:01:27. > :01:28.Nearly three weeks on since the Grenfell tragedy
:01:29. > :01:31.reviewed at many towerblocks across the capital.
:01:32. > :01:34.Today, Westminster became the latest council to announce it would install
:01:35. > :01:43.But tonight there are questions as to whether local authorities
:01:44. > :01:46.have the power to force costly fire safety measures like sprinklers
:01:47. > :01:48.and fire doors on leaseholders who have bought their properties.
:01:49. > :01:52.But one expert believes the Grenfell fire should lead
:01:53. > :01:55.Our political editor Tim Donovan reports.
:01:56. > :02:04.This is the fire door that Croydon Council fitted.
:02:05. > :02:07.A dispute over this doorway has proved very costly for Julie.
:02:08. > :02:09.This is the council flat that she bought in Croydon.
:02:10. > :02:11.She had installed a plastic-coated front door.
:02:12. > :02:13.The council said that it was a fire risk and danger
:02:14. > :02:23.The council were saying, we need to set a precedent...
:02:24. > :02:28.She claimed that as a leaseholder, she had rights over the front door.
:02:29. > :02:33.She ended up paying not just for the front door but ended up
:02:34. > :02:36.I should have been given the opportunity to do it myself,
:02:37. > :02:38.rather than Croydon Council going to the extremes
:02:39. > :02:42.And how they are literally persecuting me for the
:02:43. > :02:54.This is being seen as something of a test case.
:02:55. > :02:58.And in this County Court judgment, the key thing is that the judge
:02:59. > :03:02.decided that in the absence of any clarity in Julie's lease itself
:03:03. > :03:04.that the council did retain responsibility for external features
:03:05. > :03:17.But this has actually proved a rare legal success for a council.
:03:18. > :03:19.Experts say that it is very hard to force leaseholders to accept
:03:20. > :03:24.The vast majority of right to buy leases, in my experience,
:03:25. > :03:26.will not let councils just enter properties to make improvements.
:03:27. > :03:31.To add in whole new fire safety systems that didn't exist before.
:03:32. > :03:34.And I would say probably a bare majority are leases that leave
:03:35. > :03:36.the doors in the control of the leaseholder or,
:03:37. > :03:39.even worse, it is ambiguous as to whose door it is.
:03:40. > :03:46.So there would be no obligation to put in fire doors?
:03:47. > :03:50.Not without a quite expensive and difficult legal dispute to find
:03:51. > :03:56.Despite the fire at Lakanal House, Southwark reported that its hands
:03:57. > :03:59.were tied because of the fact that the council has no right
:04:00. > :04:01.of access to install PPS systems, that's sprinklers,
:04:02. > :04:06.Clearly, there has to be, as I think some of the lessons
:04:07. > :04:13.are emerging from Grenfell - early days, but emerging -
:04:14. > :04:18.are that we can't have different standards of fire safety in some
:04:19. > :04:19.properties within a high-rise building compared
:04:20. > :04:23.There has to be a common approach to fire safety.
:04:24. > :04:24.Wandsworth, like Westminster, is now planning to install
:04:25. > :04:29.sprinklers in dozens of tower blocks.
:04:30. > :04:32.But with many leaseholders here, disputes over costs and legal
:04:33. > :04:46.Conservative councils are meeting in Kensington and Chelsea this evening
:04:47. > :04:51.to choose a new leader. It follows the register -- resignation of
:04:52. > :04:55.Nicholas Paget-Brown after criticism of his handling of Vigo end of
:04:56. > :05:03.disaster. Our correspondent has the latest follows. -- for us.
:05:04. > :05:09.We think the meeting is just getting under way. We have seen some
:05:10. > :05:14.councils arriving, here to choose a successor to Nicholas Paget-Brown.
:05:15. > :05:17.He stayed there last Friday with his deputy. We understand there are two
:05:18. > :05:23.candidates that local Conservatives will be choosing from. One is a
:05:24. > :05:28.former Cabinet member, Elizabeth Campbell, but one of the backbench
:05:29. > :05:43.councillors, David Lindsey. The meeting, we think, has just got
:05:44. > :05:53.under way. It will be cheered by the Fulham and Chelsea MP. We want
:05:54. > :05:58.leadership that will deliver a good service to those people affected by
:05:59. > :06:01.the Grenfell fire tragedy and hopefully the cancel under new
:06:02. > :06:06.leadership can move on, take charge of the events, respond well and
:06:07. > :06:11.build from here. Are you sure that they are capable of doing it? Lots
:06:12. > :06:14.of people have said they had been a waste of space although the response
:06:15. > :06:17.the Grenfell and it needs commissions from a site to come in.
:06:18. > :06:24.We have very talented councillors within the group. It is not a
:06:25. > :06:27.decision for me. I am the MP for Chelsea. It will be up to the
:06:28. > :06:31.councils in Kensington and Chelsea, Conservative councillors, to decide
:06:32. > :06:37.your new leader, which is in common with standard practice across the
:06:38. > :06:44.country. What about opposition parties? What do they have to say?
:06:45. > :06:51.It was interesting listening to Greg Hands. He believed that the council
:06:52. > :06:54.should be allowed to carry on but that has not been the view of many
:06:55. > :07:00.families and opposition councillors. I spoke earlier to the leader of the
:07:01. > :07:03.Labour group at Kensington and Chelsea, who said that these people
:07:04. > :07:04.running this council do not deserve another chance. Only downside is to
:07:05. > :07:06.be brought in. It is apparent to everybody
:07:07. > :07:09.that the Conservative administration has never grasped the scale
:07:10. > :07:13.of the problem. And most of them don't seem
:07:14. > :07:17.humble enough to go back to the residents and say,
:07:18. > :07:20.we have made a complete mess of this, we are sorry
:07:21. > :07:23.and we will try to do better. And I really don't think whoever
:07:24. > :07:36.they elect is going to be able Yes, those are the views of the
:07:37. > :07:40.politics of it. We had some more politics in the Commons this

:08:48. > :08:51.one of its agents to strike up a conversation with him online and
:08:52. > :08:58.that lasted about six months. At one point, the pair met up and he handed

:09:47. > :09:52.radicalisation, it was said that potentially in ten years he could
:09:53. > :09:56.beat the radicalised by the judge showed he was an extreme or

:10:35. > :10:48.For years, questions have been raised over the complex financial
:10:49. > :10:49.arrangements and numerous conflicts of interest
:10:50. > :10:52.After repeated warnings, the Government is finally
:10:53. > :10:55.A notice last week cites the trust's inability or unwillingness
:10:56. > :10:57.to address serious concerns over the financial management
:10:58. > :11:01.After repeated and significant breaches of the funding agreement,
:11:02. > :11:02.they remain fundamental concerns about the governance.
:11:03. > :11:04.Now, the governing body here wrote to parents
:11:05. > :11:16.and carers late last week. I have got the letter here.
:11:17. > :11:18.They say that the school is under attack and they will
:11:19. > :11:23.If the Government does push ahead, what is likely to happen
:11:24. > :11:26.here is that this will be taken over by a successful Academy chain.
:11:27. > :11:28.So the disruption to pupils' education should be minimal.
:11:29. > :11:31.When it comes to the secondary pupils in West Sussex
:11:32. > :11:33.at the boarding school, that is less certain.
:11:34. > :11:35.I have another letter here from Lambeth Council,
:11:36. > :11:38.which was sent to every head teacher in the borough last week.
:11:39. > :11:40.They say that they expect there to be no provision
:11:41. > :11:44.In effect, they are expecting the boarding school to close down.
:11:45. > :11:47.And they are asking head teachers if they have any room to take
:11:48. > :11:54.Yet again, it is the parents and 1000 pupils across three sites
:11:55. > :11:59.Parents are obviously in the dark. We don't know anything.
:12:00. > :12:03.From what you hear, I have spoken to a lot of parents who are worried.
:12:04. > :12:06.Some have gone ahead and take your kids out of the school.
:12:07. > :12:08.We have fulfilled all our financial commitments.
:12:09. > :12:11.Have the Government? Absolutely not.
:12:12. > :12:13.Sir Greg Martin, former executive head, now Chair of Governors,
:12:14. > :12:16.has released a series of 12 videos on the school website answering
:12:17. > :12:23.But it does appear the academy, once hailed by ministers as a future
:12:24. > :12:25.model for all schools, is slowly unravelling.
:12:26. > :12:28.So it's complicated, but can children be
:12:29. > :12:40.Yes, they can. Lambeth, the Council, has a legal duty to provide a place
:12:41. > :12:45.for every child. That is the criticism of the Academy 's model.
:12:46. > :12:49.If it all goes wrong, they have to pick up the pieces. We're entering a
:12:50. > :12:54.12 month transition period for the school. Fox going to find an academy
:12:55. > :13:00.sponsor to take it over. -- talks are ongoing. Things could be drawn
:13:01. > :13:07.out of the school fight it. But the deadline in June 2018 is when the
:13:08. > :13:10.funding will definitely stop. There were warnings here that tens of
:13:11. > :13:16.millions of pounds of taxpayers' money could be at risk. Michael
:13:17. > :13:19.Gove's department at the time played on wholeheartedly with it. No
:13:20. > :13:24.Justine Greening, as Education Secretary, has to on pick a right
:13:25. > :13:28.royal mess. Many people see it as a missed opportunity. It is a shame

:20:09. > :20:12.previously free. They claim that funds will help to maintain them but
:20:13. > :20:13.as I have found out, it has put local
:20:14. > :20:19.residents off. The perfect weather for tennis, but on Sunday afternoon,
:20:20. > :20:23.three of the four Courts on this weighbridge Park when empty. I would
:20:24. > :20:27.expect these courts on this kind of data be really busy with people. It
:20:28. > :20:32.is so sad to see these courts empty. It pulls at the heartstrings. It is
:20:33. > :20:44.a similar situation in nearby parks as well.
:20:45. > :20:52.What has changed is that the Borough Council has introduced a new pay and
:20:53. > :20:57.book scheme. They say that the future cuts to local funding, making
:20:58. > :21:01.the decision to charge for courts is not easy but the money will go some
:21:02. > :21:04.way to maintaining them. But it will go resident has called on people to
:21:05. > :21:08.sign a petition to make at least some of the courts free again.
:21:09. > :21:16.Surely there can be a compromise we can come to with the council which
:21:17. > :21:19.means that we have courts available for no cost that adults can come and
:21:20. > :21:29.play good tennis on. She has support from some big names.
:21:30. > :21:33.Meanwhile, a father and son who wanted free time on the courts
:21:34. > :21:39.instead had to leave disappointed. We regularly come to this park and
:21:40. > :21:44.play tennis, basketball, football. So I was really surprised and the
:21:45. > :21:48.same with my son. He asked why we can't play and I had to explain to
:21:49. > :21:54.him again that we need to be more money. The LTA, who implemented
:21:55. > :21:56.similar schemes elsewhere, and the local council, believe that this
:21:57. > :22:00.will ultimately lead to more participation. Early indication
:22:01. > :22:03.shows that people here might need more persuading.
:22:04. > :22:08.I mentioned that petition that has been started and it has been signed
:22:09. > :22:13.by over 1200 people calling for the return of more free courts. She also
:22:14. > :22:16.has a meeting with council members that the LTA will be at tomorrow. I
