:00:16. > :00:19.when London's resilient has been severely tested once again. You can

:00:20. > :00:24.probably see around me a big media presence and there is a huge police

:00:25. > :00:29.presence behind the court. It is actually further down the road that

:00:30. > :00:32.the attack happened. Finsbury Park Mosque is just to my right, and

:00:33. > :00:35.every swing the camera ran to my left, you can see lots of people

:00:36. > :00:40.gathering by the tube and train station. That gives you a sense of

:00:41. > :00:44.the geography, if you like, but coming up in the next half hour we

:00:45. > :00:49.will examine the effect on London of a third terror attack in as many

:00:50. > :00:55.months. And we will look at how the capital is already stretched police

:00:56. > :00:57.force can cope with providing extra protection at mosques and to

:00:58. > :01:03.reassure Londoners as the Meier calls for a reversal of planned

:01:04. > :01:06.police cuts. This all comes just days after the Grenfell Tower

:01:07. > :01:10.disaster where people in North Kensington are still troubling to

:01:11. > :01:17.come to terms with what happened. We will be there tonight as well.

:01:18. > :01:21.People are expressing their grief by laying more flowers outside

:01:22. > :01:24.discharge and tying yellow ribbons around railings and trees, but we

:01:25. > :01:29.have been looking at a neighbouring tower block where fire safety checks

:01:30. > :01:34.were not carried out on time because of a shortage of fire staff. We will

:01:35. > :01:41.have more on that, because of the questions being raised. Thank you

:01:42. > :01:46.Assad, we will have more on that from you later. The police were on

:01:47. > :01:49.the scene here within ten minutes, but let's hear from some of those

:01:50. > :01:54.involved in the genetic moments before officers arrived, including

:01:55. > :02:04.people who Scotland Yard say showed great restraint under the

:02:05. > :02:14.circumstances. I just heard a van coming to drive toward people. At

:02:15. > :02:23.very high speed. Six of them and this then run over all of them and

:02:24. > :02:27.hit on the wall. There was one guy on the right-hand side, bleeding and

:02:28. > :02:35.was on his belly. There was another two guys and a lady on the floor at

:02:36. > :02:41.the same time. I saw people chasing a driver and as he tried to escape,

:02:42. > :02:53.he was fighting and pushing and trying to escape. He was shouting I

:02:54. > :03:00.want to kill all Moslems, literally he said that. And then he said I'm

:03:01. > :03:06.sure that this is a terrorist attack, whether he's a Muslim or

:03:07. > :03:14.he's a Christian this is a terrorist attack. I tackled him down to the

:03:15. > :03:20.ground with with the help of other people. He was saying when he was

:03:21. > :03:26.running, I'm going to kill all of you. When he was on the ground I ask

:03:27. > :03:34.him why did you do that? Why? You know, innocent people? And he goes I

:03:35. > :03:39.want to kill Muslims. I said when I go to kill you I said why did you do

:03:40. > :03:45.that. But he wouldn't answer me back. I didn't want to run in

:03:46. > :03:49.straightaway, because I was worried that people be running around with

:03:50. > :03:52.knives, it was kind of a panic. I saw people trying to lift a ban

:03:53. > :03:56.because there was a man stuck under it and at that point I realised it

:03:57. > :04:02.was right to go and help. So we proceeded to do with lift the ban,

:04:03. > :04:06.me and about 20 other people and we were able to get the man out though

:04:07. > :04:14.he was in a critical state, he was really bad. We managed to surround

:04:15. > :04:18.him and protecting from any harm. We stopped all forms of attack and

:04:19. > :04:23.abuse towards him that were coming from every angle. While the people

:04:24. > :04:28.who were attending to the injured were calling the emergency services,

:04:29. > :04:33.a police van drove by coincidence and the flagging down and told in

:04:34. > :04:35.this situation. There is a man, years restraint, he mowed down a

:04:36. > :04:41.group of people with his van, and there is a marked attempting to hurt

:04:42. > :04:46.him. If you do not taking, God forbid, he might be seriously hurt.

:04:47. > :04:51.We just hope that, in times of tragedy, people come together and

:04:52. > :04:54.unite and it was actually touching, my neighbours were that up this

:04:55. > :04:58.morning just to give us their support and to say that they are

:04:59. > :05:04.there for us. Non-Mosley neighbours, so it is proof that the fabric of

:05:05. > :05:11.this society... Non-Muslim neighbours... We have to keep to

:05:12. > :05:17.keep the fabric of society and its community of London intact. Now,

:05:18. > :05:24.this is an investigation going on as we speak and I think we can show you

:05:25. > :05:29.pictures of the van in Bath. It is being bat the van involved, it is

:05:30. > :05:34.being taken away, about half a mile away from where we are standing.

:05:35. > :05:39.This is as far as we can go, but I just wanted to show you that we can

:05:40. > :05:44.see people laying flowers now. How many times have we seen some of

:05:45. > :05:47.those messages, united against terror, standing together. It seems

:05:48. > :05:52.like it's the message we have heard many, many times, sadly. We have

:05:53. > :05:57.heard that there is going to be more police at mosques, but we also know

:05:58. > :06:06.that the net is already -- met is already stretched and now the Meier

:06:07. > :06:16.has urged the government to reverse ?400 million cuts to the net. To the

:06:17. > :06:20.Metropolitan Police. East London Mosque, evacuated this afternoon.

:06:21. > :06:26.The caller said there was a bomb after a phone rang. It's been a

:06:27. > :06:30.difficult afternoon. It's been a very difficult day, everyone is

:06:31. > :06:35.fasting, it is still Ramadan. Yeah, it's a very sensitive time at the

:06:36. > :06:39.moment and I think everybody is feeling vulnerable and skirt. Over

:06:40. > :06:45.in North London, the Prime Minister was visiting when we brought Mosque

:06:46. > :06:51.-- Finsbury just yards from where the attack took place last night. By

:06:52. > :06:56.coming here the Prime Minister came to offer reassurance but many people

:06:57. > :06:59.have told us that though they are super surprised and shocked at what

:07:00. > :07:02.happened and saddened, they are not surprised that Muslims have been

:07:03. > :07:07.targeted in this way. Some of them told us that they feared backlash

:07:08. > :07:15.against Muslims after the recent attacks. We spoke to this woman and

:07:16. > :07:25.she said this... I don't think London is any more. I feel like I'm

:07:26. > :07:28.a target. When did that change could not people get upset and if you keep

:07:29. > :07:32.telling them they are going to fight back. So that is not going to do us

:07:33. > :07:38.any favours, even though we had nothing to do with it. Scotland Yard

:07:39. > :07:41.said that it took the threat of right wing extremism seriously.

:07:42. > :07:50.There will be increased patrols in response to this attack. People in

:07:51. > :07:54.the community have a very good local relationship with police and they

:07:55. > :07:57.will see more police in the area, particularly around the religious

:07:58. > :08:00.establishments. They will see more officers on the street, they may see

:08:01. > :08:05.more armed officers on the street as well. We will be communicating with

:08:06. > :08:10.them and listening to them as we have today about their concerns and

:08:11. > :08:16.about any issues that arise as best we possibly can. At one former head

:08:17. > :08:18.of counterterrorism at the City of London Police were sceptical that

:08:19. > :08:24.all places of worship could be protected. There are more than 500

:08:25. > :08:28.mosques in London alone and hundreds and hundreds of Muslim centres, so

:08:29. > :08:33.it is simply not realistic to have officers outside all of them. And of

:08:34. > :08:36.course, in this type of attack, people patrolling on the street are

:08:37. > :08:41.completely ineffective. The only way you can stop someone in a vehicle,

:08:42. > :08:47.is with barriers and with being able to shoot them by reacting

:08:48. > :08:50.immediately. London's police force is stretched. This is the third

:08:51. > :08:54.attack in the capital in the past four months. The Meier said he was

:08:55. > :08:59.worried that the Metropolitan Police did not have enough resources and

:09:00. > :09:04.appeal to the government to reverse spending cuts at Scotland Yard and

:09:05. > :09:09.the Metropolitan Police. I'm concerned about this situation my

:09:10. > :09:17.message to the government is that the plans you have further cuts of

:09:18. > :09:23.?400 million, don't do it. Don't change the police funding formula so

:09:24. > :09:28.that London loses more money. The Home Office told us that the net

:09:29. > :09:30.would have the resources to keep a secure and that there will be a

:09:31. > :09:38.power consultation on future police funding. Tensions are running high

:09:39. > :09:43.in some places. This has been a traumatic week for London. First

:09:44. > :09:54.fire, and now terrorism, once again. For many, weariness, as well as

:09:55. > :10:02.worry, hangs in the summer air. Well, let's pick up on some of those

:10:03. > :10:08.issues in Nick's report. The police commander joins us this evening, we

:10:09. > :10:10.have some scepticism from Nick, given the number of mosques this

:10:11. > :10:15.promise to increase police presence at places of worship, in reality,

:10:16. > :10:19.given recent events and the number of recent events, how realistic is

:10:20. > :10:26.that, especially with the backdrop of police cuts? I think you have to

:10:27. > :10:33.understand that every single word has a dedicated policing team. So we

:10:34. > :10:37.do have a presence and we do know the times, especially around times

:10:38. > :10:40.of my prayer where people are coming going, we or the have existing plans

:10:41. > :10:44.to prevent anti-social behaviour as well as make sure people are secure.

:10:45. > :10:49.They will just be building on top of those. So, you think that it is

:10:50. > :10:53.possible because of course the Metropolitan Police is already

:10:54. > :10:58.stretched, isn't it? Of course it is possible and it will be done. We

:10:59. > :11:03.have seen Westminster Bridge, and now we've got this we got existing

:11:04. > :11:07.challenges with knife crime, so there are a number of issues that

:11:08. > :11:11.the net is contending with so it is going to be a huge stretch. Do you

:11:12. > :11:19.think that the Meier is right when he calls on reverse a planned cuts

:11:20. > :11:24.to the Metropolitan Police? There's cuts were made in an era when we

:11:25. > :11:28.didn't have cybercrime, child a quotation, radicalised extremism to

:11:29. > :11:31.the extent that we know today. These are emerging threats together with

:11:32. > :11:35.the usual crimes, so the tapestry have changed and I am not sure we

:11:36. > :11:40.are going to be able to cover all of that with the amount of cuts that

:11:41. > :11:44.are imposed. As they former commander with the Metropolitan

:11:45. > :11:47.Police and recently the most senior Muslim police officer, what is your

:11:48. > :11:53.message to the government? I think this is a very extreme threat on

:11:54. > :12:00.both levels. Extremist Muslims and the right wing are threatening the

:12:01. > :12:03.community. We have to have any Gator programmer talks about integration

:12:04. > :12:13.in a Verity positive way. -- integration programme... Eight

:12:14. > :12:18.minutes response reassures people that we are playing on the same

:12:19. > :12:21.playing field. There is a profound sense, I don't know if you got that

:12:22. > :12:27.out, not again, another attack in London. Some are concerned that as a

:12:28. > :12:33.backlash against the Muslim community, but when you fit here the

:12:34. > :12:36.Meier say -- the Mayor of London say I don't want people to go around

:12:37. > :12:41.afraid of their lives, it is getting harder to reassure Londoners is it

:12:42. > :12:46.not? Hate crime went up, and he was in sentiment went up, and rhetoric

:12:47. > :12:52.from the far right increase, but it is an opportunity to say that and

:12:53. > :12:54.understand that we do all stand together. That campaign brings us

:12:55. > :12:59.together and mixture that we are strong. It does not have to be like

:13:00. > :13:02.that and if we pass around those messages and increased vigilance in

:13:03. > :13:09.nine communities, there is no reason why we can prevent the next one

:13:17. > :13:20.Metropolitan Police has said that the force is the working very hard

:13:21. > :13:29.in relation to the horrific events at Grenfell Tower. Let's cross now

:13:30. > :13:32.to North Kensington. I've been here most days since last two day when

:13:33. > :13:38.the fire began in the towers and let me tell you that when I look at that

:13:39. > :13:44.Red Hat shell of a building it takes my breath away. It's extraordinary,

:13:45. > :13:48.the size of a new ten to be when it must've been in full blaze. Imagine

:13:49. > :13:53.what it must be like for a local people to see that every morning

:13:54. > :13:56.evening and afternoon? They may have known others inside who may be

:13:57. > :14:01.escaped and maybe those who didn't escape. You start to understand why

:14:02. > :14:05.they are frustrated and angry that some of their questions, which they

:14:06. > :14:10.perceive to be simple questions are not being answered. Such as how did

:14:11. > :14:13.the fire even begin? And why hasn't the official number of dead being

:14:14. > :14:16.higher than it is? A number of people around here believe that the

:14:17. > :14:20.final figure will be roughly double what the official figure is now, and

:14:21. > :14:24.they can't understand why the official figures are going up so

:14:25. > :14:27.slowly. But, there are reasons for that. The police have many rules

:14:28. > :14:29.that they have to follow to make sure that the figures are as

:14:30. > :14:30.accurate as possible. Here is a short explanation of what

:14:31. > :14:37.they have to do. And When there's a tragic incident

:14:38. > :14:39.like the one at Grenfell the authorities call what's known

:14:40. > :14:41.as a multi-agency meeting. That includes the police,

:14:42. > :14:43.Fire Service, the NHS There's no one agency

:14:44. > :14:46.which knowas the total number of people who've died,

:14:47. > :14:53.so they pool theuiri information. The Fire Service and the police

:14:54. > :14:56.report on bodies at the scene, while the Ambulance Service and NHS

:14:57. > :14:58.give updates on casualties Then, every fatality has to be

:14:59. > :15:04.seen by a coroner before Given the scale of this fire

:15:05. > :15:11.and the size of the tower, the thorough search is still going

:15:12. > :15:14.on and is likely to take weeks. There's also the added problem that

:15:15. > :15:17.nobody's certain of exactly how many people were inside Grenfell

:15:18. > :15:22.on the night of the fire. That's all why when Scotland Yard

:15:23. > :15:25.gets what it calls a "true and accurate picture",

:15:26. > :15:42.it releases a total, bit by bit, hopefully that will explain some

:15:43. > :15:47.people's questions but there are other questions that are being

:15:48. > :15:51.raised because BBC London has found evidence that a neighbouring tower

:15:52. > :15:54.block had fire text that were delayed because there were not

:15:55. > :16:00.enough fire personnel to carry them out. Tom Edwards can tell us more

:16:01. > :16:11.about it. At Grenfell Tower, applause for the firefighters. Then,

:16:12. > :16:15.a minutes silence. What happened here is again focused attention on

:16:16. > :16:23.the safety of the capital's tower blocks. You wouldn't worry about it

:16:24. > :16:26.after seeing what we saw. The devastation they are, of course

:16:27. > :16:32.you're going to be scared. Sonia has lived here in Pauline house in Tower

:16:33. > :16:38.Hamlets for four years. Her blog does not have sprinklers and while

:16:39. > :16:42.it has been signed off a safe she is still very worried. They do regular

:16:43. > :16:45.checks on everything else, I'm not to say they don't because they do.

:16:46. > :16:50.But it still doesn't make you feel any better. Knowing what happened

:16:51. > :16:58.there. Because they said that they had done fire checks. So it doesn't

:16:59. > :17:01.make you feel any better. The Fire Service as it has concerns about

:17:02. > :17:11.checks about job cuts that has reduced its role. Minutes show that

:17:12. > :17:18.checks even result to a delay in fire checks carried out new to

:17:19. > :17:27.Grenfell Tower. In fact, fire audits over a five-year period in London

:17:28. > :17:33.have Jock over 14,600 to 13,700, 6%. The unions want regulations titled

:17:34. > :17:40.full -- at Brighton. I genuinely don't believe that the Private

:17:41. > :17:45.checks are as skilled as the London Fire Brigade employee. We're used to

:17:46. > :17:50.checking all kinds of buildings, we no longer carry out that same regime

:17:51. > :17:55.and I think what we are witnessing the regulations being avoided in

:17:56. > :18:00.some areas. Today the government also wrote to councils asking them

:18:01. > :18:05.to make sure that the council blocks had around ten clouded with similar

:18:06. > :18:11.materials to those you think that Grenfell Tower. Here in Tower

:18:12. > :18:14.Hamlets, the council says it all mine hundreds of its tower blocks

:18:15. > :18:21.have been given up to date fire risk assessment. This plot here, tomorrow

:18:22. > :18:26.night, there will be an emergency meeting to try and reassure

:18:27. > :18:30.residents. The government says it invests heavily in fire prevention

:18:31. > :18:34.and the number of fires as from and by a half over the last ten years.

:18:35. > :18:39.An independent review by the current may or says that the fire servants

:18:40. > :18:43.has coped well with the cuts -- Fire Service has coped well with the

:18:44. > :18:52.cuts. But however, definitive answers could be months away. I'm

:18:53. > :19:01.joined now by the local MP here, Emma Dent. We use a prized that

:19:02. > :19:08.there weren't enough Fire Service in place to take objects. That very

:19:09. > :19:11.alarming if it is a case will have to have a look at how much money the

:19:12. > :19:15.fire brigade said over the last five years. That would be horrendous if

:19:47. > :19:48.focus their anger in ways that will be positive. Some people may not be

:19:49. > :19:53.able to do that, because they are just passed any kind of control. We

:19:54. > :19:57.have do recognise that and respect it, actually. But, as far as

:19:58. > :20:02.possible, people are trying to come together and keep together and look

:20:03. > :20:06.forward and look after each other. There are people broken out there,

:20:07. > :20:11.interval situations, sleeping in cars because they haven't been able

:20:12. > :20:15.to reach the support they need. It terrible thing and we have two come

:20:16. > :20:21.together and look at fridge other. This is it in North Kensington, we

:20:22. > :20:23.all stick together. I visited within associations in the nicer, richer

:20:24. > :20:31.part of Kensington and they are right to. -- outraged too. So were

:20:32. > :20:36.all coming together. And now some nearby councils are also helping

:20:37. > :20:42.you, but there was some criticism but now they are working together.

:20:43. > :20:49.Hammersmith and Westminster offered help on day one but it wasn't

:20:50. > :20:53.accepted and I'll have to look into that I don't know what happened

:20:54. > :20:56.there. It really did the are working together, but we need to make it may

:20:57. > :21:03.turn and long-term rather than just short-term. Thank you for your time

:21:08. > :21:11.had a huge amount of support for the hard work they're doing. And

:21:12. > :21:17.sometimes as they work when the state people break into applause for

:21:18. > :21:19.them. Spontaneously. Scotland Yard have told us how difficult the

:21:20. > :21:22.situation has been. I've investigated major crime

:21:23. > :21:25.from most of my service and I've but I don't think anything prepared

:21:26. > :21:30.me for what I was going to see when It's hard to describe

:21:31. > :21:32.by feelings, because I cannot imagine and I

:21:33. > :21:35.would not want to put myself in the position

:21:36. > :21:36.of those families who have

:21:37. > :21:38.lost their loved ones. But, being with colleagues

:21:39. > :21:40.from the London Fire Brigade when I was in there,

:21:41. > :21:42.colleagues from the London Ambulance Service and other police officers,

:21:43. > :21:45.I think it's fair to say it is incredibly emotional working in

:21:46. > :21:48.there, but we will do it with utmost professionalism and we will do

:21:49. > :21:55.everything we can, as quickly as we can, to locate and recover

:21:56. > :22:11.everybody who is in there. Well, the emergency services will

:22:12. > :22:15.certainly be over days, probably weeks, maybe even months but their

:22:16. > :22:18.workers been hugely appreciated by people, who do still have many

:22:19. > :22:27.questions. But now, back to Finsbury. Understandably so,

:22:28. > :22:30.incredibly brave and tough emergency services, thank you very much Assad.

:22:31. > :22:47.We're going to have a very quick word with the chairman of two. A

:22:48. > :22:54.very tough day for you? A horrific day very awful to see people injured

:22:55. > :22:57.in this way. It is a terrorist attack as the Prime Minister said

:22:58. > :23:00.right here at Finsbury Park mosque. It is no different from what

:23:01. > :23:05.happened in Manchester Westminster and London Bridge is so, we have

:23:06. > :23:10.been overwhelmed by the support the solidarity we have had from the fake

:23:11. > :23:17.leaders in the locality. Our local MP, Jeremy Corbyn. This is how we

:23:18. > :23:22.can defeat the terrorist who try to divide us and spread fear and hatred

:23:23. > :23:26.and division amongst our community. Looking ahead to tonight, are you

:23:27. > :23:30.apprehensive about tonight prayers and the feeling in the mood here?

:23:31. > :23:36.Well, people are concerned about that, but our message to our

:23:37. > :23:44.community is please go on with your life, don't let this extremism but

:23:45. > :23:47.fear in your heart and come to pray. We have our 1500 people coming every

:23:48. > :23:52.night to pray in the mosque, and we expect them to come again and go on

:23:53. > :23:57.with their lives. We don't want them to let these extremists feel that

:23:58. > :24:04.they succeeded. Abe poignant message to end on. As mentioned, the local

:24:05. > :24:08.MP is Jeremy Corbyn, leader of the Labour Party, he is one of a number

:24:09. > :24:10.of politicians who have been your gym visit. Let's hear from him and

:24:11. > :24:13.from the pie minister, Theresa May. These are people who live presented

:24:14. > :24:15.for more than 35 years. I know many of them extremely

:24:16. > :24:18.well and I feel their pain today and I feel their stress

:24:19. > :24:22.today, and I think we have to all reach out and feel their

:24:23. > :24:24.pain and their stress. The only answer to this,

:24:25. > :24:27.the only answer to this, has to be strong communities together,

:24:28. > :24:29.so that these dreadful This is

:24:30. > :24:36.an extraordinary city It is home to a multitude

:24:37. > :24:40.of communities that, together, make London one

:24:41. > :24:43.of the greatest cities on Earth. Diverse, welcoming,

:24:44. > :24:46.vibrant, compassionate, confident and determined

:24:47. > :24:48.never to give in to hate. These are the values

:24:49. > :25:08.that define the city. And of course, the values that also

:25:09. > :25:12.define the spirit of the city. That pose for a moment, now we know it
