orient have been served with

:04:35. > :04:37.a winding up order. If they don't pay their debts, they could be

:04:38. > :04:41.forced out of business. We will be speaking to the fans group

:04:42. > :04:43.desperately coming up with a rescue plan.

:04:44. > :04:45.Drivers caught using hand-held mobile phones face tougher

:04:46. > :04:49.The fine has doubled to two hundred pounds,

:04:50. > :04:52.and the number of penalty points has also doubled to six.

:04:53. > :04:54.Police have pledged to put an "increased focus"

:05:33. > :05:35.a phone last year. Last by drivers. An automatic six penalty points if

:05:36. > :05:40.you are caught with a mobile phone behind the wheel. If you are a new

:05:41. > :05:46.driver, you will have to reset your test altogether. Cabbies who drive

:05:54. > :05:59.do they think about it? I think it's a brilliant idea. It's very

:06:00. > :06:02.prevalent. You see people on their phones constantly. Especially

:06:03. > :06:10.minicab drivers on their apps. Very good idea. I think it's a fair call.

:06:11. > :06:19.You see everyone, women, men, cab drivers, even. Six points in there.

:06:20. > :06:28.You know. The police have got to be seen to be doing something, I think.

:06:29. > :06:38.Just to clarify a few points with the new law. Can you text or use

:06:39. > :06:45.social media went behind the will? Very clearly not. You can listen to

:12:40. > :12:43.and now her parents have finally They've been speaking

:12:44. > :12:48.to Ayshea Buksh. It was like a crash. We knew she

:12:49. > :12:54.wouldn't survive if she didn't have surgery. We knew that she might not

:12:55. > :12:58.survive surgery but definitely she wouldn't survive without it. We

:12:59. > :13:06.waited in this at room for three hours. Surgical staff had never

:13:07. > :13:13.operated before on a baby who was that premature and so young. Her

:13:14. > :13:20.tissues were so fragile. Her skin and her tissues were jelly-like. If

:13:21. > :13:30.you hold them, she would start to bleed. A baby that size has very

:13:31. > :13:37.little blood circulating volume, so you can't afford any blood loss. The

:13:38. > :13:41.operation was a success and after four months, recovering in the

:13:42. > :13:47.neonatal ward, her parents have finally been able to take her home.

:13:48. > :13:51.To be so small and go through all that and survive, she's an absolute

:13:52. > :13:56.miracle. She's been doing brilliantly and we've been to treat

:13:57. > :14:03.her like a normal newborn. She's not on monitors or oxygen or anything

:14:04. > :14:09.but you are still wondering all the time, is she still breathing? She's

:14:10. > :14:16.had a lot of hurdles in her short life so far but she seems to have

:14:17. > :14:21.passed with flying colours. For the hospital, it may be a first but

:14:22. > :14:22.Abigail's parents are just delighted that every day she is getting

:14:23. > :14:27.stronger. Still to come this

:14:28. > :14:46.Wednesday evening - We meet the first woman ever to

:14:47. > :14:49.become a full-time chorister at the cathedral.

:14:50. > :14:52.And in weather, after a after a damp end to the day and it becomes

:15:13. > :15:15.For six weeks - any that are too heavy trying to drive over

:15:16. > :15:17.Marlow Bridge will be turned around by police.

:15:18. > :15:20.From then on - drivers whose cars are over three tonnes -

:15:21. > :15:23.to put that into context, that could be a four-by-four

:15:24. > :15:27.will be issued with a fifty pound fine.

:15:28. > :15:31.Van after van, car after car, being turned around at Marlow Bridge

:15:32. > :15:34.this morning for exceeding the three tonne weight limits.

:15:35. > :15:36.The last half an hour, there's been 13.

:15:37. > :15:39.It's part of a police operation, after a 37

:15:40. > :15:42.tonne lorry got stuck trying to cross the bridge in September.

:15:43. > :15:51.The resulting damage and subsequent testing

:15:52. > :15:53.meant that the bridge was shut for two months.

:15:54. > :15:55.Whilst some drivers wanted to cross Marlow

:15:56. > :15:58.Bridge today were blatantly in excess of the three tonne weight

:15:59. > :16:03.that they weren't breaking the rules.

:16:04. > :16:06.Many are confused as to the maximum gross weight of their

:16:07. > :16:08.vehicle, that's the capacity of the vehicle,

:16:09. > :16:15.This car could be overweight if it was full of passengers, yes.

:16:16. > :16:18.But I know that it's not overweight at the moment.

:16:19. > :16:20.I know it's not oversized at the moment.

:16:21. > :16:23.I'm afraid you're too heavy to go over the bridge.

:16:24. > :16:27.Well, I looked up the weight of my car and it's under three tonnes.

:22:05. > :22:11.appointment here would inspire other women? Absolutely. I think it's a

:22:12. > :22:15.really important moment. I have every hope that more women will be

:22:16. > :22:16.able to sing in the building and that these positions will continue
