:00:00. > :00:09.Claims from a whistle-blower about Rydon, the company

:00:10. > :00:11.which refurbished Grenfell Tower and this evacuated block in Camden.

:00:12. > :00:18.He says the firm ignored his safety warnings five years ago.

:00:19. > :00:24.I am extremely worried for the residents' safety. We pointed this

:00:25. > :00:34.out during refurbishment works, but it seemed to fall on deaf ears.

:00:35. > :00:36.We'll have the latest as safety checks continue on high-rise

:00:37. > :00:41.A minute's silence to remember those affected by the Finsbury Park Mosque

:00:42. > :00:54.We're with the Essex air ambulance as it unveils its latest helicopter.

:00:55. > :00:57.Appealing to your senses, the new exhibition at Somerset house

:00:58. > :01:05.showcasing the centuries parred perfume pioneers.

:01:06. > :01:09.Welcome to the programme this Monday evening.

:01:10. > :01:12.We start tonight with claims that the company responsible

:01:13. > :01:14.for carrying out refurbishments to Grenfell Tower

:01:15. > :01:18.ignored fire safety warnings during the refurbishment of another

:01:19. > :01:22.Hundreds of residents were evacuated from their homes

:01:23. > :01:26.on the Chalcotts estate on Friday, after the London Fire Brigade said

:01:27. > :01:30.they couldn't guarantee the safety of those living there.

:01:31. > :01:32.But BBC London has heard from a contractor who claims

:01:33. > :01:35.he warned Rydon, the company responsible

:01:36. > :01:37.for the refurbishment works, about his fears in one

:01:38. > :01:41.But, he says, those concerns fell on deaf ears.

:01:42. > :01:57.Thousands of residents are still out of their home, wanting answers. They

:01:58. > :02:03.were evacuated with little warning on Friday night from tall -- for

:02:04. > :02:07.tower blocks here. Now we can reveal that we were the first highlight

:02:08. > :02:12.safety concerns to the Council which led to these domestic scenes. They

:02:13. > :02:16.have one or two gas rises on this floor landing. This is one of them.

:02:17. > :02:20.My concern is that if there is a fire in this communal area, and a

:02:21. > :02:27.fire breaches this pipe which is basically PVC gas pipe behind a

:02:28. > :02:32.small bit of what feels like timber cladding, this residents would not

:02:33. > :02:36.be able to escape. Meets Sebastian Stevenson, I met him a week ago when

:02:37. > :02:41.we filmed here in sight though how is. If there is a fire in that

:02:42. > :02:45.floor, it will be stacked I adore and end of the communal exit.

:02:46. > :02:49.Revealed that he listed all of his concerns inside the tower block and

:02:50. > :02:53.they where if you. A fire door should actually look like this. Come

:02:54. > :02:56.positive set up a fire door should actually look like this. Come

:02:57. > :03:00.positive set up by the solid core panel door, maybe there is a door

:03:01. > :03:06.close on the internal side. This trap heat up? It steals the door and

:03:07. > :03:11.prevent smoke inhalation into the actual space, where has this glass

:03:12. > :03:15.is just simple Georgia wire safety glass, and with cracked under the

:03:16. > :03:19.slightest application of any heat. He first saw this building and is

:03:20. > :03:23.public image and refurbish the 17th floor after a fire in one of the

:03:24. > :03:30.flat. You can see here the images of the fire damaged property from. That

:03:31. > :03:33.was in 2012, she says he raised the concerns with Rydon, the company

:03:34. > :03:37.responsible for making is. There is no rescues five years later for the

:03:38. > :03:43.safety violations to be intrinsic in these buildings. When we raised his

:03:44. > :03:47.concerns on Tuesday last week with the council, the days later a

:03:48. > :03:51.dramatic development. Papaver house and the other towers where evacuated

:03:52. > :03:55.precisely because of fears over the cladding and the interior fire

:03:56. > :03:59.safeguards. What is more, partner house has had a fire inspection

:04:00. > :04:05.which it passed as recently as the spring of last year. What went wrong

:04:06. > :04:08.and work Camden Council told? In a statement, the Company have said

:04:09. > :04:13.they have no record whatsoever of any concerns or warnings being

:04:14. > :04:15.raised by capping diligent Carnegie development, whether that is fire

:04:16. > :04:20.alarms are gas rises, the responsibility for them lies with

:04:21. > :04:23.Camden Council. The statement also said that they pride themselves on

:04:24. > :04:27.the quality of works study carried out and happy working with the local

:04:28. > :04:32.authority for over 40 years and that safety is integral to everything

:04:33. > :04:36.they do. As for Camden council, they said that they had been on front

:04:37. > :04:40.foot to ensure that power blocks meet the required safety standards.

:04:41. > :04:41.They will be asking serious questions about the management of

:04:42. > :04:44.internal fire safety issues. where hundreds of residents

:04:45. > :05:02.there are spending a fourth night That's right. Here an HR cuts in

:05:03. > :05:09.state, the urgent fire safety improvement works are ongoing. We do

:05:10. > :05:12.know that 103 flats here are still occupied. Residents refusing to

:05:13. > :05:18.leave the council are very clear that they want them to go. They fear

:05:19. > :05:25.that it could hold up the work. We also heard earlier today from the

:05:26. > :05:29.Communities Secretary who explained to ours again is a much better

:05:30. > :05:32.picture to my best traffic action was taken and what inspectors faced

:05:33. > :05:39.here when they came here a couple of days ago. When the commissioners

:05:40. > :05:44.went into those tower blocks in Camden, NFL and once they found the

:05:45. > :05:50.multiple fire safety failures, failures which rightfully should not

:05:51. > :05:54.have happened in power blocks of any type, certainly those tower blocks

:05:55. > :05:59.in Camden, for example there were problems with gas pipe insulation,

:06:00. > :06:04.stairways that were non-accessible, breaches of internal walls and most

:06:05. > :06:08.astonishingly there while hundreds, literally hundreds of fire doors

:06:09. > :06:14.missing. The estimate by the council itself is that they need 1000 fire

:06:15. > :06:21.doors because they were missing from those five blocks. What is the

:06:22. > :06:28.picture at tower block elsewhere? There are now eight borrowers who

:06:29. > :06:32.said of cladding and have been told that is failed. The Lakers one who

:06:33. > :06:37.we learned about today is Hackney. Housing association block on he

:06:38. > :06:48.Woodbury Downs estate. There are others. Camden, Hounslow, Islington,

:06:49. > :06:54.Barnett, Wandsworth, Lambert. All of these borrowers have had, blocks

:06:55. > :06:59.which have had cladding feeling the fire safety test. None of these

:07:00. > :07:04.others have had residents evacuated. The concerns here in Camden seem to

:07:05. > :07:09.be very particular to these sets of blocks, but it is worth noting that

:07:10. > :07:13.all of the other blocks in question have subsequently had fire safety

:07:14. > :07:18.assessments done by the London Fire Brigade. They have told residents

:07:19. > :07:22.that they are safe as long as certain precautions are taken,

:07:23. > :07:28.namely 24-hour patrols. Later tonight, a debate is being

:07:29. > :07:31.held in the commons to discuss the Grenfell Tower fire

:07:32. > :07:33.and the subsequent response. It was called by the MP for Poplar

:07:34. > :07:36.and Limehouse, Jim Fitzpatrick, who Chairs the Commons

:07:37. > :07:45.group on Fire Safety. He joins us now. Let's just pick up

:07:46. > :07:49.on Camden, because we heard from the Commons that it is not just a

:07:50. > :07:56.cladding issue, it is gas pipes blocked. Astonishingly 1000 fire

:07:57. > :08:03.doors lacking. How long are you from what appears to be systematic

:08:04. > :08:08.failings? This is very scary, it was quite clear that Camden's reaction

:08:09. > :08:13.to evacuate residents was based on some safety advice and it would

:08:14. > :08:17.always be difficult to criticise a local authority for everyone the

:08:18. > :08:22.side of safety. But the information which has emerged this evening about

:08:23. > :08:25.the loss of fire doors within those blocks demonstrates that their

:08:26. > :08:29.judgment was absolutely right. That is why Camden has taken its

:08:30. > :08:33.decision, whereas other local authorities who are not facing the

:08:34. > :08:37.multiple fire protection failures that they are have taken a different

:08:38. > :08:41.decision. Do except that these feelings go back a number of years?

:08:42. > :08:46.Including when you are fire minister, where you are happy with

:08:47. > :08:51.regulations at the time? We change the regulations in 2006. We issued a

:08:52. > :08:55.revised issue of the building regulations, and approved document

:08:56. > :08:58.which was the guidance for architects and construction

:08:59. > :09:04.companies, we had been longing as an all-party groups as 2013 after the

:09:05. > :09:07.coroner 's enquiry recommended a review of approved document. The

:09:08. > :09:11.Secretary of State this afternoon announced the creation of an

:09:12. > :09:16.independent expert advisory panel to look at all fire safety matters and

:09:17. > :09:21.that is welcome. We would say that this work to have been dancers 2013.

:09:22. > :09:24.That it has been -- I can be done gradually, is good news but they

:09:25. > :09:28.need to get on with it and we don't need to wait for the outcome of a

:09:29. > :09:32.public enquiry, because fire regulations can be updated in hand

:09:33. > :09:37.with that public enquiry which could take some time. Hammy tower blocks

:09:38. > :09:41.in London do you think could enter having combustible cladding? We know

:09:42. > :09:47.that it is 14 so far in London authorities. And sorry, I haven't

:09:48. > :09:52.got an estimate as to how many. There are a significant number, 600

:09:53. > :09:55.across the country, you take London's density of population, you

:09:56. > :10:00.can probably arrive at an estimate. The bottom line is that the testing

:10:01. > :10:03.has started, local authorities are carrying out inspections, the Fire

:10:04. > :10:09.Brigade are advising the most important thing is to protect people

:10:10. > :10:12.until such times as proper precautions and proper safety

:10:13. > :10:16.measures are in place, and because we don't want a repeat of Grenfell

:10:17. > :10:20.Tower, and we need to make sure that everything I possibly can be done in

:10:21. > :10:26.the interim to be done and is being done. You think the people of

:10:27. > :10:29.Grenfell Tower where murdered by political decisions, the Shadow

:10:30. > :10:33.Chancellor has said? My colleague David Lambie has said that the

:10:34. > :10:37.corporate manslaughter act of 2005 May be an appropriate vehicle. It

:10:38. > :10:42.will be funded public enquiry to make a judgment as to the fire

:10:43. > :10:45.started, why they were such a rapid spread, how there was a catastrophic

:10:46. > :10:50.failure of all the precautions within the building, and who was

:10:51. > :10:56.responsible. The public enquiry will make recommendations to the

:10:57. > :11:01.prosecutor anti-government to the appropriate way forward.

:11:02. > :11:04.The capital has observed a minute's silence to remember those affected

:11:05. > :11:06.by the terrorist attack in Finsbury Park a week ago,

:11:07. > :11:08.the third in London in as many months.

:11:09. > :11:11.A father-of-six died and 11 others were injured as a van drove

:11:12. > :11:16.Our religious affairs correspondent Martin Bashir reports.

:11:17. > :11:20.The floral tribute in Finsbury Park, a reminder of events just a

:11:21. > :11:27.week ago, the fourth terrorist attack in just three months.

:11:28. > :11:34.The nation invited to pause and remember

:11:35. > :11:38.those impacted by this latest attack.

:11:39. > :11:41.And then gathered outside Islington town Hall, civic leaders,

:11:42. > :11:46.the local Mayor, and members of staff, many working and living

:11:47. > :11:50.locally, all gathered to show solidarity with the Muslim community

:11:51. > :11:54.in this multiethnic part of north London.

:11:55. > :11:57.A gesture greatly appreciated by the chair of Finsbury

:11:58. > :12:02.We know that we are here in Islington a diverse

:12:03. > :12:05.community, we live in harmony for a long time.

:12:06. > :12:09.Most people who try to divide us, they failed.

:12:10. > :12:13.We have proved it in the last few days.

:12:14. > :12:17.This is why I am really glad that Islington and that the country have

:12:18. > :12:22.come together to make sure that these people are failing.

:12:23. > :12:24.With the end of Ramadan at the weekend, there

:12:25. > :12:27.is normally a sense of joyous celebration amongst Muslims, but

:12:28. > :12:30.following the attack last Monday, joy has been replaced by

:12:31. > :12:42.14 police officers have been injured and five people arrested

:12:43. > :12:46.in a protest over the death of a young father in east London.

:12:47. > :12:49.Edson Frederico Da Costa died a week after being stopped in a car

:12:50. > :13:03.His family said they had arranged a peaceful march,

:13:04. > :13:05.but others had thrown bricks and lit fires.

:13:06. > :13:10.Here's our home affairs correspondent Nick Beake.

:13:11. > :13:16.Protesters and police face-to-face. This was the stand-off outside

:13:17. > :13:19.Forest gate. Demonstrators had been met had questions to answer. A local

:13:20. > :13:29.man had died after being stopped by officers. They need to tell us what

:13:30. > :13:34.happened. What must have happened? 25-year-old Edson Frederico Da Costa

:13:35. > :13:40.died last Wednesday. The police watchdog said it believed the metal

:13:41. > :13:45.used CS gas and force. But not severe force. Campaigners claimed he

:13:46. > :13:49.received significant injuries and anger spilled into disorder at this

:13:50. > :13:56.latest protest. You imagine a war zone or something, you don't imagine

:13:57. > :14:00.something happening in east London. The trouble happened on this man's

:14:01. > :14:05.doorstep. He took this video. Ben is burning in the street where many

:14:06. > :14:10.families were celebrating the Muslim festival. It was terrifying. I see

:14:11. > :14:15.nothing like this in 50 years. Luckily they did not smash the cars

:14:16. > :14:20.and didn't throw anything was the houses. They just vented their

:14:21. > :14:24.frustration. Supporters the background to the story? On

:14:25. > :14:29.Thursday, June 15, Met police officers stopped a car in new. Edson

:14:30. > :14:33.Frederico Da Costa becomes unwell, according to the police watchdog. He

:14:34. > :14:38.is taken to hospital in a critical condition. The following Wednesday,

:14:39. > :14:45.he dies in hospital. The next day, as campaigners claim he is been

:14:46. > :14:48.brutally beaten, the IP CC says a postmortem examination found he had

:14:49. > :14:54.no broken neck, no spinal injuries, or bleeding to the brain. Still,

:14:55. > :14:58.there is widespread distrust. Despite the flames and the obvious

:14:59. > :15:04.fury, the protest at this police station last night was contained and

:15:05. > :15:09.did not spell particularly far. The level of anger over the death of a

:15:10. > :15:12.young black man after contact with the Metropolitan Police has a

:15:13. > :15:19.worrying echoes of another case six years ago. The shooting of Mark

:15:20. > :15:24.Duggan by armed police spotted the 2011 riots. This summer, feelings

:15:25. > :15:27.are also running high. The authorities will want to try and

:15:28. > :15:30.ease tensions as quickly as possible.

:15:31. > :15:32.A young woman and her cousin have been left with life-changing

:15:33. > :15:35.injuries after an acid attack in east London during

:15:36. > :15:38.They were in a car in Beckton when it happened.

:15:39. > :15:41.Sonja Jessup is here with more, and just worth mentioning at this

:15:42. > :15:45.point, especially if anyone has young children in the room, that

:15:46. > :15:53.some of the images we'll show could be upsetting.

:15:54. > :16:00.She had been celebrating her 21st birthday, sitting in the car at

:16:01. > :16:04.traffic lights with her cousin last Wednesday. A man came up and threw

:16:05. > :16:10.acid through her window. He never wrote in the other side as to acid

:16:11. > :16:13.over her companion. She has posted pictures of herself before and after

:16:14. > :16:17.the attack as she has written, the pain was excruciating. I was

:16:18. > :16:21.struggling to close the window, my cousin struggled to get as a way, I

:16:22. > :16:24.saw my clothes burn away in front of me. She described trying to flag

:16:25. > :16:29.down other drivers for help, she said it it around 45 minutes to stop

:16:30. > :16:34.someone and beg them to take them both to hospital. Horrific injuries.

:16:35. > :16:36.Do we know why they were targeted? That is not clear. It sounds as

:16:37. > :16:42.though she did not know the man involved, how do he did have a

:16:43. > :16:47.distinctive facial tad too. We know that sadly these kind of attacks on

:16:48. > :16:51.the rise in the capital. BBC London has discovered that more than 450

:16:52. > :16:56.people where victims last year, as it is easy to come by, there are no

:16:57. > :16:58.penalties for carrying it, and it does leave victims with severe

:16:59. > :17:05.emotional and physical disfigurements. She has had to skin

:17:06. > :17:10.graft, and her cousin was induced into a coma for a time. Both

:17:11. > :17:13.suffered damage to their eyesight. A fundraising page has been set up to

:17:14. > :17:17.support them and she has written on Twitter that she is devastated,

:17:18. > :17:20.keeps wondering if a life will ever be the same again.

:17:21. > :17:23.A fund-raising campaign by air ambulance supporters has raised more

:17:24. > :17:25.than ?5 million for a new helicopter.

:17:26. > :17:28.The aircraft has been acquired by the Essex Herts air ambulance.

:17:29. > :17:30.More than half the proceeds were raised by selling

:17:31. > :17:48.Gleaming in its new red and yellow livery, today this helicopter

:17:49. > :17:51.prepare for take-off. It is faster than our current helicopter, so it

:17:52. > :18:01.means women go to the outer reaches of our area, we can be there

:18:02. > :18:06.quicker, which has an impact. Pre-flight checks complete it was up

:18:07. > :18:09.and away, skimming across the countryside to Hylands Park near

:18:10. > :18:13.Chancellor. That like some of the thousands of people who raised the

:18:14. > :18:20.?6 million needed for the aircraft. It is breathtaking. It cannot thank,

:18:21. > :18:25.because we are volunteers, we cannot thank the people of Essex and have a

:18:26. > :18:37.cheering. In 2012, and fabulous paramedics say this man public that

:18:38. > :18:41.lack's. After the virus hit head-on. If there was blood everywhere, and

:18:42. > :18:45.it was quite obvious that the air handlers had not been there. I

:18:46. > :18:48.wouldn't have a little girl, it is as simple as that. Despite the

:18:49. > :18:55.aircraft is not just more agile, for paramedics it has one overriding

:18:56. > :19:00.advantage. Quite often the trainee, it is training space. What we had

:19:01. > :19:03.most of our treatment on being able to access the patient, so we have

:19:04. > :19:08.reduced the amount of banks that we have carried by looking at the kit

:19:09. > :19:12.and condensing it. This the helicopter should last ten years,

:19:13. > :19:17.operating alongside another that is least. You have a laser beam on this

:19:18. > :19:21.one. We can fly through the night. Aircraft is equipped for that and

:19:22. > :19:26.when the charity is ready our long-term goal is to be able to

:19:27. > :19:30.provide a 24/7 service. Next month with starting training complete, it

:19:31. > :19:39.goes into service. Doing what it is designed to do. Saving lives.

:19:40. > :19:45.Imagine being on holiday on the beach when you see a shark swimming

:19:46. > :19:49.in shallow waters. It happened on the penny a beach glue. It said

:19:50. > :19:52.bathers running out of the sea, later captured and believed to have

:19:53. > :19:54.a serious headway. One Londoner who was there I could not believe what

:19:55. > :19:56.he was saying spoke to me a I began by asking Tim

:19:57. > :20:03.Prottey-Jones how he reacted. It was unlike anything

:20:04. > :20:05.we have seen before. I've never seen a shark

:20:06. > :20:07.before in person. We go to Majorca every year

:20:08. > :20:11.if we can, and to actually see a shark on this beach that we have

:20:12. > :20:15.been to so many times We had been there

:20:16. > :20:20.all morning, and my wife, it was about midday,

:20:21. > :20:22.as she got out to go into the sea for the first time,

:20:23. > :20:25.she just got too hot. She was heading into the sea whilst

:20:26. > :20:28.most people seem to be heading out, and I made a joke with her that

:20:29. > :20:32.because she was going in, The next thing I saw

:20:33. > :20:38.was this fin swimming past Right up to where the

:20:39. > :20:46.sand hit the water. It was just quite

:20:47. > :20:49.a sight, so I literally threw my phone to my wife

:20:50. > :20:52.and she started taking a few photos Then soon everyone had

:20:53. > :20:56.got out of the water, you had Life Guards telling people

:20:57. > :20:59.to get out, and everyone on the beach had run to the front
