:01:10. > :01:11.An investigation has been launched into a suspected

:01:12. > :01:15.Heathrow parking scam - where around 300 tickets

:01:16. > :01:18.were issued in just five days near the airport.

:01:19. > :01:25.The owners of one vehicle say they'd given their car to a meet-and-greet

:01:26. > :01:29.parking company and were told it would be stored securely.

:01:30. > :01:42.Home after a 14 hour flight, Julia and David O'Neill left their car

:01:43. > :01:46.with a meet and greet parking company. The company were supposed

:01:47. > :01:51.to place their car in a secure compound. Instead, while they were

:01:52. > :01:55.away, it's been here in a council run pay and display car park, a 15

:01:56. > :02:01.minute Drive from Heathrow, along with dozens of other cars, racking

:02:02. > :02:06.up parking tickets. I've counted 99 to get on around 50 cars, some with

:02:07. > :02:10.up to five on the windscreen, which begs the question, what are they

:02:11. > :02:16.doing here? I spoke to one of the local wardens and he said to me,

:02:17. > :02:19.this is a private Heathrow car park which has been overflowing. What

:02:20. > :02:24.they've done is they have parked all the cars over here and gone and

:02:25. > :02:28.that's it. They haven't returned and the wardens have been giving tickets

:02:29. > :02:34.every single day. Hillingdon Council are now investigating whether 275

:02:35. > :02:36.parking tickets costing ?60 each could have been given to drivers

:02:37. > :02:42.believed to have units meet and greet parking companies. In many of

:02:43. > :02:46.the cars here you can clearly see tickets linking them to Heathrow. In

:02:47. > :02:50.one, the driver's name, phone number and flight details were left on

:02:51. > :02:56.display for all to see. I can't believe our car has been left ear.

:02:57. > :02:59.After meeting them off their fight, I'm taking Julia and David to her

:03:00. > :03:04.Derek Carr has been spending its time. Here we are. -- to further

:03:05. > :03:10.their car has been spending its time. I wouldn't leave a car park

:03:11. > :03:14.like this in daytime. When I saw the car it had one ticket on it and when

:03:15. > :03:19.I meet them they had no idea they would be getting fine. I can't

:03:20. > :03:23.believe my car has been left here in this un-secure car park overnight

:03:24. > :03:30.and possibly for two weeks. Just cannot believe it. Parking tickets

:03:31. > :03:34.but they've gone. We'll wait and see if the council contacts us and gives

:03:35. > :03:38.us a parking ticket. What's also not clear is who's liable for the

:03:39. > :03:42.tickets. It says in the paperwork that it would be kept in a secured

:03:43. > :03:47.car park compound and I'm afraid this certainly isn't. If have known

:03:48. > :03:51.this, would you have used the service at? Definitely not. I could

:03:52. > :03:55.have parked it here myself I just left it here and got the bus to

:03:56. > :03:59.Heathrow. The council say everyone who receives a parking ticket has

:04:00. > :04:02.the right to appeal but if they do cancel the tickets the worry is it

:04:03. > :04:07.will encourage parking firms to do this again. If they don't, drivers

:04:08. > :04:09.by Julia and David may get hit with hundreds of pounds worth of fines.

:04:10. > :04:16.Rather worrying for people who simply want to park

:04:17. > :04:18.their vehicle safely before going on holiday?

:04:19. > :04:25.We should point out that not all these companies are up to no good, a

:04:26. > :04:30.good bit to check is to look for the park mark logo, an award given by

:04:31. > :04:33.the police after they do annual checks on some facilities, it's

:04:34. > :04:39.basically like a kitemark for the parking industry. Parking comparison

:04:40. > :04:43.websites sometimes have the park Mark Laugel on their home page. The

:04:44. > :04:48.British parking Association said don't presume that all the parking

:04:49. > :04:56.facilities on their sites are necessarily up to that level. You

:04:57. > :04:59.have to look at the small print with all these different car parking

:05:00. > :05:03.facilities, one of the ones we looked at as part of this piece said

:05:04. > :05:08.in the small print that at peak times they move some of the cars to

:05:09. > :05:11.a secondary and less secure facility, as part of the protocol.

:05:12. > :05:16.People who read that would have known about that. What they couldn't

:05:17. > :05:20.have expected was that they would have received a parking tickets by

:05:21. > :05:27.being in a council car park. If you have been affected by this parking

:05:51. > :06:03.the Victoria Cross. Police have confirmed

:06:04. > :06:05.that the Hollywood star, Tom Hardy, chased and helped detain two people

:06:06. > :06:07.suspected of moped theft. Eyewitnesses say the actor sprinted

:06:08. > :06:12.through gardens and a building site before grabbing one suspect

:06:13. > :06:22.by the scruff of the neck. He's a heart-throb and action hero

:06:23. > :06:26.but this time actor Tom Hardy played himself. In what could have been a

:06:27. > :06:32.scene from one of his own films and this wasn't Hollywood, this was

:06:33. > :06:36.Richmond. It's been claimed that Tom Hardy had been walking along here on

:06:37. > :06:41.Sunday afternoon minding his own business, when he saw two men on him

:06:42. > :06:45.moped and they jump through the lights and crashed into another

:06:46. > :06:49.vehicle. The two men riding the moped tried to run off and he

:06:50. > :06:52.pursued one of them through an alleyway and gardens belonging to a

:06:53. > :06:58.block of flax. He jumped over a wall and grappled him to the ground. --

:06:59. > :07:02.block of flats. It was also claimed after the chase that he dragged one

:07:03. > :07:07.of the men into this bus stop and made a citizen 's arrest. It turns

:07:08. > :07:12.out the moped had been stolen, which police confirmed the actor detained

:07:13. > :07:16.one of the teenagers and added the 16-year-olds were arrested on

:07:17. > :07:20.suspicion of theft of a motor vehicle and taken into custody. The

:07:21. > :07:24.actor's agent wouldn't comment on what happened. Tom Hardy studied

:07:25. > :07:28.drama in Richmond and lives locally with his family. Locals we spoke to

:07:29. > :07:33.were suitably impressed by what he did. Wonderful. Great. My lover have

:07:34. > :07:39.a go hero. I don't know too much about it but he apprehended -- I

:07:40. > :07:42.love a have a go hero. Would you love Tom Hardy to apprehend you?

:07:43. > :07:51.Very much so. That's really impressive. I've heard generally

:07:52. > :07:54.he's a good guy and a nice guy, I mean, it does surprise me but at the

:07:55. > :07:59.same time, if anyone in Richmond where to do that, I guess it would

:08:00. > :08:03.be Tom Hardy. I think it's very exciting and I think it's quite

:08:04. > :08:13.brave for anyone to interfere in such a thing. I think most people

:08:14. > :08:18.would think good effort, but people need to do what's right for them and

:08:19. > :08:22.make sure they are safe and if you are thinking of intervening, think

:08:23. > :08:26.about the risks and just make sure your say. Tom Hardy fans might be

:08:27. > :08:28.pleased by what he apparently did. Police said the two teenagers have

:08:29. > :08:33.been released under investigation. A 20-year-old man whose computer

:08:34. > :08:40.hacking business carried out more Than 1.7 million cyber attacks has

:08:41. > :08:45.been jailed for two years. Adam Mudd from Kings Langley

:08:46. > :08:47.in Hertfordshire was 16 when he created his Titanium Stresser

:08:48. > :08:50.programme - which the Old Bailey heard he sold to criminals

:08:51. > :08:52.across the world. A letting agency based in London

:08:53. > :08:54.could be prosecuted after forty people were found living

:08:55. > :08:57.in squalid conditions. Officers from Harrow Council raided

:08:58. > :08:59.a three bedroom house They discovered 17 people sleeping

:09:00. > :09:03.back to back on mattresses. The home was searched

:09:04. > :09:04.on suspicion of overcrowding and being let without

:09:05. > :09:16.a Multiple Occupancy licence. Pro-brexit MPs have hit back

:09:17. > :09:18.against a campaign to oust them Labour's Kate Hoey is one

:09:19. > :09:23.MP being targeted - leaflets merging her face

:09:24. > :09:26.with Nigel Farage's have been distributed in her

:09:27. > :09:28.Vauxhall constituency. She's called it 'nasty

:09:47. > :09:51.side-by-side. The Lib Dems do. Sometimes it's nasty stuff. They are

:09:52. > :09:57.now showing the Labour MP for Vauxhall morphing into the former UK

:09:58. > :10:01.leader. That a typical Lib Dem kind of pollster, the way they play

:10:02. > :10:07.elections, they tried to always look at doing things in a nasty and

:10:08. > :10:11.confrontational way and I haven't seen a policy they've put out. Her

:10:12. > :10:16.views on Europe have hardly been a secret, she says. She currently has

:10:17. > :10:21.a 12,000 majority. But the area voted strongly for Remain and the

:10:22. > :10:28.Lib Dems smell a Brexit backlash. The candidate says the leaflet just

:10:29. > :10:32.points out the obvious. Kate Hoey, what she says is typical Lib Dem is

:10:33. > :10:37.nasty and confrontational. I don't see this as nasty. Kate Hoey chose

:10:38. > :10:44.to campaign with Nigel Farage, that was her choice. She could have

:10:45. > :10:49.campaigned with Boris Johnson, she didn't, she chose to step away from

:10:50. > :10:52.the mainstream Leave campaign and chose to stand side-by-side with

:10:53. > :10:58.Nigel Farage. But it's not just the Lib Dems after her. She's one of 20

:10:59. > :11:02.MPs being targeted by anti-Brexit campaign group is launching today.

:11:03. > :11:06.For a lot of my constituents, the referendum is over, we are leaving,

:11:07. > :11:13.we now want to get a brilliant deal we want to get on with starting to

:11:14. > :11:18.live in a country that is able to no control its own way of life. She's

:11:19. > :11:23.not alone in London. This is three of the Tory MPs who voted for Brexit

:11:24. > :11:28.being targeted. The campaigners are also urging people to vote against

:11:29. > :11:32.this quartet, including Iain Duncan Smith, the former Conservative

:11:33. > :11:36.leader. One of those Tories the campaign says he's not bothered. Any

:11:37. > :11:40.targeting can be done, but I have a track record of what I've delivered

:11:41. > :11:43.for my area and these are organisations coming in from

:11:44. > :11:48.nowhere. They are seeking to impose their views on the people of Hendon.

:11:49. > :11:52.It hasn't taken long for some clear tactics to emerge but who can know

:11:53. > :12:01.yet exactly how Brexit will influence the selection? Let's cross

:12:02. > :12:05.strait to Tim in Westminster. You have some breaking news about Zac

:12:06. > :12:11.Goldsmith. It's become apparent in the last couple of days he was

:12:12. > :12:15.adjusting to try to get back to Richmond Park, the seat he lost in a

:12:16. > :12:20.by-election before Christmas. That, we know, is now true but what we

:12:21. > :12:24.didn't expect is that he might have to fight for the right to fight for

:12:25. > :12:28.the seat because it's emerged this evening that he's got to be one of

:12:29. > :12:33.three candidates going forward to be chosen by the Conservatives. At a

:12:34. > :12:36.meeting of the local association tomorrow he'll be up against a

:12:37. > :12:41.barrister and a local business person, both of these people, we're

:12:42. > :12:48.told, are on the Conservative candidates list but what you can

:12:49. > :12:52.take from this the feeling that the local association down there may not

:12:53. > :12:56.be unanimous by any means that Zac Goldsmith's return is the right

:12:57. > :13:01.thing and there will be reasons for that, not least that when he stood

:13:02. > :13:05.down over the issue of Heathrow, he then stood again as an Independent

:13:06. > :13:10.and some may well feel, has he suffered punishment enough? He has

:13:11. > :13:12.made it very clear that he supports the Conservatives, back supporting

:13:13. > :13:17.the Conservatives again but others will look at the issue of Heathrow

:13:18. > :13:21.itself because, of course, under Theresa May, the policy has been to

:13:22. > :13:26.go ahead with expanding the report, that policy hasn't changed and

:13:27. > :13:30.clearly at Conservative headquarters, they have decided that

:13:31. > :13:34.there needs to be a choice, so tomorrow evening the association

:13:35. > :13:39.down there will decide. Thanks very much for that update.

:13:40. > :13:41.After exceptionally low rainfall this winter -

:13:42. > :13:42.environmentalists are warning that there could be

:13:43. > :13:45.a possible drought on the way in parts of Hertfordshire.

:13:46. > :13:47.They say a growing number of rivers are drying up -

:13:48. > :13:49.threatening wildlife and water supplies.

:13:50. > :13:51.Yvonne Hall is in Chesham with more on this

:13:52. > :14:01.. Not a drop of water in sight. This is part of a two-mile stretch of the

:14:02. > :14:08.river at home in Hertfordshire which is now completely dry. It should

:14:09. > :14:13.look like this, with about two feet of water providing a vital habitat

:14:14. > :14:18.for dozens of breeding species. It's also a chalk river and globally rare

:14:19. > :14:24.habitat. You can see it's very dry at the moment. Environmentalists say

:14:25. > :14:27.the impact of exceptionally low rainfall is threatening an

:14:28. > :14:31.ecological disaster it's absolutely devastating and it it has come at

:14:32. > :14:38.the worst possible time. Right in the fish spawning season, also the

:14:39. > :14:43.time when we see invertebrates hatching like mayflies and its a lot

:14:44. > :14:47.of the food for the birds in the area rearing their young, so it's a

:14:48. > :14:54.huge head to the local ecology of the area. It's not just this river

:14:55. > :14:58.that suffering, 400 metre stretch Chesham in has also dried up, one of

:14:59. > :15:02.several rivers across the south-east crying out for rainfall. The company

:15:03. > :15:05.Affinity water supplies more than 3 million people in Hertfordshire and

:15:06. > :15:09.it says it is also growing increasingly concerned about the

:15:10. > :15:13.lack of rainfall. It's starting to make plans for a possible drought

:15:14. > :15:17.this year and in a statement the company said there has been a drop

:15:18. > :15:21.of nearly 50% in rainfall levels in the last nine months. It urging

:15:22. > :15:26.people not to waste water and to use it as efficiently as possible. It

:15:27. > :15:31.also says there is advice on the company's website on how to save

:15:32. > :15:35.water. The big thing to do is reduce the amount of water that you are

:15:36. > :15:38.consuming. Think about your water use about the consumption on what

:15:39. > :15:42.you are using it for. Some showers forecast over the next two days but

:15:43. > :15:46.environmentalists say it would have to rain heavily every day from now

:15:47. > :15:56.until July to get the rivers flowing again and save the wildlife that

:15:57. > :16:00.snow at serious risk. Stay with us, still took on this Tuesday evening.

:16:38. > :16:39.honoured at the organisation's headquarters in Covent Garden.

:16:40. > :16:51.It was a morning of celebration and remembrance. One in ten of those who

:16:52. > :16:57.receive the Victoria Cross following World War I was a Freemason and now

:16:58. > :16:59.they're names are Kljestan storms outside Freemasons Hall, testament

:17:00. > :17:07.to incredible acts of courage. He inspired his men with his own

:17:08. > :17:13.contempt. Where others had failed he led the bombing party under enemy

:17:14. > :17:21.fire. Such cells -- self-sacrifice and devotion is to be commended.

:17:22. > :17:27.Inside Freemasons Hall, wooden figurines represent the 64 brethren.

:17:28. > :17:31.Here's my grandfather, who was 21, a lieutenant. It was in the First

:17:32. > :17:40.World War in northern France and he was there with the 15th. These

:17:41. > :17:43.characteristics of courage, resilience, being comrades, I think

:17:44. > :17:49.it's something we have to remember. You won't always where he was a

:17:50. > :17:53.Freemason. No that another interesting part of the chapter and

:17:54. > :17:57.I want to dig into that more. This great ornate hall was itself built

:17:58. > :18:01.as a memorial to all the Freemasons who lost their lives on active

:18:02. > :18:06.service during the Great War. In total there were over 3000 of them,

:18:07. > :18:13.each of the names inscribed here on the role honour. It's our 300

:18:14. > :18:17.anniversary of the foundation of English Freemasonry and that

:18:18. > :18:21.coincides very nicely with the 100th anniversary of the end of the First

:18:22. > :18:25.World War. Values of the military, values of Freemasonry are very

:18:26. > :18:31.similar, honour, integrity, supporting your fellow man and the

:18:32. > :18:37.fraternity. Today was about the 64 but all the recipients of the First

:18:38. > :18:38.World War will have similar commemorative paving stones

:18:39. > :18:45.elsewhere, part of a national drive to engrave their names on history.

:18:46. > :18:47.A multimillion-pound red and white candy striped townhouse

:18:48. > :18:50.in Kensington can stay as it is - following a ruling

:18:51. > :18:53.The owner won her battle after the council

:18:54. > :18:55.ordered her to repaint the three-storey property.

:18:56. > :18:58.She's denied that it was done to spite neighbours who objected

:18:59. > :19:12.More than ?13,000 has been raised following the death of football Ugo

:19:52. > :19:56.that Fred your heart lies? It lies in many places. It's one of the

:19:57. > :20:00.places, yeah. Ever since I was a young man. A lot of people know you

:20:01. > :20:04.for your rock and roll and being in the Rolling Stones, they might not

:20:05. > :20:13.know the jazz influence. It's all the same, really. Is it? Yeah. It's

:20:14. > :20:20.all about creating an atmosphere and feeling. There is terrible rock and

:20:21. > :20:25.roll, bad rock and roll and not very good jazz but it's a feeling, when

:20:26. > :20:32.it's good it's the same thing. What was it like in those days, in the

:20:33. > :20:37.jazz clubs of London. They don't exist any more. There were many more

:20:38. > :20:43.of them. Much more of a fraternity as well. I was never in it, I was a

:20:44. > :20:49.bit young. What does it mean to you to get this award in recognition to

:20:50. > :20:56.your contribution to jazz and blues? I can't really believe they bothered

:20:57. > :21:04.to do it. Having said all that, it's very flattering and very nice

:21:05. > :21:09.honour, really, but I can't see myself in the position they have put

:21:10. > :21:12.me in. But, you know, you can argue forever about things like that. It's

:21:13. > :21:19.just a very nice thing to have happened. Just proves if you keep

:21:20. > :21:23.going long enough, you never know. Many congratulations, thank you very

:22:06. > :22:09.died recently. She's dancing to his favourite Frank Senatla song and

:22:10. > :22:19.feels he's been urging her on -- Frank Sinatra. He's looking down on

:22:20. > :22:23.me and saying stick at it. She'll have to wait while her competitors

:22:24. > :22:26.take to the floor. As the first time a programme of ballroom and Latin

:22:27. > :22:31.training has been set up for people with learning difficulties in the

:22:32. > :22:34.capital and today's Strictly competition is testament to just how

:22:35. > :22:38.far the group has come. People were regularly sing to us, why can't we

:22:39. > :22:44.participate? We want summer we can do this so we decided to set up the

:22:45. > :22:48.Studios, London's first ever dedicated company that provides

:22:49. > :22:52.opportunities for disabled and non-disabled people to learn dance

:22:53. > :22:56.in an inclusive environment. Now it is Sarah's big chance in front of a

:22:57. > :22:58.panel of judges and she has taken to it like a natural, making her

:22:59. > :23:11.partner proud. She was always 45 minutes before the

:23:12. > :23:15.lesson, waiting for me on the studio, watching the videos, really

:23:16. > :23:20.wanting to do it but at the same time I think she has this kind of,

:23:21. > :23:23.I'm performing now, people are looking at me, she's not shy at all

:23:24. > :23:34.and it helps to become the performance a bit bigger. Good. Be

:23:35. > :23:39.confident. No mistakes. The Strictly experience has gone so well, dance

:23:40. > :23:46.teachers plan to travel all over the capital with Sarah and the others

:24:37. > :24:40.from the north, so we will see some wet weather at last. We're still in

:24:41. > :24:45.that cold air for the next few days. It will feel quite chilly, a bracing

:24:46. > :24:48.northerly wind and plenty more showers at times, particularly

:24:49. > :24:51.tomorrow but some brighter spells, sunny spells and showers and it will

:24:52. > :25:00.gradually turn a bit milder as we head towards the end of the working

:25:01. > :25:02.week once. This is the reader and the satellite picture from earlier.

:25:03. > :25:07.Some of these shivers in Northern counties have been heavier, some

:25:08. > :25:12.hail and thunder. Over the Downs intend we might see some sleet but
