:00:42. > :00:53.another Grenfell. I am at a boxing club which was in

:00:54. > :00:56.the Grenfell Tower and destroyed there, but like the people of West

:00:57. > :01:12.London, it is finding its feet and fighting on.

:01:13. > :01:15.First tonight, the Mayor says London is not properly prepared

:01:16. > :01:23.In a letter to the Home Secretary, seen by BBC London, Sadiq Khan gives

:01:24. > :01:25.a stark warning to the government that it's taking them "too long

:01:26. > :01:28.to recognise the scale of the threat we face".

:01:29. > :01:30.He also raises concerns about whether London Fire Brigade

:01:31. > :01:31.has enough resources after the Grenfell disaster.

:01:32. > :01:34.Our Political Correspondent, Karl Mercer joins me now.

:01:35. > :01:39.You have been following developments on this. Yes, you will remember at

:01:40. > :01:42.the end of last week, we were talking because we had learned that

:01:43. > :01:46.the Met was going to write this letter to the Home Secretary. At the

:01:47. > :01:50.time, we thought it would just be about resources for the Fire

:01:51. > :01:55.Brigades. -- the Mayor was going to write. So we ran a story last week.

:01:56. > :01:59.Today, I have seen the letter which was sent by the Mayor to the Home

:02:00. > :02:03.Secretary, Amber Rudd, yesterday, and it goes a lot further. It

:02:04. > :02:06.actually talks not just about resources for the Firebird resources

:02:07. > :02:14.for the police, as you were saying, and business concerns about what

:02:15. > :02:18.London would do if there were to be a bigger terrorist attack. -- raises

:02:19. > :02:22.concerns. And if it was to be a multiple attack across many areas

:02:23. > :02:23.and raises concerns about whether London could cope with another three

:02:24. > :02:33.months like the last we have had. In March, the terror attack on

:02:34. > :02:37.Westminster Bridge that left five dead. Then at the start of June,

:02:38. > :02:43.eight more innocent victims murdered by terrorists in an attack on

:02:44. > :02:47.Borough market. Within days, the fire at Grenfell Tower, which

:02:48. > :02:49.claimed at least 80 lives, and shortly afterwards, another man

:02:50. > :02:54.killed in a terror attack in Finsbury Park. The emergency

:02:55. > :02:58.response to all four has been widely praised, but today comes a warning

:02:59. > :03:01.from the Mayor. He has written to the Home Secretary, raising concerns

:03:02. > :03:09.about how the capital would cope if there were to be larger scare

:03:10. > :03:12.terrorist attacks. This is how the Mets prepares for so-called

:03:13. > :03:15.marauding terrorist firearms attacks. But the Mayor is worried it

:03:16. > :03:17.may not be enough and the Government is not doing enough to keep London

:03:18. > :03:44.safe. His letter says: We shall be letter to Kenny March

:03:45. > :03:46.from the Met Police Federation, which represents officers. It always

:03:47. > :03:51.concerns me when you have different parties, political parties, pointing

:03:52. > :03:54.to each other, but I think this is relevant because he is in charge of

:03:55. > :03:58.us and he is asking a question because ultimately he wants to be

:03:59. > :04:02.able to say, "My police can go out there keep the streets safe." I'm

:04:03. > :04:05.not sure at the moment, should we have another major incident, we

:04:06. > :04:09.could do that. The letter goes even further. It also asked the

:04:10. > :04:11.Government for ?6 million for new equipment for the Fire Brigade to

:04:12. > :04:18.help tackle high-rise fires. Of course, there are issues about

:04:19. > :04:21.needing equipment, aerial lifting equipment and drones and other

:04:22. > :04:24.specialist equipment that we need. Technology has moved on in relation

:04:25. > :04:27.to the ability of the Fire Service to do their job. We have to make

:04:28. > :04:31.sure they have the tools they need to keep people safe. No ministers

:04:32. > :04:41.well available for interview tonight. We were told instead: We

:04:42. > :04:43.will respond to the letter in due course.

:04:44. > :04:46.The shock and sorrow felt by the community immediately

:04:47. > :04:48.after the tragedy has taken a long time to make sense of.

:04:49. > :04:51.People living and working in North Kensington tell us they're

:04:52. > :04:54.now trying to rebuild, and find their own ways to cope.

:04:55. > :04:57.Tarah Welsh has been back to the area to find out how people

:04:58. > :05:01.she met four weeks ago are getting on.

:05:02. > :05:08.As the ink fades, so does the hope that was here. How does a community

:05:09. > :05:12.begin to recover from such loss? I have got friends that are missing

:05:13. > :05:17.still, friends that have been confirmed to have passed away. This

:05:18. > :05:21.was once wasteland. Now a community hope it will be a lasting tribute.

:05:22. > :05:26.There is a personal level for me so I am coming here to express my

:05:27. > :05:29.emotion and my anger and my sadness and whatever emotions that are still

:05:30. > :05:33.trapped within me. It is good to express them creatively and that is

:05:34. > :05:37.the idea of this whole area here. In the shadow of Grenfell Tower, this

:05:38. > :05:41.has become a place of reflection, a space for people to express

:05:42. > :05:50.themselves and ask questions. Livingstone lost two friends in the

:05:51. > :05:54.tower. Really tough. They need to just listen to what the people are

:05:55. > :06:03.trying to say. Everybody would still be going about their daily business.

:06:04. > :06:07.It is hard. I can feel what they are going through. All faiths have been

:06:08. > :06:13.helping here till. There is a constant flow of food. But the needs

:06:14. > :06:16.are changing. The number of people coming to collect items like clothes

:06:17. > :06:23.and toiletries and things has come down a great deal, but the help has

:06:24. > :06:27.changed now from material help or even financial help to more

:06:28. > :06:31.counselling and emotional support. From day one, donations came

:06:32. > :06:35.flooding in. Hundreds of volunteers offered to help. There was a real

:06:36. > :06:39.sense of community here. And it is just as strong today. If you become

:06:40. > :06:43.emotionally attached, it becomes urgent almost and instinctive. You

:06:44. > :06:47.are present, you are here with those. And it has been a real joy to

:06:48. > :06:53.mucking with the community and do what you can do in the absence of

:06:54. > :06:56.the Council, in the absence of those who should be in our place doing so

:06:57. > :06:59.as well. We are hearing consistently that there are people and families

:07:00. > :07:04.who have not accessed NHS services for fear of possibly being reported

:07:05. > :07:09.to the Home Office for being asked about their immigration status. So

:07:10. > :07:13.they are not actually getting the help that they need. People are

:07:14. > :07:19.likely to need help here for generations to come. For some living

:07:20. > :07:25.here, trying to make life a little brighter for those in such darkness.

:07:26. > :07:28.Well, a boxing gym that was on one of the lower floors of the Tower

:07:29. > :07:32.A club that helped produced a string of champions.

:07:33. > :07:34.It's now reopened a short distance away in Ladbrook Grove.

:07:35. > :07:41.So many who use it have been touched by what's happened?

:07:42. > :07:49.Yes, Olympic gold medallist and also the world champion trained here and

:07:50. > :07:52.hundreds of people have at this boxing club which was on the first

:07:53. > :07:58.floor of Grenfell Tower. It was completely destroyed. The legend who

:07:59. > :08:02.is behind the boxing club is Mick Delaney. If I can just interrupt you

:08:03. > :08:07.here. When you heard about the fire, this club is being used are as

:08:08. > :08:12.before the fire started. How did you feel? Well, I just could not believe

:08:13. > :08:16.it, to be honest. I was there at 9:35pm the night before, training

:08:17. > :08:18.with the boys. I got a phone call at 5am, saying that the whole building

:08:19. > :08:27.and everything is gutted and flames everywhere. It is terrible. Even

:08:28. > :08:30.now, for weeks on, it is still not sunk in. And you have been to the

:08:31. > :08:35.funeral of someone who was caught up in it. I was at a funeral last week,

:08:36. > :08:40.one of the lads who we knew well. They used to coming to the gym and

:08:41. > :08:48.help out. Tidy the gem up, whether he was training. And just drastic,

:08:49. > :08:53.like. And you're certainly kept on going, which is great news. Let me

:08:54. > :08:56.speak to someone else. Marianne, a Ph.D. Student from Imperial College,

:08:57. > :08:59.boxing here regularly. You have been coming here for about two years.

:09:00. > :09:04.You're not letting the fire and the devastation get in the way of your

:09:05. > :09:08.training. Why not? Well, we are a very strong community here and it is

:09:09. > :09:13.a big part of our lives, so we are not going to let ourselves suffer

:09:14. > :09:17.just because of the fire. That is very typical of the community here.

:09:18. > :09:20.Yes, everyone sticks together here. Everyone wants to do the best for

:09:21. > :09:26.the victims. Everyone just wants to get on. I will let you carry on with

:09:27. > :09:28.your training. Let me now, if I dare, get into the ring and avoid

:09:29. > :09:34.these guys because there is someone I want to speak to. If I could just

:09:35. > :09:38.stop you here. If I could just bring you over here now. You are 15 years

:09:39. > :09:42.old and training here. Again, you're kept on coming despite the fire a

:09:43. > :09:48.month ago. Dell is why it is so important for you to be here. There

:09:49. > :09:51.are champions of through this gym. There is a big expectation for us as

:09:52. > :09:55.boxers to step through the doors and bring the best we can. So they are

:09:56. > :09:58.an inspiration for you and you don't think something like a fire which

:09:59. > :10:02.has devastated the area is going to stop you from coming. No, not really

:10:03. > :10:07.because I love boxing. I just do this day in and day out because it

:10:08. > :10:11.is my job. People ask why I come and I say I am a boxer. Great respect

:10:12. > :10:16.you're getting from the people here. They keep coming. All the time. They

:10:17. > :10:21.are good kids. We do a lot of work with them. Carry on. You can see

:10:22. > :10:25.from here the spirit that is that the boxing club, the fighting spirit

:10:26. > :10:28.that is so prevalent in North Kensington continues and I am sure

:10:29. > :10:30.that is what will get this place back honestly very quickly. Back to

:10:31. > :10:33.you. Absolutely. And great to see. Well, after the tragedy many

:10:34. > :10:35.councils began doing safety Tonight, a fire safety expert has

:10:36. > :10:43.told us he believes four other His view - a fire could spread

:10:44. > :10:47.throughout the building The council says it already knows

:10:48. > :11:04.about the problems - Residents at a meeting last night.

:11:05. > :11:10.Many of them angry and scared. If there is a fire, they are trained to

:11:11. > :11:14.evacuate us. People are scared. I am not going to burst out crying but I

:11:15. > :11:18.just don't feel safe. The reason people live in these four blocks are

:11:19. > :11:24.so concerned can be seen on every other landing. A total of 28 fire

:11:25. > :11:30.wardens brought in by Southwark council just over a week ago on the

:11:31. > :11:37.advice of the Fire Brigade. Such is the apparent risk of any fire

:11:38. > :11:41.spreading. They are now on duty 20 47 to ensure these blocks can be

:11:42. > :11:47.evacuated immediately, should any fire started. We filmed inside, as a

:11:48. > :11:52.fire safety expert invited in by some residents inspected some flats.

:11:53. > :11:56.And his conclusion is that the cracking visible on some walls and

:11:57. > :12:01.ceilings constitutes a major fire risk. This will mean that fire can

:12:02. > :12:06.spread rapidly from flat to flat within a matter of seconds. He also

:12:07. > :12:11.found a gap in a ceiling and holes in a floor by a gas pipe and

:12:12. > :12:15.believes fire could spread rapidly by this route. You have zero minutes

:12:16. > :12:23.between a fire starting in one flat and getting into the next. This man

:12:24. > :12:27.removed some samples of the filler used in some of these gaps and then

:12:28. > :12:36.took him outside to see if they burned. They did. Southwark Council

:12:37. > :12:41.says there are no surprises in any of the points made by this fire

:12:42. > :12:44.safety expert. They are matters the council has been dealing with for

:12:45. > :12:49.years and the Fire Brigade is happy with its measures to protect

:12:50. > :12:53.tenants. But following the events at Grenfell Tower, many here are no

:12:54. > :12:57.longer feel safe. If there is a fire, it will basically spread like

:12:58. > :13:02.wildfire. This tenant doesn't have much faith in the fire wardens. We

:13:03. > :13:07.caught one napping and she claims it has happened before. I have been out

:13:08. > :13:11.there at 8am in the morning to take our son to school and they are out

:13:12. > :13:16.there asleep. Southwark Council says any issue raised about fire marshals

:13:17. > :13:19.will be addressed and a spokesperson added, "I want to reassure all

:13:20. > :13:23.residents that their safety is our highest priority and that they are

:13:24. > :13:30.safe in their homes." The check-in we have been doing on this building

:13:31. > :13:33.is in conjunction with London Fire Brigade and the leading authorities

:13:34. > :13:37.on fire safety and construction." But at the end of the meeting last

:13:38. > :13:41.night with councillors and their experts, some residents were not

:13:42. > :13:47.convinced. I feel more confused now than I did when I went in there. How

:13:48. > :13:49.are we safe if they haven't even finished their investigation? The

:13:50. > :13:52.council says all safety issues are being addressed properly.

:13:53. > :13:54.Whilst there has been widespread praise for the immense bravery

:13:55. > :13:56.of our firefighters - Londoners tell us they feel

:13:57. > :13:59.conflicted about what to do in the event of another

:14:00. > :14:03.On the one hand they're told to stay put -

:14:04. > :14:05.but after Grenfell their instinct is to leave.

:14:06. > :14:07.A question Marc Ashdown put to the Director of Operations

:14:08. > :14:16.at London Fire Brigade, Tom George.

:14:17. > :14:20.Well, firstly, it is worth saying the Grenfell Tower was an

:14:21. > :14:25.unprecedented incident and are advice to residents living in tower

:14:26. > :14:28.blocks hasn't changed. It is still state would advise. It was confusing

:14:29. > :14:30.because the Government is doing a lot of testing and saying that tower

:14:31. > :14:33.blocks are not safe and yet the advice is still to stay put. I

:14:34. > :14:36.understand why that conclusion is there but it is more about the

:14:37. > :14:38.protection that is in place within the building and as long as the

:14:39. > :14:41.building is properly maintained by that is in place within the building

:14:42. > :14:47.and as long as the building is properly maintained and about

:14:48. > :14:50.attaining in their flat or their apartment, allowing firefighters to

:14:51. > :14:55.get in to deal with the incident. So this really is just a small

:14:56. > :14:59.selection of the number of banks we have had, letters, cards, we have

:15:00. > :15:02.had well over 200 firefighters at that incident. It would not be

:15:03. > :15:07.physically possible to put any more firefighters into that building, so

:15:08. > :15:11.I am more than happy that we had enough resources coming firefighters

:15:12. > :15:14.that the bread there on that night. If you have enough equivalent to

:15:15. > :15:17.doubt that you doubled it OK, why is the man writing to Amber Rudd with a

:15:18. > :15:21.shopping list of stuff that she feels you need? It is like all

:15:22. > :15:25.things. Technology moves on all the time and in the time since we last

:15:26. > :15:28.purchased aerial appliances, technology has moved on and there

:15:29. > :15:31.are on the same side chassis as the fleet that we have at the moment

:15:32. > :15:36.there are some longer aerials and ladders that we could possibly look

:15:37. > :15:40.to have in London. The union has very publicly said that there has

:15:41. > :15:44.been use of cuts which have impacted the service. Do you think that is

:15:45. > :15:47.there? There was reason for that matter is because of the last decade

:15:48. > :15:50.or so we have cut the number of our cold by half, the number of fire

:15:51. > :15:54.deaths and injuries has gone down. And there was a political decision

:15:55. > :15:57.to close ten stations and reduce the number of appliances. I can't

:15:58. > :16:01.comment on whether that at an impact on the night because that is part of

:16:02. > :16:04.the investigation. As I have already said, I feel there were enough

:16:05. > :16:09.resources to deal with the incident on the night. You mention as well

:16:10. > :16:13.safety checks. These used to be done by the Fire Service and it has been

:16:14. > :16:16.deregulated to an extent. There are private regulators now and it feels

:16:17. > :16:21.a bit like the wild West and anyone can do it. Do you think firefighters

:16:22. > :16:24.who do those checks again? They changed in 2005 and you know there

:16:25. > :16:27.is a team looking at that which is being headed up by Sir Ken night and

:16:28. > :16:31.I am sure that may be one of his considerations. That may be one of

:16:32. > :16:34.the options. I think it is an option but that is the case we would need

:16:35. > :16:37.the resources in place and the number of people with the right

:16:38. > :16:41.qualifications to be able to return to how it was prior to 2005. Tom

:16:42. > :16:44.George from London Fire Brigade. Well, ever since the fire,

:16:45. > :16:47.there's been a lot of anger, distress and mistrust around

:16:48. > :16:49.the numbers of dead or missing. Now, Scotland Yard have given more

:16:50. > :16:52.insight into the recovery process You may find some details

:16:53. > :17:06.in our home affairs correspondent I am Sergeant Alistair Hutchings. I

:17:07. > :17:10.am part of the dedication team here at Grenfell Tower running deal --

:17:11. > :17:15.operation here for the deceased to get them back to their loved ones.

:17:16. > :17:20.The work they are carrying out here is painstaking. We are looking at a

:17:21. > :17:25.fingertip search of all flats on all floors and that will involve

:17:26. > :17:29.officers on their hands and knees, using small trowels and shovels.

:17:30. > :17:33.They will be removing debris from those flats and using saves. The

:17:34. > :17:37.Serbs are going down to a six millimetres size so that we can

:17:38. > :17:43.guarantee we can pick up small fragments of bone, teeth and any

:17:44. > :17:48.identical -- identifying part of a human body. -- the sieves. When you

:17:49. > :17:52.think over the last four weeks, has been the toughest job personally and

:17:53. > :17:56.professionally for you? Indeed. We have never had an incident to the

:17:57. > :18:03.scale. The pressure it puts on you will surely is huge. The team are

:18:04. > :18:07.all volunteers and to ask to enter a building like this and deal with the

:18:08. > :18:10.stuff that they are finding is a big task for them. Some Grenfell Tower

:18:11. > :18:14.families have said the search is too slow. Others have alleged the true

:18:15. > :18:20.number of deaths has been suppressed. So is that frustrating

:18:21. > :18:25.for the recovery teams? No, not at all. I deeply, deeply understand the

:18:26. > :18:30.frustration families have and the answers they want. It is only

:18:31. > :18:35.natural. All I can say is please be patient. We are doing our utmost

:18:36. > :18:40.best for you. And we are working as hard as we can. My team can't work

:18:41. > :18:43.any harder. The surgeon believes the searcher will last at least another

:18:44. > :18:50.four months. Has he thought about how he may feel when their job is

:18:51. > :19:01.done? I am trying not to. I think that will be strange. I don't know

:19:02. > :19:06.what I will feel like. Happy, sad, I don't know. We have never worked for

:19:07. > :19:10.this long as an incident. The emotional attachment you have do

:19:11. > :19:13.something like this is huge. Sergeant Alistair Hutchings.

:19:14. > :19:16.Turning to some of the day's other news - and tributes have been paid

:19:17. > :19:18.to a Para-athlete who's died during a training

:19:19. > :19:21.He was due to represent the United Arab Emirates

:19:22. > :19:24.in the upcoming London World Para Athletics Championships which begin

:19:25. > :19:37.Chris Slegg is there - and more details

:19:38. > :19:51.The 36-year-old was due to compete in the F34 Javits -- javelin. It was

:19:52. > :19:54.for users with ordination difficulties. When he was training

:19:55. > :19:58.yesterday at the official training venue, the throwing cage, which is

:19:59. > :20:01.netting, held up by Poles which surrounded him, collapsed around him

:20:02. > :20:05.and one of those struck him on the head. He was pronounced dead at the

:20:06. > :20:09.scene. 20 minutes after that incident at 5pm yesterday, he leaves

:20:10. > :20:13.behind five children. His family have not travelled here. They have

:20:14. > :20:16.been notified. Several of his team-mates what happened and they

:20:17. > :20:21.have all been offered counselling. Last night, it was decided that the

:20:22. > :20:24.championships will go ahead. The United Arab Emirates team gave their

:20:25. > :20:31.backing to that decision although they are distraught to have lost a

:20:32. > :20:35.much loved team-mate. He spread happiness everywhere he went because

:20:36. > :20:41.he was smiling from morning to evening, even if it was hard

:20:42. > :20:46.training or any bad situation in the weather. He would change the

:20:47. > :20:51.negative into a positive. We lost him but he will remain in our heart.

:20:52. > :20:58.Doing know anything about how the throwing cage came to collapse?

:20:59. > :21:01.Details are really sketchy. The London 2017 officials would not be

:21:02. > :21:04.drawn on that today. It was a United Arab Emirates official who gave us
